Opis:: Due to the complexity of planning processes, as well as the desire to satisfy stakeholders and entities involved in spatial development and planning procedures, there is a clear need to create a platform for managing spatial development planning information. The aim of this paper is to present a project and pilot version of an urban platform (spatial planning geoportal), which is intended to be a solution used for the creation, analysis, and presentation of spatial data related to spatial planning. To implement the concept of the geoportal, one of the models used in systems and software engineering known as incremental execution was used, together with the language for documenting phases of an IT project – the Unified Modeling Language (UML). The concept includes a formal description of the geoportal functionalities using UML as well as the perspective of solution users and stakeholders. This paper also shows the functionality of the pilot version of the geoportal, which refers to spatial planning at the local level and local spatial development. The spatial planning geoportal presented in this paper adheres to the reform of spatial planning and is intended to help in conducting spatial policy, both at the local and central level. Establishment of the spatial planning geoportal may contribute to increasing the efficiency and quality of the spatial planning system in Poland, as well as other areas such as management of local government units, local and regional transport, and regional planning.

Opis:: Creative industries do not make revolutions in city planning but transform the ways of thinking about and practicing urban space development. In the context of Minsk, Belarus, creative industries are a part of the contemporary urban infrastructure transformation that is reestablishing the former Soviet urban space. The aim of this article is to document and analyze the ways that creative industries turn the urban spaces of Minsk into participatory platforms for cultural transformations. The development of these creative industries in Belarus has played a crucial role in transforming urban spaces into new inclusive cities. The distinctive feature of Belarusian creative industries is their embeddedness in the spaces of Soviet cities. Empirically, this text is based on the findings of a qualitative empirical study in the framework of grounded theory. The research seeks to understand the self-narrative and self-identification of the new creative class in Minsk (spring and summer 2018). The respondents were people who are involved in the process of developing creative industries in Belarus.

Opis:: Large scale timber construction has been on the upswing for some time in many European countries. Besides the building cluster, also regions and cities have taken advantage of the ongoing timber boom in their economic and spatial development. In this article the focus is on the South Ostrobothnia region and the city of Seinäjoki in Western Finland, where the potential of the business is quite weakly exploited regardless of favourable preconditions. By studying the key actors of the innovation network we are able to better understand the premises of the local development platform that should aim at boosting timber construction.

Opis:: W ramach udziału w Radzie ds. Mobilności, która jest organem opiniodawczo – doradczym Prezydenta Wrocławia, autor miał sposobność zapoznać się z bieżącymi potrzebami m.in. transportu tramwajowego. W odpowiedzi na to zapotrzebowanie w niniejszym artykule zostały opisane wybrane, względnie łatwe do realizacji postulaty wprowadzenia usprawnień systemowych i punktowych. Niektóre z nich, jak na przykład rozjazdy dużych prędkości czy krzyżownice głęboko-rowkowe, stosowane są za granicą od dziesięcioleci, natomiast inne, jak regulowana krawędź peronowa, mają charakter eksperymentalny. W pracy opisano cechy charakterystyczne wybranych rozwiązań, ich proponowany zakres stosowania oraz spodziewane efekty usprawniające funkcjonowanie transportu tramwajowego w mieście.
Due to the fact that author participate in Council for Mobility which is an advisory body for the President of Wroclaw, the author had a chance to become acquainted with current needs of tramway transportation service. This paper brings proposals of answers to some of the issues that can be handled in relatively easy way. Some of these, as high speed turnouts or turnout crossings equipped with deep grooves are known abroad for decades, some however, as the device for reducing platform gap, are at experimental stage. In the paper characteristic features of chosen solutions are described, their range of use is proposed and expected impact on tram transport functioning is estimated.
