As the successful coup d’etat of Rome in October 27 – 29, 1922, successfully unfolded and Benito Mussolini emerged into power, the threat of invasion and spread of fascism was looming over southeastern Europe and North African countries of Ethiopia, Libya and Somalia. Mussolini’s intentions would not be perceptible until October, 1935, the invasion of Ethiopia and consequently almost four years later with the invasion of Albania in April 7th, 1939, which is considered by many as the prelude to World War II. Italy’s role and support towards the implementation of infrastructure projects and economic development initiatives in Albania proved to be essential. The fascist regime of Benito Mussolini was also a strategic ally for King Zog I who was in a desperate need to establish a stable government and secure his monarchy. Although King Zog I came to power with the immense help of Yugoslavia, months later he established strong ties with Italy and worked tirelessly to foster strategic bilateral relations with Mussolini’s administration. Italo-Yugoslav Relations improved greatly after the signing of a bilateral agreement in March 25, 1937, therefore Benito Mussolini had the green light from the Yugoslav government – which brought King Zog I into power in December, 1924 – to storm with loans, equipment and human assets the newly created Albanian government which later would become a Kingdom under the rule of Zog I. The focus of this Essay will be the impact of Italian – Albanian Strategic Alliance, a detailed analysis on the pact of Tirana (1926), the Italian Strategic Interests on western Balkans and its subsequent invasion in April, 1939.

Electoral behavior is a new element in the political analysis of democracy in Albania. Distinctive features of the Albanian transition distinguish other models of the former communist countries, as well as significantly differ with Western models and electoral behavior analysis of the relations between political actors and citizens voting. Penal Code of the Republic of Albania remains the basis of criminal law to sanction criminal acts in the election. The object of criminal misconduct are directly related to the normal criminal and legal protection and free elections as well as the Albanian Constitution provides all these obstacles to electoral subjects committed by force or by any other means which directly affect the normal performance electoral system. Barriers can be done with physical or psychological, and consists in blocking commissioners election materials, election materials decay affecting decay electoral system unfairly supported a particular political party or a coalition of political parties that present list candidacy according to the rules defined in the electoral code. Albanian Constitution as the fundamental law of the Albanian state provides for the rightness of the equality of the vote for all Albanian citizens The vote is the democratic way that every citizen expressing the opinion and its political will but to have democratic value ratings should be personal equal, free and secret. The right to vote is a political right provided by the Albanian Constitution and the Universal Declaration of Human Rights and as such is closely linked to democracy, the sovereignty of the people and citizens. Total vote, or the right to get to the polls all Albanian citizens, men and women, and in fact is the greatest achievement of the twentieth century. According to the Electoral Code of the Republic of Albania every citizen exercises his right to vote at his polling station, where placed under citizen’s location criteria. Voting centers organized in such a way as to facilitate the voting process and ensure the secrecy of the vote. Democracy lives by opinions competition. In all areas of society, in the family and at school, association and enterprise, democracy needs a social climate which stimulate open discussion on the differences of opinion.

Multiculturalism and the new multi religious social realities are becoming dominant dimensions of today’s world. The huge changes in the social tissue of those societies, which up to now had an established dominant culture and religious affiliation, made them now face more than the effects of migrant flows, which inevitably causes confrontations of cultures and believes. The clash of civilizations, which have been so accurately predicted, took different forms of confrontation by giving floor to extremism into its organized form: an explosion of terrorism. By considering the strong connections between poverty and lack of education as an extremism cradle, many researchers consider the inclusion of the subjects related to the history and culture of religions as a strategy to reduce cultural and religious conflict as well as extremist behavior and the bases of terrorism, by increasing information and knowledge about religion starting from early teen years. Albania, a country known for its religious tolerance, is one of those countries which’ decision makers in education actually share this point of view and is going to start a project by including a module of limited hours of teaching in medium and high school students. The paper makes an analysis of the potential effects this might have considering its application related to the initial purposes of the project, by introducing the case of Italy and its strategy of religious education over the years as a comparative tool in order to analyze and predict the potential outcomes of this intent, by considering the national background of Albania and some specific learning traits and outcomes on such topics related to age and cultural set up.

