The purpose of this paper is to answer the question whether, despite the differentiation of the corporate income tax in the European Union, there are similarity patterns allowing for the harmonization of the bases of this tax. The analysed CIT static data both quantitative and qualitative concerns the years 2018 and 2020. The method of hierarchical cluster analysis allowed a grouping of EU countries according to their similarities. It also indicated the greatest tax diefrences between EU member states. In turn the afinity analysis made it possible to distinguish groups of countries which are similar in terms of CIT with the simultaneous identification of a pattern. Results show that despite significant diefrences in tax rates some EU states show convergence in tax bases. The geographical criterion still plays an important role in determining CIT structure and tax incentives are one of the tools that may be used in the approximation of the bases.

The path of European economic integration these days seems to be dominated by the European Union – its functioning and current challenges. It is however worth emphasizing, that the process of European integration together with commercial and trade aspects thereof, includes also elements which remain beyond the mainstream of Union–oriented debate and involve countries not being EU Member States. European Economic Area (EEA) is a good example of that. The supranational model of integration combined with inclinations towards more traditional, intergovernmental, concept of cooperation resulted in a very interesting form of economic integration grouping. The motives for establishing EEA, the mosaic of interests represented by states engaged, the economic conditionings in that respect and – finally – the character of EEA and the peculiar instruments of decision-making are then worth a closer analysis. No less important are perspectives of EEA further development. Those problems are the main elements of considerations presented in this contribution.

This paper is compiled with the objective of critically analysing whether the European Union can be classified as an integrated economy, focusing on the level of economic convergence. Against this backdrop, the current level of economic integration is assessed taking into account empirical research performed by other scholars and economic indicators shown by member states over the years 2004-2014. Results indicate that the European Union is a heterogeneous block of economic clusters with varying degrees of economic health, trends and capabilities. The heterogeneities hinder implementation of policy, which in turn prevents further integration. A “three-fold” solution for achieving a higher level of economic integration is discussed, which incorporates (i) differential treatment of member states depending on prevailing economic conditions, (ii) the establishment of a European Economic Government, and (iii) the introduction of parallel currency regimes in Eurozone countries with ailing economic health.

From the point of view of the consequences of European integration, similarities of economic structures of member states are of high relevance. The main objective of the paper is to analyse how those similarities looked like in the period of 1970-2006 for EU15 and in 1995-2006 for EU25 countries. The analysis consists of two stages and refers to the similarities in employment composition between three sectors of economy, and also between subsectors of manufacturing and services – distinguished on the basis of their technological advancement and knowledge intensity. In the first step, on the basis of the EU-KLEMS database, a measure of structural similarity, Krugman specialization index, was calculated for all pairs of EU countries. Observation of its values points to an ongoing homogenization of EU15 economies and of their manufacturing structures, but also to an increase in differences of knowledge intensity in services. In the broader sample of EU25, de-spite an ongoing economic transition, no significant homogenization of structures was observable. As the second step, a cluster analysis was conducted, which allowed for identification of development patterns in the sample of European countries.

During the debt crisis in Europe as well as during the global financial crisis it became clear that existing solutions on economic governance were highly unsatisfactory. After numerous measures having rather uncoordinated features and executed in an ad hoc manner, even in the particular member states, the EU has started to examine the framework of an economic governance in Europe. The intention of this text is to present, in the chronological order, measures having been adopted in the last three – four years. We start with a description of so called Sixpact consisting of five regulations and one directive. These legal acts aim to strengthen discipline concerning fiscal policies not only in the eurozone but also in all the remaining member states of the EU. They also cover measures on counteracting excessive macroeconomic imbalances. European semester constitutes a very important part of the Sixpact that should foster the co-ordination of the economic governance in the EU. Next, a Treaty on Stability, Co-ordination and Economic Governance has been detailed. It has been indicated that TSCG will not be binding (similarly as the Euro Plus Pact) for all the member states. Finally, the newest European project, so called Twopack, has been described. Twopack significantly interferes into procedures of forming national budgets in the eurozone member states. The article does not provide for the European Stability Mechanism because its description would largely surpass the allowed length of the text.

