The latter has its genesis in the actions taken in the period of annexation. Trials to nd an efficient method to help people in dealing with life crisis have not been fully achieved yet although lasting over a century. Therefore, there is a question whether and in what extend may the practice of the following decades be used to build the occupation of a social worker, which will gain a status of a profession.

The article analyzes the relationship between social pedagogy, social policy and the system of care and social assistance. The term "system of care and social assistance" should be understood here as widely as possible. It is therefore not only of direct support and assistance in the form of social work, social care homes, etc., but with all the services provided by the state forms of support, ranging from different types of activation in areas of poverty and exclusion, by solving the problems of addiction, to the organization of assistance to the sick or old. Therefore it is not only to reduce this system to social assistance . Thus understood, the welfare system is an area of practical activity, intended to produce specific social change.

This article discusses the relationship between social pedagogy, social policy and the system of social care and assistance. The concept of “social care and assistance” can be understood very broadly. This is not just about direct help and care in the form of social work, social care homes, etc., but about all forms of support provided by the state, starting with different types of activation in the problem of poverty and marginalization, through addressing the problems associated with addictions, organizing help for sick or elderly people. It would not be right to restrict this system to social assistance alone. The so-called social care system is an area of practical activity that is geared towards inducing certain social changes.

The Polish social assistance system, designed on the eve of systemic transformation, has had a major role in mitigating the effects of economic and social change. And in this sense, it served as a social welfare, despite the nomenclature in the form of social assistance. The purpose of this article is to examine whether, after almost three decades of operation, the system is still closer to what can be called social care or can it, in line with the terminology adopted, focus on aid. In attempt to answer these questions, the terms ‘social care’ and ‘social assistance’ were first defined to distinguish between the legal forms of care and aid services. Then, using quantitative data on the benefits provided in social assistance, it was concluded that care services are still prevalent in social assistance, which leads to a terminological-functional paradox.

Over 40 years ago the French Research Committee on Violence, Crime and Delinquency published a document that contained current analyses on the occurrence of social problems and their determinants, as well as guidelines to reduce risks and reduce the sense of threat and insecurity in modern society. The document became the basis for the reflection on public debate on violence in international communities and psychological practice against violence in both interpersonal and wider social relations. The combination of the individual and the social perspective gives a chance to criticise and rethink the guidelines suggested by the Committee from the point of view of such issues as community responsibility, individual rights and the current state in psychological and social care against violence. Special attention was paid to ten recommendations.

The presented study aims to describe a service learning model in social studies in order to foster student social care. The research adopted a Research and Development design, with junior high school students in Bandung, Indonesia, as research subjects. Service learning in social studies is a learning framework that is developed by changing students’ learning experience by capitalizing more on the application of knowledge to provide benefits to the environment. Service learning activities were carried out in four types, namely direct service learning, indirect service learning, advocacy service learning, and research service learning. The activities were performed through stages: determining learning objectives, designing-implementing-monitoring service learning activities, presenting service learning activity reports, clarifying and reflecting on social awareness values. After the application of the service learning model in social studies, students showed a very high level of social care.

This study aimed to examine the effectiveness of multicultural-based digital comic media on the social care character of elementary school students. This study used a quantitative research approach with the type of Quasi Experiment. The trial involved 2 classes, namely IVA (control class) and IVB (experiment class) of Brajan State Elementary School, containing 20 students. The independent t-test shows a difference in social-caring character between students who use multicultural-based digital comic media during the learning process and those who do not use multicultural-based digital comic media, with a significance value (p) less than 0.05, which is 0.017. This study concludes that multicultural- based digital comic media is declared effective to be used to improve the social care character of grade IV elementary school students.

