    The share of health spending in GDP in Poland was 6.9% in 2011. This was almost twice less than in many other European countries, such as France, Germany and the Netherlands, also characterized by a much higher level of GDP. Continuous lack of money in Polish health care causes undertaking various austerity measures, which negatively affect health care entities, patients and medical staff. For patients, the most severe consequences of underfunding of health care are long waiting times for specialist doctor advice and specialized diagnostic tests, of up to 5 years. The article presents other selected issues involving the underfunding of health care, such as growing debt of public health care centers or low salaries of medical staff. Then selected solutions to overcome the lack of funds are presented. For example, more funds can be obtained from the corporate sector and the principle of co-payment for medical services may be introduced. Other solutions are the dissemination of private health insurance, as well as health care policy focused on efficiency.

    Jakość życia w mieście mierzona jest przez wiele różnorodnych czynników wpływających na jej odbiór. Połączenie uwarunkowań, zmiany stylu oraz oczekiwań wobec poziomu życia oddziałuje na opinię mieszkańców wobec jakości ich życia w środowisku miasta. W artykule przedstawiono wyniki badań ankietowych w Siechnicach pt. „Jakość i warunki życia w mieście” przeprowadzone latem 2016 roku. Zebrane opinie respondentów dostarczyły wielu cennych uwag i skategoryzowały problemy występujące w mieście. Natomiast wnioski z niniejszych badań pozwolą władzą miasta na ocenę ich skuteczności zarządzania i podejmowania poszczególnych decyzji oraz zdefiniują dalsze działania polepszające jakość życia mieszkańców w Siechnicach.
    Quality of life in the town is measured by a variety of factors influencing its reception. The combination of conditions, changes in style and expectations for the quality of life affects the opinion of the residents to their quality of life in a town environment. The article presents the results of surveys in Siechnice titled "The quality and conditions of life in the town" conducted in summer 2016. The submissions of the respondents have provided a lot of valuable comments and classified problems in the town. While the conclusions of this study will help authority of the town to assess the effectiveness of management and making individual decisions and define further actions for improving the quality of life of residents in Siechnice.

    Przeprowadzona analiza struktury demograficznej dużych miast nadmorskich pokazuje, że proces starzenia się ich społeczeństwa jest mocno zaawansowany. W związku z tym faktem najważniejszym zadaniem samorządów miejskich powinno stać się przeciwdziałanie wykluczeniu społecznemu osób starszych. Autorzy postanowili zweryfikować tą sytuację wśród seniorów napływających do największych miast nadmorskich. Jako cel badań przyjęli przeanalizowanie dostępności, do sklepów i aptek jako podstawowych, codziennych usług dla tej grupy społeczeństwa. Uzyskane wyniki są bardzo optymistyczne i zadowalające. Stwierdzono, iż tylko nieliczna część osób starszych, która napłynęła do miast nadmorskich nie ma w odległości 15 minut pieszo sklepu lub apteki. Znacząca większość zakupy spożywcze i medyczne może zrobić w najbliższej okolicy.
    An analysis of the demographic structure of large coastal cities shows that the ageing of their populations is well advanced. Therefore, counteracting the social exclusion of the elderly should become the most important task of the local authorities. The authors decided to review the situation of seniors migrating to the largest coastal cities. The aim of the study was to analyse the accessibility to shops and pharmacies’ whereabouts as basic, everyday services for this group. The findings are highly optimistic and very satisfactory. It was concluded that only a small proportion of the elderly influx into the coastal cities do not find a shop or pharmacy within a 15-minute walking distance. The vast majority can do their grocery and medical shopping in the immediate vicinity.

