As the importance of preserving indigenous languages has been highlighted in different fora and numerous contexts, the Arctic appears to be no exception in this regard. The vitality and sustainability of Arctic indigenous languages pervade the discourse on the polar region and lie at the core of the Arctic Indigenous Language Vitality Initiative. To explore the complexity of the endeavor, this conceptual paper analyzes the framing of Arctic indigenous language preservation in selected academic publications as well as institutional documents. Since the use of biomorphic metaphors in the context of language preservation raises numerous doubts regarding their socio-political implications, this paper attempts to address this issue from the perspective of ecolinguistics perceived as both analytical and conceptual lenses to demonstrate that its three complementary strands of research may help bridge the nature-culture divide in general and provide an integrated approach to the preservation of Arctic indigenous languages in particular.

Motivations of Māori heritage language learners are explored within this qualitative study. Te reo Māori (the Māori language) is currently classed as endangered (Reedy et al., 2011), which calls for the exploration of the motivational experiences of Māori heritage language learners. A total of 19 interviews with beginner, intermediate and advanced level learners were conducted. Results demonstrated how Māori heritage learners were motivated to learn due to their cultural heritage connection to the language and to other ingroup members. This study explores some of the motivations why Māori heritage language learners learn te reo Māori. For this group of indigenous language learners, cultural and language revitalisation are tied to language motivation. Furthermore, the ability to participate in cultural practices was central to language motivations.

Language is an essential element of indigenous culture and identity. Meanwhile, indigenous languages are endangered or nearly extinct. It is argued that ensuring that native communities receive education in their mother tongue is key to conserve and revitalize indigenous cultures and linguistic heritage. This paper reviews the normative guidelines regarding the right to be taught in one’s own language set out in international and regional human rights law. It is argued that although there is currently no binding, universally accepted obligation to provide education for indigenous peoples in their native languages, a binding measure might soon emerge. Additionally, it is argued that the protection of indigenous heritage and cultural diversity requires re-evaluation of the current standards and that the right of native peoples to mother tongue-based education should be strongly endorsed by the international community.

El artículo analiza y plantea algunas reflexiones en torno a las lenguas maternas indígenas, las políticas de revitalización lingüística y sus relaciones con la política lingüística y la educación indígena rural y urbana, en México. El análisis se enmarca dentro de los estudios del bilingüismo y la politología lingüística, campo en el cual se discute el concepto de lengua materna para determinar estatus y alternativas de planificación de la enseñanza, sea como primera lengua o segunda lengua, lengua vehicular, lengua hegemónica de enseñanza o lengua minoritaria; las reflexiones abordan las implicaciones ideológicas en la educación indígena y la política lingüística, en particular sobre la toma decisiones en las escuelas respecto a la enseñanza (adquisición) y la revitalización de las lenguas indígenas.
The article analyzes and proposes some reflections about indigenous mother tongue and linguistic revitalization policies, their relations with language policy and rural and urban indigenous education in Mexico. The analysis is framed within the studies of bilingualism and linguistic politology, a field in which the concept of mother tongue is discussed to determine status and planning alternatives for teaching, whether as first language or second language, vehicular language, hegemonic language, or teaching  minority language; the reflections deal with the ideological implications in indigenous education and language policy, in particular on decision-making in schools regarding the teaching (acquisition) and revitalization of indigenous languages.

This paper discusses the special interest the Third Reich ideologues had for Germanic minority languages. In particular, the situation in Friesland, Flanders and Brittany is addressed. Moreover, it is made clear how German linguists from that period tried to annex Wallonia as an original Germanic area. Finally, the consequences of this cooperation with the Nazi occupier for the post-war discussions about these minority languages are briefly indicated.