Troska wobec najmłodszych zajmowała szczególne miejsce w systemie opieki społecznej odradzającego się Państwa Polskiego, zarówno ze względów humanitarnych, jak i politycznych, ponieważ dzieci stanowiły grupę obywateli, na której najmocniej odcisnęło się piętno I wojny światowej. Na podstawie ustawy z dnia 16 sierpnia 1923 r. – o opiece społecznej obowiązek sprawowania, jak również finansowania, opieki społecznej w pierwszej kolejności jednostkom samorządu terytorialnego, zaś wśród nich w największym stopniu gminom. Celem niniejszego artykułu jest ukazanie działalności Wydziału Opieki Społecznej Zarządu miasta Lublina w zakresie organizacji opieki nad dziećmi, które w myśl obowiązującego ustawodawstwa były uprawnione do uzyskania pomocy ze strony gminy. Dla osiągnięcia tego celu zamierzenia w artykule zostało ukazane przede wszystkim funkcjonowanie lubelskich zakładów opiekuńczo-wychowawczych, niosących pomoc najmłodszym. Poza zakresem niniejszego opracowania pozostają natomiast kwestie dotyczące opieki społecznej nad osobami dorosłymi i chorymi. Drugim zasadniczym celem jest przedstawienie stanu prawnego obowiązującego na ziemiach polskich w okresie dwudziestolecia międzywojennego w zakresie rozwoju ustawodawstwa dotyczącego opieki społecznej, w tym opieki nad dziećmi. Dla osiągnięcia przedstawionych celów w trakcie pisania niniejszego artykułu posłużono się przede wszystkim metodą historyczno-prawną, polegającą na badaniu i krytycznej ocenie źródeł archiwalnych oraz zjawisk prawnych. Szerokie zastosowanie znalazła również metoda statystyczna, wykorzystania do przedstawienia danych liczbowych, obrazujących stan opieki społecznej nad dziećmi, zorganizowanej przez Wydział Opieki Społecznej Zarządu miasta Lublina. Bazę materiałową opracowania stanowiła literatura przedmiotu, taktująca o organizacji opieki społecznej w II Rzeczypospolitej, źródła archiwalne oraz źródła drukowane. Szczególne znaczenie odegrały źródła archiwalne, zdeponowane w Archiwum Państwowym w Lublinie, tj. seria nr 7 - Akta miasta Lublina 1918-1939. Do jednostek najbardziej wykorzystanych należą akta Wydziału Opieki Społecznej Zarządu miasta Lublina dotyczące organizacji miejskich zakładów opiekuńczo-wychowawczych, wiadomości statystycznych i sprawozdań ogólnych z działalności Wydziału Opieki Społecznej oraz sprawozdań z opieki zamkniętej, półotwartej, otwartej oraz innych czynności. Szerokie zastosowanie znalazły również sprawozdania z działalności opiekuńczej Wydziału Opieki Społecznej, zamieszczone w Dzienniku Zarządu m. Lublina, będącego oficjalnym publikatorem samorządowego organu wykonawczego.
The concern for the youngest was given a special prominence in the social care system of the resurgent Polish State, both for humanitarian and political reasons. Pursuant to the Act of August 16, 1923 on social care, the obligation to provide and to finance social care was born by local governments units and among them by the communes. The aim of this article is to present the activity of the Department of Social Care of the Lublin City Board in the field of organizing care for children who, in accordance with the applicable legislation, were entitled to benefit from the commune assistance. To achieve this goal, the article primarily presents the functioning of Lublin care and educational institutions which provided help to the youngest. However, issues related to social care for adults and the sick remain outside the scope of this study. Another vital aim is to present the legal situation prevailing in Poland in the interwar period in the field of the development of legislation on social care, including childcare. To achieve the above presented goals, the author used mostly historical-legal method which consists in the examination and critical evaluation of the archival sources and legal phenomena. The statistical method was also broadly applied to present the numerical data illustrating the condition of social childcare organized by the Social Care Department of the Lublin City Board. The material base of this study was not only the literature on the subject, treating on the organization of the social care in the Second Polish Republic, but also archival and printed sources deposited in the National Archives in Lublin, i.e. series no. 7 – The Files of the Lublin City in the years 1918-1939. Mostly used were files of the Department of Social Care of Lublin City Board concerning the organization of the local care and educational institutions, statistic data and general reports on the activity of the Department of Social Care and reports on closed care, semi-open care, open care and other activities. Also, the reports concerning the care activity of the Department of Social Care, publicized in the Journal of the Lublin City Board [Dziennik Zarządu miasta Lublina] which was the official local government publisher of the executive body.

The practice of social work shows that innovations in social work are introduced slowly and their application often meets with resistance from social workers. The article presents the results of a survey conducted in August 2015 among the employees of the Warsaw Social Welfare Centre. The research was largely exploratory (cognitive) and was aimed at identifying the concerns of employees connected with the separation of social work from administrative actions related to services provision. The purpose of the study was also to see how much interest in innovation there is in social work and to check how much knowledge on the subject the SWC employees have.

