There is the increasing importance of understanding the link between competition and trade policy and of exploring the gaps and problems that at present exist in the application of these policies. Trade and competition policies are closely related. Competition policy is aimed at ensuring the efficient functioning of markets by the removal or control of restrictive business practices. Trade liberalisation serves to sharpen competition in the domestic markets while barriers to trade which shelter particular domestic industries may have anti-competitive effects on national markets. It has become apparent how closely trade problems are linked with domestic industrial, regional or even macro-economic policies with which competition policy is also concerned. The purpose of this article is to examine both conditions of conflict and conditions of synergy between competition policy and the various instruments of trade policy. The article is organised in three parts. The first one discusses a range of trade policy measures, in particular non-tariff barriers from the perspective of competition policy. The second part is concerned with trade-related competition issues, i.e. those practices by enterprises or, as appropriate, by governments in their commercial activities which fall within the scope of competition policy and which have implications for international trade. The last part deals with the development of international competition policy and the pressure for and against it. It briefly examines the past efforts to reach international understandings on this issue and summarises some of the main existing laws and procedures.

Celem niniejszego artykułu jest przedstawienie istoty, uwarunkowań i narzędzi, a także oceny polityki innowacyjnej realizowanej w Polsce od początku procesu transformacji systemowej. W artykule podjęto również próbę oceny zdolności innowacyjnej polskiej gospodarki analizowanej przez pryzmat mierników ilustrujących zarówno nakłady przeznaczane na działalność innowacyjną w skali makro, jak i aktywność innowacyjną przedsiębiorstw. Zdolność ta jest w znacznej mierze funkcją polityki innowacyjnej lansowanej w Polsce w kolejnych fazach transformacji systemowej.
The paper considers the very important problem of innovativeness of Polish economy with particular attention given to its innovation policy. The major thesis of paper argues that the growth of innovativeness in Polish economy requires structural, institutional and financial changes in the long run. The changes which have taken place so far in the process of transformation should be considered as insufficient. The paper is divided in two parts. First deals with the short characteristics of innovative potential and innovative activity of the Polish economy. Second is devoted to the problem of innovation policy in Poland. This policy should, in its nature, be a horizontal one and should interrelate a scientific - technological policy with an industrial policy. In view of this fact there is an obvious need to co-ordinate the actions of the governmental institutions which should cooperate to create strategy of the development of science and technology compatible with the directions of modernisation of the economy.

In the article we can submit a proposition, that key influence on nature and range of financial participation exert fiscal and legal frames set up by central authorities, what can be confirmed by results of sectional and national research of financial participation carried out from 1990. What should be underlined, that it is not only a matter of regulation of status of participation programs in labor law and tax system, but it is also connected with company law, capital market, issue of stocks, admittance of financial tools to public turnover, with accountancy rules etc. For example, thanks to legal regulations of relating issue and of purchase of stock by companies, in Germany in 1998 the limitations relating to use option on purchase of stock were suppressed one did away (one put to death) what permitted to German companies to use this tool in financing of firms’ growth, in spite of a lack of legislative initiatives and tax encouragements. In Italy, the reforms of corporative governments (e.g. greater protection of smaller investors), became the key factor in further development of financial participation based on share-based financial participation. 25

The purpose of this paper is to present the equilibrium level of unemployment in Poland and examine whether the changes in it affected the degree of restrictiveness of monetary policy between 1998 and 2009. An estimation based on the flow methods within those years, showed that the equilibrium level of unemployment, shifted in the same direction as the actual rate of unemployment. This may indicate the occurrence of hysteresis effect in unemployment in the Polish economy; however, this hypothesis requires a separate analysis. In addition, What's more, during almost the whole period (except for 2001) the level of the actual unemployment rate exceeded the level of equilibrium unemployment. This may suggest that the monetary policy conducted by the NBP was too restrictive. An analysis of the MCI indices showed that the degree of restrictiveness of monetary policy was changing over the period stance. During that time there was a very weak negative correlation between MCI index (which measures the degree of restrictiveness of monetary policy) and the level of equilibrium unemployment.

A model of the New Neoclassical Synthesis (NSN) became a commonly accepted explanation of the market economic mechanisms during the last 10 years. It became also a cornerstone of economic policy, mainly monetary policy. However, both theoretical and practical aspects of the model may arouse some caveats. Most important doubt considers an underestimation of the power of fiscal policy. Hence the opinions that the global financial crisis might have been caused also by the misguided policy grounded on the inaccurate theoretical principles. The article studies the crux of the NSN model and reviews the problems concerning its practical implications.

W artykule dokonano przeglądu rozwiązań podatkowych stosowanych zarówno w zakresie podatków pośrednich, jak i bezpośrednich w wybranych państwach UE i OECD w ramach polityki ekologicznej, wraz ze wskazaniem ich zalet i ewentualnych wad w tej roli.

