This article provides a description of a Nigerian political thinker Claude Ake's and Sierra Leonian philosopher George M. Carew's views concerning the impact of colonial powers on the political and, to a lesser extent, economic - development of a postcolonial African state. According to their opinions, colonial powers are especially responsible for introducing in their African colonies during the period of decolonization such democratic institutions and solutions that were inadequate for multiethnic societies. This did not contributed to the building of democratic, peaceful, and politically and economically stable states in Africa.Ake's and Carew's views are enriched with the opinions of the economic and political Black thinker Arthur W. Lewis from Saint Lucia, who was a Nobel prize laureate in 1979 and earlier an advisor to some of the newly established West African states' governments. Lewis's outlooks seem useful in the analysis of the whole issue. Both Ake and Carew, and Lewis suggested their own proposals of changing the concept of majoritarian democracy for the purpose of a multiethnic African state. In the final part of this article the political solutions long existing in plural societies of Switzerland, Cyprus, and Lebanon are shortly presented. Though not implemented in political systems of multiethnic societies of Africa in the period of democratization they could have been useful then.

Reaktywne zapalenie stawów to najnowsza nazwa określająca zapalną, surowiczo-ujemną chorobę stawów, będącą reakcją na różnego rodzaju choroby żołądkowo-jelitowe. Wspomniany syndrom, przedstawiony początkowo przez Hansa Reitera w 1916 roku i równocześnie przez Fiessingera i Leroya, przyjął się w literaturze medycznej jako „choroba Reitera”. W rzeczywistości syndrom został już szczegółowo opisany przez B. Brodiego sto lat wcześniej. Sam Reiter skompromitował się, popełniając zbrodnie medyczne w okresie nazistowskim, za które został skazany w procesie norymberskim. Czy był to plagiat, czy też brak wiedzy? Tak czy inaczej nazwisko Reitera powinno zostać usunięte z nazewnictwa medycznego za prawdopodobne popełnienie plagiatu oraz za zbrodnie medyczne, a palmę pierwszeństwa należy oddać faktycznemu odkrywcy.
Reactive arthritis is the latest and the final name accorded to an inflammatory, sero-negative joint disease, a reaction to various gastrointestinal diseases. Introduced by Hans Reiter in 1916 and parallel by Fiessinger and Leroy, the syndrome was adopted in the medical literature as “Reiters disease”. Reviewing the past however, it shows that the syndrome was in detailed published by B. Brodie a century before. Reiter s name was compromised by his medical crimes during the Nazi and he was convicted in Nuremberg. Was this plagiarism or ignorance? In any event, Reiter s name ought to be removed both for probable plagiarism and for medical crimes and credit should be accorded to the first describer.

This paper aims at investigating the determinants of tourism demand in Greece over eight years (2004-2011). Tourism is the main industry of Greece as its share in the Greek economy varies from 15% to 20% of GDP whether measured directly or indirectly respectively. We opted for a macroeconometric approach and, in particular, building on the existing literature we used panel data estimation techniques with disaggregated data on the country (or area) of origin combined with macroeconomic aggregates, indicators and (relative) price indices. The specific econometric techniques used take into account both the statistical properties of variables and the differences between the various cross sections. The main conclusion of the paper is that the macroeconometric panel data approach to explaining tourist receipts provides a rather satisfactory model fit, with explanatory variables explaining a significant part of the variability of the dependent variable. Our findings also suggest that certain policy directions identified by Greek governments (both in the present and past), such as enhancing competitiveness and the outward orientation of the economy, may indeed affect positively the prospects of the Greek tourism sector.

The period stretching from 1974 till now has been characterized as the most stable period of the political and administrative history of Greece. However, the appropriate organizational culture which can contribute to the creation of a strategic vision for Greek public administration has not yet been shaped. Therefore, the public sector is not efficient and productive. On the contrary, bureaucratic pathogenies are particularly prevalent. These pathogenies have been rendered even more intense during the economic crisis and the recent pandemic. It is necessary that the modern culture of public administration be focused on effective cooperation, the satisfaction of both citizens and administrative executives’ expectations, respect for the individuality and development of public sector executives, the enhancement of public services’ good reputation, assessment, communication and finally the implementation of the principles of ethics, integrity and legitimacy. The culture of a modern public administration should be based on the principles of new public management and electronic government. This article is based on the study of secondary sources, more specifically institutional texts, international and national organizations’ reports, studies, historical texts, as well as civil servants’ views. The conclusions are particularly significant and can spark off the change of the organizational culture in public administration.

