    The aim of this presentation is the analysis how Poland opens the financial market and the assessment of chances and threats resulting from this process. The opening of the Polish financial market has been determined by two types of premises that are: 1. Regulations and commitments included in the Europe Agreement and negotiate attitude regarding the liberalization of international capital turnover. 2. Commitments resulting from the participation in international organizations - IMF, OECD, GATS. The analysis of the influence of the above mentioned commitments and discussion about the problem how to choose the optimal liberalization sequence of the financial sector is presented in the paper.

    This paper deals with preferential trading agreements (known also as regional trade arrangements) and their role in liberalization of international trade. Regional trade arrangements make a permanent, dynamic and wide-spread feature of the contemporary world economy. They tend to influence the international trade liberalization in two ways: first, facilitating intraregional trade flows, and, secondly, affecting the multilateral liberalization. Regional liberalization process, expanding world-wide, has achieved a higher degree of fulfilment than what has been accomplished multilaterally, in the G A IT context. As far as the preferential trading agreements affect the world trade liberalization, the results are not explicit. The nature of regional liberalization is always discriminatory in relation to third countries. It implies therefore a relatively greater protection toward imports originating from third countries. However, taking into account some other effects of regional liberalization one can hardly admit it to be detrimental to multilateral trade system.

    The suspension of Doha negotiations in July 2006 does not imply that the Round will finally collapse. It seems interesting to evaluate from the current Polish perspective whether multilateral system for agriculture should be maintained in its present form. Thinking globally, multilateral liberalisation is good since, in terms of welfare, the EU will be its main beneficiary and Poland became a member country. The EU seems also morally responsible for the success of the Doha Round, which was meant to support developing countries. However, when national sector perspective is adopted instead of a global one, Poland should rather oppose multilateral liberalization. The accession to the EU provided excellent opportunities to develop agricultural production and exports. Also domestic conditions (farm labour, farm size structure, net transfers from general EU budget) favour integration over global opening to trade.

    Today services play quite a significant, role in international trade alongside goods. This refers to services connected not only with such spheres as banking or transport but also with telecommunications and the right to patents. This is best confirmed by the fact that during the negotiations taking place within the Uruguay Round (started in 1986) besides negotiations concerning products a great deal of attention Is devoted to international trade in services. That problem was advanced by the United States as one of topics for multilateral trade negotiations carried within the framework of GATT. Hence it seemed justified to discuss this problem in the present article. It was divided Into two parts, with the first of them dealing with reasons leading to the new round of multilateral trade negotiations within GATT. It analyzes the stances taken by particular countries taking part in the negotiations and points at their divergences. The second part deals with International trade in services tackled in greater detail, and it points at the necessity of regulating and liberating it. An attempt has been also made to analyze implications of liberalization of trade in services from the viewpoint of Poland's interests

    The North American Free Trade Agreement (NAFTA) goes beyond the classical definition of the free trade agreement. The Treaty of NAFTA incorporates some additional clauses concerning the liberalization of movement of capital, services and labour.     The article presents results of research about Polish services companies. It has been conducted to assess the impact that services liberalization on the EU market has on competitiveness and innovativeness of Polish services companies, which is a result of a EU Services Directive from 2006. The research has been conducted on 400 companies that provide services in such areas: commerce, building, craftsmanship, business specialization, tourism, accommodation services, catering. The idea was to assess how this subject is perceived by the above‑mentioned entities as well as assessment of benefits and barriers that come with the liberalization of services market. Research hypothesis: Services Directive impacts positively the competitiveness and innovativeness of Polish services companies on the EU market and has been positively verified. The article itself is a research.
    Artykuł przedstawia wyniki badania polskich przedsiębiorstw usługowych przeprowadzonego w celu oceny wpływu liberalizacji usług na unijnym rynku, wprowadzonej dyrektywą usługową z 2006 roku, na konkurencyjność i innowacyjność polskich przedsiębiorstw usługowych. Badanie przeprowadzono wśród 400 przedsiębiorstw świadczących usługi: handlowe, budowlane, rzemieślnicze, specjalistyczne związane z działalnością biznesową, szkoleniowe, edukacyjne i informacyjne, turystyczne, zakwaterowania i wyżywienia. Przedmiotem badania była ocena liberalizacji usług przez podmioty oraz korzyści i barier wynikających z niej dla usługodawców. Na polskim rynku nie ma tak kompleksowego badania przedsiębiorstw usługowych eksportujących swoje usługi na rynki krajów Wspólnoty. Wyniki przedstawione w artykule są efektem oryginalnych, autorskich badań. Sformułowano dwie hipotezy badawcze: (1) dyrektywa usługowa pozytywnie wpływa na konkurencyjność i innowacyjność polskich przedsiębiorstw usługowych na rynku wspólnotowym; (2) przedsiębiorcy w większym stopniu dostrzegają korzyści w obszarze wpływu na konkurencyjność i innowacyjność ich przedsiębiorstw niż bariery implementacji dyrektywy usługowej. Obie hipotezy zostały pozytywnie zweryfikowane. Artykuł ma charakter badawczy.

