Opis:: Many of the contemporary economic researches have been focusing on the significance of the labour share contribution to the national income. Thus, it appears particularly interesting to investigate if the global, labour factors can provide a justification for an increasing significance of the labour share in the economies of Visegrád Group. In such an investigation, it is the effect that structural transitions of these countries' policies and economies have had on to the role of the labour share in building a national income that seems to be an essential element to explore. Therefore, the aim of the following article is determining the significance of the labour share contribution to the natural income for the period 1995- 2010 in membership countries of Visegrád Group, basing on the factors, which according to the contemporary world literature, affect this indicator.

Opis:: This article provides a list of errors methodology national income to fulfill international standards: the system of national accounting (SNA-93), the European System of Accounts (ESA-95) and the updated version of the SNA-93 – SNA 2008. On the example of the Russian Federation published statistics showing the absolute and relative size of distortions calculated values of national income as used in the calculations above regulations. The recommendations for changes in the methodology of calculating the national income and other macroeconomic indicators in order to monitor the effectiveness of national economic development and improve the objectivity of international comparisons of macroeconomic indicators.

Opis:: Many of the problems that the world faces today appeared as the result of unstable development. Global climate change, resource depletion, space debris, poverty, inequality, and threats to global security are the main but not the only challenges for modern humanity. The important issue in studying the problems of sustainable development of the countries in the world is the development of strategies that would give an opportunity to avoid environmental and social catastrophes. The correspondence analysis is used to identify the relationship between the Happy Planet Index (which is an aggregate indicator of achievements in the key aspects of human development, such as life duration and quality, distribution uniformity, access to knowledge, and preservation of environment) and Gross National Income (one of the basic metrics of the population welfare level). The analysis led to the conclusion that the income level of the population is not the main factor in assessing the level of sustainable development of a country. The obtained results can give important and useful information for social institutions and politicians.

Opis:: System rachunków narodowych jest międzynarodowym standardem stosowanym przez większość krajów do kompleksowej prezentacji gospodarki narodowej. Wypracowanie tego wzorca to efekt wielu badań i dyskusji podejmowanych przez naukowców. Teorie dotyczące dochodu narodowego i sposobu jego pomiaru były przedmiotem rozważań naukowych na kilka wieków przed tym, zanim w świadomości ekonomistów zagościł termin „rachunki narodowe”. Celem artykułu jest przedstawienie koncepcji, które można uznać za podwaliny obecnego światowego systemu rachunków narodowych. Pierwsza część opracowania prezentuje przegląd dorobku badaczy, którzy przyczynili się do powstania współczesnej metodologii rachunków narodowych. W drugiej części opisano ewolucję pomiaru dochodu narodowego w Polsce (przejście od systemu produkcji materialnej do europejskiego systemu rachunków narodowych).
The system of national accounts is an international standard applied by most countries in order to present national economy in a complete manner. The development of this system results from variety of researches and discussion undertaken by scientists. Theories concerning national income and its 80 Wiadomości Statystyczne nr 12 (667), 2016 measure had been the subject of scientific deliberation for several centuries before the term ”national accounts” was adopted by the economists. The aim of the article is to introduce the concepts that can be considered as the foundation of the current, global system of national accounts. The first part of the study provides an overview of the output of researchers who contributed to the establishment of modern national accounts methodology. The second part describes the evolution of the national income measurement in Poland (the conversion from the material production to the European system of national and regional accounts).
Система национальных счетов является международным стандартом, используемым большинством стран для комплексной презентации национальной экономики. Разработка этой модели это эффект многих исследований и обсуждений предпринятых учеными. Теории касающиеся национального дохода и способа его измерения были предметом научных дискуссий в течение нескольких столетий перед тем, когда среди экономистов появился термин «национальные счета». Целью статьи является представление концепции, которую можно считать основой сегодняшней мировой системы национальных счетов. Первая часть разработки представляет обзор достижений исследователей, которые внесли свой вклад в разработку современной методологии национальных счетов. Вторая часть характеризует эволюцию измерения национального дохода в Польше (переход от системы материального производства к европейской системе национальных счетов).

