The concept of Smart Villages is essential for the development of rural areas, in terms of both creating new job opportunities and the quality of life in the countryside. It is based on modern tools and technologies improving the quality of life with better resources and a lower environmental impact. Many different solutions can be implemented within the Smart Villages concept, depending on the needs and potential of a given area. The article aims at the determination of the possibility of using data obtained from public registers for the needs of Smart Villages solutions. The research was carried out in the Mazowieckie Voivodeship in Poland. Selected solutions for rural development in the Smart Villages approach were indicated. The structure of farms, registration plots, and land use were determined. Areas requiring remedial processes such as agricultural land consolidation were marked. Data necessary to implement measures in rural areas were identified, and the possibilities of obtaining them from public registers were indicated. The data is necessary to diagnose the current state and determine further actions, including analyses aimed at taking measures for the sustainable development of rural areas. It was assumed that their acquisition would reduce the costs and time needed to implement the selected solutions within Smart Villages.

The aim of the study is to analyse and compare the changes in land use in rural areas in the Lubelskie Voivodship at the time of implementation of the Rural Development Plan (RDP) during the period 2004-2006 and 2007-2013. The assessment of changes in land use was made based on aggregate voivodship lists of the land and building register covering the years 2004-2013. In detailed analyses the changes in the register area of particular lands in 20 districts. For the purpose of research presentation QGIS software was used, which allowed to present the changes in land use in the form of a cartogram. The research shows a decrease in the acreage of agricultural land and waste land at the time of implementation of the two programmes, at the expense of, among others, forests, wooded and bushy lands, urban and built-up lands, ecological lands and various land. The effect of financing activities related to the reduction of the human impact on the environment during the period 2007-2013 in Lubelskie Voivodship can be observed in the changes of ecological land acreage. It was observed the overall area increase of 22,21%. Ecological lands constitute a very small percentage of the lands in Lubelskie Voivodship. It is the authors’ opinion that should strive to increase their acreage in order to increase biodiversity in rural areas.

This paper presents the results of broad analyses of current situations in the field of rural development in Bavaria and the Federal Republic of Germany. It focuses on programs and European Union legal and financial frameworks in the years 2014-2020. The author proposes many ideas or approaches that can be applicable to all rural development actors, such as politicians, local governments administrators, scientists and local communities. In addition, the author presents own experiences as a former Head of Department and Director General of the Bavarian Administration of Rural Development in the Bavarian State Ministry of Food, Agriculture and Forestry. Also, the author’s experience as a university professor is invaluable. Its conclusions evoke further research and implementation for projects in the field of rural development, for both research and teaching institutions and administration at all levels – from European Union to the municipal level.

The aim of this paper was to determine the direction and extent of changes in the size of ecological land use in rural areas in the Lubelskie Voivodeship during the implementation of three Rural Development Programmes (RDPs) in the years 2004-2006, 2007-2013 and 2014-2020 (still in progress) and presentation of the RDP’s method of action for nature protection. The changes in the surface area of ecological land were assessed on the basis of an analysis of aggregate voivodship lists of the Land and Building register covering the years 2004-2016. Detailed analyses were carried out taking into account changes in the cadastral area of ecological land in rural areas in the Lubelskie Voivodeship. The investigations were carried out for 20 districts located in the Lubelskie Voivodeship, with the exclusion of four urban districts. The study showed that, in the years 2004–2016, the area of ecological land generally increased by 25% in the Lubelskie Voivodeship. However, the rate of growth was not stable: in the years 2012-2014 there was a 115 ha decrease in the area of this land. The largest changes in the area of ecological land concerned the 1st and 7th land registration groups, i.e. land belonging to the State Treasury, excluding land leased out for perpetual usufruct, and land owned by natural persons. Ecological land in the Lubelskie Voivodeship emerged mainly as a result of conversion of wasteland and various land areas.

The study is dedicated to land reallotment in the course of land use alteration in Ukraine. The case of the development of an individual residential block in an agricultural area is considered. The issue of the alteration of the spatial characteristics of land plots and changes in their designated use have been highlighted. The objective of the article is the substantiation of land reallotment at the level of an individual residential block on agricultural land which is privately owned by a number of landowners. The preconditions for the development of land reallotment in a rural type settlement in the suburban area of a big city have been substantiated. Alternative approaches to land reallotment have been suggested. A comparative analysis of the suggested approaches and their practical approbation have been carried out. The change of land plot spatial characteristics in the course of reallotment by means of various reallotment scenarios has been analysed. Land plot value after reallotment in each scenario has been specified. The practicability of each approach depending on the initial conditions has been substantiated. The research can be used in the course of rural settlement development planning, the coordination of measures on land use type alteration with landowners and land users, with private landowners or the implementation of local community initiatives.

