The aim of the study is to determine the current position of a Polish prisoner against the international background, with particular emphasis on the description of social and living conditions which are the closest to penitentiary everyday life. The study presents main acts of the international law and analyzes selected case-law of the European Court of Human Rights in determining standards for dealing with persons deprived of freedom, as well as the activities of international and national preventive mechanisms, in particular the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) and the Ombudsman.

Opis:
Professional and family roles are one of the basic and most important roles performed by adults. Transformations of modern organisations and families show that these two types of social groups are closely related. Work allows people to acquire material resources that are necessary to meet family needs and determine its social status. This study is of qualitative nature. Its main goal is to identify the factors that limit professional activation of mothers and those that limit implementation of the right of fathers to engage in the family life related to the difficulties encountered in reconciling professional and family roles. The attempt to identify these factors was carried out at the level of individual parent strategies, organisation practices, and at the level of implemented social policy, taking into account employers' organisations and trade union opinions.

The article aims to analyze the socio-economic impact of the governmental support program “Family 500+”. This program consists in paying monthly benefits to parents bringing up children. In this way, it influences the growth of private consumption and contributes to the stimulation of the economic growth. However, the main goal of the program is to improve the fertility rate and social conditions of large families. In particular, the elimination of the phenomenon of extreme poverty. The article will attempt to answer the question to what extent the main objectives of the program have so far been implemented. In addition, possible changes to the design of the program will be considered so that it can meet its objectives more effectively.

Artykuł powstał w związku z prowadzonymi przygotowaniami do budowy kompleksu górniczo-energetycznego opartego na zasobach złoża węgla brunatnego Gubin w województwie lubuskim. Projektowana kopalnia odkrywkowa obejmie swym zasiegiem tereny gmin Gubin i Brody. Ważna dla krajowego systemu energetycznego inwestycja, uwzgledniona w strategicznych dokumentach rządowych, budzi wiele kontrowersji wśród społeczności lokalnej. Teren nad złożem, który w około 50-letnim okresie funkcjonowania kopalni bedzie sukcesywnie zajmowany przez przemieszczające sie wyrobisko i zwałowisko nadkładu, obejmuje powierzchnie około 8,5 tys. ha. W wyniku działalnooci kopalni tereny te zmienił całkowicie swoje dotychczasową funkcje. W artykule, opartym na ogólnie dostepnych źródłach, przedstawiono analizę warunków społeczno-gospodarczych panujących obecnie na terenach planowanej kopalni. Dla porównania wyniki przedstawiono na tle województwa lubuskiego i kraju. Uwzgledniono wskaźniki demograficzne, w tym: ilość mieszkanców, gęstością zaludnienia, wiek, migracje. W części dotyczącej sytuacji gospodarczej przeanalizowano: przychody ludnooci i ich źródła, wskaźniki bezrobocia. Przedstawiono charakterystyke podmiotów gospodarczych oraz dochody gmin. Zinwentaryzowano stan zagospodarowania terenów nad złożem, w tym: liczebność i stan zabudowy mieszkaniowej, sieć komunikacyjną, sieć wodociągową, obiekty użytecznooci publicznej oraz zabytkowe. W osobnym rozdziale przedstawiono krótką diagnozę akceptacji społecznej dla planowanej inwestycji. Zwrócono uwage na potrzebe kontynuowania działań informacyjnych, mających na celu minimalizowanie konfliktów społecznych powodowanych przez projekty, które naruszają istniejący stan zagospodarowania terenów. Przedstawiona w artykule charakterystyka uwarunkowan społeczno-gospodarczych może być podstawą do analizy strat i korzyoci bedących konsekwencją planowanej inwestycji w odniesieniu do terenów przedmiotowych gmin.
This article has been prepared in connection with the plans for a new mine and power plant based on the resources of the Gubin lignite deposit in Lubuskie province. The planned open pit mine will affect an area including two communes – Gubin and Brody. The project is important for the Polish power system and has been considered in strategic documents of the Polish government; however, it still has not been adequately accepted by the local community. The deposit, which will be exploited by open pit mining and overburden dumping over a period of approximately 50 years, has an area of 8.5 thousand ha. As a consequence of mining activity, land use in the affected area will becompletely changed. Based on commonly accessible sources, the article presents analysis of social and economiccircumstances, and conditions for the planned mining and [energetic complex energy production facilities. The characteristics of the Gubin and Brody communes are compared with data for both the Lubuskie province and Poland as a whole. Key demographic factors are as follows: the number of inhabitants, population density, age, and migration characteristics. Economic analysis includes factors like the income of inhabitants, employment opportunities, and the unemployment rate. Companies working in the area were characterized together with their importance for the income of the communes. The land use in the deposit area was inventoried, e.g. the number of houses, their age and condition, the road network, water supply network, public facilities, and historic buildings. A separate chapter provides a short diagnosis of social acceptance for the planned project. It emphasizes the need for the investor to continuously and actively provide information in order to minimize social conflicts associated with the project. The presented social and economic characteristics can be used as a basis for cost and profit analysis for the planned mining energy complex in the community of the affected area.

