Negative effects of globalisation and liberalisation of trade are countered using protectionist measures. Contemporary protectionism, typically termed neoprotectionism, is put into practice using a wide variety of non-tariff instruments, with a considerably lesser degree of transparency compared to tariffs, which are more difficult to identify and measure. The aim of this paper is to determine the dynamics of protection, as well as the category and geographical structure for the use of trade policy instruments in the world goods trade in the years 2010–2022. The study was based on source materials from the Global Trade Alert (GTA) and the United Nations Conference on Trade and Development (UNCTAD). The conducted analyses showed that interventions taken in the world goods trade in the years 2010–2022 were primarily trade restrictions executed using non-tariff measures. In terms of its geographical distribution the relatively greatest scope of protectionism observed was for the trade policy of China and the USA. In terms of the product category, the sale of agricultural produce was protected the most. The realised model of protectionism differed depending on the group of products being traded, the standard of economic development of the country implementing trade policy measures, its export specialisation and the degree of self-sufficiency. The protectionist character of the trade policy was also enhanced during economic crises.

The global factors have been influencing the shape of the common agricultural policy (CAP) at least since the WTO agreement. Yet, not only trade agreements influence the CAP. The situation of agricultural sector in non-EU countries also affects the way and extent the EU supports its farmers. Moreover, the EU interests in other sectors of economy or its global strategy and policy interests can translate into specific alterations in the CAP. The aim of the paper is to identify the meeting points between CAP and global issues, present the status quo and analyze potential alterations within the CAP that could be made to strengthen the EU position on the world arena. The paper is based on the analyses of the WTO negotiations concerning agriculture, CAP policy instruments and the EU priorities in external relations. The results show that the process of CAP’s internationalization progresses in a non-linear way but is an important factor determining the shape of subsequent CAP reforms.

United States and the European Union are the two main centers of the world economy. Both of these centers are each important trading partners in the field of trade in goods and services, capital flows in the form of foreign direct investment. The European Union’s relations with the United States there is both collaboration and competition. Despite the emerging tensions or even conflicts in the relationship both partners are allies and have a decisive impact on the liberalization of world trade, the ongoing process of the GATT/WTO. As part of strengthening transatlantic cooperation created a number of institutions and mechanisms to facilitate and support economic cooperation and signed a number of additional agreements aff ecting trade in mutual, for example, in terms of mutual recognition agreements, aimed at eliminating technical barriers to trade in goods. A negotiated agreement between the two largest economies on a free trade zone may constitute a turning point in transatlantic relations.

Redefinition of the role of central administration in the policy of support for cluster development Clusters are perceived as accelerator of progress and competitiveness. Thus, the stimulation of their development has become a signifi cant element of EU countries’ policy. The selection of proper instruments that support cluster development poses a peculiarly signifi cant problem. In Poland for a couple of years clusters have become the object of special interest of public authorities of different levels as well. Validity of public administration getting engaged in cluster initiatives’ development is undisputed. Principally it should consist in the stimulation of business environment to take up various forms of cooperation and creation of proper support instruments. In regional policy it plays a strictly qualitative role. However, although this problem has been given a high rank, Polish policy faces numerous restrictions here.

In the article we discuss the importance of the real estate related instruments used by local government to attract investment and stimulate local economic development. The article discusses economic literature related to public economics at the local government level, with the special emphasis put on the link between urban and real estate economics and development. In the empirical part of the paper, we analyze the results of the survey conducted at the local government level in Poland (Malopolska). There are two major research objectives: (1) to identify the scope of the real estate economic instruments used by the communes as part of their development policies’ strategies; (2) to examine the coexistence of certain types of instruments as part of the commune development strategies. To find relevant answers, both multidimensional scaling and cluster analysis are applied. Additionally, we discuss whether there are evidence of mimicking behavior in local development policies.

The main aim of this paper is to analyze public innovation policy in Poland in the period from 1990 to 2015 together with an attempt to evaluate the policy effectiveness. The following issues are here presented: the fundamentals of a contemporary innovation policy, innovation policy instruments, Polish innovation policy in 1990-2015, the reasons of an innovation stagnation, and the present policy challenges. Unfortunately, we can not give a positive answer to the question posed in the title.

