Minority media are the means of communication which are available to the minority com- munity (of the ethnic character) providing them with the presentation of their problems and evaluation of reality made by a given group. The media understood in such a way are therefore at the centre of daily practices, and generate and process the ethnic identity. The role of minority media is reflected both in institutional and functional dimension. The first is included in the availability of different types of media and formats. The other expresses the extent to which people in the target group actually respond to the product addressed to them. The objective of this discussion is the analysis of the phenomena and processes that shape these dimensions. The groups of national and ethnic minorities living in the western provinces of Poland (Low Silesian, Lubuskie and West Pomeranian) are included in the study
Media mniejszości to środki przekazu, które pozostają w dyspozycji społeczności mniejszościowych (o etnicznym charakterze) zapewniając im prezentację swoich problemów i ocen rzeczywistości dokonywanych przez daną grupę. Tak rozumiane media znajdują się zatem w centrum codziennych praktyk, które wytwarzają i przetwarzają tożsamość etniczną. Rola mediów mniejszości uwidacznia się zarówno w wymiarze instytucjonalnym, jak i funkcjonalnym. Pierwszy z nich zawiera się w dostępności różnych rodzajów mediów oraz dostępności różnych formatów. Drugi wyraża się w stopniu w jakim ludzie w grupie docelowej faktycznie reagują na produkt do nich adresowany. W podjętych rozważaniach celem jest analiza zjawisk i procesów kształtujących te wymiary. Obszarem zainteresowania objęte są grupy mniejszości narodowych i etnicznych zamieszkujące zachodnie województwa Polski (dolnośląskie, lubuskie i zachodniopomorskie).

Slovak Republic is the state, where in comparison with Czech Republic, Poland and Hungary, considerable percentage of inhabitants present representatives of national and ethnic minorities. The basic documents for normalization the situation of minorities in Slovakia are Constitution and State language Act. Slovak Republic is also obliged by bilateral agreements and obligations from membership in international bodies with global and regional coverage: The United Nations, The Council of Europe, The Visegrád Group and The Central European Initiative. The ethnic policy of V. Mečiar government with reference to Roms and Hungarians has caused isolation of Slovakia on international scene. Slovakia has fallen out from first group states aspirating to UE and NATO. In analyzed period Slovakia had to give up participation in Visegrád Group and faced many tensions with Hungary.

Opis:
Sorbian media may be treated as a kind of local media due to several factors. Among them are environmentalism, thematic profile (referring to a particular area - Lusatia) and the limited public conditioned by the size of Sorbian community. Relying on specific areas of interest connected with the local environment and a small circle of distribution enable a direct contact of the public with events reported by the media. This in turn, favours the satisfaction of the interests and needs of the public coming from minority communities. This paper deals with the issues connected with the functioning of the Sorbian media as local media. The work is based on the example of the biggest Sorbian magazine, "Serbske News" ("Serbske Nowiny) published in the Upper Lusatia.
Media serbołużyckie można traktować jako rodzaj mediów lokalnych ze względu na kilka czynników. Do nich należy: środowiskowość, profil tematyczny (odnoszący się do konkretnego terytorium - Łużyc) oraz ograniczony krąg odbiorców uwarunkowany rozmiarami społeczności serbołużyckiej. Oparcie się na specyficznym zakresie zainteresowania związanym z miejscowym środowiskiem oraz niewielki krąg rozpowszechniania umożliwia bezpośredni kontakt odbiorców z relacjonowanymi przez te media wydarzeniami, co sprzyja zaspakajaniu zainteresowań i potrzeb grup odbiorców pochodzących z środowisk mniejszości. W pracy podnoszone są kwestie funkcjonowania mediów serbołużyckich jako mediów lokalnych na przykładzie największego serbołużyckiego pisma wychodzącego na Górnych Łużycach – pt. „Serbske Nowiny”.

