W trakcie kwerendy w 2021 r. w Archiwum Państwowym w Wiedniu autor przeprowadził rejestrację poloników w Archiwum Wojny (Kriegsarchiv), w zespole Naczelnej Komendy Armii (Armeeoberkommando – AOK), w podzespole Oddział Kwatermistrzowski (Quartiermeisterabteilung – Qu.Abt.). W przebadanych 10 kartonach (nr 2537–2546), zawierających dokumenty z 1918 r., zarejestrowano liczne polonika. Materiały dotyczą spraw wojskowości i państwowości polskiej oraz c. i k. administracji wojskowej na ziemiach polskich – okupacji w Królestwie Polskim i w Galicji. W dokumentach pojawiają się nazwiska znanych osobistości, jak minister spraw zagranicznych Austro-Węgier Stephan Burián, gen. Jan Dowbor-Muśnicki, minister Agenor Gołuchowski, dyrektor Banku Handlowego w Warszawie Stanisław Karłowski, delegat Rady Regencyjnej Jerzy Tarnowski, minister spraw wewnętrznych Jan Stecki, premier Jan Steczkowski, komisarz rządu polskiego Juliusz Zdanowski.
During queries conducted in 2021 in the State Archive in Vienna, the author has registered the Polonica in the War Archives (Kriegsarchiv), in the fond of Army High Command (Armeeoberkommando – AOK), in sub-collection Corps of Quartermasters (Quartiermeisterabteilung – Qu.Abt.). Ten boxes were searched (No. 2537–2546), containing documents dated 1918; numerous polonica were found. Recorded materials pertain to the matters of Polish military and statehood, k.u.k military administration in Polish territories – occupation of the Kingdom of Poland and Galicia. Documents contain the names of distinguished persons, such as Minister of Foreign Affairs of the Austro-Hungary Stephan Burián, General Jan Dowbor-Muśnicki, Minister Agenor Gołuchowski, Director of Bank Handlowy in Warsaw Stanisław Karłowski, delegate of Regency Council Jerzy Tarnowski, Minister of Interior Jan Stecki, Prime Minister Jan Steczkowski, Commissioner of the Government of Poland Juliusz Zdanowski.

The holdings of the Central Archives of Historical Records in Warsaw contains numerous fonds of offices and institutions of the Habsburg monarchy from the late 18th century to 1918, that were created after the Polish partitions of 1772 and of 1795. In addition to residues of the acts of authorities of the central civil administration, there are materials of the archival military institutions: territorial commands established after the occupation of Galicia, and later repeatedly transformed: general commands, commands of the corps, and military commands based in Krakow and Lviv, moreover, there are materials of the Austro–Hungarian army operational units and their quartermaster’s services from World War I, fighting in the Eastern front, including Galicia and the Polish Kingdom (staging area commands, quartermaster units and general commands) and the occupation authorities – military governorates in Kielce and Piotrków (1915) and the Military Governor of Lublin (1915–1918). The Austrian State Archives in Vienna (Österreichisches Staatsarchiv in Wien, is an important place to store documents that were produced by institutions and agencies operating in the Habsburg monarchy on the Polish lands. Thus, the need arises to determine which parts of the fonds are located in Warsaw, and which in Vienna. The article discusses 20 fonds of military records stored in AGAD. In cases where parts of the fond are also in the Austrian State Archives in Vienna, a place of storage is given along with a brief description.

