The aim of this article is to assess the implementation process of the EU energy security policy in Central and Eastern European (CEE) countries. In the EU, energy security remains a crucial issue for European Energy Strategy, the fundamental goals of which include the security of supply, sustainability and competitiveness. Security of supply should be considered the most important aspect in this context, because it is connected to deep interdependencies between markets and economies, often based on political or even geo-political considerations. This is currently particularly noticeable, among other things, in the relations between the EU and Russia, where – in the event of any potential energy supply disturbances – some CEE countries are considered to be the most exposed. By analysing matters referred to the security of energy supplies, the article aims to determine the scope of activities undertaken by selected CEE countries which are also EU Member States in order to achieve this goal. The paper stresses the significance of cooperation by CEE countries at regional level, and focuses on initiatives and projects meant to ensure the security of their energy supplies. The conclusions of the paper assess some of the success stories as well as failures experienced by CEE countries in the process of building their energy independence.
Le but de cet article est d'évaluer la mise en oeuvre de la politique de sécurité énergétique de l’Union européenne dans les pays de l’Europe centrale et orientale (PECO). Dans l'UE, la sécurité énergétique est un enjeu crucial pour la Stratégie énergétique européenne qui contient parmi ces objectifs fondamentaux la sécurité de l'approvisionnement, la durabilité et la compétitivité. La sécurité de l’approvisionnement doit être considérée comme l'aspect le plus important dans ce contexte, car elle est liée aux interdépendances profondes entre les marchés et les économies, souvent basées sur des considérations politiques ou même géo-politiques. Ceci est actuellement particulièrement visible, entre autres, dans les relations entre l'UE et la Russie, où - dans le cas de perturbations concernant l'approvisionnement en énergie - certains PECO sont considérés comme le plus exposés. En analysant les questions concernant la sécurité de l’approvisionnement énergétique, l'article vise à déterminer l’étendue des activités entreprises par certains PECO [qui sont aussi les États Membres de l’Union européenne] afin d’atteindre cet objectif. L’article souligne l'importance de la coopération des PECO au niveau régional et se focalise sur les initiatives et les projets visés à assurer la sécurité de l’approvisionnement énergétique de ces pays. Les conclusions de cet article évaluent des réussites, ainsi que les échecs des PECO, dans le processus de la construction de leur indépendance énergétique.

The concept of building autonomous energy regions is a new, innovative proposal to build self-sufficient regions in terms of energy in highly developed countries. The idea behind the formation of autonomous energy regions is to ensure energy security and the use of local resources for the construction of the energy mix. Because of the role and importance of energy for the development of economies and societies, in order to ensure the competitiveness of the Polish economy, it becomes necessary to start working on the construction of innovative energy concepts. The aim of the article is to present the concept of the construction of autonomous energy regions and analyse of the possibility of forming such regions in Poland.
Koncepcja budowy autonomicznych regionów energetycznych (ARE) jest nową, innowacyjną propozycją budowy samowystarczalnych pod względem energetycznym regionów w państwach wysokorozwiniętych. Ideą powstawania ARE jest zapewnienie bezpieczeństwa energetycznego oraz wykorzystanie lokalnych zasobów dla budowy mixu energetycznego, który w sposób pełny wpisuje się w uwarunkowania społeczno‑gospodarcze rozwoju danego obszaru. Wdrażanie koncepcji zmienia strukturę społeczno‑gospodarczą i stwarza nowe szanse rozwoju społeczno‑gospodarczego przy zachowaniu zasad zrównoważonego rozwoju. Z uwagi na role i znaczenie energii dla rozwoju gospodarek i społeczeństw, w celu zapewnienia konkurencyjności polskiej gospodarce niezbędne staje się rozpoczęcie prac nad budową innowacyjnych koncepcji energetycznych, w tym budowy ARE. Celem publikacji jest zaprezentowanie koncepcji budowy ARE oraz analiza możliwości powstawania takich regionów w Polsce.

