The possibilities of introducing elements of direct democracy into the Czech constitutional framework are often being reduced to efforts to implement a general referendum. During more than 25 years of the existence of an independent Czech Republic, the Czech Parliament discussed 21 proposals of the general referendum law. However, despite the relatively large number of the proposals, the Czech legislators did not agree on the form which the general referendum should have in the Czech Republic - none of the submitted proposals of the law on the general referendum has so far been accepted. Proposals of the general referendum law were not identical. Therefore, this paper aims to analyse 21 proposals submitted to the Czech Parliament. The main emphasis will be put on the overall role which a general referendum should fulfil in case it is implemented into the Czech legal framework. Should a general referendum serve only as a complementary instrument in the context of parliamentary democracy applied in the Czech Republic or should it be used as a regular tool to exercise power by citizens of the Czech Republic which corresponds much more to the system based on direct democracy? Which of these poles are the proposals approaching, or is it possible to observe a certain trend in the submitted proposals of the general referendum laws? Are the proposals, that are repeatedly submitted by the same political parties consistent in their content? Those are the main issues, which will be addressed in this paper.

Opis:
The information aiding of planning and operation of inland waterways fleet covers many items among which problems associated with analysis of existing waterways are especially important. Such analyses concern mainly their navigability features (from the point of view of elaboration of design assumptions for floating units) as well as planning land-waterborne transport links. Range of input data for the analyses is very broad hence they can be next used for managing the waterways. This paper presents a concept of forming the GIS data model for the purposes of INCOWATRANS project with taking into consideration the existing data and their possible usage by the administration of waterways and their other users.

In this paper I reflect on whether ethnonyms and demonyms can appropriately be considered proper names at all from the semantic perspective, and if so, on what basis. I believe the answer is yes, perhaps unsurprisingly, but there are troublesome conceptual tensions to overcome in the relation between logic and linguistics. Nevertheless an understanding of the difficulties can be constructive, and in this case it lead to a proposal for a terminological innovation that has useful consequences.

The paper concentrates on the protection of personal data in the European Union. The paper presents a comprehensive reform of the data protection frame‑ work, proposed by the European Commission in January 2012, including a policy Communication setting out the Commission’s objectives and two legislative pro‑ posals: a regulation setting out a general EU framework for data protection and a directive on protecting personal data processed for the purposes of prevention, detection, investigation or prosecution of criminal offences and related judicial activities. Both proposals concern the question of ensuring effective protection of fundamental rights. The analysis of the proposed legislation shows nevertheless that in this shape they do not lead to consistency and uniformity of the entire system of personal data protection in the EU. Significant differences in both proposals concern including different subject matter and material scope, effective protection of fundamental rights and the establishment of the hierarchy of the existing legal acts in this area.

The article discusses the institution of proposal from the perspective of civil law. The article points out the characteristics of declarations that support their recognition as an offer within the meaning of the Civil Code and analyses the jurisprudence and opinions of scholars on this issue. The purpose of the publication is to present the issue related to the nature of proposal in the context of civil law.

The present paper aims to describe the speech behaviour pattern of PROPOSAL in German and Polish. The term “speech behaviour pattern” refers to the purposeful verbal behaviour. The illocutionary content of PROPOSAL is determined in accordance with the theory of semantic primes. The contrastive analysis has the following three aspects. First, typical implementation forms of this speech behaviour pattern are described in both languages. Then, their use in concrete functional and communicative contexts is exemplified. Finally, the composition of the communicative-pragmatic field of PROPOSAL is analysed in German and Polish. Particular attention is given to the central and peripheral forms of implementation as well as to the similarities and differences in the formulation of utterances expressing PROPOSAL in German and Polish.

The article presents an overview of the possibilities of fi nancing research projects by the National Science Centre in Poland and an overview characteristics of the specifi cs of selected proposal calls. Next, it presents the basic principles of formal and substantive evaluation of grant applications. The final section comments on the method of preparation of proposals, using the past experience of the NSC coordinators.

