The main objective for writing this article is to present the barriers to accessing EU funds at the stage of preparing an application for funding, as well as the barriers to executing project activities. The research objective, question, and problem as well as the statistical description of the research group and the measurement instruments have been highlighted in the article. The author attempts to answer the following questions: what are the main barriers/hurdles encountered by Polish beneficiaries of EU funds allocated under national and regional operational programmes; which of the identified barriers to accessing EU funds is perceived as the most hindering in the process of executing EU projects; and how is the impact of EU funds on regional development assessed from the perspective of those people executing projects and taking part in projects financed with EU funds? The following barriers can be enumerated as the most significant: the withholding of subsequent funding tranches while maintaining the obligation to pursue project execution, the highly bureaucratic application process for a subsidy, the bureaucratic system of post-project accounting, and the long deadlines for transferring subsequent tranches of funding. An analysis of the findings confirms that the beneficiaries of EU funds primarily fear losing financial liquidity. Receiving a subsidy in the form of a refinancing of the incurred costs requires, on the one hand, efficient project management, and, on the other, a well-functioning institutional system that should support project recipients in their investment endeavours.

W artykule zastosowano statystyczną analizę projektów dofinansowanych z Funduszy Europejskich w latach 2004-2013. Analiza została przeprowadzona na przykładzie województw. Celem artykułu jest uporządkowanie województw tak, aby powstały grupy jednorodne pod względem tematyki realizowanych projektów dofinansowanych z Funduszy Europejskich. Do grupowania województw wykorzystano diagram Czekanowskiego.
This article conducted a statistical analysis of projects co-financed from European Funds in 2004-2013. The analysis was conducted in terms of provinces. Hypotheses which were verified sound: -in the richest provinces of EU co-financed projects with the highest total value, because these provinces alone can just invest the most money, -the region having the largest number of inhabitants implemented most projects because most of the projects were submitted by individuals, rather than self-government institutions, -topics for which most money was spent, implemented and co-financed from European Funds in the various provinces are different, due to different geographic location, degree of urbanization and population density, but yet are forming groups in which total amounts of projects and the size of funding projects partially in individual thematic spheres were similar.

The result of an effective management of the redistribution of European Union funds should be a reduction of disparities between EU regions by guaranteeing their comprehensive and harmonious development and supporting the economic and social cohesion of member countries. A poorly-conducted programming process of financial interventionism, the source of which is EU funds, may result in divergence between regions, the direct effect of which would be their social and economic marginalisation. For this reason, it is important to skillfully manage those funds. The main aim of this article is to present the factors affecting the decision-making process of the use of EU co-financing, and that includes the pandemic as an external variable being a threat to the implementation of investments from the EU’s structural funds. To explain the multivariate associations between explanatory variables and the binary outcome variables, logistic regression was employed. Based on the tests’ results, significant associations were observed between the dependent variable and (a) participation in training co-financed by EU funds, (b) receiving information regarding additional EU funds as pandemic support, and (c) the suspension of planned investments using EU funds due to the pandemic situation. A comprehensive distribution of respondents according to the response categories in the analysed variables within the entire sample (N = 950) was presented. Corresponding associations were evident within a sub-sample (N = 303). The model showed that all significant independent variables explain the use of EU funds, but the model explains just 28.6% of the decision to use the funds. Thus, the following study indicates directions that require further research.

W opracowaniu przeanalizowano wpływ funduszy unijnych na rozwój regionalny w Polsce. Jego pierwsza część dotyczy polityki regionalnej i funduszy unijnych oraz ich rosnącej roli w budżecie unijnym. Następnie opisano proces dostosowania polskiej polityki regionalnej do wymogów przed i poakcesyjnych. Przedstawiono również efekty wykorzystania funduszy unijnych w rozwoju regionalnym Polski. Podkreślona została rola lokalnych czynników politycznych, ekonomicznych i instytucjonalnych, które mają największy wpływ na politykę regionalną. Fundusze unijne miały pełnić rolę narzędzia ułatwiającego realizację zaplanowanych programów operacyjnych, których celem był stabilny rozwój gospodarczy oraz zmniejszenie dywergencji między regionami.
This study analyzed the impact of EU funds on regional development in Poland. The first part of the paper concerns regional and EU funds and their growing role in the EU budget. Next it describes the process of adapting Polish regional policy to the requirements of pre-accession and post-accession. It also presents the effects of the utilization of EU funds on Polish regional development. The study emphasizes the role of local political, economic and institutional issues with the largest impact on the regional policy. The EU funds were intended asa tool to facilitate the implementation of planned operational programs, which aimed to stabilize economic growth and reduce divergence between regions.