Celem artykułu jest próba odpowiedzi na pytanie: Czy i w jakim stopniu poszczególne instrumenty ułatwiają przedsiębiorstwom /przedsiębiorcom podejmowanie i prowadzenie działalności innowacyjnej? Przeanalizowane są kolejno narzędzia adresowane do firm bezpośrednio i pośrednio. Wyniki analizy nie pozwalają, niestety, na udzielenie pozytywnej odpowiedzi na tytułowe pytanie. Na zakończenie podjęta jest próba ustalenia przyczyn takiego stanu rzeczy.
The main aim of this paper is an attempt to answer the question whether the existing public policy instruments in Poland are useful (helpful) for enterprises/entrepreneurs who intend to start or develop their innovation activities. The tools addressed directly and indirectly to firms are here deeply analyzed. Unfortunately, the results of this analysis do not allow us to give a positive answer to this question.

Przedstawiono krótki przegląd literatury na temat instrumentów stosowanych przy realizacji polityki energetycznej. Podano ich klasyfikację oraz krytyczny przegląd Radetzkiego stosowanych narzędzi politycznych z uwzględnieniem ich przydatności do różnych celów oraz skuteczności. Opisano niektóre prace pooewięcone badaniu efektywności konkretnych narzędzi w konkretnych warunkach. Omówiono czynniki wpływające na skuteczność instrumentów. Osobno rozważono narzędzia skierowane do użytkowników energii w sektorze komunalnym, wykazując ich małą skuteczność wskutek istnienia szeregu paradoksów w stosunkach społeczeństwa z energetyką.
A short review of the literature on energy policy instruments is presented. The instruments commonly used in implementing energy policy are categorized. Radetzki’s views on political interventions in energy markets are presented together with the appropriate combinations of instruments and goals. Some scientific papers are described dealing with instruments efficiency in different countries and applications. Factors determining instruments efficiency are discussed. Instruments oriented towards energy users in residential sector are analyzed separately. Numerous studies have shown their low efficiency due to many paradoxes in relationships between society and energy industry.

The aim of the article is to present the assessment of the EU information policy instruments made by Polish journalists of the mainstream media, as well as their opinion about the instruments and the extent to which they are used. The analysis tries to verify the assumption that the journalists use the instruments of the EU information policy in their editorial work and approve them, as much as they approve the European project. Despite positive opinions, the journalists have some objections to the functioning of some instruments and they propose introducing modifications that would make them function better. The research method that has been applied in the analysis is the semi-structured in-depth interview. The non-probability sampling was used in the research. The key criterion for respondent selection was raising the subject of the EU in editorial work.

The article aims to analyse the monetary power of the PRC in terms of influence and autonomy in international relations. The object of the analysis is the int ernationalization of the yuan. The article attempts to answer the following questions: do the Chinese authorities keep a consistent policy of liberalization in order to increase the internationalization of the RMB? And if so, did they abandon their policy in the years 2015-2016? The author also analyses how the Chinese authorities are trying to reconcile the internationalization of the currency with maintaining control over capital account, the financial markets and the exchange rate, which is defined in the article as 'the Chinese method of currency internationalization'. The aim of this article is the assessment of the effectiveness of economic and industrial policy instruments for the restructuring of Polish industry in the first 10 years of transformation. The first part contains the register of selected experiences and phenomena that contributed to the use of these instruments.In the second part of the article, the author gave a brief description of the instruments used at the time, such as:prices, taxes, tariffs and non-tariff solutions, settlement and court proceedings with creditors, government and industry restructuring programs, institutions supporting restructuring, financing of research works, subsidies, concessions, sureties and guarantees of the Treasury, government investments, protection of the market against imports, offset transactions. The author hypothesised that the low effectiveness of economic and industrial policy instruments was one of the reasons for the bankruptcy of a large part of Polish industry in the years 1989–1999.The third part presents the empirical research results on their effectiveness in the form of expert survey performed at the end of 2018. The basic conclusion from the conducted research confirms the hypothesis and is not optimistic. Despite the large number of instruments of economic and industrial policy existing at that time, their efficiency was poor. A number of important instruments were missing that could have a significant impact on changes and their effects on Polish industry in the first years of transformation.
Artykuł ma na celu ocenę skuteczności instrumentów polityki gospodarczej i przemysłowej w trakcie restrukturyzacji polskiego przemysłu w pierwszych 10 latach transformacji. Pierwsza część zawiera wykaz wybranych zdarzeń i zjawisk, które powodowały konieczność stosowania tych instrumentów.W drugiej części artykułu autor dokonał krótkiego opisu stosowanych wówczas instrumentów, takich jak:ceny, podatki, taryfy celne i rozwiązania pozataryfowe, postępowania ugodowe i sądowe z wierzycielami, programy restrukturyzacyjne rządowe i branżowe, instytucje wspierające restrukturyzację, finansowanie prac badawczych, dotacje, ulgi, poręczenia i gwarancje Skarbu Państwa, inwestycje rządowe, ochrona rynku przed importem, transakcje offsetowe. Autor postawił hipotezę, że niewielka skuteczność instrumentów polityki gospodarczej i przemysłowej była jedną z przyczyn upadłości dużej części polskiego przemysłu w latach 1989–1999.Trzecia część artykułu to prezentacja wyników badań empirycznych w postaci sondażu eksperckiego na temat ich skuteczności, wykonanych pod koniec 2018 roku. Podstawowy wniosek z przeprowadzonych badań potwierdza postawioną hipotezę i nie jest optymistyczny. Mimo dużej liczby istniejących wówczas instrumentów polityki gospodarczej i przemysłowej ich skuteczność była niewielka, brakowało również kilku ważnych instrumentów, które mogły pozytywnie wpłynąć na zmiany i ich skutki w polskim przemyśle w pierwszych latach transformacji.