    Opis:
    Jednym z przejawów globalizacji gospodarczej jest w ostatnich latach powstawanie tzw. umów handlowych nowej generacji, takich jak TPP, CETA i TTIP. Ich celem jest liberalizacja handlu, jednak ich zakres jest szerszy i obejmuje również inne sfery życia społeczno‑gospodarczego, bezpośrednio lub pośrednio związane z handlem, jak np. liberalizacja usług o charakterze publicznym, wzajemne uznawanie kwalifikacji zawodowych, deregulacja i liberalizacja rynków finansowych, ochrona praw własności intelektualnej, współpraca w tworzeniu nowych przepisów czy ochrona wzajemnych inwestycji. Z powyższych względów w niniejszym artykule przeprowadzona została analiza zakresu i treści podpisanego przez Unię Europejską i Kanadę w 2016 r. porozumienia CETA z punktu widzenia etapów integracji gospodarczej zdefiniowanych przez B. Balassę oraz dotychczasowego doświadczenia UE – w celu podjęcia próby odpowiedzi na pytanie, czy nazywanie tego typu umów umowami handlowymi, nawet wzbogaconymi o określenie „nowej generacji”, jest uzasadnione. Przeprowadzona analiza prowadzi do wniosku, że umowa CETA powinna zostać raczej uznana za porozumienie o charakterze integracyjnym. Większość jej ustaleń charakteryzuje się bowiem podobnym stopniem złożoności, jaki był osiągany przez państwa członkowskie UE na etapie budowy jednolitego rynku, a więc etapie integracji zdefiniowanym przez B. Balassę jako wspólny rynek, a niektóre z nich na etapie tworzenia unii gospodarczej czy monetarnej. Zakres omawianego porozumienia, tzn. liczba obszarów życia społeczno‑gospodarczego przez nie regulowanego oraz poziom zaawansowania i kompleksowość zapisów, wykracza daleko ponad powszechne rozumienie umowy handlowej oraz ponad jej oficjalny cel – utworzenie strefy wolnego handlu między UE i Kanadą. Prowadzi bowiem do znacznie głębszej integracji gospodarczej niż strefa wolnego handlu w klasycznym ujęciu i potocznym znaczeniu.
    One of the manifestations of economic globalisation seen in recent years is the so‑called “new generation” type of trade agreements such as the TPP, CETA and TTIP. They aim at trade liberalisation, but their scope is broader, comprising other areas of socio‑economic life, more or less directly linked to trade, such as e.g.: the liberalisation of public services, the mutual recognition of professional qualifications, the deregulation and liberalisation of financial markets, the protection of intellectual property rights, and the cooperation in creating new rules or protecting mutual investments. Therefore, the aim of this paper is to analyse the scope and content of the Comprehensive Economic and Trade Agreement (CETA) signed in 2016 by the European Union and Canada from the point of view of the Balassa stages of economic integration and the EU’s experience in order to state whether the naming of such agreements as trade agreements, even with the “new generation” qualification, is really justified. The analysis presented in this paper leads to the conclusion that this agreement should rather be included in the category of agreements labelled as integration agreements. Most of the CETA provisions are at the same level of sophistication as was achieved by the EU countries at the stage of building the single market, that is, at the stage of the implementation of the common market in Balassa’s nomenclature, and some of them are at the stage of economic and monetary union. The scope of the CETA, i.e. the number of areas of social and economic life regulated by it as well as their advancement and complexity, goes far beyond what is commonly understood as a trade agreement and beyond its official purpose – the creation of a free trade area between the European Union and Canada. It leads to economic integration at a level far deeper than a free trade area in its classic and common sense.
