In 2019 a snap election was held to the bicameral National Assembly of the Republic of Belarus. The election was fully controlled by the authorities. Numerous cases of election law violations were recorded by independent observers. The intensity of the election campaign was low and the candidates were not guaranteed equal access to the media. As in the previous parliamentary election, mainly “nonpartisan” candidates loyal to the regime and several representatives of pro-regime parties were elected. No candidate from the political opposition gained a seat in the new parliament. According to ODIHR/OSCE’s assessment, the 2019 Belarusian parliamentary election did not meet international standards.

Although an election campaign is a crucial part of political communication that encompasses much more than just development of media strategies or their implementation during elections, yet most solutions of modern election methods are based on the specifics of mass media. The end recipient of information is misled, if instead of disseminating information about a candidate and his intentions, media outlets provide a distorted image of an election campaign. The image which is created, when politicians seek to attract media attention by using their election methods (such as pseudo-events). Using literary and source analysis, the paper examines the viewpoints of political scientists, sociologists, media and communication theory experts about the process of public information and its particularities during elections. Legal framework regulating political advertising during the elections in Lithuania is presented and the data of the empirical research – the content of the regional press during the 2016 elections to the Seimas (Parliament) of the Republic of Lithuania – is summarised focusing on the behaviour of the regional press. When analysing regional periodicals published during the election campaign, it was intended to ascertain what roles the regional press chose – that of an observer or a watchdog, a provider of information or an analyst, an evaluator. Content analysis of regional press publications published during the election campaign and a sociological survey of media employees helps to determine what roles the media adopted.

The purpose of this article is to present the analysis of the election results of Lietuvos lenkų rinkimų akcija-Kriščioniškų šeimų sąjunga (LLRA-KŠS, Electoral Action of Poles in Lithuania-Christian Families Alliance) in Lithuania’s Parliamentary election 2016. The article presents a short review of the development of Lithuanian-Polish relationship. Several new events took place before Parliamentary election 2016 and had a certain impact on it. First of all, constituency borders were changed in Lithuania, what in general was very advantageous for LLRA-KŠS. Secondly, geopolitical and security situation in Russia changed dramatically because of its aggression in Ukraine and it also revealed prokremlin’s orientation of LLRA-KŠS that in turn had a very negative impact on the party’s image. Probably due to this LLRA-KŠS received about 10,000 votes less. This drop was most significant in Vilnius city but had an immaterial effect in the constituencies controlled by LLRA-KŠS. Nevertheless, the election reveals another important fact that voters in Vilnius district value not only candidates' nationalities (as it might be expected) but also their origin and bonds with local communities.

Although the importance of news sources is widely acknowledged in journalism and political communication, few studies have examined source use in election news reporting in Bulgaria. Based on a content analysis of the two national dailies with the highest circulation, the present study demonstrates that domestic politicians vastly outnumber other types of sources. In addition, election news articles rarely incorporate more than one news source, thus limiting the diversity of opinions in the press. Such coverage may potentially lead to a narrowing of the range of discussion about political issues and give national political elites the power to define the issues for the public.

Parliamentary elections has always been arousing extreme emotions in Poland. The 2005 and 2007 elections were widely addressed in the Polish media. Furthermore, the election campaign and the final election results attracted the attention of the British press, which was reflected in a number of articles published in the United Kingdom in 2005 and 2007 respectively. The main reason behind interest that the British press had in the political situation in Poland had to do with large population of Polish emigrants residing in the UK. The article is aimed at presenting the standpoint of one of widely-read English dailies which shapes not only the British foreign policy, but also the British public opinion, namely “The Guardian”. Through presenting the profiles of two main political parties running for the 2005 and the 2007 elections in Poland (i.e. Civic Platform as well as Law and Justice), “The Guardian” did its best to affect the results of the vote. The articles published in the daily not only described the political parties, but were also aimed at creating the image of Poland in Great Britain. Depending on the election results, the image of Poland and Poles was subject to change. “The Guardian”, British daily dealing with political matters, devoted much of its attention to parliamentary election held in Poland in Autumn 2005 and 2007. Before taking a good look at articles published in the newspaper, it is worth presenting the profile of the daily and political preferences expressed by its journalists. Originally “The Manchester Guardian”, “The Guardian” was first published in Manchester in 1821, and since 1961 has been coming out also in London. At the very beginning a weekly, now it is published Monday through Saturday and owned by world-famous Guardian Media Group plc., “The Guardian” boasts of being the first British daily produced entirely in colour. Having in mind the place and moment in history when it was first published, “The Guardian” is said to have liberal-democratic character, in other words to be in favour of the political programme outlined by British Labour Party. As for parliamentary election, since 1945 “The Guardian” has been a committed supporter of Labour Party or Liberal Democrats (an exception was election held in 1951 when the daily backed the candidature of Winston Churchill). Political sympathy expressed toward liberal parties is reflected in articles published by the daily. This was also the case with press coverage of two leading Polish political parties running for election both in 2005 and 2007, namely Law and Justice (PiS) and Civic Platform of the Republic of Poland (PO).
Wybory parlamentarne w Polsce budzą duże emocje. Wybory w 2005 i 2007 roku były szeroko opisywane prze polskie media. Kampanią wyborcza oraz ostatecznym rezultatem wyborów zainteresowały się także brytyjskie media. Zainteresowanie to znalazło odzwierciedlenie w artykułach prasowych, które ukazywały się w 2005 i 2007 w Zjednoczonym Królestwie. Głównym czynnikiem, dla którego prasa w Wielkiej Brytanii zainteresowała się sytuacją polityczną w Polsce była duża liczba emigrantów z Rzeczpospolitej przebywająca na terenie Wysp. Artykuł ma na celu przedstawienie stanowiska jednego z najważniejszych angielskich dzienników, który kreuje nie tylko brytyjską politykę zagraniczną ale także wpływa na opinię mieszkańców Wielkiej Brytanii – gazety “The Guardian”. „The Guardian” poprzez zaprezentowanie dwóch odmiennych wizerunków głównych partii politycznych w Polsce – które miały zmierzyć się w wyborach w 2005 i 2007 roku – Platformy Obywatelskiej i Prawa i Sprawiedliwości, starał się wpłynąć na wynik głosowania. Artykuły prasowe, które ukazywały się na łamach publikatora opisywały nie tylko partie polityczne, ale także miały na celu wykreowanie wizerunku Polski na Wyspach. W zależności od wyniku głosowania obraz Polski i Polaków ulegał diametralnej zmianie.

