This article is a report of a trainig stay in Aberystwyth University Library as part of the Erasmus programme. The purpose of the authors is to present the structure of the Information Services Department. Special attention has been given to the efforts of the Library to provide its users with both traditional and modern information services. This article describes three university libraries which constitute the library information system of the university as well as the services offered by them, such as library services for research and teaching purposes, media services and information technology (IT) services for the purposes of the University and of information management (BIS).

Opis:
The article presents the Library of Vilnius University, one of the oldest and most modern libraries in Europe. Its modernity is reflected in the types of services, the organization of the library space and work. The library’s policy is based on the philosophy associated with the mission of Vilnius University. It implies creating an attractive environment, supporting the search for information, study, research and cultural education. The main task of the Library is, therefore, to support and develop scientific communication. A large emphasis is placed on the services for the university environment, both for students and academic staff. Information technologies are used at a high level, and the use of digital materials now exceeds the use of traditional ones. The thing that draws attention is the organizational structure of the library based on tasks and services offered to users. The library is characterized by the rational use of staff and collections while meeting the needs of users to the maximum. It is focused on self-service: a large part of the collection is easily accessible, there is also a self-service store room of course books. The library houses space for individual and collective work, computer laboratories, seminar and conference rooms. While organizing the library space, the following important issues were taken into account: relaxation and easier interpersonal contacts; and therefore there are a number of zones of a quiet or loud rest. Part of the library is open 24 hours a day, 7 days a week. In addition, the library provides consulting services through subject specialists and departments which deal with scientific information and communication. The library has also developed a system of internal and external communication. The modernity of the library is reflected not so much in the use of the latest technology, but in modern management methods in all aspects of its operation.

Basing on the available sources of information, the article intends to define and distinguish special kinds of libraries in France, and describe their history, organisation and typical activities that they conduct. Additionally, the author focuses on characterizing the libraries’ staff, the services provided and the users.

W artykule podjęto próbę przedstawienia funkcjonowania wypożyczalni międzybibliotecznych we Francji. Kontekst i problematyka związane z powstawaniem i rozwojem tego typu usług zmusiły współczesne władze biblioteczne do podjęcia działań prowadzących do zapewnienia czytelnikom szerszego i łatwiejszego dostępu do zasobów bibliotek z całego świata. Postępująca wraz z rozwojem techniki i elektroniki ewolucja nośników informacji od papierowych po elektroniczne dostarczyła wiele nowych możliwości, ale także problemów, których rozwiązanie wpłynęło na organizację i działalność francuskich wypożyczalni międzybibliotecznych, realizujących zamówienia odbiorców krajowych i zagranicznych.
This article constitutes an attempt of demonstrating how interlibrary loans function in France. The context and complex issues connected with the inception and development of this kind of services forced the authorities of nowadays libraries’ to undertake some crucial actions that would enable the readers a broader and easier access to a vast set of resources of the libraries all around the world. A continuous progression of the current kinds of data carriers, from paper documents to digital data carriers, resulted from the ongoing technology and electronics development processes. The new data resources not only created many new opportunities but also caused some unexpected issues that had to be resolved. These factors had a significant impact on the general organization and activities carried out by French interlibrary loans sections which fulfil the orders placed by both domestic and external recipients.

The history of Greek libraries can be divided into 3 phases. The first phase, lasting until 1994, was the longest. It was characterized by traditional organization, poor services, understaffing, shortage of licensed librarians and low social status. European exchange programmes together with the EU financing, brought most Greek libraries into their 2nd phase (1995–2009), which was characterized by modernization, automation, innovation, internationalization and qualified personnel. This phase lasted less than 2 decades, yet, its effects were spectacular for a number of libraries. These were the libraries funded by the government and the EU, which implemented strategic programmes of development. They thrived. However, faced with economic problems, organizations, including libraries, were obliged to reduce the number of their employees and cut budgets. For the last five years Greek libraries have been undergoing their 3rd, unpredictable phase, during which their achievements may be lost due to the lack of funds and staff redundancies. This paper focuses on the 2nd phase of development. At present, libraries have only two alternative options: further improvement or deterioration.
Dzieje bibliotek greckich można podzielić na 3 etapy. Pierwsza faza, trwająca do 1994 r., trwała najdłużej. Cechowała ją tradycyjna organizacja, słabe usługi, brak licencjonowanych bibliotekarzy i niski status społeczny. Europejskie programy wymiany oraz finansowanie UE przyczyniły się do rozwoju bibliotek greckich w czasie drugiego etapu (1995–2009), który charakteryzował się wprowadzeniem modernizacji, automatyzacji, innowacyjności, internacjonalizacji i zatrudnieniem wykwalifikowanego personelu. Ten etap trwał niecałe 2 lata, jednak jego efekty były spektakularne dla wielu bibliotek. Były one finansowane przez rząd i UE, które wprowadziły strategiczne programy rozwoju. Dzięki temu biblioteki rozwijały się. Jednak w obliczu problemów gospodarczych i organizacyjnych zostały zobowiązane do zmniejszenia liczby pracowników i cięć budżetowych. W ciągu ostatnich pięciu lat biblioteki greckie są w trakcie trzeciego, nieprzewidzianego etapu, podczas którego ich osiągnięcia mogą zostać utracone z powodu braku funduszy i zwolnień pracowników. Artykuł koncentruje się na drugiej fazie rozwoju. Obecnie możliwe są tylko dwa alternatywne rozwiązania: dalsza poprawa lub pogorszenie sytuacji bibliotek.

