W artykule przedstawiono praktyczne i teoretyczne aspekty edukacji społeczeństwa w zakresie bezpieczeństwa. Ukazane zostały główne nurty oraz typy edukacji, które warunkują prawidłowe przekazywanie wiedzy i umiejętności w zakresie bezpieczeństwa. Edukację dla bezpieczeństwa przedstawiono jako ustawiczny proces, obejmującego określone działania, do których należą: przekazywanie wiedzy związanej z występowaniem zagrożeń; kształtowanie „bezpiecznych” zachowań i postaw; rozwijanie poczucia odpowiedzialności za podejmowanie konkretnych działań; kształtowanie właściwych nawyków zachowania się w sytuacjach niebezpiecznych. Przesłanki teoretyczne poparte zostały wynikami badań dotyczącymi poziomu świadomości wybranych grup społecznych w odniesieniu do postrzegania zagrożeń i umiejętności radzenia sobie z nimi.
The education is one of the basic ways of shaping the society. Behaviors, attitudes and knowledge, which together constitute people’s consciousness - depend on the level of education. Education for safety is a ceaseless process embracing a set of actions, to which belong: Conveying the knowledge relating to the occurrence of dangers; Shaping “safe” behaviors and attitudes; Realizing the scale and types of needs in difficult situations; Developing the feeling of responsibility for undertaking particular actions; Forming proper behaving habits in hazardous situations. Education of the society regarding safety is the cheapest and the most effective form of preventing dangers. It constitutes the fundamental way of building population’s safety. It also has a great influence upon the attitudes, values, knowledge and skills required for proper behavior in case of danger. Education for safety should concern the whole society, but with the emphasis on the habitants of areas especially endangered to situations of an unusual nature. A crucial argument is also the consciousness. The covered topic still requires to systematize the knowledge and to introduce many philosophical aspects concerning this education.

The use of the Automatic Identification System (AIS) devices for ensuring the safety of navigation and the errors occurring when using AIS equipment have been the focus of a number of research studies. The users of AIS equipment installed onboard sea-going vessels are required to familiar with the proper use of the devices and potential errors that may occur. A significant problem revealed in this study is the lack of understanding of potential error sources and the necessity to eliminate such errors prior to transmission of the AIS data message reading of the errors and failure to update the data processed by the AIS system. This results in a hypothesis on the insufficient training of seafarers and their familiarisation with the AIS devices and errors. This research is aimed at increasing the safety of navigation in the Adriatic Sea, as well as other seas, i.e. better accident prevention and protection of human life and material property at sea. The results produced by the research are used as an input for creating a model for enhancing the safety of navigation when using the AIS, through additional training of the seafarers.

The aim of this study was to implement ethical analysis to assess anti - examples of management and decisions made by managers. The main thesis of these considerations is as follows: in order to increase the effectiveness of action in a short period of time, some managers grant themselves the right to exceed ethical standards. Case studies, commonly used in the field of management, human resources management and business ethics, were used by the author.The work consists of three parts. The first describes manageralism and the risks associated with it. The second one focuses on several management cases that do not meet the criteria for professional management. The last part shows the genesis of unethical behavior of managers, their effects and possible ways to counteract them.

Critical infrastructure plays a key role in the functioning of the state and the lives of its citizens. Due to natural disasters or those being a consequence of human activities, critical infrastructure can be destroyed or damaged, and its functioning can be disrupted, which can pose a threat to the lives and property of the citizens. Simultaneously, such events negatively affect the economic development of the state. That is why protection of critical infrastructure is one of the state’s priorities. In the years 2015 and 2016, NIK examined the regularity of the protection of critical infrastructure items. The audit was also a response to numerous media reports on failures or incidents that could pose a threat to critical infrastructure items in the country. The audit comprised selected critical infrastructure administrators, the Government Security Centre, regional governors and local self-government units.

In an unstable world one can observe a growing determination of man in the search for security. These days bring with them a wide variety of events and threats that affect the sense of security of many people. Very often a person makes important decisions in conditions of risk and uncertainty. Therefore, proper education can significantly help in counteracting threats. The purpose of this article is to draw attention to human safety in the context of existing threats and challenges, including showing the effects of threats and indicating the possibilities of counteracting these events by using educational instruments for security.