This paper is based on research conducted within LINEE (Languages in a Network of European Excellence), a project co-funded under the 6th framework programme by the European Commission, which investigates aspects of multilingualism and linguistic diversity in Europe. The particular project part this paper is embedded within explores the impact of new migration on officially bi- or trilingual regions in Europe. This refers to Wales in United Kingdom, the autonomous region of Valencia in Spain and the canton of Grisons in Switzerland. The research was conducted by a team of researchers, namely: Prof. Clare Mar-Molinero, Dr. Dick Vigers and Dr. Darren Paffey (Centre for Transnational Studies, University of Southampton); Dr. Verena Tunger (Department of Linguistics, University of Bern) and myself.
Niniejszy artykuł odnosi się do badań przeprowadzonych w ramach obszaru polityki językowej projektu badawczego LINEE (Languages in a Network of European Excellence) współfinansowanego przez 6. Program Ramowy Komisji Europejskiej. Skupia się on na badaniu wpływu „nowej” migracji w dwu- i trzyjęzycznych regionach w Europie. Po rozszerzeniu UE w 2004 roku Wielka Brytania była jednym z niewielu krajów, które nie nałożyły żadnych restrykcji ograniczających swobodny napływ pracowników z nowych krajów członkowskich. To w dużej mierze zwiększyło mobilność siły roboczej, czego efektem był znaczny przepływ pracowników z Polski do różnych części tego kraju. Dotychczasowe ruchy migracyjne skierowane były przede wszystkim do dużych wielojęzycznych miast. Ostatnio w związku z procesami ekonomicznymi i społecznymi takimi jak turystyka czy outsourcing napływ imigrantów zaczął docierać do obszarów peryferyjnych – terenów rolniczych, które do tej pory nie doświadczyły zjawiska imigracji na tak szeroką skalę. Tę tendencję można również zaobserwować na rolniczych obszarach w Walii. Przykładem jest choćby miasteczko Llanelli (ok. 45 000 mieszkańców), do którego w ostatnich latach przybyło około cztery tysiące polskich imigrantów. Tak znaczny napływ imigrantów stanowić może wyzwanie dla instytucji rządowych zajmujących się opieką społeczną, kwestiami imigracji oraz integracji. Jednak sytuacja w Walii charakteryzująca się asymetrią językową z dominującym językiem angielskim i mniejszościowym walijskim, widzianym jako peryferyjny zarówno w oczach władz brytyjskich, jak i imigrantów, wydaje się jeszcze bardziej złożona. Niniejszy artykuł podejmuje próbę zbadania “nowych” wzorów migracji polskich imigrantów na miejskich i rolniczych obszarach Walii w świetle konceptualizacji i implementacji polityki językowej w omawianym regionie. Na podstawie analizy wywiadów jakościowych przeprowadzonych wśród polskich imigrantów w czasie badań terenowych w październiku 2008 r. oraz marcu 2009 r., jak również analizy danych z polskich for internetowych oraz blogów bada on wpływ bieżących tendencji migracyjnych na umiejętności językowe, nabywanie języka, zatrudnienie, jak również nastawienie wobec języka dominującego i mniejszościowego.

Global changes in policies regarding Indigenous people, observed in the last decades, have had a strong impact on language policies in the Americas. They are aimed at increasing protection of Indigenous languages, especially in countries with a higher number and percentage of Native people and Indigenous language speakers (ILS). However, it is argued in the paper that the scope of these policies is often not adapted to changes in spatial distribution of Autochthonous populations, while their effective implementation in many cases seems outright impossible. The first part of the paper sums up an analysis concerning the number and spatial distribution of Indigenous people and ILS in countries and dependent territories of the Americas. The second part shows the evolution of policies towards Indigenous languages in the Americas from the colonial era to our times. The last part studies spatial aspects of the situation of Indigenous languages in Mexico City, based primarily on qualitative data obtained from interviews and observations carried out during field research. The paper concludes: that a clear progress has been made in language policies in the last decades in the analysed region, especially in Latin America; that there is no obvious difference in the implementation of these policies between unitary and federal states; and that, based on the case of Mexico City, the implementation of a relevant language policy may be seriously hindered by such factors as insufficient financing, political disputes, and a deeply embedded discrimination against Indigenous languages.

