    The article is devoted to comparison of academic advancement of women and men. Analysis is made basing on data collected in the Knowledge Base for Polish Science and the cover-smokers last 16 years (2000-2015). Results are shown in scissor graphs which are one of the main indicators of academic advancement of women. In addition to general data the article shows academic advancement of women for the various fields of science and art.

    Artykuł poświęcony jest trendom w obszarze nadawanych w kraju stopni naukowych doktora i doktora habilitowanego, stopni w zakresie sztuki oraz tytułu naukowego profesora i tytułu profesora w zakresie sztuki. Podczas prezentacji wyników uwzględniono podział osób uzyskujących stopnie i tytuły według płci. Pokazano, jak zmienia się liczba osób, którym nadano stopnie i tytuły w kolejnych latach. Omówiono strukturę nadanych stopni/tytułów w poszczególnych obszarach nauki i sztuki. Określono również, jak zmienia się liczba nadanych stopni i tytułów w poszczególnych latach w zależności od wieku osób uzyskujących stopień lub tytuł. Analizy oparto na danych jednostkowych znajdujących się w Bazie Wiedzy o Nauce Polskiej i obejmujących ostatnie 16 lat (2000-2015).
    The article is devoted to trends observed in the numbers of scientific degrees and scientific titles granted in Poland for women and men. It is shown how the numbers of scientific degrees and titles granted in consecutive years were changed due to age of person for which degree/title was granted and region of science and art for which it was granted. Analysis is made basing on data collected in the Knowledge Base for Polish Science and the cover smokers last 16 years (2000-2015).

    Opis:
    The political changes initiated in 1989 affected many sectors of the state’s activity, including higher education and science. In 1990, the Sejm passed two new Laws – on Higher Education, and on Academic Degrees and Title. The former placed greater emphasis than before on the freedom to conduct scientific research. With the second act, it finally abandoned the possibility provided for by the 1965 solutions of granting two different titles of professor, i.e., associate professor and full professor, by introducing one academic title – “professor”. For the purposes of evaluating and establishing the significance of the solutions adopted by the 1990 Law, this article presents the procedure and conditions for awarding the titles of professor provided for in the 1965 Law in the wording in force prior to its repeal in 1990, as well as those introduced set out in the 2003 Law and in force until its amendment in 2011. The replacement of the two titles of professor with a single academic title did not limit the range of proposals for changes introduced at that time. In the article, particular attention is devoted to these. The main trend in research comes down to: (1) how the degree and scope of regulations adopted in 1990 differed from earlier solutions, and (2) whether, in the context of the 2003 Law they were sufficient and served the quality of academic advancements well. It is only by basing research on previous findings in this respect that conclusions could be drawn as to the legal meaning and significance of conferring the title of professor in the years 1990–2011. This approach in achieving the purpose of the discussions was also important foranother reason. It made it possible to emphasize the changes in terms of awarding the title of professor from the solutions in force during the Polish People’s Republic to the norms adopted in the initial years of the political transformation, as well as to the new regulations introduced in the more strongly established Republic of Poland. These were not the same solutions, and the Act of 1990 placed them in thegroup of liberal solutions.

    Artykuł poświęcony jest trendom w obszarze nadanych w kraju tytułów naukowych profesora i tytułów profesora w zakresie sztuki oraz stopni naukowych doktora i doktora habilitowanego, a także stopni w zakresie sztuki. Podczas prezentacji wyników uwzględniono podział osób uzyskujących stopnie i tytuły według płci, pokazano, jak zmienia się liczba osób, którym nadano stopnie i tytuły w kolejnych latach, oraz określono, jak zmienia się liczba nadanych stopni i tytułów w zależności od wieku osób uzyskujących stopień lub tytuł. Pokazano również zmianę charakteru awansu naukowego kobiet w badanym okresie oraz ich udział w kierowaniu finansowanymi przez NCN projektami badawczymi. Analizy oparto na danych jednostkowych oraz (częściowo) na dostępnych danych statystycznych obejmujących 20 ostatnich lat (1999–2018).
    The article is devoted to trends observed in the numbers of scientific titles and scientific degrees granted in Poland for women and men. It is shown how the numbers of scientific degrees and titles granted in consecutive years were changed due to age of person and how the number of granted research grants depends on gender of a project leader. The change of character of scientific advancement of women in examined period also was shown. Analysis is made basing on unit data and fragmentally on public statistical data collected during last 20 years (1999–2018).

    Opis:
    Leaving mono-cultural (Christian) Europe and the transition to multiculturalism which is the result of colonial and post-colonial policies of many European countries, creates new challenges in the fi eld of integration. One of the possible instruments of integration is education. Th e study presents and evaluates the current university education integration process, and there are also presented some possible scenarios for further development of this form of integration. Th e process of European integration, supported by education, includes not only the content, the programs, or courses of study, but also the system of formation the future generations of the Europeans. Applying the education as an instrument of the European integration has been performed since the nineties of the twentieth century. Nowadays it is being run in accordance with the Treaty of Lisbon and many other normative acts of the EU, aiming to create a standardized educational space in Europe. However, this raises the fundamental question of the degree of social acceptance of such the processes and their eff ectiveness. For this purpose, the study analyzes the EU political normative acts, applying the statistical data and the elements of public opinion statements published in the leading European media.