Social innovations are an important part of innovation policy related to solving social problems and creating value in the areas of serving the society. The first part of the article describes the importance and definitions of social innovations, as well as presents the process of its creation and implementation. The following part presents solid examples of the most interesting ideas for social innovation aiming at creating jobs and improving the work¬ing conditions of people from marginalized groups. Described examples were submitted to the „European Social Innovation Competition” organized by European Commission.

Nadrzędnym zadaniem polityki pieniężnej jest utrzymywanie stabilnego poziomu cen. Jednakże racjonalne wykorzystanie będących w dyspozycji Narodowego Banku Polskiego instrumentów polityki pieniężnej może także stanowić istotne uzupełnienie dla mechanizmów polityki makroostrożnościowej, stosowanych w celu zapewnienia stabilności systemu finansowego oraz wzrostu jego poziomu bezpieczeństwa. Celem niniejszego opracowania jest określenie stopnia współzależności i relacji występujących między stopami procentowymi, rezerwą obowiązkową, operacjami otwartego rynku oraz operacjami depozytowo-kredytowymi a miernikami adekwatności kapitałowej i wymogami kapitałowymi z tytułu poszczególnych typów ryzyka w latach 2014-2018. Rozważania podjęte w tymże artykule opierają się na licznych pozycjach literaturowych, aktach normatywnych, a także raportach Narodowego Banku Polskiego i Komisji Nadzoru Finansowego.
The monetary policy is an area, which the main aim is maintaining a stable price level. However rational using of monetary policy instruments of the National Bank of Poland can also be an important complement to macro prudential policy mechanisms, used to ensure a stability of financial system and increase of its security level. The main purpose of this article is to determinate the level of correlation and relations between interest rates, obligatory reserve, open market operations, standing facilities and the measures of capital adequacy and capital requirements by different types of risk in 2014- 2018. These considerations were based on scientific publications, normative acts and annual reports of National Bank of Poland and Polish Financial Supervision Authority.

The objective of the study was to review policy instruments stimulating circular economy (CE). The review was completed using analytical frameworks; primary material was compiled using the Science Direct database. The following four groups of potential instruments were identified and characterized: nodality, authority, treasure, and organization-based. Subsequently, an in-depth analysis was performed in order to examine their implementation in Poland. The study revealed a broad spectrum of application of legislative and economic instruments (targets, direct legal regulations, extended producer responsibility, taxation). On the other hand, the application of information instruments was revealed to be insufficient (information campaigns, eco-labelling) and the application of organization-based instruments to be negligible (eco-industrial parks, circular public procurement). We argue that a comprehensive character of support is required. This denotes the need for new, tailor-made policy instruments to be introduced. Finally, the article presents challenges for the policy mix in relation to the transition to CE, and suggests avenues for future research.
Celem artykułu jest przegląd instrumentów politycznych stymulujących gospodarkę cyrkulacyjną. Przegląd został wykonany z użyciem bazy Science Direct. Cztery grupy potencjalnych instrumentów zostały zidentyfikowane i scharakteryzowane: informacyjne, legislacyjne, ekonomiczne, organizacyjne. Kolejno przeprowadzona została pogłębiona analiza zastosowania wyróżnionych instrumentów w warunkach Polski. Badania potwierdziły szerokie wykorzystywanie instrumentów legislacyjnych i ekonomicznych (cele, bezpośrednie regulacje prawne, poszerzona odpowiedzialność producenta, opodatkowanie), niewystarczające instrumentów informacyjnych (kampanie informacyjne, eko-znakowanie) oraz znikome organizacyjnych (ekologiczne parki przemysłowe, cyrkulacyjne zamówienia publiczne). Wyniki badań wskazują, że konieczna jest kompleksowość wsparcia, co oznacza wymóg wprowadzania nowych, dedykowanych instrumentów politycznych.
