This paper aims to question the military capability concept, as a core element of the strategic military planning process, in order to determine its validity or need for expansion. Thus, based on a deductive approach and qualitative research, we argue that the strategic planning process is a conundrum so dependent on capabilities that it is necessary to analyse this concept per se and, if necessary, expand it on a time and threat basis. Otherwise, the more ambiguous the concept, the more subjective the planning process output and, consequently, the greater likelihood of the Armed Forces not being prepared to face the wide range of future challenges. It concludes by suggesting that the military capability concept should be expanded and more integrated and the strategic defence planning process adapted accordingly.

Since the end of 1989 defence policy of the Czechoslovakia and after its dissolution in 1993 defence policy of the Czech Republic has been permanently adapted to the challenges of the new political reality and evolving strategic environment. Political reality reflected the revolutionary shift in political system aiming at the development of modern democratic state. Challenges coming out from the strategic environment could be characterised by its growing dynamics, complexity, unpredictability and uncertainty. This article highlights some of the remarkable achievements in this two and half decade lasting transitional endeavours and underscores some of the most important lessons learned related to defence policy formulation, defence strategy implementation, defence planning, defence resource management and acquisition.

Uregulowane prawnie procesy planowania obronnego i cywilnego powinny w skuteczny sposób przygotowywać struktury państwa do funkcjonowania zarówno w czasie pokoju i zagrożeń zewnętrznych, jak i w maksymalnie skuteczny sposób umożliwiać reagowanie w sytuacjach kryzysowych. Wskazanie podmiotów uczestniczących w tych procesach i zawartości poszczególnych planów i programów niewątpliwie wyeliminowało wiele problemów organizacyjnych i decyzyjnych. Analiza procesów mających wpływ na przebieg planowania obronnego wykazała, że bezpieczeństwo państwa nie zawsze jest zasadniczą kwestią dla polityków, a troska o niezakłócone funkcjonowanie procesu planowania staje się nieistotna. Nieprzestrzegane są przez podmioty odgrywające zasadniczą rolę w procesie planowania obronnego terminy i postanowienia aktów prawnych wpływających na cykl planowania strategicznego w państwie.
Legally regulated processes of defence and civil planning should effectively prepare the structures of the state to function both in times of peace and external threats, as well as to respond to crisis situations in the most efficient way. Indication of entities participating in these processes and the content of individual plans and programmes undoubtedly eliminated many organizational and decision-making problems. Analysis of processes affecting the course of defence planning has shown that state security is not always a fundamental issue for politicians, and care for the undisrupted functioning of the planning process becomes irrelevant. The deadlines and provisions of legal acts influencing the cycle of strategic planning in the state are not respected by entities playing an essential role in the process of defence planning.

The solution of both the military and non-military phenomena requires a massive logistic support. It is impossible to cope successfully with any loss, and to minimise the damages and losses without sufficient material and technical provision of the emergency and security units and the affected citizens as well. The history proves that the preparation for solving the crisis phenomena was neglected and the logistic support of the emergency activities was insufficient.

The global security environment is characterised by the long-lasting situation of low probability of the outbreak of an armed conflict on a large scale and the simultaneously observed increased possibility of local conflicts. There are also noticed significant changes in a typical course of an armed conflict. The dynamic phase of combat activities is shorter and the post-conflict stage of stabilisation and rebuilding activities becomes longer. Tasks connected with the state defences and the preparation of the population and public property for war are the responsibility of all the public authority and administration bodies as well as of entrepreneurs; social organisations and citizens (individuals) – in the scope defined in the laws. The basis for the state defence preparations in the national security system in the course of integration are the defence needs and the defence tasks arising from them. In the current legal circumstances, defence tasks are considered equivalent with tasks connected with the general defence obligation or with the tasks performed as part of the state defence preparations, carried out in times of peace; in the case of an external threat to the state security and in times of war. The objective scope of these tasks fulfilled by all subjects of the state defence system is extremely extensive. This study aims to systematize the subject matter of the state defence preparations in the national security system from the point of view of the classification of defence tasks types and their description.

Celem artykułu jest prezentacja treści trzech memoriałów dotyczących systemu obronnego zachodniej granicy Królestwa Prus, znajdujących się zasobie Geheimes Staatsarchiv Preußischer Kulturbesitz w Berlin-Dahlem, w spuściźnie Hermanna von Boyen. Ten aspekt działalności pruskiego ministra wojny w latach 1814–1819 i 1841–1847 nie spotkał się jak do tej pory z należytą uwagą i to pomimo rażącego niedoboru źródeł dotyczących zagadnienia planowania obronnego w Prusach w I połowie XIX wieku. Pewnym usprawiedliwieniem tego stanu rzeczy może być charakter tych studiów, mających wyraźnie formę prywatnych rozważań, często o niejasnej proweniencji czasowej. Artykuł stanowi próbę ustalenia okoliczności napisania memoriałów, co wraz z analizą ich treści ma za zadanie poszerzenie stanu wiedzy o pruskich koncepcjach strategicznych między kongresem wiedeńskim a rewolucją marcową w 1848 roku.
The aim of this article is to present the content of three memorials about the defence system of the western border of the Kingdom of Prussia, available in the collection of the Geheimes Staatsarchiv Preußischer Kulturbesitz (Prussian Privy State Archives) in Berlin-Dahlem, Hermann von Boyen’s heritage. This aspect of the activity of the Prussian war minister’s in 1814–1829 and 1841–1847 has not been treated with due attention, despite the profound lack of sources on defence planning in Prussia in the first half of the 19th century. This state of affairs might be partly justified by the character of these studies, clearly taking the form of private deliberations and often with unclear dating information. The article is an attempt to determine the circumstances around writing the memorials and this, together with an analysis of their content, is aimed at broadening the knowledge on Prussian strategic concepts in the period between the Congress of Vienna and the March Revolution of 1848.
Целью статьи является описание содержания трёх мемуаров, касающихся оборонительной системы западной границы королевства Пруссия, хранящихся в Тайном государственном архиве прусского культурного наследия (Geheimes Staatsarchiv Preußischer Kulturbesitz) в Берлин-Далем, из наследия Германа фон Бойена. Этот аспект деятельности прусского военного министра в 1814–1819 и 1841–1847 годах до сих пор не получил заслуженного внимания, и это несмотря на явный недостаток источников, связанных с вопросами планирования обороны в Пруссии в первой половине XIX века. Некоторым объяснением такого положения вещей может быть характер исследований, принимающих выраженную форму личных размышлений, часто неясного времени написания. В статье предпринята попытка установить обстоятельства написания мемуаров, что, наряду с анализом их содержания, должно расширить наши знания о прусских стратегических концепциях в период между Венским конгрессом и мартовской революцией 1848 года.
