The Internet, a network covering the majority of the world, changes the way we create and exchange information. What is its potential to change the way people interact and express themselves? New media enable those with a particular interest to communicate with each other instantly, whatever the vehicle may be: chat lines, news groups, replies through email, or even browsing on each other’s web sites. Individuals interested in very specific and obscure research can interact with people focusing on the same subject in another part of the world in no time. This provokes fast changes of sociopolitical notions and a greater variety of human endeavors. Can this be regarded as a benefit to mankind? The author discusses the potential of new media to transgress the traditional boundaries. What are the values that will need to be re-evaluated? Are we closer to a multicultural dialogue or rather to intercultural conflicts? Tolerance and censorship seem to be at the center of the controversy.

Rituals reflect individual needs on the one hand and enable a social or political balance to be maintained on the other. The theories of ritual developed by the first half of the 20th century searched for the meaning and function of ritual beyond its domain. Ritual was considered as the fulfillment or expression of religious beliefs that had preceded it. It was considered to be somewhat secondary and derivative, and its explanation should be sought beyond ritual. At present ritual is considered to be a sui genesis phenomenon, which requires an autonomous theoretical explanation and its own methodological approach. The most specific elements of democratic political life are election campaigns which stand for ‘the whole complex of activities and actions of political parties and candidates who compete in the elections as they endeavor to win voters’. As I attempt to demonstrate the presence of ritual inside campaign I treat some events occurring in the framework of elections as separate and autonomous rituals and I emphasize the ritual (symbolic, expressive and communicative) nature or aspect of activities and actions undertaken (ritualization).

The paper aims to demonstrate the meaning of the notions of democracy and a state of law in relation to the Constitution as the fundamental law. All these issues are related to the contemporary social and political situation of Poland and the European Union. It is observed that in the state of law, civic fredoms and rights are helpful in separating the public from the private. Democracy is the rule of the people who need to be headed by a direct ruler. The notions of the ‘state of law’ and ‘democracy’become mutually related to the Constution, referred to as the fundamental law. The paper shows the contemporary status of democracy, compared to the state of law, and it provokes the question whether we should lay our own foundations of democracy which wouldspond to our social and political reality.

The paper is an extensive critique of a book by P.L. Berger, entitled The Capitalist Revolution and devoted to the non-economic conditions of capitalism spreading throughout the world. The author reflects on the issue whether the research method presented in the book, written at the time of confrontation between capitalism and socialism, remains efficient in the contemporary world facing quite different challenges. The answer is negative, as the author proves that Berger proposed an interesting idea of researching the so-called economic culture, but he failed to develop it as he neglected appropriate definitions. Consequently, Berger’s considerations devoted to the peculiarity of Western European culture are narrowed to the historic analyses of the influence of religion and social myths on common awareness. The author of the paper rejects the suggestion that the tension between the traditional middle class and intellectuals may threaten the vitality of capitalism.

Press law protects the informers of journalists and the persons who collaborate with them and give interviews. This protection not only prohibits the disclosure of details which could help identify the informers, but also imposes other requirements on the journalists with respect to all these people who have decided to speak to them or be interviewed. Particular requirements apply to the issue of authorization. The fundamental function of authorization is to protect the contents of a statement which is treated as an unprotected good by the regulations of copyright law or the civil code with respect to personal interests. At present, authorization is the only legal instrument enabling the author of a statement for publication to ensure its integrity and true meaning. The abandonment of authorization in the system of legal institutions would deprive the persons providing information of protection of their personal interest, i.e. the right to free speech.

The Author observes a certain paradox: on the one hand John Paul II sharply criticized modern liberal democracy, but on the other such words were uttered by the man who took credit for an immense, if not decisive, contribution to the collapse of Communism and the birth of democracy in Central and Eastern Europe. This contradiction, however, is only apparent since John Paul II, and the Catholic Church, perceived and defined democracy in a particular way. Their way is in many aspects contradictory to the principles of a modern model of democracy, that is liberal democracy, prevailing in Europe and elsewhere.

The problem of democratic deficit in European institutions did not draw the particular attention of either EU officials or the national leaders of member states over the long period of the European Community’s’ existence. The political discussion over the issue of EU democratization was revived by a speech delivered by German minister of foreign affairs, Joschka Fisher, at the Humboldt University on May 12, 2000. Presenting his vision of the future of European integration this German politician emphasized that it was necessary to solve the ‘problem of democracy’ among others. Shortly before this, democratic deficit had become the subject of a comprehensive scientific analysis. The literature of the subject examined sources, formulated the definitions of democratic deficit, and searched for the answers to the question ofwhat the European Union is, what democracy is and whether it is appropriate to talk about a democratic non-state.