    The purpose of the article. The article aims to evaluation which factors are a barrier to financial inclusion in the Next 11 countries. The research aim of this article is to assess the differences in the degree of financial inclusion of business entities from the Next 11 group of countries by taking into consideration the use of basic banking services such as bank accounts, credit lines and loans. The hypothesis of the article. The authors put forward the hypothesis that in poorly developed countries, to which the Next 11 countries belong, there are considerable areas of financial exclusion among businesses, in particular among small and medium-sized enterprises. In most of these countries, corporate financial inclusion rates are below the global average. Methodology. The article applies the following research methods: a critical analysis of the literature in the theoretical part; and desk research analysis (that is analysis of data gathered) in the empirical part. Research into the degree of financial inclusion in Next 11 countries was conducted on the basis of indicators of the use of banking services by enterprises operating in Next 11 countries. Results of the research. The level of companies’ financial inclusion depends above all on the degree to which they make use of bank accounts and bank loans. Countries in different geographical locations vary in terms of economic and technological development and social awareness, which impacts on their participation in the use of banking services. Analysis of the basic indicators of banking services availability showed that there is a widespread problem of financial exclusion for companies in Next 11 countries. The proportion of companies possessing a current bank account was below the average of all countries worldwide. However, the worst situation exists in the field of financing business activity using foreign capital. Credit lines there are used on average by less than 25% of companies. However, Next 11 group countries do not see the lack of available credit lines as the main barrier to development.
    Włączenie finansowe (integracja finansowa) stanowi istotny problem gospodarczy i jednocześnie wyzwanie dla współczesnych społeczeństw. Oznacza dostępność usług finansowych zarówno dla osób fizycznych, jak i przedsiębiorstw. O poziomie włączenia finansowego przedsiębiorstw decyduje przede wszystkim stopień wykorzystania przez nie rachunków i kredytów bankowych. Kraje w różnych obszarach geograficznych prezentują zróżnicowany poziom rozwoju ekonomicznego, technologicznego i świadomości społecznej, co determinuje różny udział w wykorzystaniu usług bankowych. Problemem badawczym niniejszego artykułu jest ocena różnic w poziomie włączenia finansowego podmiotów gospodarczych w państwach Grupy Next 11 z uwzględnieniem korzystania z podstawowych usług bankowych, takich jak rachunki bankowe oraz kredyty i pożyczki. Celem artykułu jest wskazanie czynników, które stanowią barierę włączenia finansowego w krajach Next 11. Badanie stopnia włączenia finansowego krajów Next 11 przeprowadzono na podstawie kształtowania się wskaźników wykorzystania usług bankowych w działalności przedsiębiorstw krajów Next 11. Analiza podstawowych wskaźników dostępności usług bankowych, wskazuje, że w krajach Next 11 powszechnie występuje problem wykluczenia finansowego przedsiębiorstw. Udział przedsiębiorstw posiadających rachunek bieżący plasuje się poniżej średniej dla wszystkich krajów świata. Najgorsza jednak sytuacja występuje w obszarze finansowania działalności kapitałem obcym. Kredyty wykorzystane są tam średnio przez mniej niż 25% przedsiębiorstw. Kraje Grupy Next 11 nie postrzegają jednak brak możliwości pozyskania kredytu jako głównej bariery rozwoju.

    Purpose: The nature of contemporary development processes determines the development of the area of public services, which is related to the distribution of these services and is of interest to public sector economics. The state’s key commitment to its citizens is to guarantee adequate availability of public services. It is an important issue that determines the quality of life of the citizens and determines the level of social and economic development of territorial units. The aim of this paper is to analyze and evaluate inequalities in access to selected public services in Poland from a regional perspective. Design/methodology/approach: To assess the level of availability of selected public services in Poland, Hellwig’s synthetic indicator was used, which made it possible to indicate the ranking of voivodeships in terms of availability of public services. The research is complemented by the Ward’s clustering method, which was used to identify clusters of territorial units with a similar level of availability of the analyzed services. The research used data made available by the Statistics Poland (GUS), including the Local Data Bank and statistical studies: Use of information and communication technologies in 2014 (orig. title: Wykorzystanie technologii informacyjno-telekomunikacyjnych w 2014 roku) and Use of information and communication technologies in 2018 (orig. title: Wykorzystanie technologii informacyjno-telekomunikacyjnych w 2018 roku). The analysis concerns the years 2014 and 2018. Findings: Regions of Poland are characterized by a diverse level of availability of public services. The analysis allowed to identify the regions with the highest, high, low and very low level of availability of public services. The distance between the highest and the lowest ranked voivodeships indicates quite significant territorial inequalities in access to public services, although it has slightly decreased throughout the analyzed years. Social implications: The study of availability of public services is an important component of the assessment of the level of social and economic development of territorial units and the standard of living of local communities. Therefore, it is justified to determine the essence of spatial diversity of the level of availability of public services, which play an important role in shaping the level of social and economic development of territorial units and influence the implementation of development priorities of the country and the European Union. The development of public services requires identifying existing barriers in the area of public governance as well as possibilities for their improvement and then proposing a set of instruments to improve the service management process. Originality/value: The results of the research can be used in the process of management of public services by public administration units in the context of increasing the universal availability of these services and improving their quality. The results of the analysis may provide a source of knowledge for both national and regional economic policy actors as well as European Union decision-making bodies in the area of public support to improve the availability of public services in the next development programming perspectives.

    W artykule przedstawiono ocenę dostępności usług zdrowia w gminach powiatu płockiego. Dokonano analizy na płaszczyźnie społecznej oraz przestrzennej. W celu zobrazowania problemu przestrzenne cechy odniesiono do liczby obiektów opieki zdrowotnej oraz udzielonych porad. Rozważania zostały oparte na 8 cechach uzyskanych z Banku Danych Lokalnych (BDL-u) i znormalizowanych do wartości porównywalnych. Analiza wykazała duże zróżnicowanie w gminach powiatu płockiego w aspekcie dostępności społeczno-przestrzennej usług zdrowia. Gminami o zdecydowanie najlepszej obsłudze usługami zdrowia są Radzanowo i Brudzeń Duży, a najsłabsza sytuacja występuje w Małej Wsi i Słubicach.
    The article presents an assessment of the availability of health services in the communes of the Płock poviat. An analysis was made at the social and spatial level. In order to illustrate the problem, the spatial features have been confined to the number of healthcare facilities and advice provided. The considerations were based on 8 features obtained from Local Data Bank and normalized to comparable values. The analysis showed a large diversity of the Płock poviat in terms of socio-spatial accessibility of health services. By far the communes with the best healthcare services are Radzanowo and Brudzeń Duży, and the poorest situation is in Mała Wieś and Słubice.