Since its introduction in Poland in 1923, land consolidation has continuously been an instrument for improving the farmland planning, thus creating the best possible production conditions in agricultural areas. The aim of the paper is to evaluate the current regulations on land consolidation, in particular to answer the question whether and to what extent this solution serves the efficiency of land management in rural areas, and to what extent it fulfils the objectives set by the legislator in relation to: land management in rural areas, taking into account their production capacity for agriculture and other use; improvement of spatial organization; enabling sustainable development of rural areas and protection of natural resources. The study refers to the guides of the Food and Agriculture Organization of the United Nations (FAO) for national legislators designing legal solutions for land consolidation. In conclusion, the author calls for the work to be initiated on a new model of land consolidation or, more broadly, a regulation relating to the management of rural areas.

Systemic crisis and the decline of rural areas lead to a decrease in the level of life of rural population, the decrease in agricultural production. This number of problems determines the ways of rural development.
Системные кризисные явления и упадок сельских территорий приводят к снижению уровня жизни сельского населения, уменьшение объемов сельскохозяйственного производства. Такой ряд проблем обусловливает определение направлений развития сельских территорий. На основе комплексного подхода и сочетая три составляющие, экологическую, экономическую и социальную, нами предложен методический подход основных направлений развития землепользования сельских территорий на примере Береговского района Закарпатской области. При этом предполагается достичь оптимального соотношения между экономически целесообразным и экологически безопасными видами использования земель и обеспечить экономический рост материальных и социальных потребностей населения (устойчивое развитие). Данная методика базируется на основе метода анализа иерархий, разработанный Т. Л. Саати. Расчеты проведены с использованием программной среды Mathcad 14 .

Large scale farming relies on favourable land tenure systems. However, conflicting land tenure is affecting agribusiness development in sub-Sahara Africa. A key question is whether Côte d’Ivoire, the world’s leading producer of cocoa, has been spared from the rampant land tenure challenging commercial farming. This paper is a reflection on the consequences of legal pluralism on the development of agribusiness. Through a case study of a region of south-eastern Cote d’Ivoire, it intends to demonstrate that coexistence of neo-customary and bureaucratic forms of land tenure constitutes a major obstacle for agribusiness development. Qualitative methods including individual interviews and focus group discussions were employed. Results reveal that land tenure systems are intricately linked to the complexity of agribusiness development. The study further finds land tenure systems is a source of conflicts between agribusiness developers and smallholders. Hence, agribusiness finds it difficult to grow due to land tenure systems, which cause immense hardship for agribusinesses developers in the South Comoé.  The case of the South Comoé region, therefore, articulates a compelling need for policymakers to consolidate the land tenure system which has failed to secure land for agribusiness development.

The current study presents status and the need for improvement of the land distribution of family agricultural holdings in Poland. The assessment of the distribution of farm lands in the area between 1 and 300 ha has been made according to the 2013 data and provided by the Polish Agency for Restructuring and Modernisation of Agriculture (ARMA). Our analysis included totally app. 750,000 of family agricultural holdings. The evaluation of land consolidation was based on the two regional criteria proposed by the Regional Offices of Geodesy and Agricultural Areas, i.e. the plot size and the number of plots within individual family farms. The family agricultural holdings, that are included to the Polish system of agricultural support, have an average land area of around 16.0 ha, and this refers to around 6 cadastral plots with an average acreage of app. 3.0 ha. The need of land consolidation was estimated to be at the level of app. 7.1 million ha (this corresponds to 69.14% of total agricultural area land in Poland). The problem occurs in the entire country, but the worst situation is in the southern, south-eastern and central Poland. The implementation of the land consolidation and farmland exchange procedures within the Programme RDP (Rural Development Programme) in the period 2007-2013 stood at the level of 13,600 ha annually, thus the area of unfavourable land distribution was not reduced significantly. According to our evaluations the land consolidation should involve at least 50,000 ha annually to improve in real terms the distribution of agricultural plots in Poland.

The article is an opinion in the ongoing discussion on the directions of the legislative changes in the field of rural structures in Poland, expressed mainly in connection with the forthcoming EU programming period 2014-2020. In the very centre of discussion is a new approach to planning and implementing investment activities related to land consolidation (defined as "land consolidation development") in Poland. If investments in post-consolidation development are realized in coordination with water engineering, land improvement and flood control, then even under Rural Development Programme (RDP) for 2007-2013 more funds can be raised for improving rural structures. A prerequisite for this is to create integrated guidelines for land consolidation projects.

