The American model of democracy is identified with liberal democracy, which in the West is usually considered a democracy of the highest quality standards. The illiberal authorities in Poland criticize this model of democracy, introducing a number of legal changes which, in their opinion, are to lead to an improvement in the quality of democracy. American researchers quite unequivocally criticize the changes, especially those taking place in the area of independence of the judiciary, freedom of the media and women’s rights. They also criticize the attitude of the Polish authorities towards minorities, including LGBTQ+ communities. Criticism also appeared from the American authorities, although in this case we were dealing with a large variation in the approach of individual administrations. The aim of the article is to analyze and evaluate the American perspective on the quality of democracy in Poland. During the research, scientists and experts from research institutions in Washington, D.C. and New York were interviewed.

The notion of non-liberal democracy has become an inseparable element of the debate on the crisis of liberal democracy. For some scholars and journalists, non-liberal democracy is a consequence of the crisis of liberal democracy. It should be pointed out that when indicating the causes of this crisis in the economic, political, and cultural spheres, researchers rarely address the issue of the legitimacy of identifying democracy as non-liberal and its characteristics. Moreover, no one has initiated a broad debate on the possibility of a retreat from non-liberal democracy and the conditions that must be met to return to liberal democracy. That is why this paper attempts to describe the phenomenon called nonliberal democracy and analyse the conditions which should be fulfilled, both in political and social terms. It is to enable the return to the idea of liberal democracy.

This article contributes to the growing literature on Art. 7 TEU by showcasing the strong and weak points of this provision in the context of the on-going rule of law backsliding in Hungary and Poland – backsliding which threatens the very fabric of EU constitutionalism. The article presents the general context of the EU’s institutional reactions to the so-called “reforms” in Poland and Hungary, which are aimed at hijacking the state machinery by the political parties in charge. Next it introduces the background of Art. 7 TEU and the hopes the provision was endowed with by its drafters before moving on to analysis of its scope and all the mechanisms made available through this instrument, including the key procedural rules governing their use. The author posits that it may be necessary to put our hopes in alternative instruments and policies to combat the current rule of law backsliding, and the article concludes by outlining three possible scenarios to reverse the backsliding, none of which are (necessarily) connected with Art. 7 as such.

Poland and Hungary have been widely recognised as countries affected by illiberalism. This has undoubtedly created a challenging environment for interest groups; groups which are a touchstone for the quality of democratic processes. In this article, we aim to understand how preconditions for interest representation have changed due to illiberal drift through the eyes of interest groups operating in these two selected post-communist countries. In order to examine their perception of opportunity structures, interaction infrastructure as well as the level of political coordination under the new circumstances, we rely on quantitative research in the form of a survey carried out among interest group representatives. Our results indicate that the political systems of Poland and Hungary are still a mix of pluralist and corporatist features, however, the Polish political opportunity structures are still more open to input from civic society and interest groups have stronger positions compared to the situation in Hungary.

The COVID-19 pandemic occurred in Poland during the campaign before the presidential election scheduled for May 10. This non-military threat changed the election campaign’s dynamics, leading to an unprecedented failure to hold elections and postponing them. Around the changes in the election procedure, many constitutionalists and political scientists voiced their inconsistency with the law and the provisions of the Constitutional Tribunal. Both the proposed provisions and the manner of their organization raised objections. The article classifies these changes as manifestations of democratic backsliding, weakening democratic institutions and leading to a decline in the quality of democracy. The research goal is to analyze the records in the selected source material and relate them to the selected theoretical category (democratic backsliding). In the course of the research, the following hypothesis is verified: in the face of the COVID-19 epidemic in Poland, attempts by the ruling elite to change the provisions related to organizing the presidential elections scheduled for May 10 are an example of democratic backsliding, which, by weakening democratic institutions, has threatened the constitutional provisions and the essence of the democratic system.

The contemporary Russian Federation is undergoing a process of democratic regression and a return to the socio-political authoritarianism, traditional to the Russian political system. The detachment of decision-making processes from the will of the citizens means that elites follow their own logic of action while remaining outside democratic control. Thus, all decisions are taken in the interests of the elites, most of whom come from the secret services and the military. The consolidation of the political regime, the regression of democracy in Russian conditions, promotes a return to great power thinking and thus encourages aggressive behaviour. In the article, the author points out that the aggression against Ukraine, undertaken in January 2022, was preceded by a long-term process of consolidation of the political system and elimination from its structure of any check and balance mechanisms allowing democratic control over political decision-making processes.
Современная Российская Федерация переживает процесс демократического регресса и возврата к традиционные для этой страны авторитарные общественно-политические решения. Отстраненность процессов принятия решений воля граждан приводит к тому, что элиты руководствуются собственной логикой действий, оставаясь вне демократической контроль. Таким образом, все решения принимаются в интересах элит, в основном из спецподразделения и армия. Укрепление политического режима, регресс демократии в российских условиях он способствует возвращению к великодержавному мышлению и, таким образом, способствует агрессивному поведению. В В статье автор указывает, что предпринятой в январе 2022 года агрессии против Украины предшествовал длительный процесс консолидация политической системы и устранение из ее структуры всех механизмов сдержек и противовесов обеспечение демократического контроля над процессами принятия политических решений.