The paper assumes that metropolitan areas should be organised as entities entitled to their own, internal policy-making. The metropolitan areas policy should also be run by regional and national authorities. The legal and political issues must be decided on, in order to make established metropolitan area the subject of development policy. Those issues determine: • allowed/preferred organisational forms of metropolitan areas, • rules for metropolitan areas development planning and spatial planning, • financial framework for metropolitan areas, being the separate entities of public finance. The model solutions concerning metropolitan authorities’ entitlements and rules for coordination of different bodies’ activities in the metropolitan area can be discussed with regard to the above mentioned issues. Development challenges that are characteristic for metropolitan areas are the rationale behind running the policy by metropolitan decision-makers as well as behind the existence of metropolitan areas policies. The related issues of high strategic importance, that can be easily listed, will in the future determine development possibilities of Polish metropolitan areas as well as their position in European perspective.

The institutional integration of the Polish agriculture within the economy of European Union countries is a process, which beginning can be linked to the implementation of the agreement on Polish association with the European Communities - dated from the very beginning of the year 1994. The end of the process in question will come together with the expire of transitional periods, this is when, our agriculture will be ruled accordingly to the CAP’s regulations. However, we need to remember th at the integration in terms of regulation aspect is not equivalent within the integration concerning the real sphere- in which the decisive voice belongs not only to farmers but also to the companies operating in the field connected with agriculture. Regarding integration as a process, which has its own inner dynamic, it seems to be obvious that the date of polish accession to the European Union will be of crucial importance for our farmers, however it does not have to be the breakthrough. Thus the optimal situation for polish farmers, would be the one, in which the 1st of May 2004, would be “ invisible and intangible” them. The level of reaching this optimum depends on many of factors. However, it can be mainly affected by both: the knowledge about CAP’S functioning and CAP's effects, as well as by effectiveness o f institutions dealing with farmers. This paper is intended to familiarise with the knowledge about CAP and its hitherto economic and social effects concerning specified European Union countries as well as highlighting both: prospective merits and disadvantages for polish agriculture emerging from the implementation of CAP.

Analysis of the practice shows that the West European states have developed various forms of control over process of structural changes in industry. However, analysis of criteria unerlying decision--making by the state in concrete cases allows to notice their frequently accidental emergenoy character, as well as in coherence with other goals of the contemporary interventionism.

The article discusses the evolution of trade policy in the capitalist economy of the post-war period. The presentation of this evolution in preceded by presentation of the main arguments of supporters of free trade and protectionism. Liberal and protectionist doctrines have been competing for a long time and they were winning recognition in turn in different countries depending upon the economic situation. In the post-war period we have been witnessing, as a rule, a strong trend towards liberalization of the world trade promoted by efforts of such organizations as GATT and the UNCTAD. Among others, as a result of endeavours of these organizations there appeared a modified doctrine of free trade called neoliberalism. Economic recession of 1974—1975 stopped this trend and today we can observe a return to protectionist policy.

Artykuł omawia kreowanie wymienialności i kursu wymiany korony słowackiej od utworzenia nowego reżimu ekonomicznego i ustanowienia niezależności słowackiej waluty. Przedstawia obecną sytuację słowackiej korony, pokazując utrzymujące się ograniczenia jej wymienialności, które trzeba będzie usunąć, szczególnie w kontekście przyjęcia Republiki Słowackiej do Unii Europejskiej. Obecny stan i dalszy rozwój reżimu kursu wymiany słowackiej korony, jak również jej położenie związane ze zmianą polityki monetarnej Narodowego Banku Słowacji, są kolejnymi kwestiami, które należy rozwiązać. Artykuł ukazuje nieuchronność przekształcenia ekonomii słowackiej, jej podmiotów i działań, biorąc pod uwagę rosnące ryzyko wymiany dewizowej słowackiej waluty.

A crisis of a city is typically regarded as synonymous to the crisis of public finance – it arises from insufficient investments by the local and national public sector. However, contemporary cities face also other challenges, apart from the obvious lack of financial resources – such as effects of the global crisis which are cause predominantly by the actions of the private sector. The problems of contemporary cities require that public authorities professionalize in their approach to management. Sustainable, long-term development of a city will not be possible, unless many issues such as: communication, housing, water supply, waste management, rational management of space, modernization of various forms of development, education, health care, preventing social pathologies, proper social relations, shaping social structures or stimulating the development of income-generating functions are efficiently solved. That is why creating an adequate urban policy and implementing it with the use of appropriate methods and instruments which allow for efficient regulation of social relations and public service provision should be the domain of public authorities.
