Opis:: Zakończony w 2012 roku Strategiczny Przegląd Bezpieczeństwa Narodowego stanowi solidną podstawę do modernizacji i transformacji sił zbrojnych, które oczekują na implementację. Niestety, jak pokazują doświadczenia, wcześniejsze tego typu przedsięwzięcia: strategiczne przeglądy obronne oraz inne zamierzenia diagnostyczno-planistyczne zdominowane były przez naciski polityczne i nigdy nie wchodziły w życie. Doprowadziło to do stanu kryzysowego Sił Zbrojnych, które bez właściwego wsparcia ze strony najwyższych czynników decyzyjnych w kraju będą miały olbrzymie trudności z osiągnieciem interoperacyjności i kompatybilności z NATO i zapewnieniem własnej skuteczności.
The Strategic Review of National Security, finished in 2012, constitutes a solid basis for modernisation and transformation of the Armed Forces, which await implementation. Unfortunately, as it is known from the experience, the earlier undertakings of this type, namely strategic defence reviews and other diagnostic and planning goals were dominated by political pressures and they never came into effect. It brought about the crisis of the Armed Forces, which, without the proper support from the highest-rank decision makers in the country will have huge difficulties to achieve interoperability, compatibility with NATO and the assurance of their own effectiveness.

Opis:: Zintegrowany Przegląd został opublikowany 16 marca 2021 roku wraz z przedmową premiera, jednak nie był on jedynym dokumentem na temat polityki zagranicznej i bezpieczeństwa. Towarzyszył mu wydany tydzień później akt zatytułowany Obrona w konkurencyjnym wieku. Jak sam Boris Johnson twierdzi, jest to najambitniejszy plan strategiczny, jaki Wielka Brytania opracowała od czasów zakończenia zimnej wojny. Poza zwracaniem uwagi na swe ambicje bycia potęgą naukową i technologiczną, przodowania w dziedzinie cyberbezpieczeństwa oraz ochrony środowiska, Brytyjczycy w Przeglądzie Strategicznym określają, jak widzą obecne i przyszłe stosunki na arenie międzynarodowej z innymi państwami. Celem niniejszego artykułu jest analiza wizji Globalnej Brytanii, przedstawionej w postaci dokumentu pt. Globalna Brytania w dobie konkurencyjności: zintegrowany przegląd bezpieczeństwa, obrony, rozwoju i polityki zagranicznej, pod kątem jego znaczenia dla Europy Środkowo-Wschodniej.
“The Integrated Review” was published on March 16, 2021 with a foreword of the Prime Minister, but it was not the only document on foreign and security policy. It was accompanied by an act published a week later entitled “Defence in a Competitive Age.” In Boris Johnson’s own words, it is the most ambitious strategic plan the Great Britain has produced since the end of the Cold War. In addition to drawing attention to its ambitions to be a scientific and technological power, at the forefront of cybersecurity, and protect the environment, the British Strategic Review sets out how it sees its current and future relationships on the international stage with other countries. The article’s aim is to analyze the vision of Global Britain, as presented in the form of the document “Global Britain in a competitive age: The Integrated Review of Security, defence, development and foreign policy”, in terms of its relevance to Central and Eastern Europe.

Opis:: Dla Rzeczypospolitej Polskiej obszarem kluczowych zmian w dziedzinie bezpieczeństwa i obronności jest doskonalenie systemu dowodzenia siłami zbrojnymi w ramach rozwiązań przyjętych w NATO i większości państw Sojuszu. Istotną rolę odgrywa obecność wojsk sojuszniczych w Polsce, obecnie głównie amerykańskich. Dodatkowo trwa proces wzmacniania wschodniej flanki NATO. Istnieje zatem uzasadniona potrzeba usprawnienia systemu kierowania i dowodzenia siłami zbrojnymi. Celem artykułu jest przedstawienie dotychczasowych zmian w systemie kierowania i dowodzenia Siłami Zbrojnymi RP, które ewoluowały w okresie od 2016 r. do listopada 2020 r. W badaniach, korzystając z metody instytucjonalno-prawnej i przeglądu literatury, zweryfikowano główne założenia i potwierdzono, że dotychczasowe zmiany w systemie kierowania i dowodzenia wpływają w sposób pozytywny na jakość funkcjonowania tego systemu w Siłach Zbrojnych Rzeczypospolitej Polskiej.
For the Republic of Poland, the area of key changes in the field of security and defense is the improvement of the command system of the armed forces within the framework of solutions adopted in NATO and most of the Alliance countries. An important role is played by the presence of allied troops in Poland, currently mainly American. In addition, the process of strengthening NATO's eastern flank is underway. Therefore, there is a justified need to improve the system of command and control of the armed forces. The aim of the article is to present the current changes in the system of directing and commanding the Polish Armed Forces, which evolved in the period from 2016 to November 2020. In the research, using the institutional-legal method and literature review, the main assumptions were verified and it was confirmed that the current changes in the command and control system have a positive impact on the quality of functioning of this system in the Armed Forces of the Republic of Poland.

Opis:: The aim of the article is to identify and assess the state of knowledge in the field of using and supporting Industry 4.0 technologies for the development of companies' strategic agility. In particular, it is of keen interest how the individual Industry 4.0 technologies selected by the authors support the attributes that contribute to strategic agility. The article uses a systematic literature review (SLR), and strives in a rigorous and reliable manner to organize knowledge of the use of Industry 4.0 technology in the development of strategic agility. The systematic review research procedure consists of a five-stage approach, including: formulation of the research questions and determination of the research objective, selection of the literature sample, evaluation of the identified papers, data analysis and synthesis, and reporting on the results. The applied research method allowed for synthesis and consolidation of the existing scientific achievements in the field of supporting Industry 4.0 technologies in the development of strategic agility in companies, as well as indication of the most desirable directions for further research. Simultaneously, the research results allowed a reasonable context for future research to be defined. The literature clearly indicates a scarcity of papers in the field of linking Industry 4.0 with the agility of companies, as well as a lack of information on the state of research in this area, both in theoretical and empirical terms. There is a noticeable shortage of studies identifying which Industry 4.0 technologies support the development of strategic agility, to what extent and in what aspects.

Opis:: National security reviews are essential tools for strategic planning in the United States for over twenty years. In 1997, the US Congress obliged the US Secretary of Defense and the Chairman of the Joint Chiefs of Staff by law to conduct comprehensive quadrennial defense reviews (QDR). This law influenced American policy planning in other, than only defense, national security domains. The subject of the author’s interest is the Quadrennial Homeland Security Review. In this article, an attempt is made to determine the influence of this review on the American national security management system and directions of policy implemented by the US administration, and to develop methodological and organizational conclusions, which may be presented to Polish political decision-makers in this regard. Developing answers to these questions seem to be justified by the need to determine what preparations should be taken to make Polish national security reviews more effective, adequate and economically beneficial for the national security system in our country.
