The author points out the propagandist function as the main function of local self-government bulletins. These periodicals, published by local self-governments or their budgetary subordinates, frequently provide the main or even the only source of information about community matters, but they have transformed into a local elite’s propaganda tool. Con- sequently, this has led to an obvious limitation in two-way social communication in smaller administrative divisions and to the development of misinformation. As attention has become focused on propagandist activity, the principal objectives of a new social system and communication between the authorities and citizens that were set twenty years ago have been neglected. The paper also discusses the attempts at imposing legal limitations on local self-government publications and initiatives undertaken in this respect.

The paper deals with the issue of the supervision of the media that frequently exceed the standards observed by journalistic circles and their social environments. The direct victims of breaches of deontological principles in the profession and work of journalists primarily involve the recipients, journalistic circles and the reputation of a given medium. There are also indirect consequences, such as a loss of confidence that translates into lower sales or reduced advertising. In the cases that are commonly termed media scandals a crisis situation emerges. The analysis of the problem and the recovery of a tarnished reputation and lost confidence of recipients are usually performed by teams of experienced journalists, appointed ad hoc by edi-torial boards or by press ombudsmen working in the media, which is much less frequent. This paper discusses both scenarios. Three famous scandals have been selected from among many examples. One involves the 1980 case of the journalist Janet Cooke from The Washington Post whose Pulitzer Prize was withdrawn after she admitted that her award-winning story was a fabrication. Another case is the equally high-profile case of The Los Angeles Times from 1999, which marked a conflict of interest, following the publication of a special issue devoted to the sports arena that was being erected in the city at that time. The third scandal occurred in The New York Times in 2003, and concerned mass plagiarism and fabrication of press materi- als by that daily’s reporter, Jason Blair. The attempts to regain reader trust involved, among other things, the publication of reports drawn up by specially appointed teams of press ombudsmen.

W artykule omówiono problem zagrożeń wobec kobiet wykonujących zawód reporterek śledczych oraz korespondentek wojennych. Przedstawicielki obu wspomnianych grup pracowników mediów mają niejako wpisane ryzyko w wykonywaną przez nie działalność, jednak skala naruszeń nietykalności osobistej wzrosła współcześnie do rozmiarów niespotykanych jeszcze kilkadziesiąt lat temu. Ów wzrost dotyczy również liczby przypadków pozbawienia życia reporterek dochodzeniowych oraz korespondentek wojennych podczas wykonywania przez nie obowiązków służbowych lub w czasie wolnym od pracy, ale pozostających w ścisłym związku z prowadzonymi przez nie działaniami. Znakiem czasu są coraz brutalniejsze ataki na kobiety-dziennikarki, co może świadczyć o zdegenerowaniu funkcjonujących w minionych stuleciach zasad odnoszenia się do przedstawicieli prasy wykonujących swoje obowiązki służbowe, a w szczególności do kobiet. Coraz częściej odnotowywane są akty agresji mające podłoże seksualne, co dodatkowo utrudnia dziennikarkom wykonywanie ich pracy. Ilustracją tez zawartych w artykule są dane statystyczne obrazujące ten problem oraz przedstawione w ujęciu chronologicznym krótkie charakterystyki najbardziej znanych w środowisku dziennikarskim ofiar przemocy wobec reporterek śledczych i korespondentek wojennych.

The paper concerns the evolution in practicing the profession of investigative journalist over the last two centuries. The author analyzes the reformulation of investigative journalism – from individual investigations, through so-called ‘tour-guide reporting’ to the creation of I-Teams, or teams of “muckrakers.” The author refers to a number of the best known examples of such operations in both North America and Europe. Western media activities are compared with the experience of Polish editorial teams, where such a cooperation formula has operated since the first half of the 1990s. Also discussed are cases of transnational journalistic investigations over the past two decades. They exemplify the latest formula of such cooperation. In these operations many muckrakers participated – even more than a hundred reporters in the biggest investigations.
Problematyka artykułu dotyczy ewolucji uprawiania zawodu dziennikarza śledczego na przestrzeni dwóch ostatnich wieków. Autor analizuje zmianę formuły prowadzenia dochodzeń dziennikarskich – od indywidualnych śledztw, poprzez tzw. tour-guide reporting aż do powstania I-Teamów, czyli zespołów muckrakerów. Wskazano liczne przykłady najbardziej znanych tego typu przedsięwzięć zarówno w Ameryce Północnej, jak i w Europie. Działania zachodnich mediów porównano z doświadczeniami polskich redakcji, w których taka formuła współpracy funkcjonuje od pierwszej połowy lat 90. XX wieku. Omówione zostały również przypadki ponadnarodowych śledztw dziennikarskich z ostatnich dwóch dekad. Stanowią one najnowszą formułę kooperacji, aktywizującą w dochodzeniach o najszerszym zasięgu nawet ponad stu reporterów.