Contemporary development policy concentrates predominantly on reducing noticeable economic differences in a spatial system, and an important role in this respect is played by EU Cohesion Policy. Owing to the considerable scale of financial exposure of Cohesion Policy, the assessment of effectiveness of the implemented measures and their greater reliance on evidence are of major significance. Despite numerous attempts to empirically verify the effects of EU funds spending, the problem remains unresolved, and the results of recent studies lead frequently to ambiguous conclusions. The article aims to verify the β-convergence process in EU regions in the years 2007–2015 allowing for the impact of the received EU funds and the spatial effects determining economic growth. In the research, use was made of a covergence approach consisting in the regression modelling of per capita GDP growth. Spatial econometrics methods were applied, by adding variables determining spatial interactions that can influence the economic growth rate to the specification of the estimated models. The estimated econometric models show that in the years 2007–2015 EU funds positively affected economic growth. At the same time, the process of reducing economic disparities between EU regions was observed. Moreover, the existence of spatial effects for a dependent variable was confirmed. The results also show that the value of the EU funds received in the surrounding area generally did not translate into the dynamics of growth in a given location. The research presented is one of the few in which spatial interaction was verified by using weights matrices based on contiguity, distance, flows and affiliation.

The goal of this article is to present on the basis of selected examples the possibilities of financing marketing activities of scientific and research institutions with fluids nom EU programmes. In 2013 the current period of programming of European Union fimds (2007-2013) ends. This means that the volume of assets and directions of financing for the years 2014-2020 should already be known. It is worth taking a look at what opportunities have the European muds provided by now for the marketing activities of scientific institutions. Another interesting issue are statistics concerning the participation of Polish institutions: number of projects and the scale of co-financing. Every scientific institution should investigate its own activities and answer the questions about the direction of actions, the number of submitted applications and the volume of gamed co-financing.

Common Agricultural Policy represents the main instrument of the European Union for the development of agriculture and rural areas. European funds are vital for the productivity and competitive-ness of agricultural holdings, as well as for the transfer of agricultural knowledge and innovation. Supporting small and young farms is essential for the vitality of rural areas and for the renewal of generations of farmers. The aim of this work is to transfer agricultural knowledge in order to improve the productivity of agricultural holdings, especially among young farmers and small farms. We implemented training program through European funds related to Measure 1. "Actions for knowledge transfer and information actions" from Rural Development Programme of Romania. The characteristic of 100 participants and their responses were analyzed. Most of the participants were young people up to 40 years old (59%). The vast majority of the participants were from the rural area and only 17% were from the urban area. 53% from participants were strongly agree with the fact that level of knowlegde influence farm productivity. Actions for knowledge transfer improve the adaptation of farmers to the new challenges of agriculture, as well as productivity.

This article presents the conditions of creating a system for implementing recommendations from evaluation studies which were conducted within the cohesion policy in Poland. The purpose of this analysis was to identify main problems and barriers related to the transformation of evaluation studies into practical recommendations, and to identify factors affecting the adoption and implementation of recommendations by recipients and stakeholders of evaluation. Conclusions were based on the desk research of such documents as: guidelines and procedures for the implementation of evaluation, evaluation and meta-evaluation reports, recommendation and implementation tables. The main barriers and factors favouring the transfer of knowledge from evaluation research to management practices in public administration and local governments were pointed out. The most common restrictions on use of evaluation results include: weak participation of stakeholders in the process of study planning; inconsistency between the subject of evaluation and the scope and content of recommendations; low level of knowledge of the nature and objectives of evaluation among decision-makers; lack of feedback regarding the implementation of recommendations for evaluators. The article gives reasons for the relationship among such features of the evaluation process as: openness, participation and communication skills, quality of recommendations. Evaluation studies and their social significance were shown from the perspective of dividing Michael Burawoy's sociological work into policy and public sociology.