The allocation of revenues / incomes is a key factor in the functioning of every socio economic system. Problem, even considerable risk of significant property and the income inequality lies in the fact that this would mortify capital and does not get into the economic cycle. Dangerous is that income inequality is understood (forces to be accepted) as a static and necessarily acceptable phenomenon of the current socio-economic system. The deepening income inequality is the cause of many negative issues of the contemporary world. World inequality (growing disparity in capital and labour income) obtains enormous proportions and has a growing trend, thereby it increases the volume and strength of its negative consequences, such as: economically unjustified concentration of capital and assets in the hands of individual layers of society, economically unjustifiable and unsustainable dis- parity between wealth growth and deepening inequality of its distribution, disregard for the principles of merit and non-discrimination within the manner and form of distribution and redistribution in society, narrowing the space for the recovery of capital surplus, increasingly deformed structure of production and consumption, unprecedented expansion of the financial sector; virtual demand generated by the expanding financial sector , excessive production capacities, increase of regional disparities, increasing economic and political power of TNK, increase of deficit of public finance; shifting of state costs to the citizens (health, education, social care, etc.), permanent income freezing of the majority of the population, growth in the number of people in poverty, escape of firms from paying social and fiscal payables, insufficient effective demand at real economy, corruption, excessive growth of government and household indebtedness, unemployment, inadequate position of people at the labour market, devastation of the environment, the decline of moral and value orientation in people's behaviour and in the functioning of society, decline of the birth rate, aging of population, social, economic and political instability, susceptibility of the society to social and economic shocks, etc. These facts also represent new economic and social conditions for business.

Praca dotyczy istotnego problemu postaw młodzieży wobec turystyki i rekreacji. Materiał badawczy stanowiła grupa 220 chłopców i dziewcząt z 4 szkół województwa pomorskiego. Cel pracy realizowano przy zastosowaniu metody sondażu diagnostycznego w formie ankiety. Wyniki badań wykazały, że postawy te w grupie młodzieży szkolnej są pozytywne na poziomie 2,82 w skali od 0 do 4. Ich najważniejsze determinanty to poziom dziennej aktywności fizycznej oraz płeć. Pozostałe uwarunkowania okazały się nieistotne statystycznie, a zaliczono do nich wykształcenie rodziców, status ekonomiczny rodziny oraz miejsce zamieszkania. Wyniki są częściowo zbieżne z dotychczasowym stanem wiedzy na temat społecznych uwarunkowań postaw wobec kultury fizycznej.
The paper refers essential problem concerning youth attitudes to tourism and recreation. Research group were 220 boys and girls from four elementary schools of Pomeranian province. Aim of the paper was executed by diagnostic survey in form of questionnaire among a selected group of people. Results of the investigations have shown that attitudes are positive on the level 2,82 in scale between 0 and 4. The most important conditions of the attitudes are level of daily physical activity and the gender. Another factors have not statistical significance, for example parental education, economical status and place of residence. Results are partially coincided with current empirical knowledge about social conditions of attitudes to physical culture.

Artykuł przedstawia analizę tych specyficznych elementów wpływających na kształt regulacji odnoszących się do polityki narkotykowej. Ma on na celu ukazanie, jak istotne dla skuteczności prawa jest uwzględnienie takich uwarunkowań w procesie legislacyjnym.
The legal situation of the Netherlands plays an invaluable role in the dispute over the legalization of soft drugs. However, this issue, despite the original regulation, is no longer a controversial topic. This is due to the interesting conditions in the Dutch society and important historical factors. The article presents an analysis of the specific elements influencing the shape of the regulation of a drug policy. Its aim is to show how important for the law effectiveness is to include such conditions into a legislative process.

Przeprowadzone dociekania społecznie uwarunkowanej leksyki (nowych słów i związków wyrazowych) pozwalają zarówno dostrzec podstawy społecznego zapotrzebowania nominacyjnego oraz prawidłowości społecznej funkcji nazw, jak i naświetlić wybrane dziedziny społecznego. Analiza ukazuje zwłaszcza rozwarstwienie społeczne, postawy oraz aktywność społeczną ludzi, odzwierciedla realia i okoliczności życia obywatelsko-społecznego, wieloaspektowość współbycia ludzi w społeczności.
Taking the reference of language to social life as a starting point, the influence of social factors within the new lexis of the Polish language from the second half of the 20th to the beginning of the 21st century is examined. The study of socially conditioned lexis (new words and word compounds) allows us both to perceive the basis of social nominative demand and the regularities of the social function of names, as well as to throw light on selected social fields. The analysis shows, in particular, the social stratification, attitudes and social activity of people, reflects the realities and circumstances of civic-social life, and illustrates, in a multifaceted way, the coexistence of people within the community.

In the times of cultural changes, the liberalization of social norms and the increasing emancipation of women, we can observe the growing popularity of cohabitation. More and more people choose informal relationship instead of marriage. It is often believed that the form of relationship is meaningless. However, researches show that there are significant differences between marriage and cohabitation. These differences we can observe not only in functioning of couples and individuals, but also the whole society. The aim of this article is to present and analyze the differences between formal and informal relationships, especially differences connected with economic aspects, such as the level of wealth, the tendency to save, the amount of transfers from the family of origin, or the functioning on the labor market. The results of pilot studies on these aspects have been also presented. Preliminary results of analyzes allow to conclude a higher economic effectiveness of marriage and its more positive impact on economic processes.

Objectives: The aim of this paper is to perform an evaluation of the social and living conditions of professional soldiers and their families in Poland at the beginning of the 21st century and two decades later. Methods: The research methods used in this study are: literature analysis and review and the method of logical analysis and structure. Results: The analysis of the available sources allowed the author to draw the conclusion that the appropriate status level of a professional soldier may realistically contribute to the improvement of the overall state of social security of both the soldiers and their families, as well as of the capacity of the armed forces, provided, however, that the organisational and legal conditions are fully adjusted to their needs both during service and after termination. Conclusions: Professional soldiers serve in the conditions that result from currently existing organisational, systemic, and legal solutions that secure the process of realisation of the tasks for: the Armed Forces of the Republic of Poland, the state of Poland, and the North Atlantic Treaty Organisation (NATO). The social and existential situation of professional soldiers and their families is influenced by numerous, different factors, both external (political or economic) and internal (departmental) ones, as well as those connected to the course of performing professional military service: the structure of the armed forces and the types of tasks performed in the country and abroad.