In the course of election campaigns politicians and political parties try their best to highlight their most favored topics that would help them draw public attention and increase people’s regard for specific political figures. In contrast to the positive communication content announced during an election campaign, candidates sometimes choose negative messages that focus on their opponents’ weaknesses (real or imagined) rather than their own strengths. The goal of this research is to identify the forms and means of negative communication used in political video advertisements during Lithuanian parliamentary election of 2016. To achieve our goal, we analyze the political video advertisements that were categorized as negative communication. We categorize and analyze those advertisements by using concepts of forms of negativity and targets of negativity. Our findings suggest that negative communication is being used by Lithuanian political organizations, but it is the positive one that is still dominant in political video advertisements. Despite that, negative aspects of communication are used by different parties, in diverse forms and for different targets.

Problem finansowania partii politycznych jest omawiany od wielu lat w związku z ogromną groźbą korupcji, która jest wynikiem stykania się sfer polityki i biznesu. Artykuł jest poświęcony analizie finansowania parlamentarnych kampanii wyborczych w Polsce, w aspekcie prawnych i politycznych podstaw. Praktyka III RP wskazuje na fakt, że w wielu przypadkach zawiłość obowiązujących regulacji prawnych utrudnia prawidłowe wypełnianie obowiązków określonych przez ustawodawcę.
The issue of financing political parties has been discussed for many years as there is a big threat of corruption resulting from the contact of politics and economy. The article is devoted to analysis of financing election campaigns for the Sejm (upper chamber of the Parliament) and Senate of the Republic of Poland stemming from the legal and political background. The Polish practice shows that is many cases complexity of regulations prevents proper fulfillment of responsibilities.

As the social media increasingly proliferate and shape media consumption in the present-day world, journalists growingly turn to them in search of direct access to their audiences. Under conditions of restricted media freedom, such access suggests a great asset both to journalists who can engage into an open discussion with a wider public and to the very public. In Ukraine, both trends had been vivid in recent years preceding the Euromaidan: on the one hand, media freedom had been deteriorating, but on the other hand, journalists had been utilizing social media more actively. The article examines how Ukrainian journalists communicated with their audiences via Facebook. In particular, it analyzes patterns of interaction during the 2012 parliamentary election campaign. The results of the study show a substantial level of confusion among Ukrainian journalists regarding the role of public debate on Facebook in 2012–2013. While journalists tended to dismiss users’ comments as mostly irrelevant, they did consider themselves to be providers of important information or viewpoints for the formation of public opinion. Although such interaction between journalists and other users does not satisfy the normative criteria of the public sphere, analysis of content and interviews with journalists showed that Facebook did suggest an evolving alternative public space in Ukraine, in contrast to the ever more controlled space of mainstream media during the presidency of Yanukovych.

We investigated the spatial variation patterns of voting results in Polish parliamentary election in 2015 across 380 regions. That election was a milestone event in Polish politics that substantially affected Poland’s internal and foreign policy directions and promoted two emerging political parties as runners-up against the well-established ones. While socio-economic, cultural and geographical factors such as economic activity, historical legacies (post-Russian East vs post-German West) and economic dichotomies (cities vs the countryside) explain most variations for most parties, they do not appeared to fit as determinants of the new parties’ support, especially of right-wing populists. Demographic target groups of individual parties appear to be relatively unresponsive to their pre-election offerings. The spatial specification of econometric models considerably improves their statistical properties. We also examined mixed-W models to account for the unobservable spatial effects stemming from the construction of constituencies. Their distinctive sets of candidates added significantly to the explanation of the spatial variation in voting.

