PDF Encryption bazujący na certyfikatach X.509 to mechanizm mający na celu zapewnienie bezpieczeństwa zawartości plików PDF oraz umożliwiający przypisanie jej odpowiednich uprawnień. W artykule opisano sposób działania mechanizmu oraz przeanalizowano maksymalny teoretyczny poziom bezpieczeństwa, jaki może być zapewniony zabezpieczonym plikom PDF. Dla obliczonego poziomu bezpieczeństwa wskazane zostały zestawy algorytmów, z jakich należy korzystać, aby zapewnić danym możliwie największy poziom bezpieczeństwa. Na koniec wskazano kilka rekomendacji, którymi w łatwy sposób można podnieść maksymalny teoretyczny poziom bezpieczeństwa plików PDF zabezpieczonych mechanizmem PDF Encryption bazującym na certyfikatach X.509.
PDF Encryption is a content security mechanism developed and used by Adobe in their products. In this paper, we have checked a theoretical security level of a variant that uses public key infrastructure and X.509 certificates. We have described a basis of this mechanism and we have performed a simple security analysis. Then, we have showed possible tweaks and security improvements. At the end, we have given some recommendations that can improve security of a content secured with PDF Encryption based on X.509 certificates.

Opis:
This article addresses some functional safety assessment procedures with cybersecurity aspects in critical industrial installations with regard to the functional safety requirements specified in standards IEC 61508 and IEC 61511. The functional safety management includes hazard identification, risk analysis and assessment, specification of overall safety requirements and definition of safety functions. Based on the risk assessment results, the safety integrity level (SIL) is determined for consecutive safety functions. These functions are implemented within the industrial control system (ICS) and/or the distributed control system (DCS) that consists of the basic process control system (BPCS) and/or the safety instrumented system (SIS). The determination of the required SIL related to the required risk mitigation is based on the semi-quantitative evaluation method. Verification of the SIL for the considered architectures o fthe BPCS and/or the SIS is supported by probabilistic models with appropriate data and model parameters including cybersecurity related aspects. The proposed approach is illustrated on the example of critical industrial installations.

Opis:
The work presents the essence of problems appearing in the ICT security management process in the context of systems characterized by significant dynamics of configuration and heterogeneity of resources both in the hardware and software layer. Basic differences in security management in systems with traditional centralized and monolithic architecture as well as in systems with service-oriented architecture have been presented. A layered reference model for service-oriented systems taking account of the basic goals of ICT security for dynamic information systems has been discussed. The basic assumptions of the multi-agent ICT security analysis system in service-oriented systems as well as the results of the safety analysis, including the correlation between events observed in low and high layers of the reference model have been discussed.
W pracy została zaprezentowana istota problemów pojawiających się w procesie zarządzania bezpieczeństwem teleinformatycznym w kontekście systemów charakteryzujących się znaczącą dynamiką konfiguracji oraz heterogenicznością zasobów zarówno w warstwie sprzętowej, jak i programowej. Przedstawiono podstawowe różnice w zarządzaniu bezpieczeństwem w systemach o tradycyjnej scentralizowanej i monolitycznej architekturze oraz w systemach o architekturze zorientowanej na usługi. Przedstawiono warstwowy model odniesienia dla systemów zorientowanych na usługi, z uwzględnieniem którego zdefiniowane zostały podstawowe cele bezpieczeństwa teleinformatycznego dla dynamicznych systemów informatycznych. Omówiono podstawowe założenia wieloagentowego systemu analizy bezpieczeństwa teleinformatycznego w systemach zorientowanych na usługi oraz przedstawiono wyniki analizy bezpieczeństwa z uwzględnieniem korelacji pomiędzy zdarzeniami obserwowanymi w niskich i w wysokich warstwach modelu odniesienia.

Opis:
Context-aware processing is a part of intensively developed ubiquitous computing andmobile systems. Surrounding awareness is used to introduce new functions and solutions. Some categories of the context data are taken for security purposes in the context-aware security implementations.This kind of data has to meet some conditions since it is used for decision making about security mechanisms adaptation and configuration. One of these conditions is reliability. The paper presents vector approach to context data reliability assessment introducing mechanism which allows to assess reliability parameters for further usage in context aware security processing. The following aspects of the context data are taken into account: interface reliability, data quality, data source reliability and security level. Introducing reliability metric for context data may be beneficial to other mechanisms which utilize context data. The vector form of reliability may be even more flexible than the scalar value.

A security level of distributed control and protection system may have a significant impact on the results of functional safety analysis. However, the issue of integrating the safety and security aspects is difficult and usually is neglected during the functional safety analysis. This article presents a method of functional safety analysis which takes into consideration a concept of integrating these two aspects. It is based on proposed classification of communication channels used in the computer system / network and the scope of such system distribution. The functional safety analysis is to be performed at every stage of system lifecycle, but one of the most important parts is defining required safety functions and determining the safety integrity level for them. The integration concept might be taken into account at this stage. The basis of a method proposed is the assumption that the security level is considered as a risk parameter in graphs of functional safety analyses.