This article focuses on the influence of investigative journalism on the system of government, and, in particular, on the functioning and break-up of cabinet coalitions in Poland after 1989. It focuses on the parliamentary-cabinet form of government. The source of conflicts which led to the loss of the necessary trust or accelerated the fall of the government were often crises caused by the work of investigative journalists, in which they disclosed facts uncomfortable for members of the Council of Ministers, related to them either directly, through their own reprehensible activities, or indirectly, through the activities of their closest associates. The aim of this article is to show that the unmasking of scandals involving members of the government, their associates or politicians and officials from their political base is a catalyst that can generate cabinet crises, including the collapse of the government. Analyses show the impact of scandals revealed during the term of office of four governments, that of Waldemar Pawlak, Leszek Miller, Jarosław Kaczyński and Donald Tusk.

The article is an attempt to answer the question about the impact of the Investigative Reporters and Editors` organizational model on associations of investigative journalists emerging from decades across the world. The author discusses the development of investigative reporters organizations associating muckrakers in different countries. In particular, adopted forms of action and goals of these associations were discussed. The growing number and the global nature of this phenomenon leads to the institutionalization of investigative journalism in the world. There were described selected organizations in the article, particularly those which decided to adopt the model developed by the IRE. In relation to other journalists’ associations author points out the reasons for rejection formula developed by the muckrakers from USA.
Artykuł jest próbą odpowiedzi na pytanie o wpływ modelu organizacyjnego Investigative Reporters and Editors na powstające od kilku dekad na całym świecie stowarzyszenia dziennikarzy śledczych. Autor omawia rozwój struktur zrzeszających reporterów dochodzeniowych w różnych państwach, w szczególności przyjętych przez nie form działania oraz celów. Rosnąca liczba oraz globalny charakter tego zjawiska prowadzi do instytucjonalizacji dziennikarstwa śledczego na świecie. Scharakteryzowane zostały w artykule wybrane organizacje, w szczególności te, które zaadaptowały model wypracowany przez IRE. W odniesieniu do pozostałych stowarzyszeń dziennikarskich autor wskazuje na przyczyny odrzucenia formuły wypracowanej przez amerykańskich muckrakerów.

Autor podjął ciekawy, chociaż do tej pory niezbadany kompleksowo na gruncie amerykańskiego i polskiego medioznawstwa problem tematyki poruszanej w publikacjach dziennikarstwa śledczego i interwencyjnego na poziomie lokalnych wydawnictw prasowych. Podobnie jak w mediach ogólnokrajowych ujawnianie afer i nagłaśnianie niewłaściwych zachowań władzy zdarza się dosyć rzadko w mediach lokalnych, a działalność kontrolna w ramach watchdog function of the press występuje w polskich realiach tylko w nielicznych lokalnych mediach komercyjnych, niezależnych od organów samorządowych. Autor omawia wpływ funkcji kontrolnej mediów na dobór tematyki przez lokalnych dziennikarzy śledczych oraz charakter działań lokalnych decydentów politycznych i biznesowych ograniczających tematykę podejmowaną przez reporterów dochodzeniowych. Analizie porównawczej poddano problemy funkcjonowania organów samorządowych oraz społeczności lokalnych nagłaśniane w publikacjach demaskatorskich i interwencyjnych. Do porównania wykorzystano artykuły o tematyce lokalnej nagrodzone Pulitzer Prize za dziennikarstwo śledcze w latach 1926-2015 oraz materiały nadesłane i nagrodzone w latach 2012-2013 w konkursie ,,Local Press”, organizowanym przez Stowarzyszenie Gazet Lokalnych.
The author raises an interesting subject, hitherto unexplored comprehensively in American and Polish media studies, namely, the problem o f topics o f investigative journalism and journalistic intervention at the level o f local newspaper publishers. In local media, just as in national media, disclosure of corruption and misconduct of local government happens quite rarely. Additionally, the checking activity - as the watchdog function o f the press - is present in the Polish reality only in some local commercial media which are independent from local government. The author discusses the impact of the media’s checking function for the selection o f topics by local investigative journalists and the nature of the activities of local political and business decision-makers limiting the subjects addressed by investigative reporters. A comparative analysis relates the problems of the functioning o f local government andlocal communities which are aired in articles published by investigative journalists and journalistic intervention. For the comparison, articles recognised by the jury of the Pulitzer Prize for investigative journalism 1926-2015 and texts submitted and recognised in the “Local Press” competition 2012-2013 organised by the Association o f Local Newspapers were used.

