This article analyses the parliamentary elections held in the Republic of Moldova in 2021, as a result of which the right-wing party, formerly in opposition, won, and was able to form its own single-party government with a parliamentary majority, which has not happened in Moldova exactly 20 years – since 2001. In this article the basic positions of the “left” and “right” political camps in the Republic of Moldova before the elections are analysed; as well as the mechanics of the electoral campaign and the voting process in different socio-geographical profiles. In 2021 The Republic of Moldova, for the first time in many years, faced the phenomenon of “overturning elections”; understanding the mechanics of which contributes to the development of a much better political and electoral process in general. At the same time, despite the special nature of the 2021 elections, the electoral political process in the Republic of Moldova continues to show several fixed tendencies, such as the geographical polarization of Moldovan voters residing in the EU or Russia, and the overall objective decrease of interest in the electoral process in general, regardless of the degree of the political and social representation of the political parties represented in the elections.

The paper presents changes in foreign links of the Republic of Moldova in the field of trade balance (import and export of goods) and capital ties in the form of foreign direct investment. The focus was not only on the value of turnover but also on its branch structure and geographical directions. The most important determinants forming these relationships, in particular, the natural, historical, political, and institutional ones have also been presented. The collected data show the changes that have taken place during Moldova’s independence, with the starting point being 1991, the year in which Moldova regained independence. In this way the directions of economic integration of the country could be demonstrated.

The article aims to present the essence of the development of tourism in the Republic of Moldova. It draws attention to the attractiveness of tourism in the context of the development of the region and the social-cultural values of the country’s rural areas. The article makes use of the database of the World Tourism Organisation, the National Bureau of Statistics of the Republic of Moldova and information collected during study visits to the staff of the Association of Tourism Development in Moldova (in Kishinev, the capital city of Moldova, in June and July 2016). Moldova is a small country with a lot of tourist attractions. There are over 15,000 anthropogenic attractions for tourists and over 300 nature areas. In 2014, 96,000 tourists visited Moldova (7.5% more than in the preceding year), generating $226 million in revenues. There were seven providers of tourist services in 2005, and there were already 26 in 2015. The author was a co-founder of four agritourism clusters in Moldova developed within an international project.

In 2009, the Republic of Moldova created an alternative to the communist leadership. In 2013, the Alliance for European Integration was replaced by the Alliance for Pro-European Governance, which secured two issues: the signing of the Association Agreement between the Republic of Moldova and the European Union, and the interests of local oligarchs. After the parliamentary elections in 2014, as an alternative to the increasingly powerful Igor Dodon’s Party of Socialists, another coalition, the Political Alliance for European Moldova was created and ‘sealed’ by embezzling $ 1 billion from Moldovan banks (12.5% of GDP). The coalition formed in January 2015, was replaced by the re-launched Alliance for European Integration, and then by another coalition without a definite name in January 2016. This extremely expanded political activity is a backdrop for the façade of democracy and the subsequent parliamentary elections scheduled for 2018. The pro-European coalitions in the Republic of Moldova discredited themselves in front of the society as strongly as their predecessors (the communists), causing a state of general disintegration.

Media and Information Literacy (MIL) is a relatively new field. It is a response to the growing concern around the world to the increasingly complex media and information landscape, the changes in the way information is delivered by the media and consumed by people. This paper focuses on MIL actions taken by IREX Europe in the Republic of Moldova. IREX Europe is a non-profit, non-governmental organization based in Lyon, France, working to improve education, strengthen independent media, reduce conflict, and support democracy and human rights. Its project in Moldova – ‘Strengthening Independent Media and Media Literacy' is a four- year project focusing on supporting independent media; Empower citizens to engage with new media technologies, traditional media, and journalists by developing and expanding media literacy and media corners in libraries across Moldova; and strengthen links between the media and their communities through open discussion platforms gathering journalists, civil society organizations, and local audiences.

The paper outlines the current trends of labour migration in both the European Union and in the Republic of Moldova; analyzes the genesis and essence of migration policies within the EU in the modern period; identifies the underlying problems of integration faced by Moldovan labour migrants in the hosting societies; and investigates issues related to the repatriation and reintegration of Moldovan labourers from the EU to their home country.