The current paper presents the results of evaluation of the influence of selected measures within Rural Development Programme (RDP), such as spatial development, afforestation, land consolidation, water management, village renewal and agri-environmental programmes on rural areas in Poland. The data used in the study cover the years 2004-2015, and were collected from the reports of Ministry of Agriculture and Rural Development, Polish Agency for Restructuring and Modernisation of Agriculture (ARMA), Polish Central Statistical Office (CSO), with special consideration given to normative acts concerning the Rural Development Plan 2007-2013 and 2014-2020, and the results of a study on different aspects of rural development conducted at the Institute of Soil Science and Plant Cultivation – State Research Institute in Puławy (IUNG-PIB). Our study clearly shows that aforementioned measures differ significantly in terms of the level of implementation in Poland. Thus, the spatial development operation, one of the most important activities in relation to the sustainable development of rural areas, has not been introduced in RDP as s separately task. Additionally, the initiatives regarding water retention were also not fully implemented under the RDP 2007-2013 because of the shortage of time. The process of land consolidation has contributed only to very little change in land use, from about 1% in “classical” method to 4% in “complex” method of land consolidation in the total area. On the other hand, a decline in reforestation has been observed in comparison of RDP 2004-2006 and RDP 2007-2013, which is considered to be appropriate and should lead to the target rate of afforestation of approximately 33%. The village renewal measure was entirely introduced and has a very positive effect on the agricultural environment. Agri-environmental programme plays an important role for both ecological and economical aspects of the agricultural environment and its realization covers a very wide range of actions. In conclusion, all the analysed measures have a very positive effect on the agricultural environment. However, they should be implemented more quickly and comprehensively which should lead to a more sustainable development of rural areas in Poland.

It focuses on the process and characteristics of urbanisation in China and the characteristics of the land system reform constrained by urbanisation. Combining the current and future characteristics of China’s economic development, this article offers some advice on the balance between urbanisation and rural land management issues.

The paper analyzes the spatial and temporal diversity of afforestation of non−forest land, with particular emphasis on land not being the property of the State Treasury, before joining the European Union and as part of subsequent stages of the Rural Development Program. Data from the databases of the Statistics Poland and from the Agency for Restructuring and Modernisation of Agriculture was used. Afforestation in the period 2001−2018 was carried out with varying intensity throughout the country and in individual years. This condition was largely influenced by availability of land for afforestation and the form of land ownership. The history of the individual regions is clearly visible as well. Private forests occupy the smallest area in the territories incorporated into Poland after World War II, also in part of the former Prussia region and in the area covered by so called the ‘Wisła’ Operation in south−eastern Poland. In turn, in Podlasie and Lubelszczyzna regions (eastern Poland), the share of private forests is significant. The biggest changes in the afforestation structure took place after the introduction of subsidies for their establishment and care, after Poland’s accession to the European Union. In the period 2004−2018, the scope and criteria for granting the subsidies changed. New categories, which were to encourage beneficiaries to use this form of support, appeared. In 2004−2007 part of the Rural Development Program the area of afforested land in relation to the number of beneficiaries or issued decisions was the largest, while in subsequent campaigns the afforestation area decreased, despite the increase in the level of subsidies. The most important reasons for reducing the interest in afforestation are: decreasing resources of land intended for afforestation, greater interest among farmers in competitive payments for agricultural land, complicated bureaucratic procedures related to afforestation. The paper also highlights the most important restrictions that inhibit afforestation. These include: exclusion from afforestation of land located in Natura 2000 areas, exclusion of grassland (meadows and pastures) from afforestation and limitation of the aid granted for afforestation to one farmer to an area not exceeding 20 ha in the entire Program period. Lifting these barriers can have a positive effect on the creation of new afforestation or improvement of existing ones.

The land consolidation process is a measure transforming the spatial structure of rural areas in the countries of the European Union and Poland. It is a complex, extremely labour-consuming investment process preceded by a detailed inventory of the existing state, and analysis of objectives and tools as well as effects expected after its completion. It should constitute a component of sustainable and multifunctional development of rural areas, stimulating the development of functions fulfilled by such areas in the economic, social, and environmental aspect. Through changes in the ownership structure and land use, it permits designation of functional-spatial areas, therefore reducing potential spatial conflicts. It has a positive effect on the development of agriculture, and particularly ecological production, and other non-agricultural functions. The article presents a concept of the multicriteria model of spatial analyses aimed at supporting sustainable and multifunctional development of rural areas, with particular consideration of the land consolidation process. The concept of the model was prepared in accordance with the assumptions of the AHP (Analytic Hierarchy Process) method. This permitted ordering the rich resource of diverse input data in a logical structure for the purpose of development of multi-variant solutions to a given decision problem , and selection of the exclusive, most appropriate proposal. The model is a tool in the GIS (Geographic Information System) environment. Due to this, information obtained as a result of analyses can be presented in the form of legible thematic maps.