As part of the project of Polonica registration author conducted a query at the Austrian State Archives in Vienna in June 2012. At the local department of the War Archive was conducted detailed research on the fond of the Military Chancellery of His Majesty the Emperor. Presidential, ordinary and special records were registered separately at the chancellery of that office. In registration of presidential and ordinary records was used the table system according to which the files were submitted within one year. Special records were arranged in chronological order. Research was conducted over 10 chancellery books (names and subject indexes) and files preserved in 27 boxes of 1914-1918. As a result of reseach Polonica regarding Galicia and territories of the Kingdom of Poland occupied by the Austrians were registered . Records of military associations, on political and national relations in Galicia, travel to Galicia of heir Archduke Charles, reports of Gen. Hermann Colard, the governor of Galicia, records of the military administration in the occupied Polish areas, records of the Supreme National Committee and The Polish Circle in the Vienna parliament, correspondence on Polish affairs between Minister of Foreign Affairs Stephan Burian and Chief of General Staff Gen. Franz Conrad von Hötzendorf , as well as, correspondence of Leon Biliński, Michał Bobrzyński and Leon Pinińskiego and Gen. Stanisław Szeptycki and Gen. Tadeusz Rozwadowski were identified as the result of the query.

During the queries performed in Vienna in 2013 in the Archives of War, 37 cartons of the following fonds were examined: The Supreme Army Command (operational, quartermaster, information branches and record office); New Field Records (Army Command 1 and 4, Army Staged Command 4, 9. and 11. Command of the Corps, 4. Infantry Division, 106th Infantry Division Landsturm); Ministry of War (War Authority Office). There were registered files relating to Józef Pilsudski (exemption from the Polish Legions and the appointment of the Provisional Council of State), the Polish Legions (volunteers and recruitment, leave, salary, awards, uniforms, promotions, refinement, orders and personnel issues, as in the First Brigade) and the Polish Military Organization (activities and investigations conducted by the Austro-Hungarian authorities).

The development of the Polish statehood during the years of World War I was given particular importance in connection with the 100th anniversary of regaining independence by Poland in November 1918. Query that was conducted in the holdings of the Archives of War in Vienna in 2015., fond Quartiermeisterabteilung of Armeeoberkommando, led to the registration of interesting records from the period of JulyAugust 1917. Boxes no. 2464 and 2465 contain records relating to the organisation of the Polish government, the resignation of the Provisional Council of State and the establishment of the Temporary Committee of the Provisional Council of State as well as to the transfer authority over education and the judiciary to the Polish administration.

Program polityczny marszałka Piłsudskiego od grudnia 1922 do maja 1926 r. kształtowały wymogi polskiej racji stanu – bezpieczeństwo suwerennej Rzeczypospolitej i jej interesy moralne. Do arsenału środków zabezpieczających wojskową rację stanu należały: apolityczne wojsko, niezależny wódz naczelny, zwierzchnictwo prezydenta nad armią, troska o honor służby wojskowej. Polityczna racja stanu wymagała budowy silnego państwa, przedkładania jego dobra ponad partykularne interesy grup społecznych, religijnych czy narodowych, eliminacji zagrożeń wynikających z wadliwych stosunków politycznych i ustrojowych utrwalonych na mocy konstytucji marcowej 1921 r. oraz z dominacji kłamstwa w życiu politycznym. Cywilizacyjna racja stanu wymagała utrzymania europejskości kraju we współpracy z zachodnimi mocarstwami. Racja stanu we wszystkich trzech wymiarach wymagała respektowania imponderabiliów, takich jak prawda, honor, sprawiedliwość, tolerancja. Według Piłsudskiego warunkiem rozwiązania węzła gordyjskiego polityki polskiej było „silne państwo”, które po maju 1926 r. zapewniało mu nieograniczone wpływy. Oznaczało to zakwestionowanie jednego z kanonów polskiej racji stanu: unikania rozwiązań sprzecznych z zasadami i wartościami zachodnimi.
Marshal Piłsudski’s political programme from December 1922 to May 1926 was shaped by the requirements of Polish raison d’État – the security of the sovereign Republic and its moral interests. The array of measures to protect the military raison d’État included: an apolitical army, an independent commander in chief, the President’s authority over the army, and concern for the honour of military service. The political raison d’État required building a strong state, putting its welfare above the particular interests of social, religious or national groups, eliminating threats resulting from deficient political and systemic relations established by the March 1921 Constitution, and from prevalence of deception in political life. Civilizational raison d’État required the maintenance of the country’s European character in cooperation with the western powers. The raison d’État in all three dimensions required the respect of imponderables such as truth, honour, justice and tolerance. According to Piłsudski, the condition for the release of the Gordian knot of Polish policy was a ‘strong state’, which after May 1926 gave him unlimited powers. This meant challenging one of the canons of Polish raison d’État: avoiding solutions contradictory to Western principles and values.

