Przestrzeń publiczna do niedawna traktowana jako „państwowa”, tzn. dla większości „niczyja”, w okresie przemian ustrojowych nabrała istotnego znaczenia. Stała się areną starć pomiędzy różnego rodzaju „graczami”. W walce o przestrzeń publiczną ścierają się interesy między innymi władz samorządowych, prywatnych inwestorów i mieszkańców. Inwestycje w przestrzeni publicznej sprawiają, że w ciągu ostatnich lat podlega ona dynamicznym przemianom. Kto ostatecznie decyduje o wyglądzie przestrzeni publicznych i funkcjach, jakie one pełnią? Czy zawsze są one zgodne z oczekiwaniami odbiorców? W pierwszej części opracowania przytoczono definicje przestrzeni publicznej oraz omówiono problematykę przestrzeni semipublicznych. W drugiej części pracy skupiono się na omówieniu głównych „graczy” o przestrzeń publiczną miast, przedstawiono motywy ich działania oraz preferencje w gospodarowaniu przestrzenią, a także przedstawiono przykłady przemian przestrzeni publicznej miast będące często wynikiem gry interesów.
Public space has been considered as “state”, i.e. “no-one’s” until recently, but it has become more and more important during the transition. Public space transformed to an arena where different types of “players” are encountering each other. In the battle for public space there are visible interests of inter alia self-governments, private investors and city dwellers. Investments in public space causes that it is changing dynamically. Who makes the final decision on the outlook and performance of and functions carried out by public spaces? Is it always in accordance with expectations of users? There are definitions of public space and the concept of semipublic space presented in the first part of the paper. In the second part there is focus on main “players” for public space. Their motives as well as preferences in space management are presented. Finally, some examples of changes in urban public spaces are discussed which are often an effect of a game of interests.

The need to beautify urban public space, and also to exploit its functional and spacial potential, as part of the process of adapting cities to modern social and civilizational realities, stimulates the appearance of new solutions and methods for its creation. The popularity of the idea of the „compact city” as a counterbalance to the phenomenon of „urban sprawl” results in public space developing in many regards in the direction of verticalness.

Zarząd Komunikacji Miejskiej w Gdyni jest jednostką gminy Gdynia, odpowiedzialną za organizację usług miejskiego transportu zbiorowego w tym mieście i sześciu sąsiednich gminach. W historii dwudziestu lat ZKM można wyodrębnić trzy etapy. W pierwszym etapie wprowadzono konkurencję w przewozach. W obsłudze komunikacyjnej pojawili się, poza przewoźnikiem gminnym, przewoźnicy państwowi i prywatni. Ofertę przewozową zaczęto projektować na podstawie kompleksowych badań marketingowych popytu, preferencji i zachowań komunikacyjnych mieszkańców. Odczuwalnie poprawił się standard usług przewozowych. W drugim etapie przystąpiono do zwiększania efektywności ekonomicznej obsługi komunikacyjnej. Oddzielono pod względem organizacyjno-prawnym trolejbusy od autobusów, zwiększono udział przewoźników prywatnych oraz zmuszono autobusowych przewoźników gminnych do udziału w przetargach. Osiągnięto najwyższy w historii ZKM wskaźnik pokrycia kosztów przychodami z usług na poziomie 73%. W trzecim etapie zrealizowano innowacyjne projekty, przede wszystkim w transporcie trolejbusowym. Innowacjami objęto także wyposażenie pojazdów, dystrybucję biletów i promocję usług. Uruchomiono tramwaje wodne na półwysep Helski. Na etapie tym, pod wpływem uwarunkowań formalno-prawnych i społeczno-politycznych, zrezygnowano z uczestnictwa przewoźników gminnych w przetargach, powierzając im świadczenie usług. Dwudziestolecie ZKM stanowi przesłankę do przeprowadzenia analizy SWOT tej jednostki, identyfikacji jej sukcesów i porażek oraz określenia planów na przyszłość. Plany te dotyczą m.in. rozszerzenia systemu biletu elektronicznego, wprowadzenia elektronicznego sterowania ruchem pojazdów oraz integracji transportu zbiorowego na obszarze całej Metropolii Zatoki Gdańskiej.
Urban Public Transport Authority in Gdynia (ZKM) is an administrative unit of Gdynia's municipality which organizes services of public transport in Gdynia and six neighboring municipalities. Three stages can be distinguished during the period of twenty years of its functioning. At the first stage the competition in operation was introduced. Besides the municipal operator other state and private operators were introduced to the transport service. Transportation offer was designed on the basis of complex marketing research of consumer demand, preferences and transport behavior of the inhabitants. The quality of transport service has been significantly raised. At the second stage the economic efficiency of transport service was increased. Buses and trolleybuses were separated with regard to economic and legal conditionings, the participation of private operators was augmented and the municipal bus operators were made to tender for a contract. The highest ratio of expenses incomes from services during the history of the Urban Public Transport Authority in Gdynia was accomplished with 73%. The third stage characterizes with the realization of innovative projects, most of all in trolleybus transport. The endowing of the vehicles, the distribution of tickets and the promotion of services were also covered with innovations. The water tram to the Hel Peninsula has been launched. At this stage, because of the economic, legal, political and social conditions the participation of the municipal operators in tenders has been cancelled as they were contracted with public transport services. The twentieth anniversary of the Urban Public Transport Authority in Gdynia constitutes a premise to conduct a SWOT analysis of the entity in order to identify its successes and failures and to determine the future plans refrerring to the expansion of the electronic ticket system, the introduction of electronic control of the vehicle motion as well as the integration of the public transport in the area of the entire Gdańsk Bay.