In an increasingly globalised world, for many people who are using the UK adult social care services, interaction with post accession migrants as paid carers now represents an everyday encounter. This paper explores the contribution being made by post accession Polish migrants. It focuses on the role that these workers are playing in services for adults with learning disabilities in the UK. People with learning disabilities represent a service user group that continues to grow both numerically and in terms of complexity of need. Service users who rely on adult social care represent some of the most vulnerable and dependent members of society, whose needs are now largely met in community based services. This model of service delivery stands in sharp contrast to services for people with learning disabilities in Poland, where even though there is a growing shift and political commitment towards community care, most provision remains mainly orientated towards institutional care. Drawing on feminist scholarship it attempts to understand what can be learnt about care through migration discourse. The focus on social care provides opportunities for both analytical and comparative social policy analysis, while also considering the needs of adults with learning disabilities. In particular it focuses on how post accession migrants employed as care workers are key elements in the global reconfiguration of welfare systems and familial relationships. It briefly considers how the experiences and knowledge being gained by these women working in the UK could potentially impact on Polish services for people with learning disabilities

The Second Polish Republic developed an advanced and, in many ways, modern system of social care; however, the services which the citizens were entitled to seemed to be privileges available only to a small part of the population. The origins of this situation are to be found in the specific social and occupational structure of the population, low industrialization rate and the modest financial capabilities of the state and local governments. These resulted in a limited number of people with access to social insurances, a limited scope of public health care, a selective nature of access to unemployment insurance or radical differences in access to social care. And it is this unavailability of the social offer which determines the consideration of those benefits in Poland as privileges rather than commonly available rights of the Polish citizens.

In his article, the author discusses the findings of the audits conducted by NIK in seven poviats (Polish local self-government units) managing social welfare homes, in six social welfare centres (OPS) and in 13 social welfare homes (DPS). In poviats, the audit covered the financing of DPS and supervision of them, while in OPS – the availability of statutory forms of assistance to older people were audited, as well as the regularity of assistance services provided at the place of residence, and of sending persons to DPS. The audit covered the years 2012-2014, while in order to define the trends observed, the statistical data of 2011 were used.

Social enterprises (SEs) are organizations that pursue a purpose of general interest through the carrying out of economic activities on a steady and permanent basis. Despite the legal, economic and social differences among the Member States (MSs) of the European Union, SEs display at least two similar characteristics. Firstly, SEs are capable of combining entrepreneurial activities together with the pursuit of a social mission. Secondly, SEs largely deliver health care services both independently and in close partnership with public authorities, either through public procurement or by means of direct co-operation agreements. In this perspective, modern welfare systems rely heavily on a significant proportion of health care services and benefits provided by SEs. In addition, in some MSs, such as Italy, SEs are supported by enabling legal frameworks, which also include some important tax benefits. Against this background, the article aims to shed light on the legal aspects and the role of SEs in the delivery of health care services as well as their contribution to ensuring citizens/patients their fundamental right to health.

Objectives There is a need for up-to-date research on health-care and social managers’ work well-being. The purpose was to develop a questionnaire for measuring health-care and social managers’ subjective work well-being and to determine whether their background factors are connected to their work well-being. Material and Methods The authors developed a questionnaire based on their previous health-care and social managers’ work well-being framework. It covers 5 separate categories: 1) individual factors, 2) social factors, 3) professional support from one’s own manager, 4) organizational factors, and 5) work-related factors. Using statistical methods, the authors examined the questionnaire’s internal validity, its fit with the framework, and the connections between several background factors and work well-being. The survey data (N = 281) were collected from South Osthrobothnia and Central Osthrobothnia in Finland. Results The questionnaire’s internal validity was good, and it fit rather well with the authors’ previous framework. Managers’ work well-being was highest for the category of “professional support from one’s own manager” and lowest for “organizational factors.” The authors found connections between different categories of work well-being and a) years of managerial experience, b) level of management, and c) occupational group. Conclusions The questionnaire gives a holistic view of managers’ work well-being and is suit- able for measuring work well-being in the social- and health-care context. An examination showed that there is a need to improve the individual situations of the social- and health-care managers. The questionnaire can be used to assess managers’ work well-being and to build a knowledge base for developing organizational policies.