The main aim of the article is to describe the state and challenges of anti-discrimination education in Poland and to analyse how it influences the rights of national and ethnic minorities and foreign pupils. The question, whether we deal with the backlash against anti-discrimination education in Poland has been preoccupying the experts and practitioners for some time. The application of specific antidiscrimination provisions in the education sector plays the key role in this regard. The irrefutable reality is of a retreat of the state in these areas that threatens its social role and has the result of inequalities, xenophobia, and intolerance. The central question then becomes – how might the backlash against anti-discrimination education affect the situation of national and ethnic minorities and foreigners and social attitudes towards these groups.

In the initial phase of the political transformation, the competence of the local authorities towards national and ethnic minorities were very dispersed, and the Polish law concerning its protection was only being created. In the early 90s, the officials of the municipal level in Gdańsk were being negatively assessed by the managements of the emerging unions and minorities’ associations, especially by the Germans, Tatars and Belarusians. The latter would even leave Gdańsk and move to Sopot, where the local authorities put them in a building, designed for non-governmental organizations, without charge for renting the premises. The situation had not changed until 1999, when the administrative reform was carried out, as a result of which the Pomeranian voievodeship emerged. The unions and minorities’ associations from the former Elbląg, Słupsk and Bydgoszcz voievodeships, have developed a good platform for cooperation with the local authorities that contributed to the creation of a new quality of communication and multifaceted cooperation including the establishment of partnerships with cities and municipalities in Germany and Ukraine. Currently, the attitude of the local authorities of the Pomeranian voievodeship, towards the unions and minorities’ association is very positive. Mayors, presidents and the Marshal of the Pomeranian voievodeship are trying to support (within the limits of the budgetary resources) the minorities in their cultural and educational incentives, in particular financing the minorities’ cultural festivals that are being continued.

Podstawowym kryterium ewaluacji położenia mniejszości narodowych i etnicznych w państwie zamieszkania jest stworzenie prawnych i faktycznych możliwości podtrzymywania znajomości języka, kultury i tradycji przez członków tych grup mniejszościowych. Po 1989 r. polityka oświatowa państwa polskiego wobec mniejszości przybrała charakter kompensacyjny, ale w odniesieniu do społeczności uznanych prawnie za mniejszości narodowe i etniczne oraz społeczność posługującą się językiem regionalnym (Kaszubi). Nierozwiązanym pozostaje problem społeczności posiadających obywatelstwo polskie, nie wymienionych w ustawie o mniejszościach narodowych i etnicznych oraz języku regionalnym, które pretendują do takiego statusu, tudzież uznania ich języka za język regionalny w rozumieniu przepisów prawnych. W ostatnich latach nabiera również istotnego znaczenia problem kształcenia dzieci cudzoziemskich w polskim systemie oświaty. Obecność w polskich szkołach uczniów odmiennych kulturowo powoduje szereg jakościowo nowych problemów dla programowania polityki państwa wobec mniejszości narodowych, etnicznych, językowych czy kulturowych, szczególnie w kontekście obowiązywania regulacji prawnych, arbitralnie narzucających status prawny i związany z nim zakres praw w sferze edukacji.
The basic criteria of evaluating the situation of national and ethnic minorities in the country in which they live is to create legal and real possibilities for sustaining the language competence, culture and traditions by members of these minority groups. After 1989 the educational policy of the Polish state towards the minorities became compensative, but only towards the communities legally recognized as national or ethnic minorities, as well as communities using a regional language (the Kashubians). The problem of communities who have Polish citizenship and who are not mentioned in the act on national and ethnic minorities and on the regional language, still remains unsolved. They still aspire to the status and want their language to be legally recognized as regional. In recent years the problem is growing of educating foreign citizens’ children within the Polish Educational System. The presence of foreign pupils in Polish schools who are culturally different poses many new problems for the state about planning towards national, ethnic, linguistic or cultural minorities, especially in the context of existing legal regulations, which in an arbitrary manner impose the legal status and, connected with it, the scope of legal rights in the sphere of education.