W ramach programu „Odtworzenie pamięci Polski“ w 2019 r. została przeprowadzona kwerenda w zasobie Archiwum Republiki (oddział Austriackiego Archiwum Państwowego) w Wiedniu. Objęła ona pozostałość aktową poselstwa Pierwszej Republiki Austriackiej w Warszawie. Korespondencja dyplomatyczna z lat 1918-1926 przechowywana jest w zespołach „Archiwum poselstwa w Warszawie“ i „Poselstwo w Warszawie“. Przeglądem objęto 100 dokumentów dotyczących Józefa Piłsudskiego. Dotyczą one jego działalności podejmowanej w zakresie stosunków międzynarodowych, politycznych i wojskowych w związku z funkcją Naczelnika Państwa (1918-1922), kandydaturą na prezydenta (1922), pobytem w Sulejówku (1923-1926) i zamachem majowym z 1926 r.
As part of the program „Reconstitution of the memory of Poland“, a query was conducted in 2019 in the Archive of the Republic (branch of the Austrian State Archive) in Vienna. It covered the documentary remnants of the First Republic of Austria's diplomatic representation in Warsaw. Diplomatic correspondence from the years 1918–1926 is stored in the „Archive of the Mission in Warsaw“ and „Diplomatic Mission in Warsaw“ units. The review included 100 documents pertaining to Józef Piłsudski. They relate to his activities in the field of international, political and military relations in connection with the post of the Chief of State (1918–1922), the candidacy for president (1922), his stay in Sulejówek (1923–1926) and the May Coup of 1926.

Odzyskanie przez Polskę niepodległości w listopadzie 1918 r. wiązało się z koniecznością uregulowania wielu spraw z byłymi państwami zaborczym, m.in. wymiany archiwaliów. W przypadku Austrii chodziło o dokumenty z obszarów Galicji w czasie zaborów oraz okupacji austro-węgierskiej w Królestwie Polskim w latach I wojny światowej. Utrudnieniem były nie dość jasno sformułowane postanowienia Traktatu Pokojowego podpisanego przez mocarstwa zachodnie z Austrią 10 września 1919 r. w St. Germain-en-Laye. W przeciwieństwie do innych państw sukcesyjnych, Rzeczpospolita Polska jako jedyna nie zawarła w latach 1919-1922 umowy archiwalnej z Austrią, co nastąpiło dopiero 26 października 1932 r. w Wiedniu. Rokowania polsko-austriackie znalazły się w impasie nie tylko z powodu stanowiska archiwistów polskich, stojących niezłomnie na gruncie zasady pertynencji, ale także nieskutecznych działań dyplomatycznych utrudnionych kryzysami, przesileniami rządowymi i zmieniającymi się często ministrami spraw zagranicznych.
When Poland regained its independence in November 1918, it was necessary to settle a number of issues with the former partitioning states, including the exchange of archival records. In case of Austria, this involved documents from Galicia under the partitions and from the Austro-Hungarian occupation of the Kingdom of Poland during WWI. One obstacle was the insufficiently clear wording of the Peace Treaty signed between the Western Powers and Austria on 10 September 1919 in St. Germain-en-Laye. Unlike the other successor states, the Republic of Poland was the only one that did not conclude an archival agreement with Austria between 1919 and 1922; this was only done on 26th October 1932 in Vienna. The Polish-Austrian negotiations reached an impasse not only because of the stance of Polish archivists, who steadfastly adhered to the principle of pertinence, but also because of ineffective diplomatic efforts, which were hampered by crises, governmental changes, and frequently changing foreign ministers.
