The development of public transport systems presently focuses on sustainability. In this situation, the issue of user (passenger) migration has become important to the transport company as a service provider. This paper presents an integrated model of the operational risk of vehicle incapacity, including the following: costs of incidental repairs, costs of unplanned downtime and costs resulting from potential user migration. The paper presents the results of operational research on buses of two makes over a period of 6 years, in the mileage range of 0-420 000 km. The authors have determined the risk as a regression function of operational mileage to estimate the optimum life cycle. The quality of the vehicle was assessed using the criterion of the maximum cost of the operational incapacity risk being equal to the current residual value of the vehicle. The research results confirmed the suitability of the integrated risk model for a comparison of vehicle makes and assessment of their reasonably foreseeable life cycle in a balanced carrier-vehicle-user system.

W artykule przeanalizowano wybrane aspekty dotyczące możliwości kształtowania atrakcyjnej oferty przewozowej w transporcie kolejowym za pomocą planów zrównoważonego rozwoju publicznego transportu zbiorowego. W pierwszej kolejności prześledzone zostały uwarunkowania ustawowe, określające zakres ustaleń planów transportowych. Szczególny nacisk położono na brak precyzyjnych wymogów dotyczących treści planu, w wyniku czego organizatorzy publicznego transportu zbiorowego posiadają znaczną dowolność w określaniu standardów oferty przewozowej. Następnie przeanalizowano wybrane zapisy w uchwalonych dokumentach. Zwrócono uwagę na sposób określania linii komunikacyjnych, wymogi dotyczące rozkładu jazdy, taboru, integracji z innymi środkami transportu, warunki taryfowe, a także na dostosowanie systemu do osób niepełnosprawnych.
The article deals with selected aspects of developing attractive offers in the area of public railway passenger transport on the basis of sustainable public transport plans. The paper focuses mainly on the limitations resulting from legal provisions defining the scope of such plans. Particular attention is paid to the analysis of the method of selecting transport lines, developments meant to integrate rail transport with other transport means, the tariff system and system adjustments for people with disabilities.

W artykule scharakteryzowano zrównoważony transport publiczny miast oraz uszkodzenia autobusów i ich układów. Podano charakterystyczne dane o transporcie publicznym w miastach metropolitalnych Wrocław i Rzeszów. Zbadano i analizowano w tych miastach, uszkadzalność autobusów i ich układów (zespołów, podsystemów) w roku 2014. Ograniczoną zdatność autobusów oceniono wartościami prawdopodobieństwem wystąpienia uszkodzenia P(U*) oraz wskaźnikami liczby uszkodzeń autobusów W1 i ich układów W2, przypadającą na tysiąc kilometrów, w ciągu jednego roku użytkowania.
The article sustainable cities, public transport buses and damage to their systems is characterized. Characteristic data about public transport in the metropolitan cities of Wroclaw and Rzeszow was given. In these cities, the reliability of buses and their systems (assemblies, subsystems) in 2014, was examined and analyzed. The values of the probability of damage to the P(U*) and indicators of the number of buses damage their systems W1 and W2, attributable to a thousand kilometers, within one year of use limited fitness coach was rated.

In this paper the authors present the advantages and disadvantages of individual solutions of sustainable public transport towards broadly understood ecology. The implementation of the selected options to choose a low-emission or zero-emission means of public transport may contribute to improving the quality of life in the city by significantly reducing the emission of harmful substances and may have a positive impact on the natural environment and also human health. There were also presented the economic aspects of the described possibilities of choosing the means of public transport in the city.

W artykule scharakteryzowano bezpieczeństwo zrównoważonego autobusowego transportu publicznego miast oraz politykę powoływania metropolii w Polsce. Przedstawiono wyniki badań i ich charakterystykę dla bezpieczeństwo systemu transportu miast metropolitalnych Wrocławia i Rzeszowa. Oceniono stopień zagrożenia bezpieczeństwa publicznej komunikacji autobusowej oceną ekspertów O oraz wskaźnikami zagrożenia bezpieczeństwa W3 i W4. Stosowane wskaźniki charakteryzują bezpieczeństwo systemu transportu wynikające z uszkodzenia układu (zespołu, podsystemu) autobusu w ciągu jednego roku. Obliczono także procentowy udział uszkodzeń układów autobusów Mercedes-Benz O530 Citaro oraz Jelcz 120 MM jako przyczyna powstawania kolizji i wypadków w MPK Wrocław.
The safety of the sustainable public bus transport of cities and policy toward metropolis appointment in Poland is characterized in the article. The results of the research and characterization for the safety of the transport system in metropolitan cities of Wroclaw and Rzeszow are shown. The experts’ assessment of security risk of the public bus O and indicators of security threats W3 and W4 are rated. The factors characterize security of transport system resulting from damage to the bus assembly during one year of operation. Percentage share of bus system damages for Mercedes-Benz Citaro O530 and Jelcz 120 MM as a cause of collisions and accidents in MPK Wroclaw is also calculated.