The purpose of this paper is to research on the Central and Eastern European countries’ (CEECs) economic development after joining the European Union (EU). Moreover, this study highlights the key policies of economic integration into the EU and integration is a success story for the CEE countries. This paper also describes the key indicators and tools of the development model adopted by the CEE countries as a member of the EU. This study covers the period from 2004 to 2021. The objective of this study is to relate to the EU’s economic and trade policies, and how they brought the development to the region after the successful integration. To what extent, the CEE countries could develop their economic position in comparison to the other EU member countries. The research used empirical and comparative analysis methods to search the economic growth and regional development. Through this method, the research answers the questions and tests the hypothesis. The study concludes that the economic integration of the CEECs into the EU is successful. As a result, the development of this region has been accelerated and the EU’s economic policies have successfully been implemented in many countries. Finally, The EU’s economic policy has changed the dynamics of regions’ development and shaped the stronger trade and common market among the member states. The EU’s integration has impacted the gradual economic growth across the CEE countries.

Objectives: After the collapse of Communism in Central and Eastern Europe, the idea of joining a prosperous bloc, which would provide financial assistance, seemed an opportunity not to be missed. However, with the possibility of the funding drying up, and the initial feeling of euphoria fading, the alignment of CEE and Western Europe on values was put to a test. This gave way to discussions about alternatives to the EU. One of them is Intermarium. This paper examines the potential benefits Intermarium countries could attain in terms of consumption risk sharing. Aims: The research takes an alternative approach to economic integration, concentrating on economic stability. In particular, it makes an empirical analysis of consumption risk sharing in Intermarium, as well as drawing a comparison with the EU and the euro zone core. Research Design & Methods: The paper uses method of risk sharing assessment proposed by Kose et al. (2009) extended by the authors to accommodate panel data setting. Findings: As the empirical results illustrate, the past integration between the old EU and its new member states weakened the Intermarium mechanisms of consumption insurance, especially in comparison to the euro zone countries. Implications / Recommendations: The potential benefits of Intermarium fall short of the EU alternative. Contribution / Value added: The paper presents the results of the first examination of the extension of risk sharing in Intermarium countries.

The article is an analysis of energy policy in the context of the economic security of the European Union. One of the key challenges facing the EU is to ensure the economic security both of its members, as well as of the entire organization. The energy sector and energy policy are an integral part of the European Union’s development strategy. They may contribute to improved effectiveness of the integration process or to the failure of the European project. The aim of this article is to examine the challenges and problems that are associated with the formation of European energy policy. For the integration project to succeed, it is imperative for this policy to be properly planned and managed. Failing to implement appropriate mechanisms and actions to ensure energy security (taken at Community level), poses threats of strengthened national particularities in the EU, economic slowdown and, consequently, a slow erosion of the European political system.

RESEARCH OBJECTIVE: This article aims at analysing the results of the EU referendum in the UK and the implications and challenges of Brexit for the European Union. THE RESEARCH PROBLEM AND METHODS: The basic problem of this publication is the analysis of special status of the UK in the EU, its significance as EU Member State and the immediate effects and future implications of Brexit. The research tools used in the article include literature studies, descriptive and comparative analysis. THE PROCESS OF ARGUMENTATION: The line of reasoning consists of four essential elements. At first, the UK’s membership in the EU is presented, and in particular its special status in the EU as well as the role of the UK’s economy in the EU. The next part focuses on the EU referendum in the UK – its results and effects for the British politics. The last two parts concentrate on the analysis of alternatives to membership in the EU and implications and challenges for the EU resulting from Brexit. RESEARCH RESULTS: Brexit is considered one of the most dangerous events in the global economy (some believe Brexit is more threatening than global financial crisis 2008+). Brexit has created a number of political, economic and social challenges for the EU, which have been intensified by other internal and external threats for the EU. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The situation in the UK and in the EU after Brexit is quite dynamic. It is hard to anticipate all the effects and implications of Brexit. The way the EU negotiates with the UK future British‑EU relations will determine its international position. The withdrawal negotiations of the UK will include operational and strategic, legal and financial issues. Brexit will considerably reduce demographic and economic potential of the EU. It will complicate financial aspects of EU integration. Brexit will necessitate reforms of the EU policies. Brexit will also limit political power of the EU.

