Subject and purpose of work: The objective of the study is to characterise the status and nature of local authorities' relations with local communities and to assess the importance of local relations in the process of strengthening local innovation. Materials and methods: The survey method was employed in the research and a questionnaire was sent to heads of communes /mayors via electronic means. The research material consisted of 105 questionnaire forms. Results: There is a perceived imbalance in the development of interactions with social and economic actors to the disadvantage of interactions with economic sector representatives. Increasing local innovation rooted in the economic dimension of the development processes of the analysed local systems has been revealed to be of a relatively lesser importance. Local Action Groups are a major contributor to the development and innovation process, mainly in the social dimension. Local relations are not perceived by the representatives of local authorities as particularly important factors of regional innovation. Conclusions: The analysis of the local systems revealed a need to increase the scale of activity of local government representatives as part of developing relations with the economic sector. Opportunities should be sought arising from building local partnerships aimed at the implementation of pro-innovative, multi-stakeholder projects, which will have a greater capacity to influence local development processes.

The aim of the research was to establish the most important economic and administrative factors that had shaped the possibility of using available sources of financing of public investment projects. The analysis was concentrated on attempts to identify and asses the process of regulating general value of public investment at the municipal level. Significant difficulties in maintaining a stable level of financing for the development tasks were rooted mainly in changes in economic conditions, particularly the financial crisis, and from changes in the aces and scope of the EU funds during the programming period 2007–2013.

Opis:
Organizational and legal conditions influencing the investment policy of Polish self-government units can be judged as still uncertain. The need for strengthening the rple of long term planning in public finance remains one of the most vital and current problems, which is especially important in accotdance to the investment projects in the public sector. The research indicatet that effectiveness of the investment projects executed by the self-government units can be significantly improved by using elements of taks budgeting methodology. Task budgeting can be therefore considered as an instrument of management which helps to link strategic planning with the investment project management. Widening the scope of implementation of task budgeting should lead to the improvement of methods of theeconomic evaluation of investment projects as well as annual and ling-term programs. The important factor is that the terms: 'budgetary task' and 'investment project' are highly similar. That similarity can stimulate developing analitical methods which are based on financial and material indicators. Main conclusions of the conducted research are that the most important advantages of implementing the task budgeting methods derive from their role as strong analytic tool helping to manage any types of the unit's resources and concentrating on achieving strategic goals. The conducted analysis also proved that with the use of wide scope of analitical tools, the task budgeting methodology strongly stimulates expansion of implementing quantitative indicators in evaluation of the public investment projects.

Sektor samorządowy jest w wielu krajach istotnym inwestorem publicznym. W Polsce udział wydatków inwestycyjnych tego sektora w wydatkach publicznych stanowi ponad 50%. Porównując wydatki inwestycyjne samorządu terytorialnego w Polsce z pozostałymi krajami OECD można stwierdzić, że są one jedne z najwyższych. Celem artykułu jest przedstawienie wielkości oraz kierunków inwestycji sektora samorządowego w Polsce na tle krajów OECD w latach 2007—2013 oraz ich znaczenia w kreowaniu aktywności gospodarczej.
In many countries, the local government sector is an important public investor. In Poland, the share of investment outlays of this sector in public expenses constitutes more than 50%. Comparing the investment expenditure of the local government in Poland with other OECD countries, it can be inferred that the Polish rates are among the highest ones. This article aims at presenting the investment size and direction of the local government sector in Poland compared to the OECD countries in 2007—2013 and their importance in the creation of economic activity.
Сектор местных органов власти во многих странах является важным общественным инвестором. В Польше доля инвестиционных расходов этого сектора в государственных расходах составляет выше 50%. Сопоставление инвестиционных расходов местного самоуправления в Польше с остальными странами ОЭСР показывает, что они являются одними из самых высоких. Целью статьи было представление размера и направлений в области капиталовложений сектора местного самоуправления в Польше на фоне стран ОЭСР в 2007—2013 гг, а также представление значения в создании экономической активности.

