Opis:: The aim of this paper is to present the „Polish Deal” program in the context of its influence on budget management of local government units. The paper puts forward a thesis that changes in the tax system, as specified in the „Polish Deal” programme, will have a negative impact on the finances of local government units. The study was based on selected literature, documents on the financial perspective for 2021–2027, the „Polish Deal” programme, financial information on the state of finances of local government units in 2018–2020 and opinions of the Union of Polish Metropolises and the Association of Polish Cities to the draft Polish Deal programme. The period of the SARS-CoV-2 pandemic coincided with the beginning of the next financial perspective in the European Union for the years 2021–2027. EU institutions have prepared a number of instruments relevant to the post-pandemic era, including the Next Generation EU. At the same time, they imposed on Member States the obligation to prepare their own post-pandemic plans. Poland prepared the National Recovery Plan. This was followed by the government’s presentation of the „Polish Deal” program, which is a promise of socio-economic reforms. The projects included in the „Polish Deal”, in many areas will require the activity and involvement of local authorities. The effects of these activities will be not only financial but also organizational, which will translate into increased spending. Changes in the tax system, especially in the personal income tax, will considerably affect revenues from PIT shares, which will disturb the stability of territorial self-government units’ financial system. Therefore, it is necessary that the government and self-government representatives jointly work out solutions, which will guarantee the compensation of losses for the self-governments in a long-term, and a stable way to restore the principle of adequacy.

Opis:: The authors aimed to examine the phenomenon of indebtedness on the part of the local self-government units in Poland. The situation is evolving, and as such it pertains to an overwhelming majority of municipalities and counties. The barrier to increased indebtedness was established in the form of a unit-specific debt indicator, which came into force in 2014, and the amendments came into existence on the 1st of January, 2020. The composition of the indicator aims to allow the Regional Chambers of Auditors to monitor the proceedings and prevent continued deterioration. However, the authors indicate that the crux of the issue that the local self-government units face is the insufficient revenue they generate, which calls for an increased allocation of central budgetary funds to the local selfgovernment units in the form of grants and subsidies as well as the designing of numerous ways to finance their operations. Drawing upon the experiences gained by other states, the authors postulate the launch of the territorial and resource-based consolidation reforms on the part of the lower local self-government units – municipalities. This is believed to enhance a more effective leveraging of the endogenous resources on the part of the local selfgovernment units, maximising the economies of scale that pertain to the local economy as well as societal resources. The lower local self-government units in Poland were established over 20 years ago. Since the establishment, the units have come to represent the entities that are ineffective in a structural and functional manner. Furthermore, they fail to ensure the modern development path of local communities. The examination that has been conducted validates the need for reforms and it portrays the currents behind.

The information policy is one of the elements that significantly affect the image and reception of the activities carried out by local government units. Effective activities in this area allow for effective communication with the local community, and are also a part of the practical implementation of citizens' right to information. According to the research, voivodship self-governments in Poland use various information policy tools in their activities. These are both tools, the operation of which is required by law (Public Information Bulletin), own media of voivodship self-governments, as well as the activities implemented under the "media relations" policy.