The article presents an analysis of the urban transport system solutions in Rzeszów in terms of its optimization and implementation of new solutions. In the analvsis the current traffic and communication solutions were taken inio account, i.e. the network of the existing roads, road marking, traffic control and public transport traffic. In addition, the possibility of applying innovative solutions to the urban transport - ground monorail train was laken into account. The reason for the analysis is constantly increasing volume of traffic in the city, which causes the neccssity to implement new innovative solutions for transport and public transport. At present in Rzeszów the transport system is based on the bus service, most urban and suburban lines are supported bv Urban Transport Company. In addition. some suburban lines are served bv private carriers and Shuttle Service Companv, which is also transport provided by buses. Therefore, if possible, the new transport solutions should not burden the existing system of public roads and ensure smooth movement of passengers regardless of vehicle transport. All kinds of overground or underground urban railway types, including monorail train transportation, are examples of such solutions. Rzeszow City is considering the introduction of such a railway within the framework of the development of transport infrastructure. The article also presents an analysis of the possibility of building a monorail train in terms of technological, architectural and urban solutions. Described are also planned solutions of the monorail train routes from the point of view of connection of the most important areas in the city at the first stage of the investment.

This article deals with the notion of meme from the general, web and architectural point of view. The history of the creation and the process of further transformation of the term meme, which gradually penetrated from the initial genetic environment into the environment of media and technologies, is described. The disagreements are mentioned both in the interpretation of the concept of a meme and in the definition of a meme as a certain useful or harmful element of culture. By comparing the Internet meme and its main properties with the architectural meme, the characteristics of the last one are indicated.

The paper deals with the chosen issues related to modelling, giving prognosis and controlling maintenance process of a certain class of the technical objects being realized in a complex maintenance system. Supporting a decision maker in the decision making process related to the analysed maintenance system is to forecast behaviour of the maintenance system and evaluate influence of the chosen decision making variants on the maintenance process course. The object of the investigation, being the basis to illustrate the considerations presented herein, is an urban bus maintenance system in a selected urban agglomeration. The purpose of the paper is to present a possibility to use the Markov 's model of the technical object maintenance process to preliminarily forecast the maintenance system state after changing the model input parameter values. The change of the model input parameter values may simulate influence of the internal and external factors on the system behaviour. The presented method to model and forecast a maintenance system due to the assumed generalization degree of the description and the system approach to the problem may be used to forecast and analyse a maintenance process being carried out in other maintenance systems than the one in an urban bus transport system.

Images constituting the world of Google Street View most frequently represent order in urban public space. We use this application for directions and trip planning. But we can also look at Street View images differently. The author of the article analyzes creepypasta stories (anonymous short scary online legends posted on various message boards) that are happening in the visual world created by Google. The main objective is to describe elements creating the aesthetics of anxiety and strategies used to construct the experience of the uncanny in the world of Street View.