The share of national and ethnic minorities in political elections is one of the indicators of integration and a sense of equality in the society. The fundamental issue is therefore the answer to the question whether and to what extent ethnicity is manifested by representatives of minorities in the local elections in 2014.

Niniejszy artykuł ma na celu przedstawienie i zanalizowanie oceny polityki etnicznej państwa polskiego dokonanej na podstawie Czwartej opinii w sprawie Polski Komitetu Doradczego Rady Europy ds. Konwencji Ramowej o Ochronie Mniejszości Narodowych oraz na podstawie Trzeciego raportu Komitet Ekspertów ds. Europejskiej Karty Języków Regionalnych lub Mniejszościowych. Główną tezą pracy jest stwierdzenie, iż mimo że polityka etniczna państwa polskiego w analizowanym okresie nie uległa zmianie, to niektóre działania władz polskich świadczą o ich pewnej nieprzychylności wobec poszerzenia praw mniejszości narodowych, a nawet w niektórych przypadkach chęci uszczuplenia tych praw. W artykule wykorzystano szereg metod badawczych. Najważniejsze z nich to analiza instytucjonalno-prawna, metoda czynnikowa i metoda porównawcza.
This article aims to present and analyse the assessment of the ethnic policy of the Polish state made on the basis of the Fourth Opinion on Poland of the Advisory Committee of the Council of Europe on the Framework Convention for the Protection of National Minorities and on the basis of the Third Report of the Committee of Experts on the European Charter for Regional or Minority Languages. The main thesis of the work is the statement that although the ethnic policy of the Polish state has not changed in the analyzed period, some actions of the Polish authorities testify to their certain unfavorability towards the extension of the rights of national minorities, and even in some cases the desire to reduce these rights. The article uses a number of research methods. The most important of them are institutional and legal analysis, factorial method and comparative method.

The author presents the situation of minority groups in Austria. This applies not only to the newest arrivals, but also to indigenous communities. The advantage of the study is the presentation of the current situation. The problem is the domination of the legal approach, especially when the author writes about ambitions related to analysis from a political perspective.

The article presents the most important issues related to the education of national and ethnic minorities in Poland. This work consists essentially of two parts. In the first part the characteristics of minorities are presented; especially: the structure of Polish nationality and most important legal acts regulating the activities of minorities members. The second part is focused on the most important issues of minority education and the community using the regional language.

Confronted with a natural tendency of marginalization national/ethnic minorities and immigrant communities respond by adopting two diverse strategies of showing their presence in the public sphere of the host country. Depending on the level of their integration and the goals they want to achieve, they can either stress their links (affinity) with the majority culture or the differences that mark them out. However, some minority communities succeed in achieving a distinctive presence in the public sphere already at the stage of launching its own media.
Mniejszości narodowe i etniczne, a także społeczności imigranckie są zazwyczaj marginalizowane w sferze publicznej. W związku z tym podejmują różne strategie zaznaczenia swojej obecności. W zależności od stopnia integracji i realizowanych celów, podkreślają swoje więzi z większością lub wręcz przeciwnie — akcentują różnice. Jeszcze inne uzyskują podmiotowość w sferze publicznej już na etapie produkcji własnych mediów.

Opis:
This study it indicates that in the last 70-year period, i.e. since the end of World War II, national and ethnic minorities have been and are the object of manipulation of political ideologies of the state and its organs. The legal solutions at the global and Eu-ropean level influence on embedding their DIVERSITY. Their leaders are important in maintaining the cultural identity of the minorities. In the process of globalization, they are assigned the role of the opposite pole, i.e. diversification, which is brought primarily to cultivate the heritage of the past. Embedding of DIVERSITY in the life of national and ethnic minorities, stemming from cultural democratization of the state of the civil society (civil participatory) in socio-political practice is the reverse of assumptions. It results in weakening of the social conditions of minorities, which is observed in the local area, including in the Pomeranian.