The article analyses a collection of 52 editorials published in 19 national journals between 1989 and 2011 directly following general elections. The purpose was to establish how an editorial in the Polish daily press of that time evolved, if it was a form used by editors to make official statements about important social events, how the relationship between texts’ functions were shaped, and how this affected the meaning content of published material. It was established that at first editorials highlighted the fundamental significance of the results of general elections for the creation of a new political and social order in Poland and emphasized the obligation this imposed on both voters and those seeking election. In the mid-1990s, authors regarded the act of voting as an important and proven tool for putting public life in order that did not always serve its purpose. In the 21st century, publicists were more inclined to perceive the mechanisms of democracy through a personal dimension. The editorial gradually drifted away from being a text which focused on the election and participation in it as exceptional and seminal. It started to become a collection of the author’s personal evaluations and of conclusive opinions on the current political situation. Not lacking in judgmental statements, it was meant to provide an understanding of a situation rather than to urge to a specific action. Commentators evaluated the outcome of each election, referring to detailed issues, such as turnout, the potential, anticipated difficulties the winner of an election would face, and the factors that would determine the outcome. The anticipation of upcoming events remained an essential feature of the editorial; authors, however, gradually retreated from advising politicians on specific solutions.

This part of our report describes the reasons of unequal women’s representation in Polish parliament and changes that have been introduced by new Electoral Code. According to our researches, voters of right-wing parties are against the introducing of gender quotas, whereas electorate of centre and left-wing parties believes more frequently in effectiveness of legal regulations that guarantees equal women’s representation in parliament. After the passing of the Electoral Code that implemented 35% gender quotas, the number of women in Polish parliament have not increased significantly. It seems that changes of public awareness, fighting with stereotypes and patriarchal social system are better methods of improvement of women’s participation in parliament than new regulations in Polish electoral system.

Problemem podjętym w niniejszym artykule jest upodabnianie się elekcji parlamentarnych do prezydenckich. Celem artykułu jest zbadanie stopnia upodobnienia się polskich wyborów do Sejmu z 2015 r. Do próby zaliczono osiem komitetów, które zarejestrowały listy we wszystkich 41 okręgach wyborczych (PiS, PO, Kukiz ’15, Nowoczesna Ryszarda Petru, Zjednoczona Lewica, PSL, KORWiN oraz Partia Razem). Z uwagi na fakt, że realne szanse na zostanie w 2015 r. premierem mieli kandydaci dwóch największych partii, największa uwaga została skoncentrowana na kampanii PiS i PO. Badanie obejmuje okres czterech ostatnich tygodni kampanii wyborczej. Analizę oparto na sześciu płaszczyznach: (1) cele wyborów (2) nominacje kandydatów, (3) główny produkt kampanii, (4) strategia wyborcza, (5) relacjonowanie kampanii przez środki społecznego przekazu oraz (6) figura przeciwnika.
The aim of this article is to examine to what extent the Polish parliamentary election of 2015 adopted features typical of the presidential ones. The author takes into consideration 8 committees that registered their lists in all the 41 voting constituencies (Law and Justice, Civic Platform, Kukiz ’15, Modern of Ryszard Petru, United Left, Polish People’s Party, KORWiN and Razem Party). Due to the fact that only the leading candidates of the Civic Platform (PO) and the Law and Justice (PiS) had a real chance to become the Prime Minister, the study will focus on these two major political parties. The analysis will concentrate on the last four weeks of the campaign and is conducted at six levels: (1) the aim of the election, (2) the nomination of candidates, (3) the main product of the campaign, (4) the campaign strategy, (5) the reports of the mass media and (6) the figure of the opponent.

Opis:
The objective of this article is to attempt to analyse the new regulations in The Law of the Ukraine in Elections of People’s Deputies of Ukraine of November 17, 2011 in the context of the guarantee of compliance with the principle of alternation in power. The authors ask questions is the answer to the following question: To what extent do the new regulations in electoral law guarantee the principle of alternation in power and to what extent do they contribute to the monopoly of the ruling party. Considering the research problem presented in the introduction it is necessary to state that, on the one hand, partial guarantee’s of the principle alternation in power is a characteristic trait of the Ukrainian electoral system, while on the other hand, aspiration of the ruling party to maintain its monopoly is also fairly evident.
Artykuł porusza zagadnienia analizy nowych zapisów ustawy o wyborach deputowanych do Rady Najwyższej Ukrainy z 17 listopada 2011 r. w kontekście gwarancji zasady alternacji władzy. Autorki stawiają pytanie o to w jakim stopniu nowe zapisy ordynacji wyborczej zapewniają zasadę alternację władzy a w jakim stopniu prowadzą do monopolu partii rządzącej. Autorki rozstrzygając postawiony we wstępie problem badawczy, doszły do wniosków, że specyfiką ukraińskiego systemu wyborczego jest z jednej strony częściowe zagwarantowanie zasady alternacji władzy, z drugiej wyraźne dążenie partii rządzącej do utrzymania jej monopolu. Daje to podstawy twierdzić, że przykład ten możemy traktować jako pewnego rodzaju hybrydę między antynomicznymi punktami continuum.
