    An Intelligent Transportation System is a modern solution which aims to improve the functioning of transport by, among other things: reducing congestion, shortening travel time, or improving road safety. This solution is used in many cities around the world, bringing economic effects and improving the comfort of life of the inhabitants. In Poland, as a result of the European Union’s promotion of the de- velopment of intelligent transport systems through their co-financing, many cities have introduced such solutions. In the article, against the background of theoretical considerations, the impact of intelligent transport systems on road safety in the years 2014–2018 was analysed on the example of selected cities.

    Opis:
    The article describes the design of a Satellite Observation System (SOS) which assists drivers in their travel (in real time). The system allows the driver to receive a top-down view (in the respective scale) covering a large area around their vehicle. Using the GPS and the GSM system as well as images from a satellite - thanks to the SOS, the driver will be provided with a valuable tool assisting them in driving e.g. when: overtaking in heavy field conditions, identification of the road or facilities, setting a more optimal route (bypassing traffic jams) etc.. The principle of operation is based on respectively located satellites which take very high-resolution pictures of the Earth's surface in real time. These pictures are sent via the GSM (or a different) system to the receiver of the SOS system on the ground -a SOS station - which projects GPS coordinates on them. In order to receive the image with the area of the road ahead (or around the vehicle), the driver in a vehicle turns on their SOS system which sends the vehicle's GPS coordinates to the SOS station. The SOS station processes the picture received from the satellite, preparing only a small section of it which corresponds to the area around the GPS coordinates - the vehicle's position. This section is then sent to the SOS system inside the vehicle, which, in turn, displays it on an LCD screen. This cycle repeats so rapidly that the driver may be under an impression that he/she watches the image from the camera placed over the vehicle. The SOS system will contribute to the increase in road safety and the maneuver of overtaking in difficult field conditions will become less risky. The SOS system will also allow the emergency services and the police to promptly locate and identify any road accidents.

    Ruch drogowy można interpretować jako fenomen wielkiej złożoności, który nie podlega prostym prawom, a często można obserwować w nim paradoksy przeczące intuicji lub zdrowemu rozsądkowi. Bezpieczeństwo drogowe, to własność systemowa transportu drogowego. Wypadki drogowe, to ważny problem zdrowia publicznego. Ze statystyk wynika, że ryzyko zranienia jest w ruchu drogowym około 30 razy większe niż w przemyśle Badanie wypadkowości drogowej powinno być jednym z priorytetów w zakresie badań społecznych. W referacie opisano specyfikę bezpieczeństwa drogowego jako obiektu badań naukowych. W szczególności zwrócono uwagę na aspekty teoretyczne, metodologiczne oraz badawcze. Syntetycznie omówiono kluczowe problem badań bezpieczeństwa drogowego, które swego czasu znalazły się w raportach Banku Światowego oraz OECD.
    Road traffic can be interpreted as a phenomenon of great complexity, which is not subject to simple laws, and it is often possible to observe paradoxes that contradict intuition or common sense. Road safety is the system property of road transport. Road accidents are an important public health problem. The statistics show that the risk of injury is about 30 times higher in road traffic than in industry. The study of road accidents should be one of the priorities in the field of social research. The paper describes the specificity of road safety as a research object. In particular, attention was paid to theoretical, methodological and research aspects. The key problem of road safety research, which was once included in the reports of the World Bank and OECD, was synthetically discussed.