Opis:
Local governments in the Western Balkan countries are dependent on central governments’ transfers, with low fiscal autonomy and limited efforts for own-source revenue mobilisation. The paper identifies that besides central government transfers, other significant factors in determining municipal own-source revenues include central and local public investment, current expenditures, human development index, and population density. Municipal own-source revenue is adversely affected by intergovernmental transfers, implying their de-incentivising effect in collecting local revenues. Local capital expenditure is a significant and strong determinant with a higher strength than central government investments, suggesting their importance for local fiscal autonomy. The human development index as a composite measure, unlike GDP per capita, positively affects the municipal fiscal autonomy.

The experience of systemic transformation in Poland and the progressing socio-economic development prove that the importance of organizational units classified conventionally as a part of the public sector has increased significantly. It turned out that during rapid economic and social changes, the development of technical and social infrastructure became one of the drivers of development. In the conditions of the market economy in Poland, two important areas related to the functioning of the public sector have come to the fore: quantification of objectives and tasks necessary for the proper functioning of the state and society and ensuring efficient sources of financing these tasks. In this paper the aim of the research was to analyse and assess the financial situation of municipal territorial self-government units in Poland in 2007–2015. The research results clearly indicate the existence of differences in the level of budget revenues between differentiated territorial self-government units in the years 2007–2015. In that time the budget revenues of communes increased and significant positive changes in the budgetary situation of municipal local government units took place, in almost all regions these incomes doubled. This increase was accompanied by persistence of disproportions between less developed regions and regions that were economically and socially developing faster. In the discussed period, we had to deal with the improvement of the income situation of the budgets of local government units, with the simultaneous increase in the differences in the level of income with all the consequences associated with this for future development.

The purpose of the article/hypothesis is to present the Government's Local Investment Fund as a financial tool to support municipalities and districts during the COVID-19 pandemic crisis and to provide an assessment of the support received in the context of investment expenditure incurred by cities with district rights in the Lodz Voivodeship. Methodology: On the basis of data from the Chancellery of the Prime Minister and the financial reports of the Cities with a District Status, the amount of funding granted from the Government Local Investment Fund was reviewed. Based on data from the Local Data Bank, the basic financial data for three Cities with a District Status from the Lodz Voivodeship in the years 2019–2021 was analysed, i.e. in the context of the use of funds from the Government Local Investment Fund. Results of the research: Local government units during the COVID-19 pandemic had an opportunity to obtain financial support from the state budget for the implementation of investment tasks from the Government Local Investment Fund. A total amount of PLN 13 billion was allocated to local governments. The funds were distributed in three rounds using two different qualification methods: algorithm and competition mode. Cities with a District Status under the competition procedure received less support than other local governments, and there were even situations in which they were deprived of this support. The distribution and the amount of support awarded caused a lot of controversy at the same time highlighting a need for changes in the system of local finances.
Celem artykułu jest przedstawienie Rządowego Funduszu Inwestycji Lokalnych jako narzędzia finansowego wsparcia gmin i powiatów w dobie kryzysu pandemii COVID-19 oraz ocena otrzymanego wsparcia w kontekście wydatków inwestycyjnych poniesionych przez miasta na prawach powiatu w województwie łódzkim. Metodyka: Na podstawie danych z Kancelarii Prezesa Rady Ministrów oraz sprawozdań finansowych miast na prawach powiatu dokonano przeglądu wysokości udzielonego finansowania z Rządowego Funduszu Inwestycji Lokalnych. W oparciu o dane z Banku Danych Lokalnych przeanalizowano podstawowe dane finansowe dla trzech miast na pra-wach powiatu z województwa łódzkiego w latach 2019–2021, tj. w kontekście wykorzystania środków z Rządowego Funduszu Inwestycji Lokalnych. Wyniki/Rezultaty badania: Jednostki samorządu terytorialnego w okresie pandemii CO-VID-19 miały możliwość pozyskania z budżetu państwa wsparcie finansowe na realizację zadań inwestycyjnych z Rządowego Funduszu Inwestycji Lokalnych. Do samorządów trafiła łączna kwota 13 mld PLN. Środki zostały rozdzielone w trzech turach przy wykorzystaniu dwóch odmiennych sposobów kwalifikowania: algorytm i tryb konkursowy. Miasta na prawach powiatu w trybie konkursowym otrzymywały niższe wsparcie niż pozostałe samorządy, a nawet zdarzały się sytuacje, że tego wsparcia były pozbawione. Rozdział i wysokość przyznanego wsparcia wzbudziły wiele kontrowersji, jednocześnie uwypuklając konieczność zmian w systemie finansów lokalnych.