Opis:: The paper presents a hydrological cycle that takes place in nature and addresses the concept of water resources and the methods of their measurement as well as the shortage of water resources. In the ensuing discussion, the paper assesses those conditions by the continents and regions, pointing out the difficult situation in Northern Africa, the Middle East and Central Asia. Further, it presents the investigation of the correlation between the volume of GDP and the particular features of water management within the continents. The results of calculations show differences, yet there is a clear correlation between the number of population, the water consumption and other indexes of water management. The paper ends with the conclusion that there is basically no shortage of water resources within the world economy, yet there is more and more acute crisis in water supply on the regional scale due to the insufficient water supply and sewerage infrastructure, improper economic policy and environmental policy, and poverty among large groups of population.

Opis:: The aim of this article is to identify an optimal method for estimating gross domestic product at the regional level in Poland, specifically at level of counties. While various studies offer empirical analyses of the country’s economic growth and other economic processes, no official data is available on GDP at the level of counties in Poland. The article presents the results of research based on three alternative approaches that rely on GDP disaggregation from the level of sub-regions (NUTS-3) to the level of counties (NUTS-4). These methods have been validated by comparing the results obtained for the higher level of aggregation. It turned out that the best method of disaggregating GDP was to use the shares of municipality tax revenues from income tax and agricultural tax. The estimated values of GDP in the counties in 2003–2013 were used to calculate the rate of economic growth in the entire period as well as in the period before and after the global economic crisis. We also examined the spatial autocorrelation of GDP per capita in 2013. The time series of GDP at the county level in both constant and current prices generated as a result of the presented research can be used in other empirical analyses.
Analizy empiryczne, przede wszystkim wzrostu gospodarczego, ale i innych procesów ekonomicznych, prowadzone są często przy wykorzystaniu produktu krajowego brutto (PKB). Jednak w badaniach na poziomie regionalnym, gdzie dla Polski jednostkami mogą być powiaty, które w najlepszy sposób odzwierciedlają obszary funkcjonalne, musimy się zmierzyć z brakiem oficjalnych danych o PKB. Głównym celem artykułu było zaproponowanie optymalnej metody oszacowania PKB w powiatach. Zaprezentowano wyniki uzyskane za pomocą trzech alternatywnych podejść, które polegały na rozszacowaniu PKB z poziomu podregionów na poziom powiatów, przy wykorzystaniu różnych zbiorów zmiennych skojarzonych. Przeprowadzono walidację tych metod, porównując rezultaty uzyskane dla wyższego poziomu agregacji. Okazało się, że najlepszą metodą dezagregacji PKB było zastosowanie udziałów przychodów podatkowych gmin z podatku PIT i z podatku rolnego. Oszacowane wartości PKB w powiatach w latach 2003–2013 posłużyły do oceny tempa wzrostu gospodarczego zarówno w całym okresie, jak i w latach przed ogólnoświatowym kryzysem gospodarczym oraz po rozpoczęciu kryzysu. Ponadto zbadano również przestrzenną koncentrację i przestrzenną autokorelację PKB per capita w roku 2013. Uzyskane wyniki poddano wstępnej interpretacji w kontekście modeli nowej geografii ekonomicznej (NEG). Szeregi czasowe PKB w powiatach zarówno w cenach stałych, jak i cenach bieżących wygenerowane w rezultacie zaprezentowanego badania, mogą być wykorzystane w innych analizach.

Opis:: Globalization determines development of characteristics trends in global economy, politics, social life and coulture, regardless of the stage of advancement or physical geography. The prevailing liberalization of trade, currency and capital markets, multinational production, and technological advancement constitutes its driving force. It has caused Polish, transforming economy to subject to globalization effects. These influences can be both positive and negative. As a result of the spreading globalization, labour share in the national income has de-creased, suggesting that the meaning of work has weakened. On the other hand, as reported by the national labour market, globalization has brought unemployment, discrepancies in wage ranges between qualified and unqualified employees, and growth of the group of "working poor". The purpose of this article is to investigate the influence that change of labour share in the national income has on the level of wage discrepancies in Visegrad Group in years 1993-2011. The analysis covers review of literature on globalization, considering particularly labour share in the national income. It bases also on data from OECD and World Bank, to which induction as well as descriptive statistics were applied.