    Artykuł rozpoczyna cykl kilku publikacji poświeconych praktycznej wiedzy przydatnej podczas realizacji prac promocyjnych. Prace takie przygotowuje się w celu uzyskania uprawnień zawodowych (prace licencjackie, inżynierskie i magisterskie), bądź też uzyskania stopni naukowych (doktora i doktora habilitowanego). Praca magisterska, a tym bardziej licencjacka, to zadanie, przy rozwiązywaniu którego dyplomant ma się wykazać zasobem osiągniętych w czasie studiów wiadomości, oczytaniem fachowym, inwencją i dociekliwością w rozwiązywaniu problemu. Jest to w zasadzie wypełnienie własną inwencją ram zakreślonych przez promotora. W pracy doktorskiej umiejętność postawienia problemu, dobór materiału badawczego i wybór właściwej metody opracowania należy do najważniejszych poczynań doktoranta. Doktorant nie musi wnieść wiele nowego do nauki, powinien natomiast wykazać się umiejętnością właściwego formułowania problemu badawczego i doboru metod umożliwiających jego rozwiązanie. O rozprawie habilitacyjnej możemy mówić tylko wówczas, gdy wnosi ona twórczy wkład do nauki.
    The article begins a series of several publications devoted to practical knowledge that may be useful while working on degree theses and dissertations. They are written in order to gain professional qualifications (bachelor’s, engineer’s and master’s theses) or to earn an academic degree (PhD and habilitation degree). A master’s thesis, or a bachelor’s one in particular, is a task during which, while solving it, the candidate is expected to demonstrate the scope of knowledge acquired during studies, his/her familiarity with specialist literature, ingenuity and inquisitiveness while solving the problem. In fact, what the candidate needs to do is to fill the scope of the thesis as defined by the supervisor with his/her own ingenuity. As regards a PhD dissertation, the most significant actions of a PhD candidate include an ability to define a problem, selection of research material and choice of the most appropriate method of presentation. A PhD candidate does not have to contribute much new to science. However, he/she should demonstrate an ability to accurately formulate a research problem and to select the methods enabling its solution. A dissertation is a habilitation one only when it provides creative input into science.

    The leading aim of the Pontifical University of John Paul II in Krakow is to be of service to the Church and Homeland, that is, Poland. The University is a part of the community of the Catholic Church. Uniwersytet, troszcząc się o udoskonalenie programu studiów i o rozwój nauki, kształcąc i wychowując młodzież w duchu patriotyzmu, służy Polsce.

    Doskonałości naukowej nie da się zadekretować. Można i trzeba natomiast dążyć do niej poprzez wprowadzenie systemowych projakościowych rozwiązań w finansowaniu nauki oraz wykształcenie w naszym środowisku kultury jakości. Uczelnie badawcze powinny być wyłaniane w otwartym, dwuetapowym konkursie. Kandydujące szkoły wyższe przedstawiałyby swój plan restrukturyzacji organizacyjno-zarządczej oraz koncepcję poprawy jakości prowadzonej przez nie dydaktyki i badań naukowych. Aby poprawić system oceny jakości badań i dydaktyki oraz proces uzyskiwania stopni i tytułu naukowego należy przede wszystkim wprowadzić nową kategoryzację dziedzin naukowych (na wzór ERC). Ocenę parametryczną opartą na punktacji czasopism naukowych trzeba zastąpić oceną opartą na parametrach bardziej odzwierciedlających indywidualny wkład danej publikacji w rozwój odpowiedniej dziedziny/dyscypliny naukowej (mean normalized citation score, MNCS oraz PP, top 10%). Rektor w przyszłym ustroju uczelni powinien mieć silną władzę wykonawczą, ale jego działania powinny być transparentne. Powinien on ponosić odpowiedzialność za podjęte decyzje przed profesjonalnie przygotowanym ciałem, które uczestniczyło w jego powołaniu i które w skrajnych przypadkach może go odwołać. Dla prawidłowej komercjalizacji wyników badań niezbędne jest stworzenie całego „ekosystemu” wspomagającego ten proces (tworzenie wokół uczelni firm typu spin off, sprzedawanie przez centra transferu technologii licencji dotyczących patentów powstałych w uczelniach, zachęty finansowe do współpracy z przemysłem).
    Scientific excellence cannot be decreed. However, it can and must be pursued by introducing pro-quality solutions in the financing of science and cultivating a culture of excellence in the scientific community. Research universities should be appointed in an open, two-stage competition.Candidate universities would present their organizational and management restructuring plan and their conception for improving the quality of their teaching and research. To improve the system for evaluation of the quality of research and teaching and the process of obtaining academic degrees and titles, firstly a new categorization of research fields should be introduced (patterned on the ERC). Parametric assessment based on assignment of points to periodicals should be replaced by assessment based on parameters better reflecting the individual contribution of the specific publication to the development of the research field or academic discipline – mean normalized citation score and PP (top 10%). In the future university system, the rector should have strong executive authority, but his actions must be transparent. The rector should be answerable for his decisions before the professionally qualified body which participated in his appointment and in extreme instances should be empowered to remove him. For proper commercialization of research results, it is necessary to develop an entire ecosystem fostering this process (creation of spinoff firms affiliated with universities, sale by technology transfer centres of licences for patents arising at the university, and financial incentives for cooperation with industry).