Agriculture and development of rural areas are important sectors of Polish-Moldovan cooperation and development aid. Importantly, both of them constitute structural problems, similar to those which faced agriculture in Poland in the 1990s. Through Polish aid and development cooperation, various measures are initiated which increase the competitiveness of Moldovan agricultural production, improve sanitary and phytosanitary conditions, bring technological innovations in agricultural farms, ensure modernization of rural infrastructure, providing support to small and medium-sized entrepreneurs, cooperatives, and agricultural consultants, along with professional activation of the Republic’s residents.

The diversity of economic-financial instruments for environmental protection requires that they be systematized according to certain common criteria, whether they belong to the fiscal, commercial or customs field, or whether they are applied by various categories of subjects or are provided for in the content of one and the same legislative act. The present article comes with a distinct systematization, gives a consecutiveness that also ensures an efficiency in interpretation, understanding and application by the responsible environmental authorities, but also by those that carry out the control of economic activity.
Różnorodność instrumentów ekonomiczno-finansowych ochrony środowiska wymaga ich usystematyzowania według pewnych wspólnych kryteriów, niezależnie od tego, czy należą do dziedziny fiskalnej, handlowej czy celnej, czy też są stosowane przez różne kategorie podmiotów lub są przewidziane w treści jednego i tego samego aktu prawnego. Niniejszy artykuł charakteryzuje się wyraźną systematyzacją, nadaje ciągłość, która zapewnia także skuteczność w interpretacji, zrozumieniu i stosowaniu przez odpowiedzialne organy ochrony środowiska, ale także te, które sprawują kontrolę działalności gospodarczej.

The article presents an overview of the use of geomagnetic method in the prehistoric studies in the Republic of Moldova. Information on 34 surveys has been compiled in order to reveal both the scientific results of geophysical prospection and the perspectives for future work. As a result, the doubtless importance of geophysics for settlement studies is underlined, providing striking insights into settlement layouts from the early Neolithic to the Copper Age.

Moldova is an Eastern European country which is undertaking efforts to democratize and Europeanize its political and legal systems, but is doing so in a chaotic and inconsistent manner, which reflects the current political situation. One of the fields of political tensions is local government. The aims of the following paper are twofold: firstly, to describe the consecutive stages of the development of local government in Moldova; and, secondly, to describe the current model of Moldovan local government and its main problems.
Mołdawia jest państwem, które z jednej strony podejmuje wysiłki zmierzające ku demokratyzacji i europeizacji jej systemu politycznego i prawnego, z drugiej - działania te są chaotyczne, brak im konsekwencji i są uwarunkowane bieżącą sytuacją polityczną. Jednym z obszarów podlegających takim politycznym przesileniom jest samorząd terytorialny. Cele artykułu są dwojakie: po pierwsze, pe- riodyzacja i charakterystyka kolejnych etapów kształtowania się modelu samorządu lokalnego w Mołdawii, po drugie - charakterystyka aktualnie obowiązujących rozwiązań i wskazanie podstawowych problemów istotnie wpływających na jego funkcjonowanie.

Much research has been aimed at resolving such issues as the quality of financial reporting and harmonization of report preparation methodology. In this regard, the objective is to identify a number of problems in the accounting system of the Republic of Moldova, which reduce the usefulness of small business financial reports, and develop practical recommendations to improve the quality of the financial reporting information content. The research has been conducted using both the general scientific and special methods, i.e., system approach, comparison and content analysis, synthesis, modeling. The main methods, on the basis of which the research algorithm has been constructed, entail content analysis and comparison. A conceptual analysis of the accounting and reporting system’s regulatory provisions and legal framework has been carried out; individual accounting methodology terms have been conceptually interpreted; a conceptual assessment ‘Changes in Equity Statement’ information perimeter and its usefulness has been conducted. The research is of scientific significance in terms of improving the conceptual apparatus and determining the development prospects for the national accounting system. The proposed changes in the regulatory and legal framework of the RM accounting system, as well as the recommended reconstruction of the Changes in Equity Statement are of practical importance. The study show a perspective on eliminating the ambiguity and paralogism in the conceptual apparatus of the national accounting system. It also presents a viewpoint on the modeling of financial reporting and the formation of optimal parameters for the quality and informativeness thereof.