Artykuł zawiera przegląd form edukacji społeczeństwa i prowadzonych kampanii informacyjnych. Szczegółowej analizie poddano krajowe programy profilaktyczne, a także realizowane oraz nasilające się po 2010 roku kampanie społeczne o charakterze komunikacyjnym, zwłaszcza kampanie informacyjne na rzecz bezpieczeństwa. Przyczyniają się one do kształtowania bezpieczeństwa indywidualnego i społecznego, zwłaszcza bezpieczeństwa drogowego, pożarowego, ekologicznego, bezpieczeństwa w sieci i innych jego przejawów działań o charakterze profilaktycznym.
In conclusion, it can be say that changed and increased external risks to man and often busy and occupied their own affairs and the various problems can not accurately assess the risks of these to take to them the correct defensive tactics. Safety should be the first priority. Therefore, education, development of safe attitudes and behaviors among children, adolescents and adults in terms of safety should be the guiding principle of human functioning in the community. Education in this field can take many forms from formal , which takes place in the process of schooling during the study, and takes place in the different types of training and courses for non-formal education understood as the process of shaping the values, attitudes, skills, based on a variety of experiences and from the effects of the environment – family, friends, work environment, children etc. as well as the impact of the mass media, through education, defined as the result of accidental learning in everyday situations that occurred spontaneously were unplanned. And following the completion of the self-education. Education of the public safety requires the commitment of both governments, responsible departments, organizations and society as a whole. Only complex cyclic and organized a large-scale operation involving the whole of society can bring the desired results as those expected after such various information campaigns for the safety of road, railway, environmental, fire and security on the network, etc. Information campaigns to undertake a detailed process that requires effort at the planning stage. Recognizing the complexity of the problem and its environment and the importance of integrated activities can be the success or failure of social campaigns. Of particular importance is the analysis of the social problem, which, together with the analysis of the social and resource analysis and opportunities should be the starting point of the planning process of the social campaign, its correct implementation allows you to select target groups aims underlying the assessment of the effectiveness of the activities carried out in this case safety action .