Opis:: Celem wszystkich działań o charakterze gospodarczym jest zaspokojenie potrzeb, czyli zapewnienie dobrobytu. Dobrobyt definiowany jest jako stan zaspokojenia potrzeb przy wykorzystaniu dóbr występujących w niewystar-czającej ilości. Jest to kategoria doświadczenia osobistego, niemożliwa do zmierzenia i wyrażenia w jednostkach głównych (kardynalnych). W tym celu wykorzystujemy więc wskaźniki, które są mierzalne i wyrażane w jed-nostkach głównych, oraz mają wpływ na poziom dobrobytu. Jednostka mierzalna przyjętego wskaźnika oraz jednostka porządkowa (ordynalna) dobrobytu muszą rzecz jasna ewoluować w tym samym kierunku. Wzrost gospodarczy definiowany jest ogólnie jako wzrost dochodu narodowego (lub PKB) stanowiący miarę wzrostu produkcji. Jednakże w ekonomii wzrost gospodarczy oznacza wyłącznie wzrost poziomu dobrobytu. Dobrobyt zależy natomiast nie tylko od produkcji. Czynniki kształtujące poziom dobrobytu obejmują również zatrudnienie, podział dochodu, warunki pracy, czas wolny, oraz wykorzystanie ograniczonych zasobów środowi-ska fizycznego niewytworzonych przez człowieka, tj. funkcji środowiska naturalnego. Te cele i interesy stoją często w sprzeczności względem siebie. Wzrost dobrobytu może być zatem skorelowany ze spadkiem produkcji. Wąska i z gruntu nieprawidłowa definicja wzrostu gospodarczego zagraża szczególnie dostępności przyszłych i obecnych funkcji środowiska naturalnego, czyli najbardziej podstawowych deficytowych dóbr ekonomicznych dostępnych ludziom. Dobra te wykraczają poza zakres dóbr rynkowych i nie mogą być wyrażone poziomem dochodu narodowego. Precyzyjne informacje są niezbędne do zaspokojenia preferencji osób fizycznych i insty-tucji, a co za tym idzie do podjęcia prawidłowych decyzji w procesie decyzyjnym. Dlatego tak istotne jest sko-rygowanie obecnie przyjętych błędnych danych. Niniejsze opracowanie przedstawia pięć relatywnie prostych metod umożliwiających korektę nieprawidłowych informacji na temat wzrostu gospodarczego. Pojęcie funkcji środowiska definiowane jest jako potencjalne wykorzystanie zasobów środowiska fizycznego niewytworzonych przez człowieka, od których zależy istnienie ludzkości.
All economic actions are directed to the satisfaction of wants, or in other words: to welfare. Welfare is defined as the satisfaction of wants derived from our dealings with scarce goods. It is a category of personal experience and not measurable in cardinal units. Therefore we have to make do with indicators that are measurable in cardinal units and that are arguably influencing welfare. The cardinal indicator and the ordinal welfare have, of course, to develop in the same direction. Economic growth is generally defined as increase of national income (NI) (or GDP) as a measure of production. However, according to the subject matter of economics, economic growth can mean nothing other than increase in welfare. Welfare is dependent on more factors than solely production. It is also dependent on employment, income distribution, labour conditions, leisure time and the scarce possible uses of the non-human-made physical surroundings: the environmental functions. These objectives or ends are often in conflict. Therefore welfare can increase with decreasing production. The narrow minded, theoretical wrong definition of economic growth is especially threatening the current and future availability of environmental functions, the most fundamental scarce and consequently economic goods at the disposal of humanity. These fall outside the market and outside the measurement of NI. Correct information is decisive for the coming into being of the preferences of individuals and institutions and consequently for the decision making process. Therefore it is of the utmost importance to correct the current misleading information. In the paper five relatively simple ways are discussed to correct the wrong information about growth. The concept of environmental functions is defined as the possible uses of the non-human-made physical sur-roundings on which humanity is entirely dependent.

