The author presents an analysis of withdrawal of the United Kingdom from the European Union (BREXIT) as well as expected solutions. Legal ways of withdrawal, negotiations, conditions of implementation of procedure set out in Article 50 of the Treaty on European Union are characterized. It is pointed that because of Brexit Poland faces a great challenge, but an effective diplomacy should protect Poland from negative political and economic impacts. An own strategy of functioning in the reformed EU ought to be formulated as soon as possible.

The article deals with the specific location of the Kingdom of Poland/the Vistu-la Land in the structure of the Russian Empire. The conceptual basis for the consideration is postcolonial studies. In the post-colonial perspective, the aforementioned specificity is largely due to the fact that the attempt to unify the Polish province with the rest of the empire, which took place after sup-pressing the anti-Russian national uprising of Poles in 1863-1864, followed the accelerated modernization of the empire. Modernization, which encountered the strength of the Polish resistance and which had to face the phenomenon of Polish civilizational and cultural diversity, contributed greatly to the develop-ment of Russian nationalism. The most popular ideas about Russian colonia-lism focus on the issues related to Russian nationalism and the identity discourse shaping it. The author of the article encourages a broader view and suggests taking into account both the civilizational perspective (the empire as being subject to the influence of the modernization processes) and a more cultural one (the empire as a creation subjected to the influence of the peri-pheral Other). Eventually, the Polish-Russian confrontation will be the result of various processes and phenomena, and not only the consequence of a stere-otypically depicted Russian possessiveness.

Opis:
The article presents the methods of computing the size of urban population in the Kingdom of Poland in the second half of the 16th century. As there are no sources such as censuses the assessments of the population have had to be carried out on the basis of indirect sources, which cannot be precise. The most popular method of computing the size of urban population consists in counting the buildings situated in the town in question, which had been registered in inventory or tax sources. The authors analysing the date of the whole early modern period, especially the 18th-century Austrian registers have come to the conclusion that the value of the conversion factor should be related to the type of buildings. In the case of most Polish towns dominated by wooden buildings the conversion factor should be six people per one house. If we have the information on the number of houses, the calculations of the size of population should be carried out on the basis of the data contained in the land tax collection registers, which register the number of urban mansi and the heads of households of the population composed of craftsmen, tradesmen and landless tenants.

Cities and towns are of greater significance than a mere form of urbanization. They are centres of development and progress, accumulating the potential of industry and culture. The 19th century was the period of a dynamic development of cities and towns in Europe. It also saw flourishing of the middle-class and maturing of their views and system of values. Those processes involved towns on the territory of the Commonwealth of Poland, although on a very limited scale. This was a consequence of the exceptional situation after the Third Partition in 1795. The article analyses the position of towns in the policy of the government of the Kingdom of Poland (1815–1830).

Leaving the European Union by the United Kingdom will cause changes in the Treaty on the European Union as well as in the Treaty on the Functioning of the European Union. These changes are covered by the ordinary legislative procedure which includes the necessity of their ratification by Poland. The Sejm may take a position on Brexit, however it should take into account the role of the Council of Ministers in foreign policy. The result of UK’s withdrawal from the EU will be a considerable number of changes in the Polish legislation. Due to their scope as well as short time constraints, work on these issues should be held parallelly with negotiations on Brexit.

The article presents the main parties (i.e. the Conservative Party, Labor Party, Liberal Democrats and Scottish National Party) results of the 2019 UK general election as well as an analysis of the most important issues (i.e. correct identification of voters’ expectations, simplicity and clarity of the messages, leaders’ personalities) which determined each party success or loss. The author proves that since Brexit was the primary focus of voters, the level of support for particular parties remained dependent on the solutions presented in this issue. This basis explains why the Conservatives in the whole UK and the SNP in Scotland won (and the Labor Party and the Liberal Democrats lost) the battle of Brexit.

The article presents methods of computing the size of the population in the rural areas of the Kingdom of Poland in the second half of the 16th century. As there are no sources such as censuses the assessments of the population have been carried out on the basis of indirect sources, which cannot be precise, such as registers of land taxes of the years 1578–1581; they give information on the number of mansi (a mansus, laneus, a field measurement equal to 16.8 hectares) in a village that belonged or were used by peasants, village headmen, impoverished gentry, innkeepers or were just empty mansi. In addition to that, the tax was supposed to be paid by landless lodgers (with and without cattle), craftsmen, millers, ore miners and representatives of other proto industrial professions. According to a suggestion made by Irena Gieysztorowa the authors compare the data of the tax collection of 1552 (from peasant’s households) with the chronologically closest ones of the 1560s (the land taxes), which allows to regionally differentiate the conversion factor of the number of peasant households in relation to the taxed mansi, representative also of the turn of the 1570s and the 1580s. Moreover, the authors have used the findings of historical demography of the last decades, among other things the conversion factors of the size of households of several groups of rural population. On the basis of the research on the 16th century economy the authors have established the conversion factors of how big was the demand of the farms for permanent hired workforce.

