In this paper a method for a ship safety estimation at the preliminary stage of design is briefly presented. Solving a few hydrostatic and dynamical problems may be taken into account using the method with special regards to the ships safety estimation in critical conditions. The critical conditions may concem the problems of survivability caused due to the cargo and/or ballast shift, waves and wind impact including the ingress of external water into the watertight compartments of a ship. The theoretical and computational models are briefly described. Using the computational model the safety assessment may be done for the initial event and scenario development assumed. Then, either some seakeeping, stability, damage stability or survivability related characteristics should be evaluated for the risk assessment. Both the seakeeping and stability characteristics are treated as the initial conditions for the risk assessment regarding the damage stability and survivability, and it usually follows from the hazard scenario development. The risk assessment is the base for the safety estimation. This is done according to the IMO regulations. The computational model incorporates the modern numerical techniques and is briefly described by introducing the logical structure of design system, logical structure of computational model and a few application methods used. The model enables to estimate the safety combining the influence of the hull form parameters, arrangement of internal spaces, loading condition including both the cargo distribution and permeability and impact of exciting forces. The exciting forces may follow from both the external and internal sources. And they are as follows: waves, wind and cargo and ballast shift.

This paper concerns an algorithmic method for preliminary selection of parameters of ship propulsion system fitted with fixed screw propeller in the case when the ship’s operation is associated with significant changes of waterway depth and width, hull resistance of the ship and its service speed. Mathematical model arguments of the considered design problem are main ship design parameters identified in the preliminary design stage. Structure of the formulated model complies with formal requirements for continuous- discrete mathematical optimization problems. The presented examples of application of the method concern an inland waterways ship fitted with compromise screw propeller optimized in the sense of minimization of fuel consumption for passing a given route distance within a given time. The elaborated method may be especially useful in designing such ships as : coasters, inland waterways ships, tugs, pushers, trawlers, mine sweepers, icebreakers etc.

This paper presents a proposal of a parametric method for predicting the characteristics of wake fraction, w(x) and thrust deduction, t( ) x , of ship hull of the draught close to waterway depth. The method makes it possible to take into account an influence of low waterway depth in preliminary selecting propulsion system parameters of ships intended for operating in shallow waters, e.g. of inland waterways ships. The mathematical model of the problem was determined with taking into account the aspect of coding easiness of calculation algorithm to be applied to computer software useful in computer aided design. Application of the method was demonstrated with the use of the example characteristics of the passenger ship intended for operating in shallow waters on Berlin-Kaliningrad route, whose design was elaborated in the frame of the EU Eureka INCOWATRANS E!3065 project.

The paper presents a method for preliminary estimation of the length of the midship body block, which inserted in the original hull, increases the deadweight of the ship in line with a required quantity. The method may be useful for establishing the scope of conversion to better adjust the ship for transportation tasks. The problem is formulated by using a mathematical model so selected that its solution, under set of assumptions, is obtained in a closed analytical form. The presented method can be useful for application to pre-investment analysis of the ship conversion costs and functional profits.

This paper presents a method of predicting effective power demand (brake horse power – B.H.P.) for propulsion of inland waterways push train, useful in the preliminary design stages. By using it, on the basis of known main particulars of a given push train, i.e. its length, breadth, draught and speed, a generalized Admiralty formula can be determined and then the pusher propulsion power can be preliminarily predicted by making use of the elaborated structure of the formula. Application of the method is illustrated on the example of a two-segment push train of inland waterways passenger ship designed in the frame of the Eureka INCOWATRANS E!3065 project.

The paper presents some information on a performance-oriented risk-based model for assessment of safety of ships in damaged conditions. The design for safety process is integrated with the risk analysis. As safety is treated as one between the main design objectives such an approach is called the risk-based design. The assessment of safety is based on the risk level. The risk level is evaluated according to the risk-based criteria. For the risk analysis the Formal Safety Assessment methodology has been applied.

In recent years, ideas and applications for autonomous shipping have been rapidly increasing. In most of today’s ship bridge systems decision support systems with different capabilities are installed and officers of the watch rely on them. First tests with fully and constrained autonomous ships are on the way. One of them is the B0 | BZERO project, with the aim of an autonomous 8-hour watch-free bridge, while the ship is still manned. The system’s constraints are captured in the operational design domain (ODD) defining all conditions under which the autonomous system can operate safely. We propose the definition of a preliminary ODD considering both regulatory and technical restrictions. Furthermore, we present a new way of defining the level of autonomy of a ship by using the ODD and navigational specifications.