Wiosną 2021 r. minął rok od rozpoczęcia pandemii, w czasie której już kilkakrotnie zamykano lub znacznie ograniczano działalność bibliotek uniwersyteckich. W artykule przedstawiono zalecenia władz poszczególnych krajów związkowych, rekomendacje Niemieckiego Stowarzyszenia Bibliotekarzy (Deutscher Bibliotheksverband), Zjednoczenia Związków Zawodowych (Vereinte Dienstleistungsgewerkschaft), Minister Stanu ds. Kultury i Mediów oraz rozporządzenia Ministerstwa Nauki, Badań i Kultury dotyczące funkcjonowania bibliotek i pracy bibliotekarzy. Przeanalizowano także sposoby zapewnienia bezpiecznej działalności niemieckich bibliotek uniwersyteckich w czasie pandemii. Biblioteki, chcąc pomóc czytelnikom w dostępie do swoich zbiorów, szybko uruchomiły serwis digitalizacji na życzenie oraz szkolenia online, podcasty i filmy instruktażowe dla użytkowników. Opisując działalność bibliotek autorki skupiają się na wiośnie 2021 r., kiedy tak w Niemczech, jak i w Polsce przechodziliśmy trzecią falę zachorowalności na COVID-19. Artykuł powstał w oparciu o analizę dokumentów oraz materiałów zamieszczanych na stronach internetowych poszczególnych bibliotek.
In spring 2021, a year has passed since the beginning of the pandemic, during which university libraries have been closed or their functioning has been significantly reduced a number of times. The article presents the recommendations of authorities from individual federal states, the recommendations of the German Librarians' Association (Deutscher Bibliotheksverband), the United Services Trade Union (Vereinte Dienstleistungsgewerkschaft), the Minister of State for Culture and Media, as well as regulations of the Ministry of Science, Research, and Culture concerning the functioning of libraries and the work of librarians. The manner of ensuring safe operation of German university libraries during the pandemic has also been examined. Willing to help readers access the collected works, libraries quickly launched a digitization service on demand as well as online training, podcasts, and video tutorials for users. Describing the activities of libraries, the authors focus on spring 2021, since both in Germany and in Poland, we were experiencing the third wave of COVID-19. The article has been created basing on an analysis of documents and materials posted on the websites of individual libraries.

Contemporary libraries of the twenty-first century are characterized by a marked fluctuation of roles and functions commonly ascribed to them. Librarians are expected to be capable of anticipating them and addressing them appropriately in order to satisfy the requirements set up by users. This article is an attempt to discuss the most important changes that have hitherto been done and to indicate those areas of the activity of research, academic, public and, to a lesser degree, school libraries in which those changes will be particularly pronounced. Anticipated roles and tasks within the management and access to resources, building up own electronic resources and their processing, library space, embarking on tasks hitherto not regarded as strictly ''library" tasks as well as the most important changes in the author's view such as those to be introduced in user services, in-service trainings, education and propagation of knowledge are discussed in the article. The author believes that the new functions, on par with those already existing, should be subjected to actual users, but also to potential ones, even deeper than before. This should effect in creating the library environment as a ''meeting place", some kind of a social space to perform entirely new functions superimposed onto traditional ones in the library information. The new functions will include performing new cultural, educational, social, artistic and communal tasks carried out with a co-operation with other libraries, scientific, educational and cultural instructions. Additionally, the problem of changes in work force management, so vital in the supposed and anticipated transformation of the library and its functions, is evaluated and discussed.

W artykule omówiono funkcjonowanie Biblioteki Politechniki Poznańskiej w okresie nadzwyczajnym i niespotykanym w stuletniej historii tej placówki, tj. okresie pandemii Covid-19 i restrykcji z tym związanych. Zaprezentowano sposoby przeorganizowania dotychczasowych zadań, omówiono nowe rozwiązania zastosowane w świadczonych zwykle usługach oraz opisano zupełnie nowe pomysły w tym zakresie. Zwrócono uwagę na wielką mobilność i kreatywność pracowników biblioteki oraz chęć pomocy użytkownikom, którzy z dnia na dzień zostali pozbawieni dostępu do zbiorów, usług i przede wszystkim przestrzeni, z której dotąd tak chętnie korzystali.
This article discusses functioning of the Library of the Poznań University of Technology in the extraordinary period, unprecedented in the hundred years' history of this institution, i.e. the period of the Covid-19 pandemic and restrictions associated with it. It presents ways of reorganizing current tasks, new solutions applied in usually provided services, and brand new ideas in the new situation. The article emphasizes the great mobility and creativity of the library employees and their willingness to assist the users who were suddenly deprived of access to the library resources, services and above all the space which until then they had been using intensively.