Podstawą integracji instytucjonalnej jest integracja gospodarek na poziomie realnym, dokonująca się dla lepszego wykorzystania zasobów i podwyższenia efektywności i innowacyjności. Dla lepszej współpracy podmiotów i państw potrzebna jest z kolei integracja regulacyjna, powodująca zbliżenie systemów instytucjonalnych. Jeśli nie jest ona możliwa w całym ugrupowaniu, dokonuje się wśród najbardziej zbliżonych państw, czyli „klubu”. Integracja instytucjonalna ułatwia współpracę między podmiotami i czyni ją bardziej przewidywalną. Istnieją uzasadnienia zarówno dla większej centralizacji integrujących się ugrupowań, jak i dla większej ich decentralizacji. Ku decentralizacji kieruje chęć lepszego uwzględnienia zróżnicowanych preferencji, za centralizacją przemawia istnienie efektów zewnętrznych polityk poszczególnych krajów oraz możliwość wykorzystania efektów wielkiej skali. Próbą pogodzenia tych dwóch tendencji jest idea subsydiarności, według której „Wspólnota powinna podejmować działanie, zgodnie z zasadą subsydiarności, tylko i wyłącznie w takiej mierze, w jakiej cele proponowanej akcji nie mogą zostać w wystarczającym stopniu osiągnięte przez Państwa Członkowskie”. Unia Europejska w pewnej niewielkiej liczbie dziedzin ma wyłączne kompetencje do działania, w przeważającej liczbie dziedzin kompetencje są dzielone między Unię i państwa członkowskie, a w kilku dziedzinach Unia może wyłącznie działać wspomagająco. Według badań socjologicznych obywatele Unii Europejskiej raczej skłonni byliby przyznać większe kompetencje Unii. Dotyczy to zwłaszcza obywateli nowych państw członkowskich i tych krajów, w których administracja publiczna jest uważana z niesprawną. W rzeczywistości podział kompetencji pomiędzy Unią Europejską odbywa się według bardzo różnych konfiguracji i zależy od przedmiotu integracji (legislacja, decyzje polityczne, wdrażanie) oraz od dziedziny polityki. System współpracy jest skomplikowany i dużą rolę odgrywają w nim formy pośrednie (wiążące zobowiązania, koordynacja). Efektywność jest oceniana jako niska zwłaszcza w odniesieniu do Strategii Lizbońskiej i Unii Gospodarczej i Walutowej. Unia Europejska jest w trakcie reformy zarządzania, której podstawą jest Traktat Lizboński. Regulacyjne otoczenie Unii Europejskie stanowi niewątpliwie pewne ograniczenie dla systemu gospodarczego i kierunków polityki państw członkowskich, które nie mogą odstąpić np. od reguł konkurencji czy Wspólnego Rynku, ale nie powoduje ujednolicenia systemów instytucjonalnych. Po akcesji do Unii Europejskiej postępuje integracja gospodarki Polski z gospodarką ugrupowania. Powoduje to nacisk społeczny na dostosowanie regulacji i polityki do zamierzeń europejskich, dając jednocześnie gwarancję stabilności tego otoczenia.
The integration of economies in real terms, taking place for better utilisation of resources and enhanced efficiency and innovation is a basis of institutional integration. It is regulatory integration that – in turn – is essential for better co-operation of entities and states as it makes institutional systems associate closer. If it is not possible within the whole group, it occurs among the most closely associated states, i.e. a ‘club’. Institutional integration facilitates co-operation between entities and makes it more predictable. There exist grounds for both larger centralisation and decentralisation of groups undergoing the integration process. Decentralisation is prompted by the willingness for better consideration of differentiation of preferences, while centralisation is supported by the existence of external effects of policies of individual countries as well as a possibility of using large-scale effects. It is the subsidiarity idea that is an attempt to reconcile the two tendencies. In line with the idea ‘ The Community should take action in accordance with the subsidiarity principle only and exclusively to such an extent to which objectives of the action proposed may fail to be sufficiently accomplished by the member States’. The European Union, in some small number of fields, has got exclusive competence of acting. In majority of fields the competence is shared by the Union and its member states. On the other hand, there are a few fields where the Union may provide a support action only. In line with sociological research findings, the citizens of the European Union would rather tend to provide the Union with larger scope competence. This concerns mainly the citizens of new member states as well as the countries where public administration is considered inefficient. In real terms the division of competence within the European Union is carried out basing on variety of patterns and depends on the integration subject (legislation, political decisions, implementation) as well as on a field of politics. The system of co-operation is complicated with supplementary forms (binding obligations, coordination) playing a significant role. Efficiency is assessed as low especially regarding the Lisbon Strategy as well as The Economic and Monetary Union. The European Union is in a process of management reform, the Lisbon Treaty being its basis. The regulatory environment of the European Union undoubtedly constitutes some restrictions to the economic system and directions of member countries policy. It is them that cannot abandon e.g. rules of competition or the Common market. Yet, such an environment does not result in homogenous institutional systems. After Poland’s accession to the European Union, the integration of Polish economy with the one of the EU has been taking place. This results in social pressure on the adjustment of regulations and policy to the European objectives providing – simultaneously – a guarantee of the environment stability.

