The article analyzes the problem of fixing outlays on education. The author proceeds from an assumption that they are closely related with the process of education. In the case of vocational education, there are involved its three components, i.e. general subjects, vocational subjects and practical training. Each of these components is affected by'two kinds of factors - personal and material. An extremely imoortant issue is a mutual relationship between these factors, which decides about size of outlays. Two situations could be distinguished here: fixing desirable - ideal outlays and actual - real outlays. The ultimate task is to bring these two magnitudes as closeiy as possible to each other, as this is a guarantee of appropriate allocations on the process of education.

The article starts with the presentation of directions of changes in the vocational education in Poland. It is expected to fulfill two functions: provide general education and provide vocational education oriented at developing qualifications required by the economy. During the period of economic transformation these functions are of special importance. Hence, work has been undertaken to ensure a broad profile of occupation and link the vocational education with the economy. The reform of vocational education commenced in 1992 assumes organizational and programme changes. A special role in the reform will be played by the occupational orientation and guidance, which will be implemented in two stages, i.e. within the school system and within the system of labour market institutions. Against this background, the article analyzes the school system in the Administrative Province of Lodz. The quantitative analysis covered the years 1975-1992. It shows that there has declined the number of students in incomplete schools in all occupational groups and in post-secondary schools. On the other hand, the number of students in complete secondary schools, i.e. schools preparing for the secondary-school certificate has increased. Taking into account the demographic growth, the present period is considered to be favourable for transformations in the school and curriculum structure. It is difficult to give an explicit answer whether the school system in the Lodz Province is adapting itself to the changing situation on the labour market. There cannot be observed any major structural changes in the vocational education, while a change in proportions of the general and the vocational education, a greater elasticity of education and an expanded role of occupational orientation belong to long-term goals.

In order to find a proper method of financing the vocational education system it is necessary to build a target model of vocational education. When building such a model, there should be known evolutionary transformations in the vocational education system. In his historical an alysis of the vocational education system, the author is trying to stress these moments, which had and continue to have a decisive importance for both the present and the planned system of vocational education, and he presents development trends in the sphere of vocational education as a stage in creating a target model. The solutions applied in Poland hither to envisage two ways of preparing qualified manpower. One of them is the vocational education system subordinated to local educational authorities and the other - vocational training centers attached to industrial plants . The experience of many countries and the scientific - technical progress taking place all the time speak in favour of the latter solution as a leading one. However, acceptance of such a solution has multiple consequences. This concerns also the structure and the functioning of the financing system. In this area, the most important problems are those concerning choice of forms and sources of financing . Besides, it is necessary to determine ways and methods of financing vocational education. Dilemmas existing here are presented in this article.

The analysis of utilization of personnel with secondary school and basic vocational education background was performed on the basis of results furnished by census of personnel employed in the socialized economy performed in 1973. Against the background of the personnel structure according to the selected levels of education there was examined the degree of correspondence between employment on a given job requiring a given level of education and the achieved level of education. The analysis revealed a deficit of personnel with academic background amounting to 1.3 per cent in relation to the overall number of the employed, with secondary school background - 6.2 per cent, while among qualified workers it amounted respectively to 16.5 per cent (minimum variant). While discussing the general characteristics of qualified personnel in Łódź, the author devoted much attention to analysis of correspondence between the taught job and the performed job among workers with general secondary or basic vocational education according to groups of jobs. Taking into consideration the specific industrial structure of Łódź, low coefficients of correspondence between the performed and taught job among textile and clothing technicians (56.6 per cent), and among spinners, weavers and the like (52.7 per cent). In the light of the observed irregularities instructural adaptation of personnel with general secondary and basic vocational education to needs of the national economy, on the basis of the projected over all increase in the level of education and degree of saturation of the national economy with qualified personnel, and taking account of the rational employment criteria the author formulates conclusions aimed at the employment and education policy.

The aim of this article is to evaluate the efficiency of teaching activities and qualification of ranking of efficiency of higher vocational education schools in the year 2012. The analysis comprises 25 higher vocational education schools reporting to the supervision of the Ministry of Science and Higher Education. This study was used non-parametric method DEA to the calculation of efficiency. The outputs of model include number of graduates and coefficient of employers’ preferences while inputs depending on the specific model are measured by the stationary dotation, total costs or the revenue of the didactic activity and the number of academic staff. There were 8 for model 1 and 2, meanwhile for 3 model 9 effective higher schools. Average ineffectiveness carries out between 83% and 84%.
Celem artykułu jest pomiar efektywności działalności dydaktycznej oraz określenie rankingu efektywności wyższych szkół zawodowych w 2012 roku. Analiza obejmuje 25 wyższych szkół zawodowych nadzorowanych przez Ministerstwo Nauki i Szkolnictwa Wyższego. Do obliczenia efektywności wykorzystano nieparametryczną metodę DEA. Za rezultaty przyjęto liczbę absolwentów oraz wskaźnik oceny preferencji pracodawców, w przypadku nakładów w zależności od wybranego modelu ujęto dotację stacjonarną, koszty lub przychody działalności dydaktycznej oraz liczbę nauczycieli. Dla modelu 1 i 2 było 8, zaś dla 3 modelu 9 efektywnych szkół wyższych. Średnia nieefektywność wynosi między 83% a 84%.

The article is an attempt at analysis of the structure of sources in financing of the vocational education system. In its introduction a hypothesis is made according to which participation of particular sources in financing the costs of a school is differentiated according to level of education. The analysis perforated on the basic of the collected date allowed to state that the level of education is a factor differentiating, to a limited extent, participation of the budget end non-budgetary resources, and that even If any differentiation appears it has no significant trends.