The article presents the basic factors determining the level of Poland's energy security. The energy mix of our country was analysed, as well as energy security indicators for energy carriers used in Poland. The indicators used allow to determine the level of security, but also indicate whether Poland is pursuing the objectives of the country's energy policy. Indicators such as the Stirling Index, Herfindahl-Hirschman index, import dependency ratio, energy self-sufficiency and the index of the share of renewable energy in the national balance sheet were used. The results of the analysis were presented and the modifications should be indicated in order to be able to implement the provisions of the energy policy until 2030.

Japan's energy security is one of the most important part of its security policy in general. Small energy resources made the Japa¬nese use imported ones, like oil and LNG more economically. In most part energy resources come form the Persian Gulf (oil) or from South-East Asia (LNG). The result is that the import can be thre¬atened by disturbance of the sea lines of communication. Other challenges, including cut-throat competition from PRC and India and reduced availability to the resources in general, help in developing alternative sources of energy or in promoting energy conservation.

The article presents the issues of energy security with regard to center-peripherality theory using Central and Eastern Europe as an example. Until now the subject of energy security has not been discussed in the context of this theory and the author presents the question of peripherality of the region in terms of energy policy. Due to their long-lasting historical, political and economic dependence, CEE states do not possess secure and well-diversified sources of energy supply; in this area they depend on Russia. Moreover, they do not have an appropriate level of technology for investing in the latest and most ecological energy resources typical for the wealthy states of the former EU-15. Thus, their capability to influence the agenda of EU energy policy is lower than those of the EU-15 states. The following article aims to define the factors of peripherality and to examine its influence on the energy security policy adopted by CEE states.

In the globalized world, the issue of establishing new forms of cooperation in Ukraine’s energy sector with the countries of Central Europe is becoming urgent. With this in mind, the prospects of the project of "vertical" economic integration from north to south, from Scandinavia and the Baltic to the Balkan countries with access to the Adriatic Sea have been considered. The project of the Baltic-Black Sea alliance that is made up on the basis of security motives and includes the development of energy cooperation has been analyzed. It has been proven that with its powerful energy potential, Ukraine is able to integrate into the energy space using its own resource base and diversify the supply of fuel and energy resources within the energy space on a competitive basis. The scientific concept of the polarized space for the region’s development with a resource potential for the development of Ukraine’s economy in the context of globalization and European integration has been proposed.

The North Atlantic Alliance must absolutely fulfill its role in ensuring energy security, because it has an enormous strategic potential the ability to protect the infrastructure and the transit area in cooperation with partners in the event of a crisis situation. For this reason, the Alliance should fulfill their mission primarily with military means. Recent events show that in the European Union, the US and other countries have a great turn in the development of energy connections with Russia and a deep one Atlantic towards use new types of energy resources. NATO member states have all the possibilities to successively control this process, strengthening transatlantic bond despite the belligerent attitude of Russia. The results of this will contribute to promote an open and transparent global management and trade system energy.

Although they became vocal in May and June 2019, due to attacks taking place in the Gulf of Oman, attacks against oil tankers are a century old problem. Because of their size and the cargo tankers appear to be easy targets. The main objective of the paper is to analyze effectiveness of different modes of attacks against oil tankers that have been undertaken since widespread use of oil has begun. A comparative case-study approach was adopted to evaluate the effectiveness of different modes of attacks against oil tankers over the long-term, namely, the last century. It briefly reviews destructiveness of three anti-tanker campaigns during both World Wars. Subsequently they are compared with two post-1945 sets of attacks that happened in the Persian Gulf region – the Tanker War of 1980s and the 2019 attacks. The scale of damages inflicted by attacks against oil tankers is varied. The experience of both World Wars shows their effectiveness. However, post-1945 events do not provide confirming evidence. The main difference is scale of hostile activities applied against tankers.These are not characteristics of tankers that make them easy targets but political conditions (war/peace state of international system) that enable application weapons and tactics of different scale of destruction.

