    Opis:
    The ocean is a formation that has a volume and consists of a surface layer of water, a column, and a bottom. Visualization of the sea on a digital map is important to support the acceleration of marine spatial planning (MSP), which is generally two-dimensional on a flat plane. A marine cadastre is defined as an instrument used in managing spatial boundaries, which describes, visualizes, and realizes legally defined boundaries as well as rights, restrictions, and responsibilities related to activities in the marine environment. Therefore, visualization in 3D will open a wider perspective than conventional maps. The 3D marine cadastral system was built using the Penanjung Bay pilot project and the QGIS2ThreeJS plugin with JavaScript. The results obtained can provide a 3D visualization of the position and boundaries for each component of the marine cadastre in Penanjung Bay with a broader picture of the sea spatial layout in the region.

    Marine spatial planning (MSP) is a process of managing human activities in the marine and coastal environment in order to achieve sustainable development goals. Amendments regarding marine spatial planning within the Polish marine areas introduced to Polish law in 2015 constitute grounds for drawing up maritime spatial plans for marine areas. This paper presents a few general comments on the marine spatial planning in Poland in the context of implementation of the Directive establishing a framework for maritime spatial planning (MSP Directive) in Europe. The MSP Directive plays an important role in the development of marine spatial planning by promoting MSP instruments. Marine spatial plans are the basic instruments of marine spatial planning. The MSP Directive requires all coastal Member States of the European Union to prepare cross-sectoral maritime spatial plans by 2021. Development of the first maritime spatial plan for Polish marine areas was started in 2013. The MSP legal basis are included in the Marine Areas of the Republic of Poland and Maritime Administration Act of 1991 amended in 2015, which defines the legal situation of the marine areas of the Republic of Poland, the coastal area, the sea ports and harbours, and the rules for the use of these areas, as well as the maritime administration authorities and their competences.

    Maritime spatial planning has become on of the fundamental instruments of managing human activity at the sea. It is mostly due to the rising competition for marine space, which is a consequence of rising number and variety of uses of the sea. Among the principles of marine spatial planning ecosystem approach as well as the taking into account the interaction between land and sea seem to play the most important role. First one is more general and axiological in it’s nature, while the second functions more as technical guide for planners. Together they can be called guiding principles of marine spatial planning. Ecosystem approach is a concept closely related to ecosystem services. It’s main aim is to sustain the productivity of ecosystems in the field of ecosystem services, what is often connotated with the health of the marine ecosystem. Multiple correlations between land and sea can be easily seen in the managerial goals of the marine ecosystem. Trophic relations seems to be reflected in legal regulations, but the question remains if the marine spatial planning regime really reflects the interactions between land and the sea.

    This paper reviews the Marine Spatial Planning process in Poland under the BONUS BALTSPACE project, which systematize and integrate factors functioning in this process, in order to analyze the role of MSP in the integration of various types of human activates in marine governance. The project aimed to systematize and integrate those factors through selected integration challenges, which were, 1) transboundary/cross-border integration challenge, 2) policy/sectoral integration challenge, 3) stakeholder integration challenge, 4) knowledge integration challenge. The goal of this paper is to detect the main issues of the MSP process in Poland, in relation to those four integration challenges. The main conclusion is that MSP in Poland acts pretty well as a cross-scale integrator inside the country and also in the international set-up, however, cross-border integration is not required by Polish law and has been done at the voluntary basis. Some deficits can be identified in relation to stakeholder and cross-sectoral integration but the biggest problem is knowledge integration despite the huge effort of Polish Maritime Administration to collect all available knowledge. There is a need to work more intensively towards MSP relevant knowledge integration in the future in particular tacit knowledge of stakeholders. Another finding is that all those types of integration, even when achieved in Polish MSP will not prepare Poland towards joint transboundary planning effort at the BSR level. Here, there is a need for more research and continuation of transnational projects such as Baltic Lines or Baltic Rim.
    Celem tego artykułu jest ocenienie procesu Morskiego Planowania Przestrzennego w Polsce z punktu widzenia projektu BONUS BALTSPACE, systematyzującego i łączącego czynniki działające w procesie Morskiego Planowania Przestrzennego, polegające na analizie roli tego Morskiego Planowania Przestrzennego w integracji działalności ludzkiej z zarządzaniem morskim. W projekcie BONUS BALTSPACE zostały określone wyzwania integracyjne: 1) wyzwania integracyjne transgraniczne, 2) wyzwania integracyjne polityki/sektorów, 3) wyzwania integracyjne interesariuszy, 4) wyzwania integracyjne wiedzy. W artykule przedstawiono główne problemy procesu Morskiego Planowania Przestrzennego w Polsce, w korelacji z przytoczonymi czterema wyzwaniami integracyjnymi. Morskie Planowanie Przestrzenne w Polsce działa relatywnie dobrze jako połączenie różnych szczebli kompetencji na poziomie kraju i na poziomie międzynarodowym. Dodatkowo, transgraniczna integracja nie jest narzucona przez prawo polskie, przez co jest działaniem dobrowolnym. W artykule zauważono trudności w przypadku integracji interesariuszy i międzysektorowym, ale za największy problem uznano integrację wiedzy. Przedstawiono konkluzję, że w przyszłości konieczne będą działania bardziej intensyfikujące integrację wiedzy w Morskim Planowaniu Przestrzennym, w szczególności wiedzy ukrytej posiadanej przez interesariuszy. Zauważono, że nawet gdyby Morskie Planowanie Przestrzenne pozwoliło na osiągnięcie wszystkich założeń integracyjnych w Polsce, nie przygotuje to do wspólnego transgranicznego działania planistycznego na poziomie Regionu Morza Bałtyckiego. Tutaj konieczne są badania czy projekty transgraniczne takie jak: Baltic Lines czy Baltic RIM.