Opis:
The article analyzes the essence and problems of financial security, in particular the fiscal security of states. A fundamental analysis was carried out that allowed to rank countries according to their level of development, analyze tax rates in these countries and make hypotheses. The evolution of the concept of state security was studied, the theoretical approaches of different countries to determine the nature and methodology of financial security calculations were generalized. According to the methodology specified in the regulations of selected countries with the so-called "normal" step (supset) for each country, the financial security indicators were calculated separately. An integral part of financial security is the fiscal security of the state, because achieving stability in this area in the current conditions of economic instability is a state criterion, based on financial security and standard of living.

Wprowadzone w ostatnim czasie zmiany w przepisach o skrzyżowaniach linii kolejowych z drogami uwzględniają także zwiększenie bezpieczeństwa ruchu. Na przejazdach kolejowodrogowych obsługiwanych przez dróżnika przejazdowego przewidziano możliwość stosowania również tarcz ostrzegawczych przejazdowych, co autorzy artykułu uważają za w pełni uzasadnione ze względu na bezpieczeństwo ruchu. Tarcze ostrzegawcze przejazdowe informują maszynistę o stanie zapór drogowych na najbardziej obciążonych przejazdach kolejowo-drogowych. Bezpieczeństwo ruchu zależy zatem od dwóch osób: dróżnika przejazdowego i dodatkowo od maszynisty. Rozważano sposoby sterowania światłami tarcz ostrzegawczych przejazdowych: przez dróżnika przejazdowego lub automatycznie przez pociąg. Autorzy artykułu proponują sterowanie automatyczne przez zbliżający się do przejazdu pociąg.
The recent modifications of regulations about crossing of railway lines with roads, take into account improvement of transport safety. Usage of warning signals on road-rail crossing, serviced by lineman, has been taken into consideration. Authors stated, that is necessary due to traffic safety. Crossing warning signals gives driver information about railway barriers, on the most overcrowded road-rail crossing, Safety is dependent to two people: lineman and driver. A few possibilites of control of crossing warning signals has been taken into consideration: by lineman or driver. Authors suggested automatic control by coming train.

This article is a contribution to security sciences which underlines, on the basis of the multidisciplinary approach, the importance of skill levels in relation to the resistance to the securitization of security issues in connection with the development of European integration. It enriches the field of security management using the method of securitization as well as the the perspective of political science, sociology, and economic theory. Through the example of French referendum on the European constitutional treaty, it demonstrates the importance of skill level for the susceptibility of different population groups to the securitization of the topics of the campaign, namely within the context of the deepening of European integration, which respectively threatens certainty and increases uncertainty. The paper also draws attention to the possibility of emergence of the so-called paradox of securitization.

Temat ten jest ważny, gdyż Polska znajduje się na jednym z ostatnich miejsc w Europie, jeżeli chodzi o liczbę wypad-ków na przejazdach kolejowych. Pomimo znacznego rozwoju infrastruktury drogowej i kolejowej na skrzyżowaniach kolejowo - drogowych mają miejsce bardzo tragiczne wypadki. Ich skutki dotykają wielu osób. Zdaniem autorów można poprawić stan bezpieczeństwa na przejazdach kolejowych poprzez wprowadzenie proponowanych zmian.
In the article we touch upon the issue of human safety on railway crossing. The subject is important, because Poland places on one of the last position in Europe, when we consider the number of traffic accidents on railway crossings. Despite of considerable development of traffic infrastructure on road-railway crossing, still serious accidents take place. Their consequences touch many people. According to authors there is a chance to improve the safety on railway crossings through implementation of proposed changes.

Bezpieczeństwo ekonomiczne jest jednym z głównych obszarów zainteresowania każdego człowieka, gospodarstwa domowego i państwa. Samo ubóstwo może być rozumiane w różnorodny sposób, nie tylko poprzez subiektywizm tej kategorii, ale również przez różne sposoby obliczania kosztów utrzymania i podstawowych potrzeb. Artykuł ukazuje minimum socjalne i minimum egzystencji jako główne kategorie służące do pomiaru poziomu życia w Polsce, ich części składowe oraz wady i zalety z ich stosowania. Na podstawie wskaźników została dokonana próba oceny bezpieczeństwa ekonomicznego polskich gospodarstw domowych.
Economic security is the major area of interest of every human being, household and state. Poverty itself may be understood in various ways, because of the subjectivity of this category and also by various ways of calculation of the living costs and essential needs of the population. The article shows the subsistence level and minimum of existence as the main Categories, which are useful to measure the standard of living of the population in Poland, their components, as well as their advantages and disadvantages. On the basis of those indicators an attempt at making an appraisal of economic security in Poland was undertaken.