Opis:: Alterations of labour share in the national income are thought to have multiple, different reasons. Hence, it resulting diversification of tendencies of labour share can be verified against equally diverse, economic scales: global, national and regional. Consequently, the purpose of this article is to analyze this diversification of labour share in the national income, recorded in particular Polish provinces. The study includes global literature on labour share review as well as statistical data analysis of this factor. The investigation refers to two years, 2000 and 2009. Data gathered was approached using induction and descriptive statistics.

Opis:: W opracowaniu zaprezentowano rolę jaką mieszkalnictwo odgrywa w kształtowaniu i rozwoju gospodarki. Szczególną uwagę poświęcono opisowi obecnego zasobu mieszkaniowego, który pomimo niezwykle intensywnego rozwoju na przestrzeni ostatnich lat, nadal daleki jest od ideału i wykazuje obecnie tendencje, które być może w dalszym stopniu, uniemożliwiać będą dostosowanie struktury rynku mieszkaniowego do potrzeb polskiej rzeczywistości gospodarczej. Analiza udziału zasobu mieszkaniowego w kontekście dochodu narodowego, rynku pracy czy sektora finansowego pozwala wskazać na istnienie silnych wzajemnych relacji. W poszczególnych analizowanych aspektach relacje te wykazują różny stopień powiązań i choć jak na przykład w odniesieniu do inflacji, nie zawsze znajdują oczywiste poparcie w danych statystycznych. Jednak świadomość ekonomiczna i znajomość procesów zachodzących w gospodarce wskazuje na istnienie istotnej, choć nie zawsze bezpośredniej, korelacji. Tym samym rolę jaką mieszkalnictwo odgrywa w ożywieniu i rozwoju gospodarki w analizowanym okresie ocenić należy jako istotną. Stało się tak również za sprawą faktu, iż na analizowany okres przypadły lata bardzo wyraźnego ożywienia w sektorze mieszkaniowym, którego wkład w sektor finansowy osiągnął nie odnotowane wcześniej rozmiary. Sektor mieszkaniowy jest więc jednym z kluczowych sektorów gospodarki i odgrywa on nie tylko istotną rolę jako stymulator rozwoju gospodarczego, lecz także stwarza istotne warunki do sprawnego funkcjonowania całej gospodarki i jej rozwoju.
This paper presents the role that housing plays in the shaping and development of the economy. Particular attention was paid to the description of the current housing stock, which, despite intensive development in recent years, is still far from ideal and is now showing trends that probably will make it impossible to adjust the housing market structure to the needs of Polish economic reality. The analysis of the significance of the housing stock in the context of national income, the labour market or the financial sector, allows us to indicate the existence of strong relationships. In each of the analyzed aspects, the relationships exhibit varying degrees of linkages and, although, for example, in relation to inflation, are not always obviously supported by statistics, the economic awareness and understanding of the processes that take place in the economy indicate the existence of a substantial, albeit not always direct, correlation. Thus, the role that housing plays in the revival and development of the economy in the period analyzed should be assessed as important. This is also due to the fact that the analyzed period coincided with the years of a very clear recovery in the housing sector with a contribution, for example, in the financial sector reaching dimensions not noted before. The housing sector is, therefore, one of the key sectors of the economy and plays an important role, not only as a stimulator of economic growth, but also creates the conditions essential for the smooth functioning of the entire economy and its further development
В разработке представлена роль и значение жилищного строительства для формирования и развития экономики. Особое внимание уделяется описанию актуальных жилищных ресурсов , которые, несмотря на чрезвычайно интенсивное развитие на протяжении последних лет, по-прежнему далеки от идеала и обнаруживают тенденции, которые, быть может, в дальнейшем сделают невозможным приспособление структуры жилищного рынка к потребностям польской экономической действительности. Анализ участия жилищных ресурсов в контексте национального дохода, рынка труда или финансового сектора позволяет подчеркнуть существование сильной взаимосвязи. В отдельных анализированных аспектах эти реляции выказывают различную степень взаимосвязи , например, по отношению к инфляции, не всегда находят очевидное подтверждение в статистических данных, а экономическое сознание и знание процессов заходящих в экономике, указывают на существование значительной, хотя не всегда непосредственной, взаимосвязи. Тем самым роль, которую играет жилищное строительство в оживлении и развитии экономики, в анализированном периоде належало бы оценить как значительную. Это стало возможным благодаря существованию такого фактора, что на анализированный период пришлись года очень явного оживления в жилищном секторе , вклад которого, например в финансовый сектор, достигнул небывалых ранее размеров. Жилищный сектор- один из ключевых секторов экономики и играет он не только значительную роль как стимулятор хозяйственного развития , но и создает существенные условия для чёткого функционирования всей экономики и её дальнейшего развития.

