Starting with an introductory discussion introducing the most essential terminological definitions — the author of this article continues the analysis of the subject in two consecutive stages. And thus, after presentation of the present state of studies, he proceeds to discussion of general ideological problems of the Socialist Party of Austria applying a chronological approach to its mare important programme declarations to be followed next by illustration of detailed views on definite problems of development of the socialist society voiced by selected writers — Social Democrats: Günther Nenning and Norbert Leser. The example of the Social-Democracy of Austria — taking as a basis the official statements and declarations of this party as a whole being publicized in the fundamental programme documents — allows to reveal a rather explicit breach with Marxism, the shaping of the revisionism phenomenon, which at least formally never ceases to assume the label of Marxism. And especially "The New Vienna Programme" published towards the end of the fifties (1958) is treated as a kind of summary of a peculiar evolution „towards the right side", which the Austrial Social- Democracy undergoes: from the ideology of a still relatively working-class movement with a certain orientation towards the class struggle to the concept of the social solidarism and ideo logical pluralism of the so-called „open" socialism deviating clearly from the socialism of the Marxist type. The same attempt at constructing the model of the "open" socialism excluding the class struggle and based on the ideology of reconciliation and solidarism determined by principles of the catholic ethics, and hence in the final account an attempt at the Weltanchauung-religious orientation of the humanism proper for the socialism — will become a pivot of Nenning's analyses already in the sixties — or to a lesser extent, of Leser being more critical towards the Catholocism. With both these authors the frequently repeated warnings against all forms of monopolization of life, against concentration of the economic power leading to undesirable expansion of political influence and negation of the freedom of the individual development — supplement the measure of criticism. A violent criticism, as it is underlined, in this article of both fascism, many elements of the capitalism with its policy of „force" as well as of some distortions in the socialist economy, excessive centralism of the state administration, bureaucratism, etc. In the final conclusions the author stresses once again the reformisfic character of the ideology of the Socialist Party of Austria, which distinctly assumes different forms of convergence processes, i.e. assuming the same degree of transformation for both the socialist and capitalist socio-political systems.

The article is an attempt to give a look at the present reality. It contains reflections and interpretations concerning the country’s social and economic situation as well as some remarks on such subject as the economic policy. It points out transformations as well as barriers connected with the systemic transformation taking place in Poland. Any assessments of the situation arouse doubts due to numerous unknown variables both in our country and abroad. Transformation in an economy implies primarily its restructuring and privatisation. A reference is made to opinions expressed by an outstanding Hungarian scholar professor Janos Kornai. He provides arguments for a supremacy of the capitalist system over the socialist one and voices in favour of consolidation and stabilisation combined with sustained growth. If these statements are to be considered justified then it should be added simultaneously that a lot of time will lapse before they can be realised. We also underline a too optimistic perception of transformations by the author accompanied by his critical analysis of the so-called real socialism. Following Kornai we distinguish two privatisation strategies: A - a strategy of limited growth and В - a strategy of accelerated privatisation. A transition from socialism to capitalism should be a restricted process as it is a combination of revolution and evolution. The article draws attention to relationships between economics and the social policy. They are frequently passed unnoticed by politicians and scholars. A brief mention is made about Poland’s accession to the European Union and, in particular, the issue of negotiations and their completion date. Reference is made to politicians’ statements connected with it and predicted results of the approaching referendum. The scepticism of Poles is justified, whereas the necessity of joining the EU - in my opinion - is unquestionable. A few remarks are made in the article on the economic policy as a scientific discipline represented by me and my colleagues.

The research presented in this article focuses on the urban region of Novosibirsk, which is one of the most industrialized part of Siberia and the Asian part of Russian Federation. To show relationships between the city as the core of the region and its peripheral area a case study analysing territorial units within the southern settlement belt along the Novosibirsk–Cherepanovo regional railway line over a distance of approx. 100 km. This belt was chosen because of the continuity of the settlement and due to the presence of different functional types of edge towns. The adopted system, from the core to the area of weakening direct links to Novosibirsk, helped to define the directional profile of the urban region as relating to the demographic and economic characteristics. The research was based on two methods of determining the functions of cities in the national settlement system: a research programme concerning the genesis of functional development and a research programme of specialised functions, the purpose of which is to determine the economic base (exogenous functions) of territorial units. The presented results have shown general tendencies in the transformations of the Novosibirsk urban region’s spatial structure, both in long-term perspective (the generic view of function development) and under contemporary circumstances related to the economic transformation of Russia.
