    Złożony i wielopłaszczyznowy charakter misji, celów i zadań państwa w dziedzinie bezpieczeństwa sprawia, że ich podmiotowym (organizacyjnym) odpowiednikiem powinien być jednolity, kolektywny i uporządkowany zbiór elementów, zdolny do skoordynowanego działania we wszystkich warunkach i okolicznościach funkcjonowania państwa. Zbiór elementów, na którym opisujemy dowolny system, a takim zbiorem może być również państwo, składa się z wielu odrębnych organizacji, które jednak razem wzięte organizacji nie tworzą. A dzieje się to za przyczyną m.in. i tego, że organizacje te, podlegając prawu państwowemu, działają tylko w zakresie swoich właściwości, odrębnie od siebie, a nawet ze sobą „konkurują”, choć na szczęście na ogół współpracują. Nie wytwarzają jednak produktu w myśl jednolitego celu, co sprawia, że nie tworzą razem jakiejś celowej organizacji wyższej natury. Można jednak, ze zbioru różnych podmiotów, jakim jest państwo, wyodrębnić celowo określony układ elementów, który charakteryzować będą występujące między nimi sprzężenia i wzajemne powiązania wyrażające jakieś uporządkowanie, służące realizacji misji z zakresu bezpieczeństwa narodowego. Jest to możliwe przez zapewnienie odpowiedniej koordynacji, która jest rolą organów administracji publicznej. Ta jednak, aby mogła tej roli podołać musi, zgodnie z zasadą jej działania na podstawie prawa i w ramach prawa, posiadać stosowne kompetencje (uprawnienia i obowiązki), które mogą jej przysługiwać na mocy aktów prawa obowiązującego w państwie. Jednak ustalenie owych kompetencji nie będzie z kolei możliwe bez uświadomienia sobie istoty bezpieczeństwa narodowego oraz tworu powołanego w celu jego zapewnienia, tj. systemu bezpieczeństwa narodowego.Celem niniejszego artykułu jest przedstawienie zasadniczych (wybranych)wniosków z dotychczasowych badań autora dotyczących problematyki obecnego stanu i koncepcji zbudowania systemu bezpieczeństwa narodowego RP.
    The complex and multifaceted nature of the mission, goals and tasks of the state in the field of security means that their subjective (organizational) counterpart should be a uniform, collective and orderly set of elements, capable of coordinated action in all conditions and circumstances of the functioning of the state.A set of elements, on which any system is described, such a set can also be a state, consist of many different organizations, which, however, are together. And this happens too important, among others and the fact that these organizations are subject to state law, they cover only within their competence, they differ from each other and even "compete" with each other, although fortunately they cooperate on cooperation. Do not produce the same product in thoughts of a uniform goal, which means that they are not connected together. However, you can use different sets, as it is the state, to deliberately extract a set of systems of elements that is characterized by interrelationships between them and interrelationships expressed by different formulation, configuration of implementation in the field of national security. This is possible thanks to the available coordination, which is the role of public administration. The same, in order to be able to cope with this role, must comply with the principle of action on the basis of law and within the law, have the appropriate competences (rights and obligations), However, these competences will not be possible in turn without realizing the essence of national security and the creation forced in purpose of its use, i.e. the national security system.The purpose of the article is to present the main (selected) reports from previous research on problems related to the current state and design of the constructed national security system of the Republic of Poland.

    The political system of the French Fifth Republic is referred to as “semi-presidentialism”. This is is to indicate its mixed nature – of a system presidential and parliamentary at a time. The Constitution grants broad prerogatives – and assigns serious tasks to both the head of state – le Président de la République – and the chief of government – le Premier ministre. When the prime minister represented the pro-presidential political camp, the head of state gained very serious influence on governing the state and political strategy (first, when the French political scene was dominated by the right – 1958–1981; then by the left – 1981–1986 and 1988–1993; and finally by the right again 1995–1997 and since 2002). As early as during Charles de Gaulle presidency (1958–1969) the idea called domaine reservée came into existence. According to this political concept, the widely interpreted external policies – including foreign affairs and defence were recognised as presidential prerogatives, regardless the of literal construction of legal provisions. Relations within the executive changed radically with the end of political unity. During the so-called cohabitation French political practices were different and they ultimately led to an amendment of the Constitution.