Issues relating to food availability, accessibility, affordability, and utilization remain of paramount importance among rural households. In order to formulate or implement relevant food security programs in rural areas, it is essential to have a deep understanding of the food security status of rural households. This study sought to determine the prevalence of food insecurity among rural households in the Eastern Cape Province, as well as its key socioeconomic and demographic factors. A cross-sectional study was carried out on 240 households using questionnaires about food security. A convenience sampling method was used to collect data, along with a structured questionnaire. Descriptive statistics and binary logistic regression were used to analyze the data. The binary logistic regression model revealed that age of household head, education level of household head, access to credit, household income, and household size were all associated with food security status. Thus, this study recommends that the government at all levels (local, state, and federal) have an adequate budget allocated to increasing awareness of the benefits of participating in farming to improve the livelihood outcomes of households

The article deals with theoretical and methodological analysis of world experience in the de-velopment and implementation of mechanisms for the appointment of unemployment benefits and determining the ways of its application in Ukraine. Material security in case of unem-ployment of people who have lost their jobs is an extremely important task of implementing social policy in the field of employment in Ukraine. The research has proved that the domestic mechanism for the appointment of material assistance in the event of unemployment requires improvement, which needs to be implemented in the context of practical implementation, taking into account world experience. The strong reason for the need for such an analysis is the accumulated experience of the developed Western countries in the field of employment in the formation, implementation and practical implementation of the mechanism for assigning un-employment benefits in the context of different systems of social protection and provision: the Anglo-Saxon, Continental, Scandinavian models, on the example of the aid allocation mecha-nism on unemployment, in countries such as Great Britain, Germany, Norway, Poland, etc.
W artykule została przedstawiona teoretyczna i metodologiczna analiza światowych doświad-czeń w opracowywaniu i wdrażaniu mechanizmów wyznaczania zasiłków dla bezrobotnych i określania sposobów ich stosowania na Ukrainie. Materialne bezpieczeństwo w przypadku bezrobocia osób, które straciły pracę jest niezwykle ważnym zadaniem realizacji polityki społecznej w zakresie zatrudnienia na Ukrainie. Badania dowiodły, że krajowy mechanizm wyznaczania pomocy materialnej w przypadku bezrobocia wymaga poprawy, którą należy wdrożyć w kontekście praktycznej realizacji, biorąc pod uwagę światowe doświadczenie. Taka analiza jest potrzebna istotnie ze względu na to, że zgromadzone doświadczenie zachodnich krajów rozwiniętych w zakresie zatrudnienia w kształtowaniu i praktycznym wdrażaniu me-chanizmu przyznawania zasiłków dla bezrobotnych w kontekście różnych systemów zabezpie-czenia społecznego i świadczeń socjalnych: modele anglosaskie, kontynentalne, skandynaw-skie, na przykładzie mechanizmu alokacji pomocy dla bezrobotnych w krajach takich jak Wielka Brytania, Niemcy, Norwegia, Polska itd.

The aim of this article is to identify problems of the risk assessment of the electric / electronic / programmable electronic (E/E/PE) systems concentrating on the functional safety and security aspects. These aspects should be considered in an integrated way in the system life cycle. The role of functional safety solutions is effective reducing the risk from unacceptable level. The risk is defined as a combination of the probability of occurrence of harm and the severity of that harm. Security is concerned with the protection of assets including the E/E/PE systems or safety instrumented systems (SISs) from potential threats including cyber attacks. This article deals with current challenges and methodological issues of integrating the functional safety and security aspects of the programmable systems’ operation for the control and protection of hazardous industrial systems.

Opis:
Spatio-temporal assessment of the sustainability of agricultural landscapes over a long period (1892–2020 – 130 years) was carried out on the basis of archival spatial data for the territory of the Dnieper district of the Tauride province and modern data from the State Agency for Water Resources of Ukraine. Taking into account the historical patterns of the development of agriculture on the territory of the Dnieper district and the results of spatial modeling in 1892, territories with low (4.1 thousand hectares – 0.3% of the total area) and medium (310.3 thousand hectares – 23.8%) level of sustainability of agricultural landscapes, which are located in the lower reaches of the Dnieper, were identified. However, the large-scale development of the territory for agricultural land and the development of irrigated agriculture have led to the activation of land degradation processes, soil fertility and the deterioration of the stability of agricultural landscapes over large areas. As a result of spatial modeling, the state for 2020 in the irrigation zone recorded significant areas of agricultural land and adjacent territories with low (179.1 thousand hectares – 13.7% of the total area) and medium (419.0 thousand hectares – 32.1%) stability level. A comparative analysis of the stability of agrolandscapes for two time periods (1892 and 2020) showed that large-scale agricultural land development and an imbalanced land-use culture lead to constant and almost irreversible processes of reducing the stability of agrolandscapes in the areas of irrigation reclamation.