Over the first forty years of the last century the Italian View of Albania has changed in different ways, but always maintaining strong interest. The Grand Tour played an important role in the education of the aristocratic British youth. Several requirements served for its classical qualification. The Tour lasted from some months to some years. Travelers' individual choices, spread of diseases, priority to special places, as well as historical events shaped the travel plan. The Tour changed its classical denotation in the 19th century, reflecting a radical social transformation in the British society. The middle class would be engaged in travelling beyond the borders of the British territory. The Romantic traveler of the 19th century diefrers from the classic traveler of the Grand Tour, stressing heroism and bravery, avoiding scenic descriptions. These travelers resembled the explorer. A term introduced by the Romantics. The dense narrative produced in this period would permit the British public to become familiar with unalike people, experiences, and lands. There are five travellers that visited the Albanian land in the first half of 19th century, during British Romanticims. Dodwell, Hughes, Martin Leake, Urquhart and Best published works mentioning the Albania theme, people, culture, nature, geography. Dodwell's work is significant because of classical archeology. T.S. Hughes gives information about Ali Pasha and his mystical figure. Topographical data on the Albanian population, customs, and traditions are introduced in Leake's book. Urquhart looks at the Orient from a philosophical viewpoint. A work about hunting, natural beauty, customs, traditions is wrietn by Best. Therefore, their books give essential information about the country in the first half of this century. Richard Lassels in the book Travels in Italy first mentions the term Grand Tour in 1670 (p.6). A century later, Paul Kirby (1952) informs the audience that the Grand Tour has become part of the young Europeans' education, any member coming from the nobility of the time (p. 2). The key question addressed in this article is social inclusion, as an opposite concept of social exclusion. The author provides a historical of social inclusion/exclusion terminology. Further, some of the principles of social inclusion are presented. A brief review of the literature provides key views and theories of social inclusion. In particular, the author brings to attention that the included/excluded dualism apparent in the writings of social inclusion and exclusion cannot be taken at face value. In line with global debate on social inclusion and exclusion, the author brings the way this debate has now pervaded both the official and development policy discourse in Albania.Social inclusion is considered as one of the priorities of the current government, with poverty reduction as its main focus, which will be ensured not only through economic development. In the end, the article focuses on the role of education as a very important and useful tool for ensuring social inclusion.Social inclusion through education, in particular through vocational education, considered by the author as the only way towards sustainable development of Albanian society.

Between the obligation of carrying out their mission to ensure the quality development of higher education and the right to function as important centers where knowledge is taken, developed and transmitted, this paper will examine the technological developments of university libraries as an important part of higher education. Digital and electronic experiences applied in Albanian universities libraries will be brought to the attention of the public. This paper is based on the questionnaire survey conducted at public university libraries in Albania. Opinions of librarians regarding ICT application were elicited using a structured questionnaire, followed up with interviews. In the case of non-response by libraries is consulted their official web sites to have a more complete information. In addition, secondary sources were consulted as domestic and foreign literature in this field. Results show that: 1) the level of application information technology in public university libraries in Albania is acceptable. The most important and serious problem is the lack of the unique University Library ICT Policy; 2) serious handicap is the lack of educated librarians in using information technology; 3) the proportion of university library activity goes more digital, so the digital collection becomes reality in the public university libraries. This paper brings conclusions that contribute to: a) national information communication technology policy for university libraries and b) the creation of an integrated system for management and transmission of knowledge at the national level for all Albanian university libraries.

The sensitive topic of religion in the Albanian 2011 census and the coming one is the focus of this study. The country majority is composed of ethnic Albanians, sharing the same nationality; blood, language, culture, territory while religion differs. It was found a flaw in categorization under the category ‘Bektashi’, one of the Albanian traditional divisions historically a sub-category of ‘Islam’. Placing it as a separate category, while the main body category ‘Islam’ is the other option creates fogginess for the inquired person. Checking on ‘Islam’ excludes s/he from the possibility to choose ‘Bektashi’ and vice versa. Data retrieved from the official INSTAT Albania online web atlas and reorganized second study objectives. Maps show a shift from traditional religious categories, Muslim, Catholic, Orthodox and Bektashi with clear geographical connotations. Traditional religious nominations range from the lowest loss of 2.9% to 56.5%. With a range 53.6%, and mean and standard deviation 23.6±13.3%, change is statistically significant p<0.001. The whole country records a fidelity to traditional categories of 75.6%. The quest of separation from the main body of a religious affiliation is a special case of separation because the sub-division always pretends to save the original message, not bringing a novelty. The case of the Albanian religious census categories superposition constitutes a technical error that needs revision.

This work starts with the premise that the Albanian language is one of most ancient languages in the world and stands in the root of the common trunk of the Indo-European languages. The common pre-Indo-European origin is preserved in the present Albanian language almost in the same conditions that this language was spoken 2-3 thousand years ago. Further in the work arguments are set forth regarding Albanian language priorities as a synthetic-analytic type language and the role of the Albanian language as the key in analyzing the Indo-European language system is presented. Regardless the tendencies toward analytic features the Albanian language, at the same time, preserves also useful elements from the synthetic features. Continuing, the Albanian language geopolitical positioning is presented from the point of view of the Indo-European languages differentiation and concentration in the EU context and Euro-Atlantic countries integration, supposing the conditions of each language in relation to the specific way of thinking in that language. Closing, some concrete examples are presented about where and how the different ways of thinking may be applied and harmonized, either with the synthetic or analytic domination, and a concrete example is analyzed about how Albanian language can be invested in the improvement of the Indo-European linguistic system, drawing some conclusions in this direction.