    Opis:
    The Cisadane River, Tangerang City, is one of the most important rivers in Indonesia. This river provides raw water for Municipal Waterworks (PDAM) of the Tangerang City and Soekarno-Hatta International Airport, but the water quality tends to deteriorate due to pollution. The government has made various efforts to manage the river water quality, but no significant resolution was issued yet. The problem is becoming more complicated due to land-use changes that affect the pollutant load. Therefore, more precise, integrated, and comprehensive management is needed. This study used an approach with various methodologies according to the stages of the research, including; qualitative and quantitative analysis, GIS, statistics, risk management, and System Dynamic. The outcome of this research was the development of the policies in river water quality management, specifically land use manage-ment, separation of drainage channels from domestic sewage channels, enhancement of Wastewater Treatment Plant (WWTP) services coverage, as well as reinforcement of institutional and regulatory aspects, especially in funding commitments.

    The introduction of a controlling system by using the potential of internal capabilities could be a determining factor that ensures an increase in a company’s value. The behavioral aspect is also essential when developing such a controlling system. However, the structure of the controlling system in the scientific literature is not fully analyzed, and the importance of the behavioral aspect and its integration into the system as a distinct element is ignored. The aim of the study is to develop a structure of a controlling system oriented towards increasing the company’s value by integrating elements that reflect the behavioral aspect of the system. The results of the study revealed that the controlling environment, including the behavioral aspect, must be the background for any controlling system. Therefore, the subsystem of the controlling environment that reflects the behavioral aspect should be identified as an element of the highest level of the hierarchy of the system that influences the functioning of other subsystems. The following elements can be appropriately assigned to the subsystem of a controlling environment: 1) the principles, 2) the organizational structure, 3) the management style and 4) the philosophy and culture of the organi-zation. Taking into account the fact that strategic and operational controlling are essential types of controlling, the proposed subsystems of a second hierarchy level should be strategic controlling and operational controlling. Subsystems of the object, subject, functions, and process of controlling, as well as the methodological-instrumental subsystem, should be assigned to the third hierarchy level of the controlling system.
    Wprowadzenie systemu controllingu poprzez wykorzystanie potencjału wewnętrznych możliwości mogłoby być czynnikiem decydującym o wzroście wartości przedsiębiorstwa. Aspekt behawioralny jest również istotny w rozwoju takiego systemu controllingu. Jednak jego struktura w literaturze naukowej nie jest w pełni analizowana, a znaczenie aspektu behawioralnego i jego integracji z systemem, jako odrębnego elementu, jest ignorowane. Celem artykułu jest opracowanie struktury systemu controllingu zorientowanego na wzrost wartości przedsiębiorstwa przez integrację elementów odzwierciedlających behawioralny aspekt systemu. Wyniki przeprowadzonego badania wykazały, że środowisko controllingu, w tym aspekt behawioralny, musi stanowić tło dla każdego systemu controllingu. Dlatego podsystem controllingu środowiska, odzwierciedlający aspekt behawioralny, powinien być identyfikowany jako element najwyższego poziomu hierarchii systemu wpływający na funkcjonowanie innych podsystemów. Następujące elementy można odpowiednio przypisać podsystemowi controllingu środowiska: 1) zasady, 2) strukturę organizacyjną, 3) styl zarządzania oraz 4) filozofię i kulturę organizacji. Biorąc pod uwagę fakt, że controlling strategiczny i operacyjny są podstawowymi typami controllingu, proponowane podsystemy drugiego stopnia hierarchii powinny być strategicznym i operacyjnym controllingiem. Podsystemy obiektu, podmiotu, funkcji i procesu controllingu oraz podsystemu metodyczno-instrumentalnego powinny być przypisane trzeciemu hierarchicznemu poziomowi tego systemu.

    Ocena zasobów wiedzy pracowników przedsiębiorstw górniczych została przeprowadzona w oparciu o badania ankietowe dotyczące identyfikacji aspektów środowiskowych i wyznaczenia ryzyka środowiskowego. Wpływy aspektów na środowisko pracownicy ocenili w oparciu o trzy następujące kryteria: częstość występowania, strata w środowisku oraz zasięg oddziaływania. W pracy szczególną uwagę zwrócono na analizę odpowiedzi ankietowanych pracowników dotyczącą aspektów znaczących i ocenę ich wpływu na środowisko.
    This paper presents the evaluation of knowledge of coal mine workers performed on the basis of survey research concerning the identification of environmental aspects, and indication of environmental risk for particular aspects. The impacts of the aspects on environment were assessed by workers on the basis of the following criteria: frequency of occurrence, loss in environment and the impact range. In this paper special attention was paid to the analysis of the respondents’ answers on crucial aspects, and evaluation of their impact on the environment.