The subject of the article is a petition, or rather the right to submit it, understanding the concept of petition, as well as the nature of the petition and its relationship with the concepts of a complaint and a proposal in the context of Art. 63 of the Constitution of the Republic of Poland of 1997. The notion of the right to petition in both narrow and broad terms has been analyzed. The position of the doctrine on this issue was presented.
Tematem artykułu jest petycja, a właściwie prawo do jej złożenie, rozumienie pojęcia petycja, a także charakter petycji i jej relacja z pojęciami skargi i wniosku w kontekście art. 63 Konstytucji RP z 1997 r. Poddano analizie pojęcie prawa petycji zarówno w wąskim, jak i szerokim rozumieniu. Przedstawiono stanowisko doktryny w tej kwestii.

The subject of this study is a group of ninety stucco fragments from the Herculaneum Archeological Park, which were part of the decoration of the Tetrapylon’s barrel vault located in the Decumanus Maximus. The archaeologist Amedeo Maiuri, former superintendent of the site, had been displaying them in a cabinet within a nearby domus, as part of his project of an open air museum, while other parts of the stucco decoration were repositioned in situ, with large lacunas. Our project’s aim has been to develop a new exhibition solution, pursuing an accurate recovery of the overall volume of the decoration, meeting the requirements of reversibility and stability of conservation-restoration treatments, while allowing further updates through new findings. Considering the wide range of methods at our disposal, the most effective technical support in matching the fragments, and acquiring accurately the shape has shown to be the 3D scanning and modeling.

This study demonstrates how a government procurement process could be improved by the pairwise comparisons method. A case study, related to assessment of project proposals is used for demonstration purpose. The project proposals were requested by a Canadian government agency to assess the environmental and public safety hazards of abandoned mines. However, the presented model is applicable (with easy-to-implement modifications) to any other case of government procurement.

Główny cel artykułu to zaprezentowanie i weryfikacja podejścia badawczego, możliwego do zaimplementowania w badaniach street artu na gruncie nauki o komunikacji społecznej i mediach. Dzięki skoncentrowaniu się w trakcie analiz na czterech wymiarach: przestrzeni (gdzie), temporalności (kiedy), reprezentacji (kto) i przekazie (co), możliwe jest pozyskanie kompleksowej wiedzy na temat kluczowych aktorów, propagowanych idei, postulatów i wartości, nakreślenia głównych linii podziału, punktów zapalnych, punktów odniesienia, ikon i postaci symbolicznych. Sztukę uliczną traktujemy tu jako formę społeczno-politycznego komentarza na poziomie lokalnym, przestrzeń miejską jako kanał, a poszczególne przejawy street artu medium komunikacji. Użyteczność propozycji metodologicznej zostanie zweryfikowana na bazie korpusu 195 zdjęć przedstawiających różnorodne formy sztuki ulicznej tworzonej w trakcie protestów w Chile zrobionych przez autorów w grudniu 2019 roku.
The article’s main aim is to present and verify the research approach that can be implemented in street art research in the field of social communication and media science. By focusing analysis on four dimensions – space (where), temporality (when), representation (who) and message (what), it is possible to obtain comprehensive knowledge about key social actors, propagated ideas, postulates and values, and to delineate the main dividing lines, points of reference, icons and symbolic characters. We treat street art as a form of socio-political commentary at the local level, urban space as a channel, and individual manifestations of street art as a medium of communication. The methodological proposal’s usefulness will be verified based on a corpus of 195 photos showing various forms of street art created during the protests in Chile, taken by the Authors in December 2019.

W artykule poruszony został problem dotyczący stanu technicznego balkonów w budynkach zabytkowych, na przykładzie balkonu w budynku z przełomu XIX/XX wieku. Opisano obecny stan techniczny balkonu i istniejącą konstrukcję. Balkon należało odtworzyć zachowując jego pierwotny kształt i wymiary, ze względu na to, że obiekt wpisany jest do rejestru zabytków. Nadające się do użytku elementy balkonu, w tym przypadku wsporniki stalowe i kutą balustradę, o dużych walorach artystycznych, należało poddać renowacji.
This article addresses the issue of the technical condition of balconies in historical buildings, using the example of a balcony in a building dating from the turn of the 19th and 20th centuries. A description is given of the balcony’s present technical condition and existing structure. Since the building is a registered historical monument, the balcony was required to be restored so as to preserve its original shape and dimensions. Usable elements of the balcony, in this case the steel corbels and wrought iron balustrade, having significant artistic value, were to undergo renovation.