Recykling statków wycofanych z eksploatacji, stanowiący ostatnie stadium cyklu ich życia, może nieść poważne zagrożenie dla bezpieczeństwa ekologicznego i zdrowia pracowników, z uwagi na stosowanie nieodpowiednich technologii i procedur w stoczniach złomowych, zwłaszcza tych zlokalizowanych na subkontynencie indyjskim, a także ze względu na obecność wielu substancji niebezpiecznych w konstrukcji i wyposażeniu statków. Skierowanie uwagi świata na skalę problemu zainicjowało rozwój prawodawstwa dotyczącego całego cyklu życia statku: projektowania, budowy, eksploatacji i przygotowania do recyklingu. W artykule uwypuklono rolę konwencji HKC o bezpiecznym i przyjaznym dla środowiska recyklingu statków, ale jednocześnie zwrócono uwagę na powiązania między poszczególnymi etapami cyklu życia statku, w tym między fazą projektowania a fazą recyklingu, oraz na potrzebę stosowania strategii „Projektowania Zorientowanego na Recykling”.
Recycling of end-of-life ships, which is the last stage of their life cycle , may pose serious threats to the environment and workers’ health, due to the application of inappropriate technologies and procedures in scrap yards , especially those located in the Indian subcontinent , and also due to the presence of many hazardous substances in the ships construction and equipment. Paying attention of the world to the scale of the problem initiated the development of legislation for the entire life cycle of a ship: the design, construction, operation and preparation for recycling. The paper highlights the role of the Hong Kong Convention for the safe and environmentally sound recycling of ships, but also pays attention to the links between different stages of the life cycle of a ship, including those between the design phase and recycling phase. The neeed for the implementation of the “Design for Recycling” strategy is also highlighted.

This article aims to analyse the statistical parameters of waterways forming the entrance to the port and the construction of a model for determining the optimum parameters of the entrance to the port. It has been analyzed parameters of the entrances to the 100 selected global ports, based on the analysis it was examined the interdependence between certain parameters and the impact they have on the maximum size of the ship which can enter to the port. This analysis allowed to develop a model, which can possible to be applied to the entrance of initial port design.

Maritime Autonomous Surface Ships (MASS) is currently on the agenda in several countries and also in the IMO. In Norway a 120 TEU container feeder is being build and will start sailing autonomously in 2022. The challenge is huge. One question is whether or not the present, quantitative, collision regulations needs to be updated to rules where expressions as “early” and “substantial” are quantified? Or if ships can sail autonomously under the present rules? Another question is if MASS should be marked to signal that the ship is in autonomous mode? Or if it is enough that she follows COLREGS? This discussion paper will take a closer look at these questions and advocate automation transparency, meaning that the behavior of an autonomous vessel has to make sense and be understandable to human operators on other manned ships and crafts.

Opis:
Celem artykułu jest zwrócenie uwagi na problem emisji do atmosfery przez statki morskie związków toksycznych, takich jak m.in. NOx, SOx, cząstki stałe oraz dwutlenek węgla. Załącznik VI Konwencji MARPOL o zapobieganiu zanieczyszczaniu powietrza przez statki wymusił na armatorach stosowanie rozwiązań zmierzających do ograniczenia emisji do atmosfery tych szkodliwych substancji. Jednym z instrumentów realizacji tych wytycznych jest wprowadzony dla nowo budowanych statków projektowy współczynnik efektywności energetycznej EEDI. W artykule przedstawiono przykłady obliczeń tego współczynnika dla siłowni projektowanego kontenerowca w przypadku zasilania silników paliwem płynnym i gazowym LNG. Wskazano w ten sposób na istotny wpływ rodzaju spalanego paliwa na wielkość współczynnika.
The goal of the paper is to pay attention to the problem of emission of toxic compounds e.g. NOx, SOx and CO2 from seagoing ships to environment. The VI Amendment to MARPOL Convention concerning prevention against air pollution by seagoing ships, brought into practice in May 19th 2005, forced ship owners to use means for reduction of environment harmful substances emission to atmosphere. One of tools enabling realisation of above mentioned regulations is compulsory implementation of Energy Efficiency Design Index (EEDI). The paper presents way of its calculation, for propulsion plant of designed container ship, in case of supplying engines with heavy fuel (HFO) and LNG fuel. This way there was underlined important influence of fuel burned on value of the efficiency index, and subsequently on level of pollutants emission.