    The paper presents some environmental impacts caused by two important factors of physical degradation of the soil, i.e., soil surface sealing/crusting phenomena and soil compaction. It can be concluded that despite numerous literature on the subject as well as the Authors' own data collected in model laboratory and field experiments, it is still difficult to judge to what extent the effects of those two processes are negative for both the soil environment and the plant growth.

    Aktualny stan gospodarki odpadami komunalnymi, regulowanej m.in. Ustawą z dnia 13 września 1996 roku o utrzymaniu czystości i porządku w gminach (Dz. U. Nr 132, poz. 622 z pózn. zm.), spowodował konieczność jego zmian w zakresie prawa, organizacji systemu, finansowania i kontroli.  W dniu 1 stycznia 2011 roku po wejściu w życie nowelizacji powyższej ustawy gminy będą miały prawo przejąć od właścicieli nieruchomości część obowiązków w zakresie gospodarki odpadami komunalnymi. Czy pozwoli to na stworzenie takiego modelu gospodarowania odpadami, który byłby efektywny środowiskowo, ekonomicznie i organizacyjnie? W związku z zawartymi w niej przepisami przejściowymi, nowy system będzie implikowany etapami i zacznie funkcjonować najpóźniej 18 miesięcy po wejściu w życie ustawy. W artykule zostanie przedstawiona etapowość zmian systemu, regulacje prawne oraz przewidywane efekty tych zmian.
    The current status of waste management, including controlled Act of 13 September 1996 to maintain cleanliness and order in municipalities (Journal of Laws No. 132, item. 622 with later. amended.), caused the necessity of changes in law, system organization, financing and control. On 1 January 2011, after the entry into force of amendments to this Act the municipality shall have the right to take over portion of the responsibilities of property owners of municipal waste management. Does it allow for the creation of such a model of waste management that would be environmentally, economically and organizationally effective? In connection with those in the transitional provisions, the new system will be implied in stages and will be operational no later than 18 months after entry into force of this act. The article will be presented stages of changes to the system, legal regulations and the anticipated effects of these changes.

    Artykuł przedstawia analizę bieżącego stanu systemu gospodarki odpadami komunalnymi w województwie śląskim. Badania obejmowały ocenę przygotowania technologicznego w ramach nowych przepisów, które zobowiązują gminę do opracowania i zarządzania systemem gospodarki odpadami komunalnymi. Efektem analiz jest wskazanie potrzeby ciągłego doskonalenia systemu, w tym selektywnej zbiórki jak również efektywnego wykorzystania dostępnych technologii i działań logistycznych pod kątem wzrostu odzysku i recyklingu odpadów komunalnych.
    The paper presents the results of the urban waste system analysis in the present moment in Silesia. The researches were encompassed consideration of technological preparation regarding to new regulations that obligate commune to logistic urban waste system elaboration and management. As a result of analysis is necessity for continuous improvement which involve selective collection and effective usage of available technology considering level of urban waste recycling.

    The article focuses on the issue which literary scholars are – to a large extent – well acquainted with, namely the influence of Johannes Immanuel Volkelt’s considerations presented in his work System der Ästhetik on Roman Witold Ingarden’s philosophy of art. By referring to some selected extracts of the first volume, entitled Grundlegung der Ästhetik, the author tries to prove the importance of the German philosopher’s thought, especially for Ingarden’s concept of appearance. A common belief in the hegemony of Husserlian inspiration in this area is questioned, being further supported by the fact that reference to Husserl’s views evolved in Ingarden’s philosophy.
    Problematyka artykułu skupia się na kwestii przez badaczy literatury w dużej mierze zapoznanej – randze rozważań Johannesa Immanuela Volkelta zawartych na kartach jego dzieła System der Ästhetik dla filozofii sztuki Romana Witolda Ingardena. Przez odniesienie się do wybranych fragmentów tomu pierwszego, zatytułowanego Grundlegung der Ästhetik, autorka stara się dowieść niebagatelnej roli myśli niemieckiego filozofa zwłaszcza dla Ingardenowskiej koncepcji wyglądów. Utarte przekonanie co do hegemonii Husserliańskiej inspiracji w tym zakresie podaje w wątpliwość, popartą ponadto faktem ewoluowania wskazanej koncepcji w ujęciu krakowskiego filozofa.
