The purpose of this article is to present the author’s concept of the integrated planning system. I the fi rst part the axiological aspects of spatial planning as well as the public interest in land use are discussed. Also, the theoretical evidence for integrated planning in market economy is described and the specifi city of integrated planning approach. In the next part of this paper general assumptions of the changes recommended for the implementation in the spatial planning system are described. In the main part of the article’s text characteristics of the proposed innovations related to the sphere of strategic and spatial planning system and land use management at the local, regional and national are described. In the final part of the article comments on the spatial plans hierarchy (public interest hierarchy) are made.

Opis:
Classical planning in Artificial Intelligence is a computationally expensive problem of finding a sequence of actions that transforms a given initial state of the problem to a desired goal situation. Lack of information about the initial state leads to conditional and conformant planning that is more difficult than classical one. A parallel plan is the plan in which some actions can be executed in parallel, usually leading to decrease of the plan execution time but increase of the difficulty of finding the plan. This paper is focused on three planning problems which are computationally difficult: conditional, conformant and parallel conformant. To avoid these difficulties a set of transformations to Linear Programming Problem (LPP), illustrated by examples, is proposed. The results show that solving LPP corresponding to the planning problem can be computationally easier than solving the planning problem by exploring the problem state space. The cost is that not always the LPP solution can be interpreted directly as a plan.

The aim of the work is recognizing and systemizing of the problems related to planning of a complex management strategy of metropolitan area development as well as preparation of a spatial development plan for such areas. The problems of planning are defined as the difficulties, dilemmas and doubts about different aspects of the planning process. The author is referring to the features of metropolitan areas and typical problems which are solved in the planning process of their development. In extent justified by the content, the author uses the analogies with problems of planning on the local level. The problems discussed in the paper tackle (inter alia): defining the subject of a metropolitan areas strategic plan, participation of variety of actors in the planning process, enhancing strategic features of spatial planning of metropolitan areas as well as the definition of the range of issues a strategic plan decide on. The author is also analyzing the causes of the problems and showing some of the possibilities of solving them.

New planning act was introduced in Poland as early as of 1994 with the aim to adapt planning system to the political and economic framework of the country, which shifted its polity from communism to liberal democracy. This new planning law introduced not only new order of planning documents but also shaped a new responsibility for the space. This act, and more broadly legal system of Poland at the time, created also foundations of the completely new approach to the territorial development of the country at each level of governance.The paper is trying to answer a question whether all these legal regulations combined with their interpretation and general “social mood” produced benefits for the users of Polish space. In other words, whether the quality of life of all the stakeholders involved in the process of the production and use of the space increased as a result of this transformation. In this contexts the paper especially examines the impact of property rights and their liaisons with the development rights, followed by the discussion about neoliberal approach to the space, new role and meaning of planning documents and finally the role of planning education and professional development of planners during this 25-years period. In conclusion the paper discusses a few fundamental changes in the legal framework which might help to improve the state of Polish space in the future.

This paper is concerned with spatial policy in Ireland. It adopts an historical lens to help explain why Ireland currently finds itself at the bottom of the European league table with regard to local governance. After categorising the Irish political and planning system as highly centralised, bureaucratic and linear, the paper uses a case study of the Moycullen village plan to show an alternate path towards place development in Ireland. This case study sets out to contrast the desire of a people to collaborate in the authorship of their place with the top down nature of spatial planning in Ireland. By making clear the methods and results of the project, this paper highlights the latent demand that exists in a community that is subject to national planning system that reduces their ability to affect change. Through the use of some innovative approaches, this project has sought to fire the geographic imaginary of a people with respect to their place.

The paper discusses the problems connected with effects of revitalization. The authors concentrate on the differences resulting from ways as well as used base to carry out process of revitalization. The aim of the paper is assessment of the revitalized place carried out without analysis based on historical function of that place. To this end the authors used one of Wroclaw district conducted the desk research and field research. The authors used the method of observation and case studies. As a result, it can be said that revitalization process should be carried out with maintaining the historical function and the needs of inhabitants of revitalized places. The authors also refer to another example of revitalization process and compare it in the context of used ways and effects. According to the conducted research it can be said that the process of revitalization result from both legal principles and form awareness of local authorities in the context of quality of live and inhabitant needs.

