The article describes the idea of a change project (a new course) in higher education. The aim of the change project is to promote traditional conflict resolution mechanisms and strategies in order to ensure sustainable development in Africa. The new program will combine the Sustainable Development Goals (SDGs) and various conflict resolution scenarios by applying the technique of design thinking. The program will involve discussions about types of conflicts in Africa, the real causes of these conflicts, mechanisms for peaceful conflict resolution (with special emphasis on the rakiré and the palaver tree) and design thinking. The author intends to implement the program at the Faculty of International Relations of the Ivan Franco National University in Lviv.

Celem artykułu jest identyfikacja stymulatorów procesowego rozwoju przedsiębiorstw. W artykule przedstawiono wyniki diagnozy dojrzałości procesowej w kontekście celów projektów przedsiębiorstw. Założono, że kierunek procesowego rozwoju przedsiębiorstwa i jego poziom dojrzałości determinują cele zmian. Do realizacji zadania wykorzystano technikę wywiadu i wielowymiarową analizę korespondencji. Efektem prac jest identyfikacja celów rozwojowych na określonych etapach dojrzałości procesowej przedsiębiorstwa.
The purpose of this paper is to identify the triggers of development process-oriented enterprises. The article presents the results of the process maturity diagnosis in terms of objectives of enterprises development. It was assumed that the scope of the changes determines the direction of the enterprise development and its level of maturity. To accomplish research tasks questionnaire-based technique and multidimensional correspondence analysis were used. The result of the research is identification of development goals pursued by the company at certain maturity levels.

Context: The Technical Debt metaphor has grown in popularity. More software is being created and has to be maintained. Agile methodologies, in particular Scrum, are widely used by development teams around the world. Estimation is an often practised step in sprint planning. The subject matter of this paper is the impact technical debt has on estimations. Objective: The goal of this research is to identify estimation problems and their solutions due to previously introduced technical debt in software projects. Method: The Systematic mapping study (SMS) method was applied in the research. Papers were selected from the popular digital databases (IEEE, ACM, Scopus, etc.) using defined search criteria. Afterwards, a snowballing procedure was performed and the final publication set was filtered using inclusion/exclusion criteria. Results: 42 studies were selected and evaluated. Five categories of problems and seven proposed solutions to the problems have been extracted from the papers. Problems include items related to business perspective (delivery pressure or lack of technical debt understanding by business decision-makers) and technical perspective (difficulties in forecasting architectural technical debt impact or limits of source code analysis). Solutions were categorized in: more sophisticated decision-making tools for business managers, better tools for estimation support and technical debt management tools on an architectural-level, portfolio approach to technical debt, code audit and technical debt reduction routine conducted every sprint. Conclusion: The results of this mapping study can help taking the appropriate approach in technical debt mitigation in organizations. However, the outcome of the conducted research shows that the problem of measuring technical debt impact on estimations has not yet been solved. We propose several directions for further investigation. In particular, we would focus on more sophisticated decision-making tools.

The paper is focused on conditions, process and results of the organizational change due to the introduction of new project management methodology. After literature review, the multiple case study of the ICT companies implementing new agile project management methodology is being presented. As the results show, the change of the project management methodology might affect the project success in large and complex ICT projects. Moreover, it might lead to the organizational transformation in technology, methodology, processes, strategy, organization and organizational culture extending competitive advantage of the organization.
Celem pracy jest pokazanie uwarunkowań, przebiegu oraz skutków zmian organizacyjnych wynikających z wprowadzenia nowej metodyki zarządzania projektami. W artykule przedstawiono wyniki badań własnych w postaci wielokrotnego studium przypadku przedsiębiorstw sektora teleinformatyki wprowadzających nową zwinną metodykę zarządzania projektami. Jak wykazano w badaniach, zmiana metodyki zarządzania projektami może prowadzić zarówno do zwiększenia szans na sukces dużych i złożonych projektów informatycznych oraz teleinformatycznych, jak i do transformacji przedsiębiorstwa, rozumianej jako szereg gruntownych zmian w obszarach technologicznym, metodycznym, procesowym, strategicznym, organizacyjnym i kulturowym, zorientowanych na zwiększenie przewagi konkurencyjnej.

W artykule wskazano i omówiono główne czynniki powodujące konieczność odstępstw od projektu na etapie wykonywania sieci wodociągowych i kanalizacyjnych. Najczęściej występujące odstępstwa związane są z opóźnieniem realizacji inwestycji w stosunku do jej zaprojektowania, problemami związanymi z uzyskaniem prawa do dysponowania nieruchomością na cele budowlane, błędami projektowymi czy nieaktualnymi podkładami mapowymi. Część odstępstw dokonywana jest na prośby i wnioski gestorów sieci. Chociaż przepisy prawne dopuszczają możliwość odstępstw, dzieląc je na istotne i nieistotne, to każda zmiana utrudnia i opóźnia wykonanie prac. Analiza czynników odpowiedzialnych za odstępstwa od projektu na etapie wykonawstwa wskazuje, że możliwe jest wyeliminowanie lub ograniczenie części z nich.
The article indicates and discusses the main factors causing the need for deviations from the project at the stage of execution of water supply and sewage systems. The most common derogations are associated with delayed implementation of the investment in relation to its design, problems with obtaining the right to use the property for construction purposes, design errors or outdated maps. A part of derogations is made on the requests and applications of the administrators of the network. Although the regulations allow for the possibility of derogations, dividing them into relevant and irrelevant, every change hinders and delays the execution of works. The analysis of the factors responsible for departure from the design at the execution stage indicates that it is possible to eliminate or reduce some of them.

