In the book an attempt is made to define the meaning of an environmental problem, what are its causes and, consequently, how to solve them. Environmental problems are understood in a specific sense, emphasising social construction of such problems. “Environmental problems” are treated as a case of a broader class of social problems, which are the situation that is socially recognised as unacceptable. In the book a revision of environmental problems causes is presented. Attention is paid to external costs as the situation when the costs of social activities are transferred to others while the benefits are gained by few. Social dilemma concept revealing mechanisms leading to social problems is also presented. Further, the role of local communities and self-government authorities in solving environmental problems is considered.