The traditional (e.g. Gantt chart) and modern (network modeling) scheduling techniques reach their limits quite soon in case of large projects. In case of thousands of activities, the current methods do not provide an effective evaluation. This paper would like to show tools that can solve the above-mentioned problem. We have several options for handling these matters effectively. For example: fine scheduling based on resource and cost use, innovative solutions for printing of complex schedules. The latter includes the poster-like presentation of several plan details. These applications can be considered novelties in project planning methodology

It is important to recognise future conditions in planning because it primes future actions. Scenarios are useful prognostic tools, especially when the social and institutional behaviour plays a crucial role. The aims of the paper are: (1) to indicate the roles and the place of scenarios in the strategic plan building process; (2) to analyse and evaluate the application of scenarios in regional planning in Poland; (3) to transpose the research results on scenarios in local planning for their application in regional planning. There are a few documents in which scenarios are applied: three strategies for regional development and two spatial development plans for regions. The author analysed the scenarios in all of those documents and offered some recommendations transposing the effects of previous research from local to regional planning.

The issues regarding systems providing an overall view of the work orders to be manufactured and their demand-oriented and on-schedule finishing are considered. As an example the proALPHA® system that provides an overview for the work orders as well as for the available resource and capacities is presented. The system gives the planner all the options for the control. The presented solution shows the user where corresponding bottlenecks occur and puts the planner in a position to counteract accordingly.

This paper proposes a critical review of Geodesign methods and techniques which can be used to carry out collaborative design in participatory processes. The case study of a Geodesign workshop held in 2016 Cagliari (Italy) shows how it is possible to involve teams of members of the community in what is perhaps the most critical phase of a spatial planning process that is putting knowledge into action through the collaborative design of future change alternatives, and their choice based on negotiation. In addition, a discussion of further potential of the Geodesign approach in public participation is discussed with reference to both knowledge creation and community value and preferences accounting.

Since the popularisation of the conception of sustainable development in the report Our Common Future of 1987, this type of development has been adopted in many countries of the world as a basis for all kinds of measures taken at various levels of territorial organisation. Also in Poland sustainable development is a constitutional rule today and, together with spatial order, one of the chief principles of physical planning and spatial development, although the law does not define them in very precise terms. Thus, it is an open question how the sustainable development rule should be accommodated in the practice of physical planning and spatial development, and in a wider context, how physical planning and spatial development can contribute to a more sustainable type of development. In this article special attention will be paid to both, the legal regulations in force in Poland and the actual practice of physical planning and spatial development that is not conducive to sustainable development. The summing up will include recommendations for concrete measures that should be taken in order to transform sustainable development in Poland from a dead letter of the law into a reality in physical planning and spatial development.

Cities and regions are increasingly interconnected on a global scale. In the process of the making of cities and regions policy actors increasingly rely on globally flowing and very mobile urban policy models, which have been originally developed in different socio-spatial contexts. Simultaneously the search for these policies and their implementation is refracted by local/regional factors, which are relatively fixed as they are rooted in historically produced planning cultures. In this conceptual paper governance change is discussed through looking at the interplay between fixity and motion in urban development. For this purpose approaches to planning cultures and policy mobilities are related to each other theoretically.

Square grid representations of the state‐space are a commonly used tool in path planning. With applications in a variety of disciplines, including robotics, computational biology, game development, and beyond. However, in large‐scale and/or high dimensional environments the creation and manipulation of such structures become too expensive, especially in applications when an accurate representation is needed. In this paper, we present a method for reducing the cost of single‐query grid‐based path planning, by focusing the search to a smaller subset, that contains the optimal solution. This subset is represented by a hyperrectangle, the location, and dimensions of which are calculated departing from an initial feasible path found by a fast search using the RRT* algorithm. We also present an implementation of this focused discretization method called FDA*, a resolution optimal algorithm, where the A* algorithm is employed in searching the resulting graph for an optimal solution. We also demonstrate through simulation results, that the FDA* algorithm uses less memory and has a shorter run‐time compared to the classic A* and thus other graph‐based planning algorithms, and at the same time, the resulting path cost is less than that of regular RRT based algorithms.
