The aim of this article is to explain the concept of silver economy and present two examples of its implementation into the strategy and regional development programmes in Europe: North Rhine-Westphalia and Małopolska region. The concept of silver economy is based on an assumption that population ageing is not exclusively the burden to the economy but it contributes to its new growth factors. However, it is conditioned by an increased activity of senior citizens in labour, consumption and social fields. Prolonged ability tolead an active life of good quality demands investment in the health of population in general, not only of senior citizens. Healthy ageing requires an early intervention process. In the strategy for Małopolska,(differently than in the case of North Rhine-Westphalia), health sector is plays an important role in the economyas a place of healthy ageing interventions carried out as part of chronic diseases preventions, health promotion, rehabilitation, geriatric medical care and long-term care. It is because of the potential generated by the medical labour resources and rehabilitationfacilities for health-oriented silver economy strategy prepared for Małopolska region.

Purpose: The aim of the study is to present the concept of the silver economy and basic solutions in the field of gerontechnology utilised in senior housing, as well as to depict the situation in commercial retirement homes in Poland in terms of the use of devices related to gerontechnology. Design/methodology/approach: The author has conducted literature studies in the field of demography, the concept of the silver economy and gerontechnology. Additionally, an empirical study has been carried out with the use of a standardised questionnaire. The research population consisted of institutions providing round-the-clock care for disabled, chronically ill or elderly people. These institutions operate as part of business activity or paid statutory activity from at least January 1, 2017, with minimum 75% of the total population being people aged 65 and older. Findings: The sector of private retirement homes in Poland takes advantage of technological solutions to improve the quality of life of residents and the level of services provided. However, the catalogue of existing solutions is significantly limited and used primarily to support and monitor health. Solutions for the automation and control of the home environment are applied to a small extent, and the use of solutions for the exchange of information and recreation is marginal. Originality and value: The demographic changes taking place in Poland, as well as the growing costs of supporting older population groups and meeting their diverse needs may raise concerns about the productivity of the economy, its competitiveness and the condition of public finances. However, the existing scientific studies and foreign experience allow to conclude that if the silver economy is considered as a field of strategic activities, the existing threats can be perceived as opportunities. Gerontechnology is a vital element of this economy, and modern technological solutions aimed at seniors are an inherent and increasingly popular element of senior housing and will become one of the basic directions for improving the real estate market.

This paper aims to discuss the notion of silver entrepreneurship in the context of the silver economy. Policy-wise knowing who silver entrepreneurs are and what it takes to support them is an essential step to productively managing the ageing population and promoting an age-ready but age-friendly approach to creating a sustainable economy and society in the new demographic reality. The paper provides a theoretical and empirical literature review of silver entrepreneurship to identify the current state of the art. It also identifies selected policies and strategies aiming to foster silver entrepreneurship, representing a more inclusive and age-diverse entrepreneurial landscape. The silver entrepreneurship proves to be a challenging research field due to the elusive nature of entrepreneurship itself and the lack of universal definitions for this phenomenon.

The aim of this article is to discuss the economic consequences brought about by the ageing of the Polish society. The article emphasises the negative effects of ageing which translates into growing public expenditure. The population ageing is exemplified by the dynamic age-related changes of the social structure, and in particular by the growing numbers of the retirement age cohort. The present situation affects the stability of the public finances as it necessitates an increase in the public expenditure on social security and health care. The article also explains the positive aspects of population ageing for the Polish economy, which acts as an impulse for the growth of the new segments of goods and services market linked to the growing consumption by the elderly population. New challenges and opportunities are created by the so-called “silver economy”.

The population of the developed world is continuously ageing. The phenomenon is predicted to represent a major challenge for the European continent, but at the same time, it also means a huge business opportunity for the economy. Experts of the European Union are already working on targeted programmes that collect and analyse the results of respective researches in order to develop alternative solutions for the 50+ age group. This new “niche” market segment had already been named “silver economy”. As the group of senior citizens affect almost all segments of the economy, marketing experts have to plan ahead to be prepared for the upcoming new consumers’ demands and preferences. Elderly people generally like to participate in tourism, thus the industry needs to keep up with their changing demands. In Hungary, there has been a significant increase in domestic rural tourism, mainly thanks to new tourism attractions and cost-effective leisure services developed with the support of EU funds. However, the sustainability of rural lifestyle requires a stabile economic background and high quality management. As of today, rural tourism is on the rise in Hungary, and will hopefully remain a success story, based on the economic benefits of the new trends of senior tourism.
Celem artykułu jest omówienie zjawiska „srebrnej ekonomii” i pokazanie kierunków jej rozwoju na Węgrzech w odniesieniu do obszarów wiejskich. Stwierdzono, że trwałość wiejskiego stylu życia wymaga stabilnego kontekstu finansowego i wysokiego poziomu zarządzania jakością życia. Na dzień dzisiejszy, agroturystyka rozwija się na Węgrzech, z szansami na przyszłość w oparciu o turystykę osób starszych.