Tekst poświęcony jest dziewiętnastowiecznej przestrzeni Londynu oraz nierównościom społecznym widzianym w świetle sensacyjnej, taniej powieści zeszytowej The Mysteries of London. Popularne dzieło stanowiło nie tylko produkt rodzącej się kultury masowej, ale i ciekawy dokument społeczny. Jego autor ukazał w nim radykalną diagnozę istniejących nierówności, całość zaś przyoblekł w niejednoznaczny garnitur powieści grozy.

Background. Given the current available evidence, surgical treatment of radial head fracture with acute resection is controversial. The aim of this study was to determine whether acute resection of the radial head for a radial head fracture leads to longitudinal forearm instability due to a missed Essex-Lopresti injury. Material and methods. A retrospective review was conducted of radial head resections performed for acute radial head fractures at two Level I trauma centers from 2000 to 2018. A total of 11 patients met inclusion criteria. Our primary outcome was a missed Essex-Lopresti injury at time of final clinical follow-up. Long-term telephone follow-up was attempted for QuickDASH, pain scores, and satisfaction scores. Results. Of the 11 radial head fractures in this study, intraoperative radial pull tests were performed and normal in 6 patients. No patient was found to have a missed Essex-Lopresti injury at a mean of 36.2 months’ clinical follow-up after radial head resection. At a mean telephone follow-up of 12.6 years in available patients, mean QuickDASH was 3.4, mean satisfaction was 9.75 out of 10, and no further complication or reoperation was reported. Conclusion. Our findings challenge the dogma that the radial head cannot be safely excised in the setting of acute fracture, even with elbow instability and/or wrist pain, particularly when intraoperative longitudinal stability is assessed by a stress maneuver.

Isotopic and palaeomagnetic studies were carried out in the central part of King George Island. Selected mafic to intermediate igneous rocks were sampled for this purpose. Single-grain U-Pb dating of zircons from basalts to dacites was controlled by a whole rock 40Ar-39Ar data and the magnetostratigraphy. Five magmatic activity phases were distinguished in the SE coast of King George Island. The oldest, late Cretaceous (Campanian) phase represented by basalts of the Uchatka Point Formation are followed by the early to middle Eocene (~53–43 Ma) phase documented by the lava flows whose ages decrease from SW to NE. Next younger magmatic activity phases were recorded by the lava flows or vertical intrusions emplaced in the late Eocene (~37–35 Ma), late Oligocene (~~28-25 Ma) and late Pliocene to Holocene. The early to middle Eocene magmatic activity phase was the most extensive, producing the largest volume of magma in the study area. The new age determinations allow a more precise and credible stratigraphic correlation of the interbeds of sedimentary rocks observed in some places within the magmatic succession. The glacial provenance of the Herv' Cove diamictite is not obvious. It might represent a mountain river environment. Intense volcanic activity could be additional factor modelling the climate conditions of Antarctica in Paleogene

Volcanic rocks from the Lions Rump area, which are the basement for a sequence of glaciomarine sediments of the Polonez Cove Formation, and lava flows from the Turret Point–Three Sisters Point area were sampled for thermogeochronological and palaeomagnetic investigations. Generally, andesitic lavas from King George Bay area consist mainly of clinopyroxene (Ti-augite) orthopyroxene (hyperstene) and plagioclase phenocrysts. The groundmass comprises mostly plagioclase laths, clinopyroxene, titanomagnetite and rare orthopyroxene crystals. However, the modal content, size, shape and distribution of phenocrysts are variable and specific for each sample. The Ar-Ar plateaus ages calculated for lavas from the Lions Rump area are very homogenous and point to middle Eocene age (Lutetian, ~44.5 Ma). The similar and consistent ages for volcanic basement for that area excluded the thesis about separate tectonic evolution of the Warszawa and Kraków blocks at least since the middle Eocene. The lavas from Turret Point and Three Sister Point are younger and were emplaced during the late Eocene (Bartonian/Priabonian: 37.3 š0.4 Ma and Priabonian: 35.35 š0.15 Ma, respectively). The results of isotopic investigations are consistent with magnetic polarities of the rocks indicating that the samples from the Lions Rump area are coeval with the lower part of the C20 polarity chron whereas the sample from Turret Point can be correlated with the upper part of the C17 polarity chron