The present article discusses economic issues related to the design of optimal regulatory contracts on the example of the urban public transport industry. It highlights the importance of the design of efficient regulatory contracts in the context of changes facing the urban transportation industry in the European Union. Furthermore, it provides an overview of the main issues put forward in economic literature related to the design of regulatory contracts. It discusses several problems relevant in this context such as informational asymmetries, transaction costs, and regulatory capture. It also comments on a selection of views presented in economic literature dealing with these issues. Finally, the article presents the regulatory framework, contractual practices and characteristics of the French urban public transport industry. France is well known for its long standing tradition of contracting between the State and the private sector in transportation. The analysis of the French example may help to prove useful insights in this regard.
Cet article s’intéresse à la question de la conception de contrats réglementaires optimaux d’un point de vue économique dans le cadre du transport public urbain. Il met en évidence le fait qu’il est important de concevoir des contrats réglementaires efficaces dans le contexte des changements qui ont lieu actuellement dans le secteur du transport urbain dans l'Union Européenne. En outre, l’article fourni un aperçu des principales questions mises en avant dans la littérature économique liée à la conception des contrats réglementaires. Il discute des problèmes qui peuvent survenir dans ce contexte, telles que les asymétries d'information, les coûts de transaction, et la capture réglementaire. Il présente et critique également des arguments avancés dans la littérature économique qui traite ces questions. Enfin, l'article présente le cadre réglementaire, les pratiques contractuelles et les caractéristiques de l'industrie du transport public urbain en France. La France est bien connue pour sa tradition de relations contractuelles entre l'Etat et le secteur privé dans le secteur du transport. L'exemple du transport public urbain en France peut fournir des renseignements utiles à cet égard.

Some basic informations describing a historical development of the trolleybus public transport have been shown in the paper. Some advantages and disadvantages of this mean of the public transport have been presented. Development phases and a stage of the popularity of the trolleybus transport in the world and in Poland have been described. Some perspectives of the trolleybus public transport as an effective and ecological mean of transport have been evaluated, mainly for small and medium towns, have been discussed.

Miasta borykają się z wieloma trudnościami, również w zakresie transportu. Ich generatorem jest przede wszystkim wzrost wskaźnika motoryzacji. Chcąc przeciwdziałać problemom, samorządy podejmują starania, dzięki którym miejska komunikacja publiczna ma stać się konkurencyjna wobec samochodów. Wdrażane są m.in. innowacje technologiczne oraz rozbudowywana jest infrastruktura transportu szynowego (tramwajowa, kolei miejskiej i aglomeracyjnej). Celem pracy jest próba określenia głównych kierunków rozwojowych miejskiej komunikacji publicznej, które mają za zadanie zniwelowanie kwestii problemowych w zakresie transportu. Badanie oparto na analizie literatury – naukowej, branżowej i portali informacyjnych oraz danych statystycznych. Dopełnienie stanowił przegląd przykładów rozwiązań z polskich samorządów miejskich (studium przypadku). Pozwoliło to wykazać ogólne zyski płynące z rozwoju transportu zbiorowego. Miejska komunikacja publiczna posiada większą zdolność przewozową niż samochody osobowe, dzięki czemu jest bardziej efektywna. Wpływa to na zminimalizowanie zjawiska kongestii transportowej oraz emisję zanieczyszczeń i hałasu. Zmniejszenie liczby aut także poprawić może bezpieczeństwo na drogach oraz spowoduje mniejszą eksploatację infrastruktury drogowej.
Cities face many difficulties, particularly with regard to transport. Their source is above all a rise in the rate of motorization. In order to counteract the problems, local governments undertake efforts to make public transport competitive in relation to cars. They are implemented, among others technological innovations and the rail transport infrastructure (tram, city and agglomeration railway) is being developed. The aim of the work was an attempt to determine the main directions of development of urban public transport, which are designed to eliminate problematic issues in the field of transport. The study was based on analysis of the literature – scientific, industry and information portals together with statistical data. It was completed with a review of examples of Polish municipal government solutions (case study). As a result, the overall benefits of the development of public transport have been demonstrated. Urban transit capacity exceeds that of passenger cars, making it more efficient. This contributes to the minimization of traffic congestion and emissions of pollutants and noise. Reducing the numer of cars can also increase road safety and reduce the use of road infrastructure.

