    Warsaw Science Diplomacy School 2020 was the 1st edition of summer school held together by the European Academy of Diplomacy, based in Poland, and the European Union led programme Inventing a shared Science Diplomacy for Europe (InsSciDE). The week-long venue took place online, due to the coronavirus pandemic, between 22-26 June 2020. Class of 2020 consisted of 28 participants from 6 continents, 10 European Union member states and 27 countries in total, where vast majority possessed different nationality and country of residence. Also, the mentors and instructors of the school came from over 13 institutions gathered in the InsSciDe consortium. Participants were divided into 4 teams where they were discussing study cases of how European science diplomacy applies to global challenges. The chosen challenges were the following: Natural resources as public goods for global health; A Matter of Global Epidemic Diplomacy; Scientists in diplomacy during the Scramble for Africa; and A co-production of science and diplomacy in the Law of the Sea.

    Celem artykułu jest próba stworzenia autorskiej propozycji pojęcia dyplomacji dla nauki i dostosowania siatki pojęciowej do zmieniającej się rzeczywistości międzynarodowej. Odwołując się do wytycznych teorii poznania i logiki formalnej w ujęciu T. Kotarbińskiego, zidentyfikowane będą komponenty treści i przedmiot pojęcia, takie jak podmioty inicjujące, adresaci, cel i instrumenty działań w ramach dyplomacji dla nauki.
    The aim of the article is an attempt to create an author’s proposal of the notion of diplomacy for science and to adapt the notional network to the changing international reality. Referring to the guidelines of the theory of cognition and formal logic in T. Kotarbiński’s view, the following will be identified: content components and the subject of the concept, such as initiators, addressees, purpose and instruments of action within the framework of diplomacy for science.

    The article is intended to be an appendix to an earlier discussion on the activi- ties of the foreign scientific centres of the Polish Academy of Sciences (“Nauka” 4/2020 and 2/2021). It presents another case study, namely the centre situated in Rome – one of the eldest Polish centres abroad – its historical background and heritage as well as its recent activities. It points out also some actual present problems and challenges in order to stimulate a broader debate on how the PAS foreign centres could be better used to promote and disseminate the achieve- ments of Polish researchers.

    Through this article, the current director of the PolSCA Office in Brussels (Dr. Tomasz Poprawka) and former director of the PAS Scientific Center in Paris (Dr. Kamil Szafrański) share their reflections and thus contribute to the dis- cussion on the functioning and role of foreign centers of the Polish Academy of Sciences. In response to the article co-authored by the former directors of the PAS stations in Vienna, Paris and Brussels – in which they initiated the debate – the authors present their own perspective on a vision of the balanced operation of the stations in three key areas: the action plan, administrative support and communication. Having in mind an effective operation of the PAS centers abroad, the authors wish to share their ideas, based on the experience to date. These include strengthening of the stations in the future, taking up new challenges and searching for innovative solutions for their continuous development, thus meaningfully contributing to the promotion of Polish science abroad. At the same time, the authors declare their willingness to take part in further discussions on the role and operationality of the Academy’s scientific centers abroad. This pub- lication consists of the following elements: introduction, discussion of issues related to science diplomacy, lobbying and advocacy of interests, analysis of administrative issues, an outline of aspects of internal communication and ex- ternal dissemination, and a summary.

    Artykuł jest próbą analizy i zdefiniowania pojęcia kancelarii zbiurokratyzowanej jako przedmiotu badań. Przez ostatnie sto lat kancelaria była przedmiotem ożywionego zainteresowania nauki polskiej najpierw na potrzeby archiwistyki, a ostatecznie także dyplomatyki i historii administracji. Autor analizuje zjawisko kancelarii pod względem organizacji czynności kancelaryjnych, funkcji organizacji oraz jako system obsługi dokumentowej (system kancelaryjny). Ważnym punktem odniesienia do rozpoznania tego przedmiotu badań jest teoria cyklu życiowego dokumentu. Podsumowaniem rozważań jest zarys modelu monografii kancelarii.
    The article is an attempt to analyze and define the concept of a bureaucratic office as a subject of research. Over the last hundred years, the office has been a subject of lively interest of Polish science, first for the needs of archival science, and finally also for diplomacy and history of administration. The author analyzes the phenomenon of the office in terms of the organization of office activities, the functions of the organization, and as a document service system (the office system). An important point of reference for recognizing this subject of research is the theory of the document life cycle. The summary of the considerations is the outline of the monograph model of the office.

    Celem artykułu jest próba analizy treści pojęć "dyplomacja" i "dyplomacja ekonomiczna" w ujęciu realistycznym stosunków międzynarodowych (SM) oraz pokazanie, jak te pojęcia koncepcyjnie ewoluowały. Tradycyjne osadzenie dyplomacji w ontologii realizmu, a więc państwocentrycznym modelu anarchicznym, oznaczało marginalizację jej znaczenia i zakresu problemowego. Klasyczny realizm oraz neorealizm nie wniosły zbyt wiele do konceptualizacji dyplomacji w SM ani do włączenia w jej zakres spraw ekonomicznych. Aktualizacja ujęć realistycznych nastąpiła dopiero w ramach międzynarodowej ekonomii politycznej (MEP), co nakierowało badaczy realistycznych na szersze postrzeganie spraw ekonomicznych w kontekście działań państw. Większość współczesnych badaczy, związanych z nurtem realistycznym, traktuje dyplomację ekonomiczną jako dążenie państw do zapewnienia bezpieczeństwa ekonomicznego w anarchicznym systemie międzynarodowym. W artykule zarysowuję analityczne narzędzia badania dyplomacji ekonomicznej: economic statecraft oraz analizę dyplomacji ekonomicznej jako kontinuum pomiędzy krańcem interesów ekonomicznych (ang. economic end) i krańcem interesów definiowanych w kategoriach władzy i potęgi (ang. power-play end). Wskazuję, że choć realistyczne ujęcia dyplomacji ekonomicznej umożliwiają analizę działań i narzędzi państw jako głównych aktorów systemu dyplomatycznego, są z zasady niewystarczające w dobie zmieniającego się układu sił międzynarodowych oraz wyzwań, z jakimi mierzy się współczesna dyplomacja w sferze gospodarczej.(abstrakt oryginalny)
    The aim of the article is to analyse the meaning and scope of notions of 'diplomacy' and 'economic diplomacy' within the realist paradigm in international relations (IR) as well as to trace the conceptual evolution of these notions. A traditional 'embedding' of diplomacy within a realist ontology, i.e. within a state-centric anarchic model, entailed its marginalisation and limited its scope. Classical realism and neorealism did not contribute much to the conceptualisation of diplomacy within IR or to a broadening of its issue area to include economic affairs. The realist approach only gained currency with the emergence of International Political Economy (IPE), which led realist scholars to view economic affairs as part of a broader spectrum of state actions. Most realist scholars today understand economic diplomacy as a state effort to ensure economic security in an anarchic international system. In the article I discuss the analytical tools for researching economic diplomacy, including economic statecraft and economic diplomacy understood as a continuum between the economic end and the power-play end. I point out that although realist accounts of economic diplomacy allow us to analyse the actions and tools of states perceived as the main actors on the diplomatic stage, they are in principle insufficient in times of shifting international power structures and given the challenges that economic diplomacy faces today.(original abstract)
