Opis:
This paper presents the radar system installed by the Polish maritime administration within the scope of the “National System of Maritime Safety (KSBM)” project. One of the main objectives of introducing the system is to improve the safety of navigation on the fairways, routes and in traffic separation schemes and ports, as well as the environmental protection of the coastal waters of Polish maritime areas. Radars are intended mainly for the early detection and accurate tracking of ships for the purpose of preventing maritime accidents and pollution of the sea and coast line. They are connected to a digital exchange network that allows remote handling and data transfer in relation to radar station – control centre – radar station and between control centres. The basic technical parameters of the purchased radars, installation position and the detection ranges, calculated by means of the CARPET program for objects and conditions defined in the IALA Recommendation V-128, are described.

In 2001 the European Space Agency ESA will launch the earth observation satellite ENVISAT. It will carry several instruments that provide new opportunities to measure oceanographic variabIes. These are the Advanced Synthetic Aperture Radar (ASAR), the Radar Altimeter (RA), the Medium Resolution Imaging Spectrometer (MERIS) and the Advanced Along-Track Scanning Radiometer (AATSR). Together, they rep-resent the main measurement techniques of satellite oceanography, and complement each other perfectly. These instruments are to be used in synergy to: ź improve the analysis of measured wind and ocean wave fields, and thereby improve weather forecasting at weather centers; ź determine the extent and variables of sea ice and develop a five-day sea ice prediction model, to support maritime shipping and offshore activities; ź monitor map sediment and suspended matter transport in coastal regions, especially in areas with large river estuaries, which greatly affects shipping lanes, harbours, and dredging activities; ź monitor hydrobiological and bio-geochemical variables related to water quality in coastal regions and large inland waters, which affects ecology, coastal development, aquaculture, drinking water supplies, and tourism. To prepare the oceanographic community to make best use of the ENVISAT sensors in the pre-Iaunch phase, existing algorithms to derive marine parameters are used and validated using data from the ERS SAR, the ERS RA, Sea WiFS, and IRS MOS sensors now in operation. Derived products, which include wind field, sea state, sea level, sea surface temperature and concentrations of water constituents, are used to address problems that can be tackled best using the synergy of radar and optical data, such as the effect of surface slicks on radar wind measurements, sea state on ocean color, wind and waves on the resuspension of suspended matter, and wind and waves on sea ice variabIes.

This article presents the movement vector research conducted in the radar laboratory of Gdynia Maritime University and during vessel cruises. The precision of designating the vessels' location, course, speed and CPA were researched using on-baord radars and AIS data. It is concluded that the precision of designating the researched parameters is greater than the International Maritime Organization requires.

This paper substantiates the method of polarization selection of navigation objects located in the zone of atmospheric formations (i.e., precipitation of different intensity and phase state), based on polarization differences in the parameters of their echo signals in a partially polarized electromagnetic wave arriving at the input of the all-polarized antenna of the ship radar polarization complex (SRPC). The partially polarized wave is represented as consisting of two polarized streams with polarization degrees m1 and m2 corresponding to the echo signals of the navigation object and atmospheric formation. The property of the partially polarized electromagnetic wave reflected from a complex object (i.e., navigation object located in the zone of atmospheric formation) is represented by real energy polarization Stokes parameters having intensity dimension. The scattering ability of the complex object is represented by the Mueller scattering matrix, the elements of which are measured by SRPC when it is sequentially irradiated with electromagnetic waves of four fixed polarizations. Polarization selection of navigation objects located in the zone of atmospheric formations uses the difference of polarization degrees of echo signals of the navigation object and atmospheric formation. The process of selection of the navigation object echo signal from the echo signal of the complex object and its observation on the screen of the SRPC indicator or computer display is based on the relationship between the degree of polarization of the electromagnetic wave and the polarization parameters of the navigation object echo signal and the atmospheric formation. The aim of this research is to develop polarization criteria of optimality of radar parameters of echo signals of partially polarized electromagnetic waves, represented by polarization degrees m1 and m2 corresponding to the navigational object and atmospheric formation observed by SRPC. As a result of the performed research, the problem of polarization selection of navigation objects located in the zone of atmospheric formations along the ship’s trajectory according to the values of the polarization degree of the navigation object echo signal is solved.

This study focuses on the investigation of available surface currents and wind parameters for employing them in order to predict the survivor movement in the Szczecin Lagoon waters. For this purpose, the surface currents and wind parameters were generated by selected numerical models and the wind parameters were also measured with the telemetry devices. In this paper, the PM3D hydrodynamic model and the NEMS, ECMWF, GFS weather forecast models have been investigated. The measurements of the wind parameters, recorded at the Brama Torowa I and Trzebież stations, were also analyzed. As part of the research, an expert method was used to evaluate the surface currents parameters. In turn, the method based on comparing the forecasted wind parameters with the measured wind parameters was applied in order to assess uncertainties of these parameters. The comparative analyses of the data on the surface currents and wind parameters have been done and probabilistic models for uncertainties of these forecasted parameters have been formulated. Additionally, relations between the surface currents speeds and the wind speeds, in the case when their directions were consistent, have been also discovered.