The paper deals with new phenomena that emerged on the media market during a crisis in the printed press sector. The author searches for an answer to the question of whether the new forms of financing investigative journalism in the USA have a chance of developing, in particular crowdfunding and broadly understood non-profit activity. He discusses the main forms of financing the new types of entities in the media market and characterizes the examples of the most representative investigative organizations that operate online thanks to gathering funds in the above manners: ProPublica, The Center for Investigative Reporting, The Huffington Post Investigative Fund, Spot.US, Voice of San Diego and The Texas Observer.
Problematyka artykułu dotyczy nowych zjawisk na rynku mediów w dobie kryzysu w sektorze wydawnictw prasy drukowanej. Autor poszukuje odpowiedzi na pytania związane z szansami rozwoju nowych form finansowania działalności w zakresie dziennikarstwa śledczego w USA, w szczególności crowdfundingu i szeroko pojętej aktywności nonprofit. Omówione zostały podstawowe formy finansowania tego typu nowych podmiotów na ryku mediów oraz scharakteryzowano przykładowe, najbardziej reprezentatywne organizacje śledcze działające online w oparciu o omówione sposoby pozyskiwania funduszy: ProPublica, The Center for Investigative Reporting, The Huffington Post Investigative Fund, Spot.US, Voice of San Diego i The Texas Observer.

The goal of the article is to compare contemporary websites used by investigative reporters for organising their inquiries and propagating their outcomes. To achieve that goal, I compare the experiences of American and European muckrakers in conducting investigative activities through websites. I analysed 10 such projects in total, 3 from the USA and 7 from Europe. The discussed criteria include the modes of financing, the size of annual budgets, the modes of operation, and HR policies.

Celem artykułu jest wskazanie przyczyn nowego zjawiska w polskiej polityce wewnętrznej, a mianowicie ,,teflonowej” elity władzy. Określenie to oznacza niespotykaną wcześniej na taką skalę odporność ugrupowań tworzących obóz Zjednoczonej Prawicy na stawiane publicznie przez media aferalne zarzuty. Skandale będące efektem dziennikarskich śledztw, inaczej niż działo się to w czasach poprzednich ekip rządzących w Polsce, nie wywołały wyraźnego spadku poparcia obecnej elity władzy ani tym bardziej jej upadku. W artykule przedstawiono definicję skandalu politycznego. Autor omówił przyczyny niesłabnącej popularności obecnej władzy, do których zaliczył: kwestie ekonomiczne, propagandowe, edukacyjne, populizm rządzących, nieudolność komunikacyjną opozycji, zmęczenie społeczeństwa aferami oraz brak wrażliwości obywateli na przejawy patologii instytucji władzy. W badaniach wykorzystano metody analizy mikrosystemowej i podejmowania decyzji.
The aim of the article is to indicate the causes of a new phenomenon in Polish domestic politics, namely the "Teflon" power elite. This term denotes the resistance of the groups making up the United Right camp to scandalous accusations made publicly by the media, that are unprecedented on such a scale. The scandals resulting from journalistic investigations, unlike in the times of previous ruling teams in Poland, did not cause a clear decline in the support of the current ruling elite, let alone its collapse. The article presents the definition of a political scandal. Moreover, the author discusses the reasons for the unflagging popularity of the current government, including: economic, propaganda and educational issues, the ruling populism, the opposition's communication inefficiency, society's fatigue with scandals and citizens' lack of sensitivity to the manifestations of the pathology of the government institutions. In the study of this issue, the microsystem analysis and the decision-making method were used.