Opis:: Drawing on reference group, relative deprivation, conspicuous consumption and hierarchy of needs theories, this paper tests the hypothesis that goods (material and other) bring more satisfaction if few other people have them. We test this hypothesis by estimating the effect of education and income on happiness in large representative national samples from 32 nations at various levels of economic development. The results indicate that, net of individuals’ socio-demographic characteristics and country’s level of development, the higher the average education in a given society, the smaller the gain from advanced education on individuals’ happiness. Similarly, the richer the society, the less do gains in family income confer gains in individuals’ happiness. Thus, the more that goods such as education and income diffuse through a society, the less they enhance people’s subjective well-being. However, the nation’s level of economic development has a strong, independent positive effect on well-being. Taken together, the quantitative implication of these patterns is that economic growth enhances well-being, especially for poor people, and more so in poor nations than in rich nations.

Opis:: Soil and water conservation (SWC) technologies contribute to sustainable agriculture and rural poverty reduction. Yet, the relationship between farm household income and SWC investment is not well-understood in Rwanda. This study aims to assess the effects of investing in SWC on household income and improve the knowledge of how various classes of smallholders can benefit from such an investment at a farm level. The study used survey data from 422 farming households in northern Rwanda’s Burera, Gakenke and Musanze districts. Descriptive analysis was employed to determine levels of use of SWC and SF measures. Quantile estimation classified three classes of farming households: the poor, middle-income earners and the rich. Instrumental variable quantile regression was adopted to assess heterogeneous effects of financing SWC investment. The results revealed that the extent of using SWC and SF measures is generally low. Agriculture income and off-farm (casual) wages had the largest income shares among the poor and middle-income earners. Financing investment in SWC increases income significantly for middle-income earners, i.e. five times more than the poor, but it was ineffective for the wealthy. Socio-economic factors and commercial crops had a significant effect on income across the classes. Institutional factors demonstrated no significant impact on the poor and middle-income earners. The findings suggest that incorporating pro-poor interventions in SWC investment would increase the productivity and commercialisation of cash and staple crops. These results inform a need to promote linkages between SWC investment and income diversification strategies to increase asset-building for the poor and close income gaps among the three farming classes. This finding suggests the need to introduce saving and lending innovations in SWC that link farm activities to nonfarm opportunities.