Cel: Celem artykułu jest przegląd technologii wytwarzania hełmów strażackich oraz analiza możliwości podniesienia poziomu bezpieczeństwa przez nie gwarantowanego. W artykule przedstawiono aspekty wykorzystania tkanin z pianki węglowej w wytwarzaniu skorup hełmów wykorzystywanych w ochronie przeciwpożarowej. W zasadniczej części artykułu przedstawiona została analiza możliwości podniesienia poziomu bezpieczeństwa gwarantowanego przez hełmy strażackie. Analiza ta oparta jest na wytycznych zawierających minimalne wymagania odnośnie ochrony przeciwpożarowej określone przez amerykańskie stowarzyszenie National Fire Protection Association (NFPA). Wprowadzenie: Gruntowna analiza dostępnej literatury krajowej, jak również międzynarodowej doprowadziła do wysnucia wniosku, że występuje niewielka ilość źródeł bezpośrednio dotyczących przedmiotu oraz tematyki przedstawionego artykułu. Tak więc niniejsze opracowanie może stanowić znaczące źródło informacji dla badaczy, naukowców oraz instytucji badawczych zainteresowanych tematyką technologii wytwarzania odzieży ochronnej, w tym przede wszystkim hełmów strażackich jak również możliwościami podniesienia poziomu bezpieczeństwa przez nie gwarantowanego wykorzystywanymi w Stanach Zjednoczonych. Metodologia: Na potrzeby opracowania danego artykułu dokonano gruntownego przeglądu dostępnej literatury o tematyce związanej bezpośrednio lub pośrednio z zagadnieniami technologii wytwarzania odzieży ochronnej, jak również możliwościami podniesienia poziomu bezpieczeństwa przez nią gwarantowanego. W wyniku przeglądu literatury dokonano selekcji najbardziej wartościowych oraz adekwatnych źródeł tematycznych. W następnej kolejności dokonano analizy treści wyselekcjonowanych wcześniej źródeł. Analiza pozwoliła na postawienie kluczowych pytań, napisanie artykułu oraz wyciągnięcie wniosku w zakresie przedstawianej tematyki. Wnioski: W artykule dokonano przeglądu technologii wytwarzania hełmów strażackich o określonych własnościach, jak również tematyki związanej z możliwościami podniesienia poziomu bezpieczeństwa gwarantowanego przez hełmy strażackie wykorzystywane w Stanach Zjednoczonych. Stwierdzono, że pianki węglowe używane do wytwarzania hełmów strażackich mogą być w stanie zapewnić wymaganą ochronę dla głowy użytkownika zarówno przed oddziaływaniami mechanicznymi, jak i termicznymi. Z kolei wnioski w odniesieniu do możliwości podniesienia poziomu bezpieczeństwa gwarantowanego przez tkaniny ochronne mówią o istnieniu znacznego potencjału badawczego w badaniu wpływu długości fal promieniowania cieplnego na wytrzymałość termiczną hełmów strażackich. Przytoczone wnioski są zgodne z normalizacją obowiązującą w Stanach Zjednoczonych, a artykuł stwarza możliwość porównania ich z normami europejskimi (PN-EN 443).
Aim: The purpose if this article is to review manufacturing technologies and simultaneously examine the potential for improving the safety level of firefighting helmets. This paper presents issues associated with the use of carbon foam in the manufacture of shells for protection helmets worn by firefighters. The main part of the article presents an analysis of potential for increasing the level of safety guaranteed by firefighter helmets. The analysis is based on guidelines, which cover minimum requirements for fire protection, defined by the United States, National Fire Protection Association (NFPA). Introduction: A fundamental review of accessible national and international literature revealed that there is only a small number of sources, which deal directly with the topic exposed in this article. Therefore, details from this study may provide a significant source of information for researchers as well as research institutions interested in the subject of manufacturing technology of protective clothing, including primarily firefighting helmets, with the view of enhancing the guaranteed safety level guaranteed through their use in the Unites States. Methodology: For the purposes of this study, which bears the attributes of a review article, a fundamental review was carried out of accessible literature dealing directly or indirectly with issues concerning manufacturing technology of protective clothing as well as examine the potential for raising safety levels guaranteed by the use of such clothing. From the literature review, most valuable and appropriate thematic sources were selected and exposed to a content analysis. The analysis allowed for the formulation of key questions, construction of the article and extraction of relevant conclusions Conclusions: The article reviewed technologies used in the manufacture of helmets, utilized by firefighters, which contain specific properties and addressed issues concerned with the potential for increasing the safety level guaranteed by firefighting helmets used in the United States. It was found that carbon foam used in the manufacture of helmets may provide the required level of protection to the user against thermal and mechanical influences. In turn, conclusions concerning the likelihood of increasing safety levels, guaranteed by the protective fabric, reveal the existence of significant research potential in the study of impact created by wavelengths of thermal radiation on the thermal resistance of firefighting helmets. Listed conclusions are consistent with norms applicable in the United States and this article facilitates a comparison between United States norms and European ones (PN-EN 443).

Bezpieczeństwo oparte na zachowaniu to metoda, której celem jest wzmocnienie bezpiecznych zachowań pracowników podczas wykonywania pracy. Celem opisanych w artykule badań było zweryfikowanie hipotezy, że systematyczny proces obserwacji pracownika na stanowisku pracy będzie prowadził do wzrostu liczby zachowań bezpiecznych i zmniejszenia liczby zachowań ryzykownych. Badaniem objęto przedsiębiorstwo produkcyjne z branży spożywczej, zatrudniające 500 pracowników. Analizie poddano dane z obserwacji prowadzonych w ramach realizacji programu BBS w ciągu 8 miesięcy. Analiza wskaźnika zidentyfikowanych zachowań ryzykownych wykazała trend malejący, zaś wskaźnika zachowań bezpiecznych wyraźny trend rosnący. Badanie pozwoliło również na wyłonienie stanowisk, gdzie zachowania ryzykowne podejmowane są częściej. Wyniki wskazują także na wzrost świadomości pracowników w zakresie zachowań ryzykownych i wynikających z nich zagrożeń. Dane potwierdzają sensowność wdrażania programów BBS w organizacji.
Behaviour-Based Safety (BBS) is a method used to popularize safe behaviors of employees at work. The aim of the study described in the article was to verify the hypothesis that a systematic process of observation of the employee in the workplace will lead to an increase beliavior's safety and a reduction of the number of risky behavior The study en compassed a manufacturing company in the food industry with 500 workers on payroll. The analyzed data had been collected during the 8 months long observations in the framework of the BBS program. As expected, the analysis of the ratio of identified risk behaviors indicated a decreasing trend, while the rate of safe behaviors a pronounced increasing trend. The analysis also enabled selection of positions where risky behaviors are taken significantly more often. The results also indicate an increase in employees awareness of risky behavior and the results of risks The results indicate the reasonableness of the implementation of programs of BBS in the organization.