The organization and management of public transportation is one of the most important responsibilities of local authorities. In view of the dynamically changing conditions of modern cities’ transportation policies, actions in this area pose a challenge, involving the standardization of transportation and its adjustment to the transportation needs and expectations of residents not only of individual cities, but of entire metropolitan areas. One of the ways to tailor transportation to the needs of residents is to continuously coordinate on the basis of diagnosis and analysis of residents’ demands. Public transportation passenger councils provide a forum for exchanging views on this issue. In Poland, only the authorities of Warsaw have thus far decided to establish such a body.

Artykuł przedstawia również wyniki badań ankietowych, których celem było poznanie częstotliwości korzystania z miejskiego transportu zbiorowego przez mieszkańców Opola oraz wpływu statusu społeczno-zawodowego na wybór środka transportu przy realizacji podróży miejskich. Autorka wskazała także przyczyny wyboru oraz rezygnacji z usług miejskiego transportu zbiorowego przez mieszkańców Opolu.
This article describes the characteristics of urban public transport and indicates the changes in ways of making urban trips in Polish cities, with taking into consideration especially Opole. The article also presents the results of survey research, which aim was to get to know frequency of using the urban public transport by Opole inhabitants as well as impact of social-work status on choosing the mean of transport in urban trips. The author pointed out the reasons of resigning from and motives of choosing urban public transport by Opole inhabitants.

Nekropolie i ich lokalizacja w środowisku były przedmiotem tradycyjnych studiów z zakresu geografii religii, jak również badań nad krajobrazem kulturowym. Pojawił się nawet postulat rozwijania dyscypliny szczegółowej - nekrogeografu, zajmującej się m.in. zmianami morfologii krajobrazu cmentarzy. Humanistyczną interpretacją przestrzeni kultury, której składnikiem są nekropolie, zajął się J. Kaczmarek. Według niego „nekropolie są przestrzenią kultury życia”, pozwalającą zachować pamięć o zmarłych w życiu społeczeństwa. Jednakże obok nekropolii we współczesnej przestrzeni kulturowej powstają nowe miejsca pamięci o zmarłych - i pojawia się problem upamiętnienia miejsc związanych ze śmiercią. Układ tych miejsc w przestrzeni publicznej miasta można określić mianem tanatotopologii pamięci. Etymologia tego określenia wywodzi się od greckich słów: thanatos (oznaczającego w mitologii greckiej boga śmierci), topos (oznaczającego miejsce) i logos (oznaczającego naukę). Koncepcja topologii pamięci została zastosowana przez M. Cranga i P.S. Travlou do przedstawienia relacji pomiędzy czasem, miejscem i pamięcią w opisach literackich miast, m.in. spojrzeniu na Ateny przez Flauberta. Określenie to nawiązuje też do rozważań J. Kaczmarka o kontinuum ontologicznym miejsca, w którym wyróżnia on kategorię topologii bycia. Jej zadaniem - według przywołanego autora -jest „określenie istoty miejsca i odkrywanie prawideł pozwalających zrozumieć wydarzanie się miejsca w życiu jednostki, grupy, społeczeństwa”. W przestrzeni publicznej polskich miast pojawiło się w XX w. wiele oznakowanych miejsc śmierci. Jedne z nich są wyrazem pamięci zbiorowej o wydarzeniach historycznych, inne - wyrazem chęci upamiętnienia miejsca śmierci bliskiej osoby przez krąg najbliższej rodziny lub przyjaciół. Celem niniejszego opracowania jest charakterystyka upamiętnionych miejsc śmierci w przestrzeni publicznej Poznania.
The aim of the study is to characterise the distribution of some places of sudden death in Poznań, especially those commemorating victims of road accidents and casualties of historical events (e.g. the period of the Nazi occupation, the social protests of 1956, and the martial-law period). There is also a survey of some conceptions of cultural geography and associated disciplines dealing with such places.