: Reforms implemented in recent years by the Polish government of Law and Justice party are described as a manifestation of democratic backsliding. Changes in the judiciary and the media are seen as the main signs of departing from the basic values of liberal democracy and the rule of law. They met with strong international criticism, mainly from the institutions of the European Union and Western European countries. These changes are also observed with concern in the United States, but so far the US reaction has been moderate. This was primarily due to the limited interest of President Donald Trump’s administration in promoting democracy. Later, this issue has been overshadowed by the destabilization of military security in the region. Anyway, the US reaction to the deviation of the Polish authorities from the principles of the democratic state of law must be decisive, but also constructive, based on dialogue, cooperation, clear criteria and a joint search for solutions. First of all, it must not violate the American security guarantees towards Poland.

Stany Zjednoczone od dziesięcioleci są głównym promotorem wartości demokratycznych na świecie. Po zimnej wojnie promowanie tych wartości w Europie Środkowo-Wschodniej, w tym w Polsce, było ich ważnym celem strategicznym. Polska, dążąc do jak najściślejszych stosunków z USA, włączyła się w działania na rzecz promocji demokracji w Europie Wschodniej i innych częściach świata. Choć miało to wymierne skutki w sąsiedztwie Polski, to w ramach misji wojskowych w Afganistanie i Iraku zakończyło się fiaskiem. W ostatnich latach polsko-amerykańska współpraca na rzecz promocji demokracji została ograniczona ze względu na demokratyczny regres w Polsce. Władze amerykańskie skrytykowały zmiany prawne w Polsce, które ograniczają niezależność sądownictwa i wolność mediów, a także inne działania naruszające zasady liberalnej demokracji i rządów prawa. Krytyka ma ograniczony wpływ na zatrzymanie regresu demokracji w Polsce. Ponadto wraz z wybuchem wojny na Ukrainie kwestia demokratycznego odstępstwa zostaje przyćmiona przez militarne aspekty współpracy polsko-amerykańskiej.
The United States has been the main promoter of democratic values in the world for decades. After the Cold War, promoting these values in Central and Eastern Europe, including Poland, was their important strategic goal. Poland, striving for the closest possible relations with the US, joined its efforts to promote democracy in Eastern Europe and other parts of the world. While this had tangible effects in the vicinity of Poland, doing so as part of military missions in Afghanistan and Iraq ended in failure. In recent years, Polish-American cooperation to promote democracy has been limited due to democratic backsliding in Poland. The American authorities have criticized the legal changes in Poland that limit the independence of the judiciary and freedom of the media, as well as other actions that violate the principles of liberal democracy and the rule of law. Criticism has a limited impact on stopping the regression of democracy in Poland. Moreover, with the outbreak of the war in Ukraine, the issue of democratic backsliding has been overshadowed by the military aspects of Polish-American cooperation.

Recent years have witnessed the publication of a number of research papers and books seeking to assess threats of electoral victories of anti-establishment politicians and political parties, described as authoritarian populists. This essay focuses on three books directly addressing the origins and threats of authoritarian populism to democracy. It consists of six sections and the conclusion. The first section presents findings (Norris and Inglehart) based on surveys of values of voters of various age cohorts concluding that authoritarian populism is a temporary backlash provoked by the post-materialist perspective. The second section examines the contention, spelled out in Levitsky and Ziblatt, that increase in openness of American political system produced,  unintentionally, a degradation of the American political system. The third section continues brief presentations focusing on to the causes and implications of “illiberal democracy,” and “undemocratic liberalism” (Mounk). The fourth section examines developments in the quality of democracy in the world showing that despite the decline in Democracy Indices, overall there was no slide towards non-democratic forms of government in 2006–2019. The next two sections deal with dimensions missing in reviewed books; the notion of nation-state, international environment, civic culture and, in particular, dangers of radical egalitarianism to democracy. The last section concludes with regrets that the authors ignored rich literature on fragility of democracy and failed to incorporate in their analyses deeper structural factors eroding democracy: by the same token, return to the pre-populist shock trajectory is unlikely to assure survival of liberal democracy.