Opis:
Investigation of exhaust emissions and ammonia flow behavior in the exhaust system incorporating with Selective Catalytic Reduction (SCR) unit is discussed. An aftertreatment system is designed to work without additional urea injection. This study is focused on obtaining optimal parameters for catalysis. Its effectiveness is considered as a function of basic parameters of exhaust gases mixture and SCR material characteristics. A 3D geometry of SCR with porous volume has been simulated using Ansys Fluent. Moreover, a 1D model of ammonia dual-fuel CI engine has been obtained. Results were focused on obtaining local temperature, velocity, and exhaust gases composition to predict optimal probes placement, pipes insulation parameters, and characteristic dimensions.

Złożoność i niejednoznaczność zjawiska samobójstwa to główne czynniki utrudniające planowanie i wdrażanie działań zapobiegających zachowaniom suicydalnym. Zidentyfikowane w badaniach i opisane w literaturze przedmiotu czynniki ryzyka przybliżają jednak do tworzenia skutecznych strategii prewencyjnych, co wydaje się niezbędne, szczególnie w krajach o wysokich wskaźnikach samobójstw. Strategie te są wielowymiarowe i obejmują działania na różnych poziomach, a kierowane są zarówno do specyficznych grup docelowych (osób zagrożonych samobójstwem oraz grup zawodowych, które mogą wspierać takie osoby), jak i do społeczności lokalnych czy całego społeczeństwa (by uświadamiać zbiorowość na temat zdrowia psychicznego i zachowań samobójczych). W celu skutecznego opracowania strategii, dostosowanej do specyficznych warunków środowiskowych, niezbędne jest przeprowadzenie szczegółowej eksploracji zjawiska zachowań samobójczych, co następnie pozwala wdrażać rozwiązania oparte na dowodach naukowych (evidence-based policy). Niniejszy artykuł omawia proces badań, opracowania i wdrażania strategii zapobiegania samobójstwom w Finlandii oraz jej funkcjonowania od lat 90. XX w., a także roli w polityce publicznej. W tym kontekście omówiony został znaczny spadek wskaźnika samobójstw w Finlandii w tym okresie, a fiński przypadek potraktowany został jako potencjalna inspiracja dla profilaktyki zachowań samobójczych w Polsce.
The complexity and ambiguity of suicide are the main factors hampering the development of fully effective measures against suicidal behavior. Nonetheless, risk factors identified in the scientific literature allow for creating more and more effective preventive strategies, which seems essential, particularly in countries with high suicide rates. The most effective strategies are multidimensional and operate on a different level, addressing specific target groups (those at risk of suicide, and those professionals who may offer support to them), as well as local communities and society as a whole (to increase awareness about mental health and suicidal behavior). In order to develop effective strategies, tailored to specific societal needs, the in-depth exploration of the phenomena is needed, which may lead to planning evidence-based policies. This article elaborates on the process of research, development, and implementation of the suicide prevention strategy in Finland since the mid-1980s and its role in public policy. The decline in suicide rates in Finland is addressed in this context and the potential inspiration for the Polish suicide prevention is discussed.

Surveys conducted in some of the world’s most developed countries have demonstrated that there is a positive relationship between the level of education and the level of income, Adamczyk and Jarecki write. According to the human capital theory, this effect is due to the growth of productivity. But education is also associated with costs. These costs can be divided into the direct costs of studying and opportunity costs. Thanks to the existence of measurable costs and effects, it is possible to assess the profitability of education. In order to measure the effects of investment in higher education, under the human capital theory, it is necessary to use a function in which the dependent variable is the level of income and the independent variables are age, education, and professional experience. However, this method cannot be used to determine whether or not studying is profitable, because it does not consider the costs of studying, Adamczyk and Jarecki note. They evaluate the profitability of investment in higher education in 2002, 2004 and 2006 using the internal rate of return (IRR) method. The IRR method is commonly used to evaluate the profitability of companies’ long-term investments. It makes it possible to take into account not only the level of effects and costs, but also the moment when they appear. A key advantage of this method is that it makes it possible to compare the effectiveness of investment in education with other kinds of investments, the authors say. The evaluation made by the authors showed that the rate of return was lower than 15 percent but higher than 16 percent, which means it was higher than the risk-free rate of return. In all, the obtained results show that investment in higher education in Poland is profitable. The analysis also demonstrated that the profitability of investment in higher education depends on sex. Men can obtain a higher rate of return than women. Another conclusion is that the profitability of studying can be affected not only by the income level but also by its time distribution.