This article is both a thread and a complementation of the issues surrounding programmes of Aleksander Bregman entitled “Kaleidoscope”, broadcast in 1960–1966 by the Munich–based station of Radio Free Europe. The overall subject of the programmes, as well as the precise delineation of relations between politics and media and society have been undertaken in separate papers; however, the course and evaluation of the integration process of the old continent’s western part in Bregman’s commentaries, deserves an individual consideration. Several reasons dictate that it should be so. Primarily, the complexity of this subject matter should be emphasised. The author of “Kaleidoscope” perceived the unification of Western Europe in several aspects, therefore the structure of the text should incorporate, albeit setting it apart, Bregman’s personal and subjective impressions, associated with his stay in Brussels and the observation of Union institutions at work. These were delivered to the listeners in a series of special programmes in the shape of objective accounts, which explained formal decisions taken by governing bodies of individual states. At the time, Bregman lived in London, therefore the attitudes of the government and society of Great Britain occupied a particular place in his programmes, as did the assessment of the Whitehall’s standpoint and decisions among the member states.“Kaleidoscope” was typified by a tremendously broad thematic scope in terms of issues addressed by the author. One of the most important among those which interested him was the aforementioned issue of the run of integration processes in the early 1960s, with particular emphasis on the initial solicitation and accession talks of the Brits with the states of “the six”. This thread, being the chief subject of this paper, is nevertheless extended to include the standpoint of other member of the British Commonwealth on Britain’s attempts do join the Common Market. Also, the then situation within the Commonwealth as well as the further expediency of its existence has been analysed. The commentaries of A. Bregman concerning the general operation of the authorities in Brussels, have been discussed separately.

Opis:
The primary objective of this paper is to examine the response of the authorities of the Polish People’s Republic to the extending scope and range of European integration in 1961–1973. The following countries applied for EEC membership in this period: the United Kingdom, Ireland and Denmark. The analysis is conducted on the basis of press releases of the Polish Press Agency (PAP) as well as features published in newspapers and magazines (“Trybuna Ludu”, “Polityka”, “Nowe drogi”, “Ideologia i Polityka”), as well as academic periodicals (“Przegląd Międzynarodowy”, “Przegląd Zachodni”).

Opis:
The article defines the priorities, principles and main provisions of national forest policy of Ukraine towards European integration. The main objectives and structure of the mechanism of transformation of ecological and economic relations in the forest sector of Ukraine is grounded. The main tasks of transformation of ecological and economic relations in the forest sector should be decentralization of the management system, budget savings and sustainability, sustainable development and ecological security, development of public and private partnership, and welfare of local communities. It justifies priority directions of transformation, which include the system of distribution of powers between central, regional and local levels, the financing system and fiscal regulation in the forest sector, powers and subordination of the organs of ecological control, the organizational forms of companies and associations, the institutionalization of communal and private ownership of forests. Necessary organizational and economic framework for their implementation should ensure the economic mechanisms of transformation of the system of state management of economic processes, financial-credit and fiscal regulation, economic incentives of the deep environmentally friendly forest products, integration of businesses and innovative and investment development of the forest sector, the Institute of ownership of forest land, the property rights of forest users and local communities. The structure of transformation mechanism of ecological and economic relations in the forest sector is developed. It will allow the use of modern economic methods (de-monopolization and transparent competition on the timber market; economic incentives for deep wood processing; the transition to the new organizational forms of integration of economic entities; the empowerment of local communities and their executive bodies) and the instruments (preferential loans; target financing of large-scale projects at the national level; environmental insurance; transfer pricing; export and import duties; the state order; the state guarantees and subsidies), and to form an effective organizational forms of business entities in the forest sector. It is concluded that transformation processes should apply to all spheres of economic activities in the forest sector, especially in the following areas: increased powers of the management bodies of the forest sector at the regional and local levels; simplification of procedures for land allocation by local governments to provide additional reforestation; coordination between the organs of ecological control and forest management to strengthen the relationship between the real state of forestry and the system of rational use of forest resources; the introduction of modern forms of enterprise and associations of enterprises at different stages of the reproductive process.