W artykule opisano sposób obsługi zmian w dokumentacji technicznej wykorzystując teorię obsługi masowej. Szczególną uwagę zwrócono na zagadnienia dotyczące nanoszenia zmian na rysunkach i powiadamianie o zmianach. Opisany sposób postępowania może usprawnić realizację przedsięwzięć budowlanych oraz ułatwić wdrożenie normy PN-ISO10006:2002, w której główną uwagę zwraca się na proces zarządzania zmianą.
This paper describes the method of handling changes in technical documentation, using the theory of mass handling. Particular attention is drawn to issues relating to the making of changes to drawings, and to the giving of notification of changes. The procedure described may improve the efficient execution of building projects and facilitate implementation of the PN-ISO10006:2002 standard, in which the key focus is on the process of change management.

Synthesis and New Conception of North Sea Research (SYCON) is the title of a German project carried out from 1998–2000 under the leadership of Hamburg University1. It was accompanied by an international advisory board and covered North Sea issues as well as the general challenges to shelf sea research and sustainable management under global change. Particular emphasis was placed on the interdisciplinary analysis of comprehensive areas of knowledge: the data situation, understanding of processes, model development, instruments and methods, understanding of the system. Based on this, perspectives for future North Sea research were developed. The project produced a synthesis report, eleven monodisciplinary reports and an illustrated brochure for the general public (see Annex 1, this paper, p. 258).

Celem pracy jest pokazanie uwarunkowań, przebiegu oraz rezultatów transformacji przedsiębiorstwa wynikającej z wprowadzenia nowej metodyki zarządzania projektami. Jak wykazano w badaniach, zmiana metodyki zarządzania projektami może prowadzić zarówno do zwiększenia szans na sukces dużych i złożonych projektów informatycznych oraz teleinformatycznych, jak i do transformacji całej organizacji, rozumianej jako szereg gruntownych zmian w obszarach technologicznym, metodycznym, procesowym, strategicznym, organizacyjnym i kulturowym, zorientowanych na zwiększenie przewagi konkurencyjnej.

Artykuł dotyczy możliwości dokonywania zmian w utworze architektonicznym bez zgody twórcy. Przeprowadzona analiza opiera się w znacznej mierze na przepisie art. 49 ust. 2 ustawy z dnia 4 lutego 1994 r. o prawie autorskim i prawach pokrewnych, zgodnie z którym następca prawny, choćby nabył całość autorskich praw majątkowych, nie może bez zgody twórcy czynić zmian w utworze, chyba że są one spowodowane oczywistą koniecznością, a twórca nie miałby słusznej podstawy im się sprzeciwić. W artykule omówiono przesłankę oczywistej konieczności oraz przesłankę braku słusznej podstawy sprzeciwu. W oparciu o orzecznictwo przedstawiono problemy pojawiające się w konkretnych przypadkach zastosowania przytoczonej regulacji. Poczynione rozważania pozwoliły dojść do następujących wniosków. Po pierwsze – utwory architektoniczne cechują się pewnymi odmiennościami w stosunku do innych kategorii utworów. Po drugie – specyfikę twórczości architektonicznej należy mieć na uwadze w toku wykładni przepisów ustawy o prawie autorskim i prawach pokrewnych. Po trzecie – zasadą jest konieczność uzyskania zgody twórcy na dokonanie zmian w utworze architektonicznym. Po czwarte – wyjątkiem od tej zasady jest możliwość dokonania zmian w utworze architektonicznym bez zgody twórcy pod warunkiem łącznego spełnienia obu przesłanek oczywistej konieczności oraz braku słusznego sprzeciwu twórcy. Wreszcie po piąte – zarówno twórcy, jak i inwestorzy niezaprzeczalnie winni mieć na uwadze nie tylko aspekty administracyjnoprawne związane z procesem budowlanym, lecz także aspekty autorskoprawne.
This paper tackles the issue of making alterations in an architectural work without the author’s consent. The analysis made therein is mostly based on the stipulations of ar. 49 cl. 2 of the Law of Copyright and Neighbouring Rights of 4 February 1994 in accordance to which a legal successor, even if he has gained full economic rights, may not alter the work without the author’s consent, unless the alterations are caused by obvious necessity and the author has no justified reason for objecting to them. The paper discusses the premise of obvious necessity and the premise of no justified grounds for objection. Problems which emerged in concrete cases are discussed herein in the light of court verdicts based on the said regulation. The analysis of these examples leads to the following conclusions. First – architectural works reveal some specific differences from other works of creation. Second – the specific character of architectural creation should be taken into account while construing the regulations pertinent to copyright and neighbouring rights. Third – the principle is the need to receive the author’s consent to alterations in an architectural work. Fourth – the exception to this rule is that the alterations in an architectural work can be introduced without the author’s consent if and only if both requirements have been fulfilled i.e. the obvious necessity and the absence of the author’s justified objection. Finally, the fifth – both the authors and the investors should definitely take into account not only the administrative-legal aspect related to a building process but, also, its legal aspect related to copyright issues.