A sustainable transportation development plan is a strategic document that is created to guarantee convenient conditions in terms of the mobility of users and to ensure all other aspects that aim to improve the quality of life in the city. It is created on the basis of existing planning practices, using documents that already exist in this area and with the participation of various social groups. For this reason, the purpose of this study is to analyze sustainable public transportation development plans for selected 10 municipalities in Poland. The authors will analyze the sustainable development plans of these cities, try to find common features in them, and suggest how a given plan can be expanded to seek better solutions for creating sustainable urban mobility to replace previously developed transportation plans.

Od 1990 r. liczba zarejestrowanych pojazdów samochodowych w Polsce zwiększyła się ponadczterokrotnie, tj. z 5,3 mln do 23,4 mln, co spowodowało znaczny spadek przewozów komunikacją miejską. W efekcie sieć drogowa w miastach jest przeciążona. Zatory uliczne, wydłużający się czas dojazdów, a także hałas i zwiększona emisja spalin są tam stałym zjawiskiem. Planowanie zrównoważonego rozwoju transportu publicznego staje się istotnym elementem projektowania przyszłości miast. Sprostanie temu wyzwaniu wymaga nie tylko odpowiedzialnego tworzenia polityki transportowej, ale również konsekwentnego i efektywnego jej wdrażania. Zagadnienie to stało się przedmiotem kontroli NIK. Jej wyniki wykazały, że działania podejmowane we Wrocławiu były niewystarczająco skuteczne do osiągnięcia zamierzonych celów, a ich efekty w Jeleniej Górze i Wałbrzychu nierzetelnie monitorowane. Znaczące różnice wystąpiły też w organizacji i sposobie finansowania komunikacji miejskiej w różnych miastach.
The quality of living in a city depends, to a large extent, on the transportation pro vided, road movement management and transport policies adopted. Over the last thirty years, the use of public transportation in Poland has decreased significantly. In 1990, the number of persons transported by municipal means of transport stood at 7,264,100,000, while in 2018 – at only 3,774,100,000, which makes a decrease by 48 percent. Simultaneously, since 1990 the number of registered cars has increased by more than four times, i.e. from 5.3 million to 23.4 million. As a result, municipal roads are overloaded. Together with an increase of private cars, traffic jams have been growing, too. Time of driving has also been increasing, as well as noise and emission of exhaust fumes pollution. Planning of sustainable development of public transport has become a significant element of future cities designing, calling for considering the identified needs of their inhabitants, with an optimal use and development of the in frastructure, and provision of necessary resources. In order to meet these challenges, not only responsible development of transport policy is required, but its consistent and effective implementation as well. That is why this area was subject to an audit carried out in the cities of the Dolnośląskie Region.

In this article the authors present the methodology adopted and the results obtained in the first stage of the research encompassing focus group interviews (FGI) about the needs of public transport users in a selected city (Poznan). The elicitation and assessment of the requirements were carried out for three groups of people with disabilities using public transport in the city of Poznań: blind and partially sighted people, deaf and hearing-impaired people, as well as people with locomotor dysfunctions. A study carried out on the basis of a scenario especially designed for the FGI purpose has made it possible to identify barriers for people with disabilities and, consequently, to formulate their pre-trip, on-trip and post-trip requirements when it comes to urban public transport services. The results will be used to construct a questionnaire to be used further on in the project.

Transport is an important aspect of the modern world, in which mobility and the possibility of efficient and rapid movement have become an indispensable element of life. The concept of sustainable development is also important, the application of which limits the negative impact of transport on the environment. The subject of consideration of the following study is the sustainable development of public transport. The level of adjustment of public transport to social needs was analyzed, taking into account opinions of the inhabitants of Częstochowa expressed in the survey.