The Caspian region is one of the most important regions of the world with its rich hydrocarbon resources, which in turn draws attention from different countries. The purpose of this paper is to underscore the geopolitical importance of the Caspian basin and the impact of its energy resources on the energy security of non-regional countries. The realization of the “Contract of the century” has been specified in the paper. Russian hegemony has been evaluated and the characteristic features of Northern route have been introduced. The authors attempted to delineate the US’ strategy in the Caspian region and to judge the security of the Western route stretching from the Caspian Sea. The status of the Caspian Sea has been clarified based on the most recent information. Threats to the security of the transit routes have been identified and measures have been offered to prevent possible incidents. A formula was suggested for the mathematical evaluation of possible terrorist attacks on the pipelines in the foreseeable future.

Electricity is one of the factors shaping the quality of life of society. The aim of the article is to present a practical and methodological approach to assessing the energy security of European countries, with particular focus on states with coal-dependent energy systems and on finding balance between ensuring energy security, diversification of energy resources and environmental protection. As energy security means technically reliable, stable, cost-effective and environmentally balanced supply of energy resources to satisfy the needs of the economy and the population, the author proposes an indicator that takes into consideration different components, and can be a helpful tool in designing energy policies. The article also discusses using the energy potential of closed coal mines.

The article presents the concepts proposed in 2006 and in 2014 by the Polish political parties to enhance energy security in Europe (the idea of the European Energy Security Treaty and Energy Union) and determines the role of these proposals for the energy security of the member states of the European Union. Formulated by Polish political parties (Law and Justice, Civic Platform), the concepts for energy cooperation between the EU resulted from the comparable importance of energy in modern international relations. Politicians from both political parties were aware of the dependence of many countries of the European Union on energy supplies from the Russian Federation and the nature of the foreign policy pursued by Russia. Consequently, they indicated the need for close political cooperation, both with the importers and exporters of energy resources. In terms of political science analysis of this issue it is important from both the theoretical and practical point of view, as it relates to the determination of the essence of understanding by policy makers of changes taking place in Europe, as well as the distinction between the measures and actions taken to ensure energy security in the EU. The concepts proposed by the two political party’s resulted from the need to pursue an active foreign and energy policy. Nevertheless, clear assessment of the concept of Law and Justice and Civic Platform is difficult to determine.

Research background: Stable and reliable access to a variety of energy carriers is undoubtedly a basis for the development of any economy. Therefore, the primary condition for the security of the state and its citizens is to ensure the essential minimum of energy on its territory. We can observe, however, an increasing dependence of the Polish energy sector on external sources. Purpose of the article: The aim of this paper is to examine and evaluate the economic aspects of the Polish energy security considering the fact of growing de-pendency on foreign supplies of energy carriers. Methods: In this paper we analyze the Polish energy security using several indicators: fuel/price efficiency ratio, energy intensity of the economy and Herfindahl-Hirschman rate of market concentration. For calculations we use statistical data provided by Energy Market Agency publications, including ?Energy Situation in Poland? covering the years of 2000? 2015. Findings & value added: On the one hand, the Polish energy security depends on its internal conditions and resources - in this context, the available resources of coal and lignite play an extremely positive role because they provide access to a reliable source of energy. On the other hand, Poland is becoming dependent on external commitments that restrict the free use of domestic resources, thus lowering the energy security of the country, speaking in particular of oil and natural gas resources. The analysis carried out in this paper will allow to evaluate the effectiveness of using various energy carriers with respect to their price, market structure and geopolitical conditions.

Liechtenstein is the fourth smallest country in Europe, which determines the low economic importance of this country on the international arena. Therefore, Liechtenstein is usually overlooked in the analysis of economic policies in various countries, including the energy sector. However, the analysis of such a small country brings a valuable complement to researches on potential and challenges with regard to the implementation of energy transformation policy especially taking into account the countries with poor capabilities. It should be emphasised that due to difficult geographical conditions and strong external influences, deepened analysis of the process of formulating energy policy in Liechtenstein should arouse the interest of those countries that suffer geographical disadvantages to strengthen their energy security.