In the period when ‘our natural political environment’ was provided by controlled ‘socialist democracy’ we tended to look to Europe for a model of democratic perfection. As the doctrine of human rights and the institutions guarding it became increasingly common, this conviction was yet augmented. Such a high opinion of European political practice was undoubtedly affected by the defeat of Nazism, which was commonly interpreted as a victory for democracy. The feeling of European democratic identity was further confirmed several decades later, when Communism collapsed. Thus the process of progressive European integration, which commenced soon after the end ofWorldWar II, and intensified after 1989, seemed to testify to Europe’s unanimously democratic nature. Yet a more considerate insight into the unification processes raises numerous doubts as to whether we are really facing the construction of European structures following the principles of liberal democracy.

Television in France has been a significant element of public life. A majority of governments in the 4th and 5th Republics aimed to control audiovisual information. Television was present even before WWII, yet it could not develop. After the war its progress was inhibited by the long-term monopoly of the state. As the political forces were changing, so were the organizations controlling television. Due to the reforms of the 1980’s two sectors emerged in France: the state owned sector and the privately owned sector. At present the audiovisual landscape of France is made up of the public sector, incorporating French Television with channels F2 and F3, ARTE, TV5 and Canal France International, and a private sector with Canal Plus (Canal + since 1984), M6, La Cinquieme and TF1. Since its privatization of nearly twenty years ago, TF1 has been the leading channel.

The paper describes in detail the Lithuanian path to independence, concentrating on the role of the Sàjûdis party and its relations with the Communist Party of Lithuania (CPL). The CPL leaders had been observing the activity of Sàjûdis with anxiety since its very beginning. The party, founded on October 22, 1988 was in favor of the restoration of the Lithuanian state. Consequently, the victory of Sàjûdis in the election of February 24, 1990 accelerated the activities leading to the proclamation of Lithuanian independence. On March 12 the Second Congress of People’s Deputies of the USSR was to commence in Moscow, where the USSR President was to be elected and the Law on secession from the USSR was to be enacted that could have made it impossible for the Lithuanian republic to depart from the USSR. Therefore the session of the newly elected Supreme Council was scheduled to commence on March 10, 1990. It was then that the Supreme Council passed the Law on the Name and National Emblem which officially promulgated the country’s name as the Republic of Lithuania, and reintroduced the historic emblem depicting a mounted knight: Vytis. By this token, the Supreme Council of the Lithuanian Socialist Soviet Republic was transformed to become the Supreme Council of the Republic of Lithuania, via an intermediary Lithuanian Supreme Council. What followed was the proclamation of the Supreme Council of the Republic of Lithuania Act on the Re-establishment of the State of Lithuania. By this token the Supreme Council of the Republic of Lithuania proclaimed that the execution of the sovereign powers of the State of Lithuania, „abolished by foreign forces in 1940”, was re-established, and henceforth Lithuania became an independent state.

The author conducts a detailed analysis of the contemporary problems pertaining to the issue of reports from the courts of justice which are published in the press, and the announcements about crimes which assume particular importance due to the mass range of the media. Next to personal participation, such reports are an equally important form of executing the principle of public access to trial coverage (including public notification about the course and results of the matter judged). In the conclusion, the author refers to the remarks of judge A. Murzynowski, former President of the Supreme Court Criminal Chamber, who is of the opinion that there is no justice without public access and since the press increases public access to the judiciary, such access to information should be provided in the course of the entire criminal proceedings as long as the rules of criminal procedure are observed. Thus the journalists have to conform to the procedural mode of Polish courts of justice and accept the consequent limitations.

The author questions the relations between two developmental aspects of a modern society based on the assumption that Poland faces the necessity of building an information society and an open society. In his opinion an information society cannot be created without the establishment and reinforcement of an open society which would provide the foundations and reference point for the information society. This is not possible unless the attitude to education and knowledge, including the knowledge of the media, changes, particularly in a society that needs to transform within two dimensions and evolve from a rural and industrial society to an information one and from a closed one to an open one. An information society may only be an open one provided that it offers alternative solutions to transactional society and its mass culture.

Since the proclamation of its independence Ukraine has been struggling with numerous serious social problems. They are partly inherited after the Soviet Union, but partly they reflect the processes emerging under the new social and political circumstances. The latter involve the growing social migration and particularly the migration of Crimean Tartars to the Crimea and the issues of appropriate ethnic relations between various ethnic groups in Ukraine. Both issues mainly concern the southern frontier of Ukraine and they are particularly intensive in the Crimea, which constitutes an Autonomous Republic of Ukraine. These processes create a highly complex national situation in the Crimea, which is outlined in the paper.
