Opis:: Rural areas are gradually losing their agricultural specificity. They now need to support the coexistence of two logical approaches to occupation of their space: one based on the supply of agricultural and forestry products, the other on the various demands from local residents and seasonal tourists. The focus is shifting from only supplying market goods to meeting the multiple expectations of the society. The paper analyses the policy outcomes of the rural development policy in Bulgaria and their impact on multifunctional agriculture.

Opis:: The analysis of the characteristics and differences between Polish and Ukrainian agriculture and of overcoming negative trends in the development of agriculture of these countries, is shown in this paper.
Polska i Ukraina to dwa państwa, które w swoim historycznym rozwoju zmagały się z analogicznymi problemami, których rozwiązanie jednak nie zawsze było jednakowe. Dwustronne stosunki handlowo-ekonomiczne oraz integracja z państwami środkowoeuropejskimi Polski i Ukrainy od 1949 do 1990 roku dokonywały się w ramach Rady Wzajemnej Pomocy Gospodarczej. Rozpad Związku Radzieckiego, utworzenie Ukrainy jako niezależnego państwa, rozpad bloku RWPG - postawiły nasze państwa z jednej strony przed koniecznością budowania rynkowo-ekonomicznych warunków, które wyparłyby administracyjne uporządkowanie i centralne planowanie we wszystkich gałęziach gospodarki, z drugiej strony zaś - przed koniecznością poszukiwania nowych, bardziej doskonałych mechanizmów wzajemnego handlu i wspólnego rozwiązywania problemów. Celem badań było ustalenie najbardziej typowych cech oraz różnic w rozwoju rolnictwa Polski i Ukrainy oraz określenie poziomu rozwoju rolnictwa w naszych państwach na tle państw-członków Unii Europejskiej (UE). Badania wykonywano w okresie 10 lat, od 1990 do 1999 roku.

Opis:: Depopulation, deruralization and deagrarization have greatly contributed to the reduction of economic resources of the agricultural areas Montenegro, which has resulted in significant impact on rural areas. It is particularly important in less developed rural area of that changes have an important role in agricultural and rural development, since the possibilities for development are not used in the right way. Family agricultural holdings and business entities in „ 2010 have 221.297.6 ha of total utilized land. There is a rather low number of holdings whose size varies between 100 ha or more, only 425 of them or 0.87 % in comparison to the total available land. At family agricultural holdings, 23.198 working persons are 65 or older, which comprises 23.5 % of the total labor force, while the share of people under 24 years is declining, comprising 6.83 % rural areas in Montenegro “have significant development potentials owing to its geographical, climatic, and natural features. This is a necessary but not a sufficient condition. Integral development of rural areas Montenegro should be based on the following elements: multifunctional agriculture, diversification of economic activities in rural environment, rural and eco tourism, organic food production, small and medium - sized enterprises, and cooperation between small and medium producers. Conclusion the text confirms the hypothesis and suggests a need of many changes in the structure and organization of the agricultural and rural sector in Montenegro, as well as the necessity of establishing the legal, institutional and budgetary framework.

Opis:: Despite the fact that multifunctionality and sustainability are guiding principles of Swiss agricultural policy, the number of contributions from Swiss academics to the literature on multifunctionality is small. However, the quality of these contributions is quite high, as they generally address the comprehensiveness of the concept as well as the context in which agricul-ture is positioned. Moreover, the review of existing literature reveals a lack of analyses that inves-tigate the relationship between the concepts of multifunctionality and sustainability, or sustainable development.
W artykule przedstawiono wyniki badań nad koncepcjami wielofunkcyjności rolnictwa i obszarów wiejskich w Szwajcarii. Na podstawie badań można stwierdzić, że pomimo określenia wielofunkcyjności i zrównoważenia jako priorytetów szwajcarskiej polityki rolnej, badania szwajcarskich naukowców związane z wielofunkcyjnością są realizowane w niewielkim zakresie. Dotychczasowe badania odnoszą się do koncepcji wielofunkcyjności w innych krajach Europy i charakteryzuje je wysoka jakość. Przegląd dostępnej literatury ujawnia brak analiz, które przedstawiają relacje między koncepcjami wielofunkcyjności, zrównoważenia i zrównoważonego rozwoju.

Opis:: This study seeks to analyse the process of rural areas policy development in Poland. In this sense, various approaches towards multifunctional rural development within the scientific arena are presented. In Poland, the concept of multifunctionality of rural areas occurred at the beginning of the 1990?s as a result of political system transformation. The research conducted so far points to the definitions of multifunctionality of rural areas as referring to non-agricultural activities of the rural community.
Celem artykułu było zanalizowanie koncepcji wielofunkcyjnego rozwoju rolnictwa i obszarów wiejskich. Przeprowadzone badania określiły kierunki rozwoju polityki obszarów wiejskich w Polsce. Jednocześnie przedstawiono różne podejścia badawcze dotyczące wielofunkcyjnego rozwoju obszarów wiejskich. W Polsce zwarte koncepcje wielofunkcyjności rolnictwa i obszarów wiejskich pojawiły się na początku lat dziewięćdziesiątych w rezultacie transformacji systemu politycznego i dążenia do integracji z Unią Europejską. Przeprowadzone dotychczas w Polsce badania wskazują, że wielofunkcyjność jest definiowana przede wszystkim w odniesieniu do rozwoju pozarolniczej aktywności społeczności wiejskiej.