W artykule dokonano próby określenia i oceny aktywności inwestycyjnej gmin miejskich woj. zachodniopomorskiego. Na podstawie grupy cech diagnostycznych (wydatki inwestycyjne gmin w przeliczeniu na mieszkańca, wydatki inwestycyjne gmin w relacji do gminnych wydatków ogółem, wydatki inwestycyjne gmin w relacji do dochodów własnych) skonstruowano taksonomiczne miary syntetyczne dla badanych miast. Badaniem objęto lata 2004–2014, będące czasem szczególnego nasilenia inwestycji, wywołanego napływem środków unijnych. Badanie to jest istotne dla określenia dystansu dzielącego miasta pod względem wybranego aspektu rozwoju, umożliwia też wyodrębnienie grup miast o zbliżonym poziomie aktywności inwestycyjnej.
The article describes the attempt of determining and evaluating of the investment activity of town communes in the West Pomeranian voivodeship. Based on a group of diagnostic features (investment expenditures of the communes per capita, investment expenditures of the communes in relation to their total expenditures, investment expenditures of the communes in relation to their own revenue), taxonomic measures synthetic for the towns involved in the research were constructed. The scope of the research were the years 2004–2014, a period of particular intensity of investments, caused by the influx of resources from the European Union. The research is significant for the specifying of the distance between the towns involved in the context of a chosen aspect of development; it also allows for a distinction of a group of towns of a similar level of investment activity.

Artykuł zawiera pogłębioną analizę podziału środków w ramach Funduszu Dróg Samorządowych (FDS), Rządowego Funduszu Inwestycji Lokalnych (RFIL), Programu 100 Obwodnic oraz Programu Inwestycji Strategicznych pod kątem możliwej politycznej alokacji zasobów. Wykazano, że w przypadku wszystkich programów za wyjątkiem Programu 100 Obwodnic gminy rządzone przez polityków Zjednoczonej Prawicy dostawały dotacje istotnie częściej lub przekazywane im dotacje były większe. W przypadku RFIL skala faworyzowania tych gmin była znaczna. By wyniki oszacowań uwzględniały zróżnicowanie między gminami, w badaniu wykorzystano liczne zmienne kontrolne.
This article contains the in-depth analysis of the distribution of funds from the Road Development Fund (RDF), the Local Government Investment Fund (LGIF), the 100 Bypass Road Programme, and the Strategic Investment Fund for possible alignment bias. It was demonstrated that in the case of every fund except the 100 Bypass Road Programme, municipalities ruled by the United Right received government grants significantly more often, or received higher grants. In the case of the LGIF, the scope of favouring was meaningful. To make the results robust, a set of control variables was used.

The marketing concept of the functioning of territorial units is well-known today, both in the literature of the subject and in practice, although the activities undertaken vary in their intensity and scope. The expressions of marketing thinking and actions are, among other things, activities undertaken by local governments in the area of shaping the offer of a territorial unit. In our research, we focused on the territorial investment offer of the Polish local regions (NUTS 5), as well as actions taken by local governments as the entities with the most real opportunities for shaping this offer. The main goal of our research was the exploration of market orientation (MO) and investment offer (IO) in the practice of local governments, and then an attempt to link the undertaken actions with their potential investment attractiveness (PAI). The conclusions contained in this article are based on research conducted on a random sample of 277 Polish local regions with the use of three research methods: electronic audit of the official web portals of local regions, the mystery stakeholder, and an electronic survey sent to the official administrative representatives of the local regions in the sample.The conducted research shows that Polish local governments are slowly adopting MO, increasingly identifying their customers (including investors) and knowingly providing the expected benefits. As part of the conducted research a wide collection of good practices was developed in the area of shaping the investment offer and marketing approach which should be promoted and discussed.