W ramach Działania „Zrównoważony transport miejski” (Działanie 2.1.) II Osi Priorytetowej Programu Operacyjnego Polska Wschodnia na lata 2014–2020 objęte nim województwa złożyły 14 projektów inwestycji o łącznej wartości 2,1 mld zł; 1,5 mld zł to środki pochodzące z programu. W ramach programu przewidziane jest dofinansowanie kompleksowych projektów ekologicznych zintegrowanych sieci transportu miejskiego. Wsparcie obejmuje 5 województw Makroregionu Polski Wschodniej: lubelskie, podkarpackie, podlaskie, świętokrzyskie i warmińsko-mazurskie. Projekty w ramach Działania 2.1. realizowane są w trybie pozakonkursowym. W trwającej perspektywie Rzeszów złożył 3 wnioski o dofinansowanie projektów. Ich główne założenia to: rozbudowa Rzeszowskiego Inteligentnego Systemu Transportu Miejskiego (RIST), utworzenie Rzeszowskiego Centrum Komunikacyjnego (RCK), poszerzenie miejskiej floty autobusowej o pojazdy elektryczne.
In the frame of Action 2.1. “Sustainable public transportation” of the II Priority Axis of the Eastern Poland 2014-2020 Operational Programme five viovodeships submitted 14 applications of investment projects of the total value of 2,1 billion PLN. The main aim of the Programme is to support complex projects of ecological integrated public transportation systems in the broad perspective of sustainable development. Three applications were submitted by the City of Rzeszów. The main aims of the projects are: the development of Intelligent Public Transportation System in Rzeszów, creation of the Communication Centre in Rzeszów as well as bus fleet modernization. The article refers to the characteristics of the projects in the context of current financial perspective of Eastern Poland Operational Programme.

System roweru publicznego (bike-sharing system) staje się coraz bardziej powszechnym elementem systemu transportowego w przestrzeni miast w Polsce i na świecie. Do głównych powodów wprowadzania tego rozwiązania na obszarach miejskich zaliczyć można potrzebę zwiększenia wydajności miejskich systemów transportowych oraz dążenie do ograniczenia problemów tworzących się wskutek presji tradycyjnych środków transportu na środowisko. Rower publiczny z powodzeniem staje się także elementem transportu multimodalnego łącząc się z innymi środkami transportu publicznego. W Polsce bike-sharing funkcjonuje od 2008 r. rozszerzając swój zasięg z każdym kolejnym rokiem o nowe miasta, a także obszary wiejskie. W opracowaniu przeanalizowano zmiany liczby systemów w Polsce w latach 2017-2018 – w okresie największego rozwoju tej formy transportu na badanym obszarze. Analizę wykonano w oparciu o wskaźniki liczby stacji roweru publicznego na określonej powierzchni oraz liczby rowerów na tle liczby mieszkańców analizowanych miejscowości. W pracy porównano także cenniki wypożyczeń rowerów dla poszczególnych systemów funkcjonujących w Polsce. Na podstawie przeanalizowanych danych wyznaczono także kierunki rozwoju roweru publicznego w Polsce.
The public bicycle system (bike-sharing system) is becoming an increasingly common element of the transport system in urban space in Poland and in the world. The main reasons for implementing this solution in urban areas include the need to increase the efficiency of urban transport systems and to reduce the problems created by the pressure of traditional means of transport on the environment. Public bike is also successfully becoming an element of multimodal transport by connecting with other public transport. In Poland, bike-sharing has been operating since 2008, expanding its range with each subsequent year for new cities, as well as rural areas. The study analyzed changes in the number of systems in Poland in 2017-2018 – in the period of the greatest development of this form of transport in the studied area. The analysis was based on the indicators of the number of public bicycle stations on a given area and the number of bicycles on the background of the number of inhabitants of the analyzed cities. The work also compared bicycle rental rates for individual systems operating in Poland. On the basis of the analyzed data, the directions of public bicycle development in Poland were also determined.

If South Africa's Gauteng Province is to become a more 'sustainable', urbanised region, attention needs to be paid to building a transportation network that aligns with sustainable development principles. Currently, public transport passenger levels are low, whilst the geographical area it serves is large and becoming larger. This study analysed the long term, historical transportation trends of Gauteng by comparing four transport studies undertaken between 1975 and 2003. It reveals that an adherence to the 'predict and provide' transportation planning model has systematically enhanced road infrastructure over rail, and private over public transport. Effective, efficient and low cost public transport has been systematically under-provisioned; while a reliance on private vehicles is now entrenched and systemic. Racial segregation, spatial apartheid and weak urban land use planning, has resulted in an entrenched, low-density urban sprawl. Lastly, there is the need to collect comparable, longitudinal transportation data, if the successes and failures of policies are to be monitored.

The issues discussed in this article concern the basic assumptions for the sustainable development of public transport in cities. We discussed the need and direction of changes that occur in public transport that were referred to both users and transport organizers in cities. To this end, we characterized the activities which encourage urban residents to use forms of urban transport and the limitations of commuting via individual transport. The purpose of this article was to determine the main directions and areas of development of public transport in Szczecin. In addition, we also presented the solutions applied in the city transport system aimed at making it sustainable. In addition, an attempt was made to determine the impact of selected solutions on residents’ transport behaviors. The survey research method was used to examine societal opinions and expectations regarding public transport. We also approximated the basic investments that have been implemented to make transport more sustainable and the activities for the development of electromobility. Future research directions on the sustainability of transport in the city, and especially on limiting vehicular traffic, were also discussed.