The purpose of the research is to solve the paradox of religion integration in education, by the new balance between religion, philosophy and science, during the post communism transition. In the field of thinking, the process is the transition from ideology to integral thinking. It is realized through the re-evaluation of the topics of the integration of religion, transitology and integral though, education, inclusiveness, solidarity, new laicity and new secularity. In the philosophical sense, integration is the objective process of being developed. This is understood as a return to identity towards a universal being. In the context of the social being, the process realizes the opening and cooperative development of all mental, spiritual-religious, scientific, creative-artistic, economic, cultural, material and non-material political fields. It includes the individual, the community, and all institutions of social life. The path of integration development is the transitive movement in a spiral form. In Albania, with the fall of communism, freedom of religion was legalized according to the standards of European democracy. The rehabilitation of religious figures that had been condemned and persecuted by the totalitarian regime began. The post-communist transition brought profound changes in the field of faith and religion such as the new dimension in the relationship of society with religion, new and unfamiliar attitudes of believers to religion, new relations between the state and religious institutions, new relations between education and religion in public institutions, opening of religious schools and increasing the influence of religion through the media and religious literature. What is considered tolerance in Europe, in the Albanian case is respect. Albanians are the best model for religious tolerance (respect). There has never been a religious clash in Albania for any reason. Respect for the religious affiliation and religious belief of the other in the Albanian case is modeled as the guiding value of their identity and appears in everyday life as the acceptance of the other. For this reason, they are the best model of respect and acceptance of the other, regardless of religious affiliation. This is an ontological value, built over the centuries and continues to this day. Albanians have not converted, but have adapted to a religious belief for economic and survival reasons. Marriages with different religions and keeping two names (Christian and Muslim) are natural phenomena among Albanians. In Albania, there are in the family and tribe people with Christian and Muslim religions individuals with two names, Christian and Muslim: Kristo and Muhamed. Albanians have lived in peaceful symbiosis with the Slavs in the centuries of the latter’s influx into Albanian lands. They have also lived peacefully with other neighbors, Greeks or Romans. This is even though the neighbors have not always been peaceful with the Albanians.

Religious freedom has been always considered as a strong indicator democracy and institutional set up in a country. Ex- communist countries in their efforts to set up a state of law and foster democracy, particularly, are more sensible toward indicators such as religious freedom, tolerance and diversity considering them strong components of their social tissue necessary to set up a functional democracy. Their past legacy and history, are strong factors influencing their present and future. Analyzing the past, present and future of a country’s religiosity, religious freedom and tolerance, represent a valid contribution not only in terms of social assessment. They also compound a first layer for policies and strategies to create open societies and reinforce the institutional set up and rule of law. Albania, among these countries, represents a very unique case of variation in attitudes and relation toward religion along history. But a strong tolerant component characterizes the overall perception and behavior toward religious diversity. A historic, politic and social analysis of the Albanian case of religious tolerance and co-existence, necessary to understand the real western inspiration of the country and its democracy’s future, is the biggest contribution of this paper.

Opis:
The complicated, troubled and tragic events of a wealthy family from Vlorë, Albania, which a century ago expanded its business to Italy, in Brindisi and Trieste, and whose grand land tenures and financial properties in Albania were nationalized by Communism after the Second World War. Hence the life-long solitary and hopeless fight of the last heir of the family to reconquer his patrimony that had been nationalized by Communism. Such properties would have been endowed to a planned foundation, which aims at perpetuating the memory of his brother, who was active in the resistance movement during the war and therefore hung by the Germans. His main institutional purpose is to help students from the Vlorë area to attend the University of Trieste. The paper is a travel in time through history, sociology and the consolidation of a state’s fundamentals, by trying to read the past aiming to understand the presence and save the future. The paper highlights the need to consider past models of social solidarity meanwhile renewing the actual one. This as a re-establishment of rule and understanding, a strategy to cope with pressures to renegotiate the social contract, as a universal need, by considering the past’s experiences as a firm base for successful social interaction. All this, inside a story which in the first look seems to be too personal and narrow, meanwhile it highlights the present and the past in a natural organic connection, dedicated to a nation in continuous struggle for its social reconstruction.

The scope of this article is twofold, on one hand; it makes an analysis of the current situation of the environment protection through the criminal law in the Albania, by proving a legal landscape on the current criminal conducts as are foreseen by the Criminal Code of Albania. After that, this article makes a description of the legal concept of environment in Albania and analyses the existing criminal offences as they are foreseen by the Criminal Code. On the other hand, the article makes a preliminary assessment of the new coming reform on the environmental crime in Albania, by trying to identify the problematic issues and their address by the draft-law. The conclusions reached at the end shows the evolution of the concept of environment and its protection, welcomes the new reform by noting the need of the judicial authorities to be trained in order to be fully implemented.
