- The article is a trial of identification of the factors determining ineffectiveness and waste in the public sector. The factors are presented considering detailed and general aspects. The main attention is focused on detailed aspects presenting the conditions on the level of particular entities. The potential grounds of waste have been described such as: waste due to human, process, information, property, managerial reason. For each ground different kinds of waste have been presented. The importance of the presented factors for the studies on the effectiveness of the public sector has been discussed in the summary. The article is a part of wider studies performed by the author regarding the effectiveness of the public sector.