The social class which was the spiritus movens of rapid economic transformation in the lands of the Kingdom of Poland in the nineteenth century was the bourgeoisie. In the public sphere, there is still a strong conviction among contemporary Poles about the moral defects of capitalists, for whom, according to the prevailing stereotypes, only profit was important. The author of this article, to contradict this claim, gives an example of the life and actions of Jan Gottlieb Bloch (1836–1902). The aim of the article is to present the broad economic, social and scientific activity of Bloch as a member of the bourgeoisie of the Kingdom of Poland. The author also points to the need for further research on the work of Jan Bloch, especially in the field of his economic and irenological writing.

During the January Uprising in Kielce region fierce fighting took place. Therefore prison in Kielce, a provincial prison in poviat has become one of the most important places of imprisonment in the Polish Kingdom. In this prison were collected political prisoners from across the southern part of the government of Radom. This text is an attempt to present - on the basis of archival documents and the memories of prisoners - the conditions prevailing at that time in Kielce prison and the impact that the plight of the prisoners have people supervising their stay in prison, especially military chief General Onufry Czengery.
W czasie powstania styczniowego na terenie Kielecczyzny toczyły się zacięte walki. W związku z tym więzienie w Kielcach z prowincjonalnego zakładu karnego w mieście powiatowym stało się jednym z ważniejszych miejsc odosobnienia w Królestwie Polskim. Koncentrowano w nim więźniów z całej południowej części guberni radomskiej. Tekst niniejszy jest próbą przedstawienia – w oparciu o dokumenty archiwalne i relacje więźniów – warunków panujących w tym czasie w kieleckim więzieniu i wpływu, jaki na los więźniów miały osoby nadzorujące ich pobyt w więzieniu, zwłaszcza naczelnik wojenny generał Onufry Czengery.

‘Europe which protects’ is a very important postulate which is presented by politicians, however, it is well known that the full responsibility for the safety and security of the citizens is the domain of each sovereign country. Therefore, international organisations, such as NATO and the EU, associating countries in one, more or less integrated structure, have only a supportive and facilitating role to this highly important process. This basically means that close cooperation between individual countries is a highly important matter in ensuring the vital aim of citizen protection, especially against major threats and hazards, triggered or impacting in the border context. Such cooperation is impossible as long as those nations do not know and understand each other’s systems. Furthermore, in gaining this understanding of the respective systems, the opportunity exists to learn from each other by implementing the best practices of each other’s realities. The article is an effort to contribute to this learning process by comparison of the risk management processes being a part of broader crisis and disaster management systems in the United Kingdom and Poland. The study was conducted by reviewing and analysing formal documentation and guidance as well as selected literature in this respect. Furthermore, the findings are based on many years of the authors’ experience working in these two systems, reinforced by hundreds of discussions with national experts in the field. As supportive input, selected results of a survey on civil emergency planning in Poland are also presented. The two surveyed systems revealed many similarities in the processes in place in both countries. In general, the purpose of their existence is the same, however, in some cases, there are different terms used or they vary slightly due to organisational or administrative reasons. Both adaptations and developments based on the experiences of the other system are possible, and sometimes even recommended.

Since the beginning of David Cameron’s rule in the United Kingdom (2010) Eurosceptic sentiments have intensified, leading to a split in society, a referendum and, finally, Brexit. Germany was for the UK remaining in the EU, but after the referendum Germany announced the EU would negotiate hard to have its conditions met. Germany decided that Brexit provided favorable prospects for enhancing cooperation among the remaining 27 states. The most difficult negotiating items concern financial settlements between London and Brussels (ca. EUR 60 billion), the status of EU citizens employed and residing in the territory of the UK, and the North Ireland-Irish Republic border. The negotiations of a new trade agreement between the EU and the UK are also difficult.

This review article presents the reign of George of Poděbrady, King of Bohemia, from a Silesian perspective, therefore contrary to dominant Bohemocentric option. The author also opposes the historiographic myths created by the Czech researchers, in which George of Poděbrady is nearly adored, without any deeper attempts of critical assessment of his reign. After all, its outcome was tragic and the blame must be put not only on Wrocław, which was the core of the opposition to his rule. The king himself failed to avoid several mistakes – he probably lacked the political horizons of his predecessors from the Luxembourg dynasty of the Bohemian throne.

The author performs an analysis of the Lord’s Prayer by juxtaposing its two versions present in the Polish edition of the Ecumenical Bible. He compares a longer narrative variant edited by St. Matthew the Evangelist (15 verses) with a version shorter almost by a half (9 verses), left by St. Luke the Apostle. He focuses on the word “Heaven” and the expression “Your Kingdom”, finding experimental cosmological references for them. The researcher, based on an etymological observation which states that the word “Akasha” means “heaven” in Hindi, locates the Kingdom in its New Testament sense in space understood as the Bank of Internal Data. The author concludes that the three units – Heaven, Akasha and the Kingdom of Heaven – are the synonyms of the IT space universe, the place of residence of the Most Perfect of the Consciousnesses, the Most Powerful of the “Universe Data Controllers”, namely, as understood by the followers of numerous religions – of God. The lack of cosmological elements in Oratio Dominica in St. Luke’s version substantially impoverishes people’s knowledge of their real place in Space and the existence of parallel worlds they may potentially communicate with by means of an exemplary prayer gifted to Christians by Jesus.