Opis:: The aim of the study is to analyse and compare the changes in land use in rural areas in the Lubelskie Voivodship at the time of implementation of the Rural Development Plan (RDP) during the period 2004-2006 and 2007-2013. The assessment of changes in land use was made based on aggregate voivodship lists of the land and building register covering the years 2004-2013. In detailed analyses the changes in the register area of particular lands in 20 districts. For the purpose of research presentation QGIS software was used, which allowed to present the changes in land use in the form of a cartogram. The research shows a decrease in the acreage of agricultural land and waste land at the time of implementation of the two programmes, at the expense of, among others, forests, wooded and bushy lands, urban and built-up lands, ecological lands and various land. The effect of financing activities related to the reduction of the human impact on the environment during the period 2007-2013 in Lubelskie Voivodship can be observed in the changes of ecological land acreage. It was observed the overall area increase of 22,21%. Ecological lands constitute a very small percentage of the lands in Lubelskie Voivodship. It is the authors’ opinion that should strive to increase their acreage in order to increase biodiversity in rural areas.

Opis:: Beneficiaries of financial support from the Rural Development Programs and applicants for that support are exposed to different types of liability, regulated by both the EU rules (concerning CAP) and local rules. The article presents these kinds of responsibilities and describes their characteristics. The responsibility of key importance is the one incurred under the provisions of EU law. This involves inter alia the obligation to repay the received support and reduction or exclusion from the support. The application of a specific sanction provided for this type of liability is dependent on „size” of the infringement and the degree of culpability; where the least severe sanctions are imposed regardless of fault (objective responsibility). Furthermore, beneficiaries and applicants for support are liable to the penalty provided for by national law. Author concludes that rules of responsibility in the EU legislation concerning the CAP constitute administrative type responsibility, which is not of a criminal nature, and therefore in the light of the ne bis in idem principle, it is acceptable to use to the same person in connection with the same action both responsibilities, like the penalty laid down in EU regulations concerning CAP and criminal penalties provided for in the rules of criminal law.

Opis:: The main aim of the article was to establish and present the relationship between the production potential of agriculture in Poland’s voivodships and the utilization of funds from selected Rural Development Programs (RDP) 2014-2020. The Common Agricultural Policy (CAP) of the European Union has Rural Development as the “second pillar” with the objectives of enhancing the competitiveness of agriculture and forestry; ensuring the sustainable management of natural resources and climate action; and overall development of rural economies. The materials for the paper are based on data connected with the resources of production factors in Polish agriculture as well as data on EU agricultural funds in Poland under RDP 2014-2020 made available by the Polish Central Statistical Office (GUS) and the Agency for Restructuring and Modernization of Agriculture (ARMA). The analysis showed that the diversification of the agricultural production potential of the different regions in Poland had an influence on the activity of farmers in applying for RDP measures. Based on the regional absorption of funds, there should be a wider range of conditions required to access selected EU programs in order to strengthen farms in areas with lower production potential.

Opis:: The aim of the article is to present the Rural Development Program 2014–2020 as a new fund to support rural development in Poland. The Rural Development Programme for the period of 2014 until 2020 constitutes yet another, following the Rural Development Plan for 2004–2006 and the Rural Development Programme 2007–2013, fund financed by the EU, which has been established after Polish accession to the European Union. According to the assumptions, the RDP 2014–2020 will constitute a continuation and development of such directions of support as have been followed since Poland’s accession to the European Union, and will be particularly focused on issues related to the advancement of the competitiveness of agriculture, which issues are of particular importance from the point of view of the development of rural areas; moreover, due to structural problems and development challenges, the very advancement requires substantial and well–targeted support. The purpose of the Rural Development Programme for 2014–2020 is to improve the competitiveness of agriculture, and also to facilitate sustainable management of natural resources and climate action and balanced territorial development of rural areas.

Opis:: Due to state ownership of both free game and most forests in Poland, large hunting districts and low number of hunters, hunting in Polish hunting grounds provides an opportunity to encounter many animal species, often in their almost natural environment. The qualities of Poland’s fauna and flora as well as Poland’s accession to the EU and the resulting ease of movement have contributed to the development of hunt tourism. As a consequence, there has been a rise in the demand for services offered by rural areas inhabitants, which in turn should make local communities recognize the need to preserve the natural environment.

Opis:: The objective of the present study is to identify rules governing the distribution and thematic structure of creative activities, using the region of Lower Silesia in southwestern Poland as an example. This empirical study is based on the data obtained from the Central Registration and Information on Business (CEIDG) as of 2018. Rural areas (compared to cities) generally display a lower level of economic activity. Analysis results confirm that craft-based activities are usually carried out outside large cities. A clear structure of specialisation among creative activities indicates that rural areas should mainly undertake activities that are consistent with the character of a particular local setting and are strongly connected with local conditions.