The issue of professional activity of the elderly is currently the subject of intense debate. The projected decline in the population of young people makes it necessary to raise the level of professional involvement of the more mature part of the labour force. The increase in the economic activity of people aged 50+ is seen as an opportunity to preserve the continuity of economic growth. This paper explores the issue of the possibility of utilising the professional potential of elderly people in the context of the construction of silver economy, paying attention to the possible benefi ts stemming from the implementation of its principles.
Kwestia aktywności zawodowej osób starszych jest aktualnie przedmiotem ożywionej dyskusji. Prognozowany spadek populacji osób młodych rodzi konieczność podniesienia poziomu zaangażowania zawodowego dojrzałej części zasobów pracy. W zwiększeniu aktywności zawodowej osób w wieku 50+ upatruje się szansy na zachowanie ciągłości wzrostu gospodarczego. W niniejszej pracy poddano analizie kwestię możliwości wykorzystania potencjału zawodowego osób starszych w kontekście budowy srebrnej gospodarki, zwracając uwagę na możliwe korzyści wynikające z wprowadzenia jej zasad.

The aim of the article is to present the concept of the silver tourism economy and to identify its supply and demand in rural areas in Poland in relation to sustainable development. The problems of interest were analysed in the context of values held by and ethical norms observed in rural communities. It was found that ethical aspects of sustainable development were embraced by older members of rural communities, and, consequently, were closely connected with the supply and demand sides of the silver tourism economy. The study revealed that the supply side of the silver tourism economy in rural areas was more developed than the demand side. The authors emphasize the need for natural, cultural, social and economic resources (associated with the supply side) to support the demand side of the rural tourism market. They also indicate that ethical values and norms of sustainable development are important for the silver tourism economy. The article is based a review of the literature, analysis of secondary sources and official documents and participant observation undertaken by of the authors.

Motywacja: Według Banku Światowego, wprowadzenie emerytur wypiera aż od 20% do 91% prywatnych transferów. Efekt wypychania jest największy dla najuboższych gospodarstw domowych, czyli tych, które powinny być głównymi beneficjentami publicznego systemu emerytalnego. Wedle poglądów prezentowanych w literaturze, poddaje to w wątpliwość zasadność wprowadzenia powszechnego systemu emerytalnego. Cel: Celem artykułu jest próba odpowiedzi na pytanie, czy wprowadzenie obowiązkowego systemu emerytalnego skutkuje wypchnięciem prywatnych transferów, skierowanych do osób starszych, a także, w przypadku odpowiedzi twierdzącej, ewentualne określenie skali tego zjawiska. Pozwoli to ocenić celowość wprowadzenia powszechnego systemu emerytalnego w państwach rozwijających się. Materiały i metody: Dokonano krytycznego przeglądu badań empirycznych, zaprezentowanych w literaturze, a następnie zweryfikowano je przy pomocy zmodyfikowanego modelu OLG (overlapping generations). Symulacji dokonano w programie Dynare/Octave. Wyniki: Dowiedziono, że nawet jeśli efekt wypychania istnieje w skrajnej formie, nie należy na tej podstawie wyciągać wniosków o sprawności funkcjonowania systemu emerytalnego. Co więcej, nawet w takim przypadku, jego wprowadzenie jest opłacalne — zwiększa łączną konsumpcję oraz społeczny dobrobyt.
Motivation: According to the World Bank, the introduction of pension system crowds out 20–91% of private transfers. The effect is particularly strong for the poorest households, which shall be main beneficiaries of this reform. According to the views presented in literature, this inclines to the questioning of the pension system itself. Aim: The aim of the article is to answer the question, whether the introduction of obligatory pension system results in fact in crowding out of private transfers aimed to older people and, if the answer is positive, estimate the scale of the effect. It would allow to assess the effectiveness of the introduction of the pension system. Materials and methods: A critical review of empirical studies, presented in the literature was conducted and then verified using a modified OLG (overlapping generations) model. The simulation was made in the Dynare/Octave program. Results: It has been proved that even if the crowding out effect existed in its strongest form, it would not annihilate the sense of pension system. In the contrary, introduction of the latter would be profitable even in such a case — it would contribute to increase of consumption and social welfare.