Będą one najważniejszym testem polskiej samorządności od czasu wprowadzenia reformy samorządowej. Wybory samorządowe 2014 wyłoniły kierownictwa JST, które będą realizować zadania wynikające z tych wyzwań w pierwszym krytycznie ważnym etapie nowej perspektywy finansowej UE do 2020 r. Działania JST będą silnie uwarunkowane przedłużającym się kryzysem zadłużeniowym systemu finansów pu-blicznych w większości krajów UE i istotnymi napięciami w zewnętrznym otoczeniu gospodarki polskiej.
Local communities in Poland in the coming years should take new strategic development challenges. This will be the most important test of the Polish self-government since the introduction of the local government reform. The municipal elections in 2014 emerged the man-agement of local government units, which will carry out the tasks arising from these challenges critically important in the first stage of the new EU financial perspective for 2020. LGU’s activities will be strongly conditioned by the prolonged debt crisis of public finances in most EU countries and significant tensions in the outer Polish economic environment.

The author presents a model to financial optimization of local government unit with the refernce to additional charakteristics like the debt requirements. The model is used to present long-term fianancial analysis and financil forcasts of the sepicifc local government unit. The author elaborets a budget cash flow scheme with interperiod relations. The model allows to determine the maximum level of financial investment capability, the safe debt level and the scheme of debt pay off for each year of given period, like 8 years. For each year the model ensures to keep local government unit afloat and to meet the debt and expendiniture ratios legal criteria. In the article the are two scenarios for model application for the different level of UE funds – exogenous variables. There is a possibility to analyse diffenrent financial policies.

Despite the fact that investments of local self-governments has been subject of research and scientific discussions for a long time, the consistent terminological and methodical basis concerning scope, magnitude, dynamics of investments has not been worked out yet. The major aim of the author has been to analyze some of the above issues from the individual point of view. Inclination towards investment of local self-governments can be understood as purposeful decreasing in current consumption, including of the group of individuals, in aimed at increase in wealth in the future. The author proposes synthetic measurements of financial standing of local self-governments and measurements that enable assessment of inclination towards investment level.

Opis:
Since 2005 an increased investment activity of territorial governments in Poland has been noticed. This was possible due to the availability of quite significant funds from the EU non--repayable aid. Investments that are being implemented have led, on the one hand, to the widening of the scope and the improvement of quality of local public services and, on the other hand, to the rise in the maintaining costs of the infrastructure that was brought to life. Investment needs of self--governments are still really high. This article aims to present financial investment opportunities of Polish self governments after the year 2012. Achieving such an aim was possible due to the analysis of historical data concerning revenues and expenses of LSE as well as their forecasts for the future. Study of theliterature was also carried out. Taking into consideration both the revenue and expenditure situation of self-governments and limitations in the indebtedness from 2014, it is possible to state that it is highly likely thata significant number of LSE will not be able to carry out investment activity, including this one, which can be financed from the EU non-repayable aid. Decreasing tax revenues together withincreasing running expenses caused by, among others, increase in the cost of debt service or salaries, will result in the higher difficulty for the self-governments to set investment funds aside.As the forecasted revenues and expenditures of LSE show, keeping the system of financing with no changes will lead to such a situation that LSE neither will be able to carry out investment activity nor pass the budget for the future years. According to the estimates, the number of suchLSEs can equal to 1300. Such a lingering situation in the long run will lead to the deepening of the infrastructural gap between Polish self-governments and better developed European countries.

Financing is the main challenge for development of investments of local governments entities in Poland. The aim of the paper is analysis of the sources of investment expenditures financing of local governments of Silesian voivodship with special focus paid on nonrepayable sources. The period of analysis spans from 2006 to 2011. The research was based on data provided by Regional Chamber of Audit (Regionalna Izba Obrachunkowa) in Katowice. The results indicate that the structure of investment expenditiures of particular types of local governments was diversified during the analysed period