Developing in students competences which enhanced their safety at school – their ability to react assertively and to choose relevant actions in threatening situations. All the 384 training participants, who were subject to research, demonstrated increase in the level of self-esteem, self-confidence and the feeling of emotional safety. Participants didn’t admit any problems with physical safety – they didn’t feel physically threatened, either before, or after the training.

Wśród potrzeb człowieka jedną z najważniejszych jest potrzeba bezpieczeństwa. Bezpieczeństwo socjalne jest pojęciem interdyscyplinarnym. W przypadku bezpieczeństwa socjalnego osób niepełnosprawnych problem ten staje się o wiele szerszy. Ważnym elementem jest zrozumienie, czym jest bezpieczeństwo socjalne, jakie niesie zagrożenia brak jego zapewnienia. Przeciwieństwem poczucia bezpieczeństwa jest poczucie zagrożenia. Niniejsze opracowanie jest próbą analizy bezpieczeństwa osób niepełnosprawnych. Kiedy mówimy o bezpieczeństwie osób niepełnosprawnych, ich własne możliwości mogą okazać się niewystarczające. To państwo powinno zagwarantować osobom niepełnosprawnym takie poczucie bezpieczeństwa, aby żadne z zagrożeń socjalnych typu: głód, bezdomność, bezrobocie, brak opieki medycznej i rehabilitacji czy brak dostępu do edukacji nigdy nie były powodem wykluczenia tych osób. Rozwój technologii umożliwia inkluzję ludzi z dysfunkcjami do życia społecznego. Należy wykorzystać wszystkie możliwości rozwoju gospodarczego, ale również edukację społeczeństwa, aby osoby niepełnosprawne były włączane w życie społeczne i nie czuły się dyskryminowane i spychane na margines.
The safety need is one of the most important among people’s needs. The meaning of social safety is interdisciplinary. When we actually think about the meaning of the social safety within disable people, we can see that it becomes much more serious. It is really important to understand what the social safety means, what danger it brings or what the lack of the social safety brings. The contrast to being safe is the feeling of danger. The essay contains the attempt of an analyse the safety feeling within disable people. When we talk about safety of disable people, their own capabilities might not be good enough. The government should ensure that the disable people will feel safe and none of the social dangers like: starvation, homelessness, unemployment, lack of medical and rehabilitation support or problems to get the right education, will be a reason to exclude them. The technology progress gives disable people an inclusion to the social life. We need to take advantage of the economic development but also the society education to make sure that disable people will be included in the social life and stop feeling discriminated or pushed away.

To ensure their security, organizations reach for more and more new solutions. They implement new co-management models based on the ideology of governance and Compliance Management System. One of the most important elements of the latter is the Whistleblowing Management System (hereinafter WMS), which can serve as an effective preventive barrier for an organization and a tool for collecting information from whistleblowers, verifying received information about violations of law and issuing recommendations on actions to be taken. Legal regulations being introduced in this area, both international and national, will not only allow greater access to whistleblowing channels for the majority of society but will also contribute to build a positive image of the whistleblower and increasing public awareness in this regard. Organizations are often exposed to activities that threaten their security in all dimensions. Starting with financial losses, through the most severe – image losses, or safety of the production line, safety of employees, physical and technical security of facilities. Therefore, it is important to conduct research that will indicate the possibilities of maximizing the use of whistleblowers to ensure the security of organizations and to propose improvements in this process, which should noticeably contribute to increasing the level of security, which in these times is a priority issue.