The history of development and modern forms of functioning of education for indigenous minorities in Alaska reveal trends which appeared in other areas of the Arctic. The systematic activity of education, along with the influence of other state institutions (military, offices), and also the often destructive influence of religious organizations contributed to irreversible changes in the ethnic awareness of indigenous communities. They have resulted in permanent changes in the ethnic identity of peoples inhabiting the Arctic for thousands of years. Initially, education was used by churches in the process of Christianization. Then, education was used to indoctrinate state ideologies (in particular national ones). And although currently various ethnic and national groups in the areas of the High North have opportunities in the sphere of using their own language and protecting their identity, the criteria for social promotion through the education system have remained unchanged. As a consequence, even representatives of large ethnic groups are determined – in their education and life choices. Nowadays, the drama of indigenous minorities living in Alaska and other minorities in the polar regions continues, and we cannot expect it to end in a “constructive” manner. The dilemma of “preserving identity” in the conditions of a multi-ethnic society does not lose its focus. Individuals from indigenous communities usually have to choose between achieving educational and socio-professional success (as part of the dominant majority system) and the attachment to their traditional culture.

O presente estudo busca compreender em que medida o processo de inserção da Língua Tembé na aldeia Sede, da Terra Indígena Alto Rio Guamá (TIARG), impulsionou, entre os Tembé, outros mecanismos políticos por meio dos quais esse povo acionou a memória histórica de contato e os saberes dos mais velhos. Assim, a metodologia pauta-se na pesquisa etnográfica por meio de trabalho de campo e entrevistas abertas, o que nos permitiu maior aproximação das experiências. Ao final, constatou-se que o processo de retomada da língua Tembé está diretamente vinculado aos processos de territorialização dos Tembé, os quais ocorreram por meio de ajuda mútua e solidariedade com os Tembé do Gurupi, bem como pelo incentivo e inserção do ensino da língua indígena Tembé nas escolas, movimentos engendrados como estratégias de autoafirmação da indianidade Tembé e do território Tenetehar.
The present study seeks to understand to what extent the process of insertion of the Tembé language in the main village of the Indigenous Terra Alto Rio Guamá (TIARG), boosted, among the Tembé, other political mechanisms through which these people activated the historical memory of contact and the knowledge of the elders. Thus, the methodology is based on ethnographic research through fieldwork and open interviews, which allowed us to get closer to their experiences. In the end, it was found that the process of retaking the Tembé language is directly linked to the processes of territorialization of the Tembé, which occurred through mutual help and solidarity with the Tembé of the Gurupi, as well as through the encouragement and insertion of language teaching Indigenous Tembé in schools, movements engendered as strategies for self-assertion of the Tembé Indianity and the Tenetehar territory.

We propose a distinction between two onto-metaphysical orientations: one that reduces being to discursive practices, which we call ‘wording the world’; and another that manifests being as co-constitutive of a worlded world, where language is one amongst other inter-woven entities, which we call ‘worlding the world’. Speaking from Indigenous and racialized loci of enunciation, in this article we do not aim to dialectically propose an antithesis to the theses of modernity-coloniality or decoloniality, but to highlight the co-constitution of things in the world by making an ontology that is currently invisible, noticeably absent. We start with a brief outline of a common and arguably unavoidable pattern in scholarship in decolonial studies that tends to conflate knowing and being, inadvertently reproducing the modern-colonial grammar of wording the world that it, dialectically, aims to delink from. We then present a Maori philosophy of language that grounds a completely different relationships between language, knowledge and being to those that can be imagined and experienced within the grammar of modernity. In the final section we explore the implications of this philosophy for the call of decolonizing discourse studies, offering some (im)practical suggestions, given the current context of intelligibility and affective investments in academic settings.

Examining the severely endangered languages of the Ryukyuan Archipelago from a translation studies perspective reveals that song is the only domain where translation is occurring, and that this translation has hardly been researched. This leads to more serious questions that remain understudied, such as how to translate indigenous languages and indigenous nonconformist concepts into the world’s modern dominant languages or how to address all the sociolinguistic issues that accompany those decisions. A song translation studies perspective provides an insightful metric for exploring how translation is taking place in Okinawan music. This study investigates three translation projects, including an archival documentation of song translations from Ryukyuan into Japanese, English subtitles for videos, and singable cover versions of songs translated from Japanese into Ryukyuan. The problems and decisions made in these contexts are documented to foster discussion and to encourage further translation research into indigenous languages.