Opis:: Przeprowadzona przez NIK kontrola „Agresywna optymalizacja podatkowa w zakresie CIT” miała odpowiedzieć na pytanie, czy Krajowa Administracja Skarbowa (KAS) prawidłowo przeciwdziała temu zjawisku. Izba sprawdziła, czy organy odpowiedzialne za pobór podatków są odpowiednio przygotowane oraz dysponują właściwymi instrumentami prawnymi. Artykuł przybliża najważniejsze ustalenia NIK. Przedstawia też rozwiązania służące ochronie interesów państwa jako podatkobiorcy, jak również gwarantujące ochronę podmiotów, które chcą należycie wypełniać swoje zobowiązania podatkowe. Ustalenia kontroli pomagają ocenić skuteczność i efektywność działania organów KAS oraz unaocznić skalę wykorzystania przez podatników przysługujących im rozwiązań prawnych.
The article presents the meaning of the notions of tax optimisation, aggressive tax optimisation (tax avoidance) andtax evasion. This is a point of departure for presenting the results of the audit that the Supreme Audit Office carried out regarding the activity of the National Revenue Administration (Polish: Krajowa Administracja Skarbowa, KAS) towards aggressive optimisation of CIT (Corporate Income Tax). The audit covered the scope and directions of the works taken both at the central level – by the Ministry of Finance, and by selected revenue administration chambers and tax offices, related to application of various legal instruments These included the so called general clause (clausula generalis) about preventing tax avoidance, as well as the in dubio pro tributario principle (principle to resolve doubts in favour of the taxpayer). The article also presents insufficient activities of tax authorities as for identification of regulations which prove to be most difficult to apply for taxpayers. On the basis of the audit results, a thesis is presented that the Ministry of Finance mostly intervenes by developing changes to the law, although the existing legal instruments are not fully used.

Opis:: For less developed countries to catch up with the more developed ones it is not enough to grow the economy measured by the GDP per capita. First of all, it is typical that in the less developed countries the assembly operations of the large value chains are present, and these operations are low value added ones, offering low paid assembly jobs. Also the repatriated profit can be large, and while it is part of the GDP, it cannot be used for local development. Measuring development in the less developed countries by GDP per capita can be therefore misleading, and decisions are made based on the benefits of growing the GDP. The goal of this paper is to prove that using growth indicators, like GDP per capita, is not sufficient for measuring real progress and convergence. As the presented data prove, growth indicators may look promising while there is small development in terms of human and knowledge capital. Quality indicators like the level of the intangible assets and intangible investment indicators are especially crucial: they are the backbone of future national success and competitiveness. This is important because growth is always past-oriented, it expresses the results of past decisions, while investments in intangibles build the basis for future development. National wealth is introduced in order to explain the difference between the quantity based measurement systems and the qualitative ones. The paper concentrates on analysing the development achievements of the V4 countries in comparison to a few developed EU countries.
Aby kraje słabiej rozwinięte mogły dogonić te bardziej rozwinięte, nie wystarczy wzrost gospodarki mierzony wg PKB per capita. Po pierwsze, typowe jest, że w krajach słabiej rozwiniętych często umiejscowione są zakłady realizujące niskopłatne prace montażowe – mniej wartościowe w długim łańcuchu kreowania wartości produktu. Również często odprowadzany za granicę zysk może być duży i choć stanowi część PKB, to nie może być przeznaczony na rozwój lokalny. Mierzenie rozwoju w krajach słabiej rozwiniętych za pomocą PKB per capita może być zatem mylące, a decyzje podejmowane są na podstawie korzyści płynących ze wzrostu PKB. Celem artykułu jest udowodnienie, że stosowanie wskaźników wzrostu gospodarczego, takich jak PKB per capita, nie jest wystarczające do pomiaru rzeczywistego postępu i konwergencji. Jak dowodzą prezentowane dane, wskaźniki wzrostu mogą wyglądać obiecująco przy jednoczesnym niewielkim rozwoju w zakresie kapitału ludzkiego i wiedzy. Szczególnie istotne są wskaźniki jakościowe, takie jak poziom wartości niematerialnych i prawnych oraz wskaźniki inwestycji niematerialnych: stanowią one trzon przyszłego sukcesu narodowego i konkurencyjności. Jest to ważne, ponieważ wzrost gospodarczy jest zawsze zorientowany na przeszłość, wyraża rezultaty przeszłych decyzji, natomiast inwestycje w wartości niematerialne budują podstawy przyszłego rozwoju.