For several decades heated discussion in Europe have continued on the causes, course and consequences of demographic changes. The dynamics of changes varies across the continent, but the direction is consistent. The analysis of transformations already recorded in the age structure of European societies and the available population projections, clearly indicates that many countries in the region are experiencing or will experience the increased dynamics of ageing of the population. This process from the economic perspective is seen mainly in terms of problems for economic growth and public finances. On the one hand, what raises fears are the increasing costs of maintaining a growing number of “non-productive” sectors of the population and aggravating social transfers through the system of public finance. On the other hand, low birth rates accompanied with the increasing duration of life, contribute to the emergence of labor shortages and the ageing. In search of answers to the question on how to sustain economic growth in the new demographic realities more and more attention is directed to the so-called silver economy, underlying positive approach to ageing population. Treating this process as an opportunity and not just a challenge stems from the belief that ageing societies will create new opportunities for economic development through the creation of demand for new products and services or their adaptation to the needs of the elderly, as well as increased activity of this group. The aim of this study is to present the essence of silver economy, which is a relatively new vision for Europe. The main premise of interest in this concept is growing awareness of inevitability of demographic changes among policy makers and researchers. In order to determine their scale and regional disparities were used actual data available and forecasting, prepared by the UN Population Department. The intention was to show the challenges and opportunities arising from changes in the age structure of the Old Continent. To achieve this objective the comparative analysis method and desk research were used. The first European experience with silver economy implementation suggests that an increase in the number of people as elderly in the population can become the beginning of a new path of development for businesses. In this paper the concept is acknowledged that development strategy taking into account the needs of an ageing population is conducive to improving the quality of life not only of the elderly, but also of other members of the population. The analysis draws on, among others, the Japanese experience as the confirmation. We must, however, remember that turning threats into opportunities requires an understanding of the essence of the relationship between the economics and the demography. For this reason part of the study was devoted to highlighting this very issue. In conclusion it can be stated that growth opportunities stemming from the ageing of the population will not be achieved automatically − the robustness in promoting the idea that older people constitute a valuable part of every society and the economy, is among critical factors. It seems that the silver economy is a good example of the economic system that allows the management of older labor. On the other hand it creates an innovative approach to meet not only the needs of the elderly, but also other social groups.

Purpose – The aim of this paper is to analyse the direction and pace of changes in the segment of people in identified age groups within the overall population of Polish voivodeships during the years 2000-2016 with the use of rates that describe demographic ageing phases. The analysis presents changes in the structure of the population aged 60 and -more from a regional perspective. In this structure, three age groups were distinguished: 60-74 years, 75-84 years and 85 and over. Research method – The analysis was carried out using the demographic ageing rate, coefficients representing the old age phase, sigma-convergence analysis based on the coefficient of variation and Ward’s non-linear clustering method. Data from the Local Data Bank of the Central Statistical Office were used for analyses. The data was analysed in a static approach for the selected years 2000, 2010 and 2016 and in dynamic terms for the years 2000-2016. Results – The results of the analyses show that the changes taking place in the population ageing process have different intensity in individual voivodeships. During the analysed period, the process of population ageing can be observed in all voivodeships (a growing percentage of people aged 60 and more in the total population). There are also changes in the age structure of the population in the indicated groups of demographic ageing. Gradual spatial convergence of the country with respect to the components of the structure of the elderly is evident.

The article is an attempt to assess condition of the economy from the point of view of aging society. The aim of the article is to analyse the structural adjustments of the economy in the area of a silver and white economy at the level of Lower Silesia region to the needs of the elderly. The age 65+ has been adopted to the analysis. Lower Silesia is a second region (after Lubuskie Voivodeship), which in recent years is aging fastest in the whole country. Method used: descriptive, comparative, analysis, synthesis.
