    Opis:
    Comparison of the results of forest management can be performed using two conventions: technical and natural (biological). Comparison by the technical model is normative, i.e. based on maximum norms that do not change in time. Natural convention bases on various developmental norms. In the State Forests the comparative assessment of the management results is based on the technical convention of similarities and standards contained in the ‘normal forest’ models. This convention of similarities adopted directly from technology (map and plan scales) has no justification in nature. The comparative value of developmental norms in the natural convention results from their continuous violation in the course of management and the predisposition of forest characteristics to assume mean values. The norms enable the regulation and control of forest growth and its sustainable development through the application of appropriate methods of selection of the desired direction of development of increasing timber resources. The management results have not so far been compared in the State Forests to the developmental norms, because this method of comparison requires a change in the foresters’ attitude to and evaluation of the phenomena occurring in nature: from technical to natural.

    Opis:
    The starting point for my reflections was a thesis presented by Max Weber more than one hundred years ago. According to this thesis, a Protestant ethos was an important factor responsible for the spectacular economic growth of Northern Europe. In his own reflections, the German scholar paid attention mainly to both Protestant asceticism, which concentrated the energy of believers on the work they did, as well as on theology, especially Calvinism, which provided explanations for hard work and the accumulation of capital. It seems, however, that in his reconstruction of the Protestant ethos, Weber described universal mechanisms which are responsible for social mobilization in general. The problem is that instead of trying to analyze them, he ultimately concentrated on their cultural manifestations. The main aim of my paper is an identification of these mechanisms. They discipline individuals, or more correctly, they discipline the patterns of playing these social roles, which are functionally significant for initiating and sustaining the mobilization process. In other words, when there is a need in a society to achieve specific goals, including economic ones, it should develop social norms which will be able to bolster the engagement of its members and focus their energy on specific aspects of their life. Moreover, there is a need to prepare non‑normative mechanisms, which increase the probability that members of the society will adhere to these social norms. The reflections in this regard seem to be important mainly for developing states. On the one hand, they should prepare mechanisms which allow them to develop their economies. On the other hand, the members of these states must face many costs associated with their implementation and this problem should also be a part of the discussion.

    Modern legal studies recognise the usefulness and necessity of distinguishing agricultural law norms. As part of the analysis of the legal impact of agricultural law norms, the phenomenon of publicization is also pointed out, which means a gradual increase in public legal regulations within the framework of agricultural law norms. As part of this phenomenon, not only do administrative norms gain in importance, but also programme norms within the framework of the implementation of the Common Agricultural Policy. The aim of this article is to assess the scope of legal impact of programme norms in agricultural law, determining the objectives to be achieved in the market and income policy and the structural policy in agriculture and rural areas, in particular through an attempt to establish the legal character of the Rural Areas Development Programme as an act of the application of EU and national programme regulations. The author presents and justifies the position that the normative provisions of the Rural Areas Development Programme, due to its role, construction and manner of enactment, should be classified as mandatory legal provisions.

    W ostrym przeciwieństwie do opinii wyrażonej w niektórych wcześniejszych teoriach o życiu i ludzkim rozwoju, dziś ludzki rozwój jest rozpatrywany jako „działanie na rzecz postępu”. Jest on ciągłą „podróżą”, w której osoba przechodzi przez różne stadia. To dynamiczne rozumienie ludzkiego rozwoju cechuje także rozwój moralny. Pierwsza część artykułu dotyczy tych spraw. Druga część skupia się na kontekstualnym podejściu do trwałości życia. Natura, dziedziczność, kultura, środowisko, gender, religia i duchowość tworzą kontekst, w obrębie którego dokonuje się rozwój moralny. Trzecia część wysuwa na plan pierwszy bardziej zapotrzebowanie kształcenia ludzi, niż ich indoktrynowanie moralne. Czwarta część udowadnia, że w dynamicznym rozumieniu moralnego rozwoju istotne jest poznawanie dróg, na których socjalne i moralne (religijne) nakazy wywierają wpływ na ludzi.
    In sharp contrast to views expressed in some earlier theories about life and human development, today human development is considered a “work in progress.” It is a continuous journey on which a person passes through various stages. This dynamic understanding of human development also characterizes moral development. The article's first part takes up these points. The second part focuses on the contextualized nature of this lifespan approach. Nature, heredity, culture, environment, gender, religion, and spirituality constitute the context within which moral development occurs. The third part highlights the need to educate people rather than merely indoctrinate them morally. The fourth part argues that in this dynamic understanding of moral development it is important to recognize ways in which social norms and moral (religious) precepts influence people.

    Tematem artykułu jest uprawomocnienie imperatywu umiędzynarodowienia w instytucjach szkolnictwa wyższego państw nordyckich. Są to państwa osiągające znaczne sukcesy na niwie gospodarczej i społecznej, mające jednocześnie, podobnie jak Polska, status półperyferyjny w stosunku do światowych imperiów wiedzy. Z tego powodu ich strategie mogą stanowić ciekawą ramę odniesienia dla zjawisk zachodzących w naszym kraju. Badanie koncentruje się na celach i motywach działań na rzecz umiędzynarodowienia, ale też na sposobach ich habitualizacji i instytucjonalizacji jako praktykach zarządzania organizacjami w szkolnictwie wyższym. W szczególności podjęta zostaje kwestia legitymizacji zmian instytucjonalnych za pomocą zracjonalizowanego mitu, który wytwarza dyspozycję do określonych działań praktycznych, zmian procedur i postaw. Zaczerpnięte z krajów nordyckich przykłady empiryczne pozwalają na analizę przyczyn tego stanu rzeczy, rozwiązań praktycznych oraz strategii rozwijanych w uwarunkowaniach półperyferyjnych. W konkluzji wspomniane zostają najnowsze kierunki w nordyckich strategiach umiędzynarodowienia, które mogą być przedmiotem refleksji bądź inspiracją dla innych państw.
    This article investigates the validation of the internationalization imperative in higher education institutions of the Nordic countries. These countries have achieved significant successes in the economic and social fields, and at the same time, like Poland, have a semi-peripheral status in relation to the world’s empires of knowledge. Therefore, their strategies can provide an interesting frame of reference for the phenomena taking place in our country. In the analysis I focus on the goals and motives of activities supporting internationalization, but also on the manner of their habitualization and institutionalization in the practice of organizational management in higher education. In particular, I take up the issue of the legitimization of institutional changes by means of rationalized myths that create durable dispositions for specific practices, changes in the procedures, and attitudes in a given socio-political setting. I draw empirical examples from the Nordic countries to show the reasons for this state of affairs, as well as practical solutions and strategies developed under semi-peripheral conditions. I conclude by pointing to the latest trends in the Nordic internationalization policy that may be an inspiration or a reason for reflection for other countries.
