Opis:
W artykule przedstawiono zagadnienia związane z problematyką eksploatacji urządzeń elektronicznych stosowanych w transporcie. Funkcjonują one w zróżnicowanych warunkach eksploatacyjnych. Ich poprawne działanie jest uzależnione nie tylko od niezawodności poszczególnych części składowych tworzących system, ale także od przyjętych do realizacji strategii eksploatacyjnych. Racjonalizacja określonych wartości (np. wskaźnika gotowości) możliwa jest m.in. poprzez opracowanie nowych metod optymalizacji przeglądów okresowych. Takie podejście zostało zaprezentowane w artykule.
The article presents issues related to the problems of exploitation of electronic devices used for transport. They operate in different conditions. Their correct operation is dependent not only on the reliability of the individual components making up the system, but also on the adopted exploitation strategy. Rationalization of certain values (eg. readiness coefficient) is possible, among others, by developing new methods for optimizing maintenance. Such an approach is presented in the article.

Рост уровня интегрированности мировой экономики сопровождается интенсификацией потоков технологий, товаров и экономических ресурсов, движущихся через национальные границы. Интенсивность таких процессов зависит от различий в уровнях экономических переменных: товары и услуги перемещаются более интенсивно в связи с разными уровнями цен, а финансовый капитал перетекает в результате различий в уровнях процентных ставок и доходов. Следствием процесса интернационализации является рост объемов факторов производства зарубежного происхождения – иностранных инвестиций, технологий, консультативных услуг. При таких условиях необходимы новые подходы к решению проблем развития агропромышленного комплекса, учитывая конкурентные стратегии участников мирохозяйственных связей.

Artykuł dotyczy oceny wpływu sprawnie realizowanej w przedsiębiorstwach strategii operacyjnej na efektywność procesów ich przeobrażania. Przedstawiono w nim wyniki badań przeprowadzonych w latach 1999-2013 w przedsiębiorstwach działających na terenie Polski, a więc w okresie zarówno prosperity, jak i światowego kryzysu. Badania przeprowadzono w trzech okresach: 1999-2002, 2003-2005 i 2011-2013. W badaniach wykorzystano zaproponowany przez autora do tego celu model przeobrażeń przedsiębiorstwa. Wykazały one, jakie istotne zmiany zaszły w badanych okresach nie tylko w zarządzaniu przedsiębiorstwami, ale również w podejściu do realizowanej strategii operacyjnej. Stwierdzono, że kluczowe dla realizacji strategii operacyjnej czynniki związane z obszarami kosztów i jakości, z czasem stawały się czynnikami podstawowymi, a ich rolę, jako wyróżniające w budowaniu przewagi konkurencyjnej, przejęły czynniki związane z obszarami obsługi i innowacji.
The article concerns assessment of the impact of an efficiently implemented at enterprises operational strategy on effectiveness of the processes of their transformation. The author presented in it findings of the research carried out in 1999-2013 at enterprises operating in Poland, therefore, in the period of both prosperity and the global crisis. The research was carried out in the three periods: 1999-2002, 2003-2005 and 2011-2013. The author made use in the research the model of enterprise transformations proposed by him for that purpose. It showed what important changes took place in the periods in question not only in enterprise management but also in the approach to the implemented operational strategy. He ascertained that the key for implementation of the operational strategy factors related to the areas of costs and quality over time were becoming the basic factors and their role, as the dominant in building competitive edge, was taken over by the factors related to the areas of service and innovation.

This article presents the results of research, which set out to clarify the importance and role played by the concept of using A2/AD capabilities in the military strategy of the Russian Federation. Analysis and criticism of the literature were used to solve the research problems. In order to guide the research process, a hypothesis was formulated, assuming that the Russian concept of using A2/AD capabilities is an operationalisation of a broader military strategy for defeating the adversary, as well as an effective deterrence mechanism. The research process established that the Russian concept of using A2/AD capabilities is a theory and operational practice, a broader military strategy of achieving multi-domain superiority over the adversary by conducting strategic offensive operations. Integrating offensive and defensive operational capabilities plays a key role in this concept, which guarantees possession of the strategic initiative and maintenance of dominance in the international security environment and supports the idea of creating Russian spheres of influence. It also prompts NATO states to counter the supremacy of the Russian Federation.

The recent global economic crisis has caused an uncertain and challenging business environment and has battered managements that are running businesses all over the world. This paper focuses on new capabilities that can be used successfully in a fast changing business environment for improving firms’ efficiency. This research utilizes constructive approach including interviews and case studies. The relevant findings of the study are the elements of the key success factors: entrepreneurial strategy, R&D to market performance, dynamic operational excellence and innovativeness with links to the key actions which have led to new business model called dynamic business model (DBC). This research focuses on power electronics business industry which at the same time is a limitation. This research helps directors and managers to think more widely and make better decisions for the success of the company. This research results bring additional value of the previous studies regarding a firm’s key success factors and dynamic capabilities.

Opis:
Efficient shaping of international security depends on the activity of numerous entities, particularly on the functioning of organizations such as NATO and the European Union. The article presents the contribution of these unions of democratic states to global peace-building and indicates the desired directions of transformation aimed at developing their power, solidarity and credibility. These are the factors that condition the organizations’ central role in shaping Euro-Atlantic and global security. Attention has been also paid to the need for strengthening cooperation between these organizations, which results from new, complex challenges and threats emerging in the currently very unstable security environment, which could not be dealt with by NATO and even less by the EU on their own. Thanks to close cooperation, the organizations have more possibilities and resources to react to various crisis situations as well as they can achieve the desired effect of synergy. Thus power and effectiveness of the EU and NATO is conditioned by their common and consistent security policy.

The subject of the article is regional policy in Poland conducted according to the principles governing the European Union cohesion policy. The author addresses especially the key issues of regional policy, defines its objectives and instruments as well as the main models. The discussion provides the background for the subsequent analysis of the current and future shape of regional policy implemented in Poland. The aim of the article is cognitive and pointing to the changes of directions and character of activities aiming at working out the proper development strategy for Poland, in compliance with the European Union directives but also meeting the needs of regions on different levels. Regional policy currently pursued in Poland and based on the idea of the European Union cohesion policy aims at creating the system of planning and management of spatial management integrated with the main tendency of socioeconomic planning. The condition enabling conscious space development is possessing and using appropriate legislative, administrative, organizational, promotional, information and other instruments. Polands regional policy conducted within the frame of common cohesion policy and targeting common objectives is financially supported by the EU funds and financial means from the Cohesion Fund. The shape of regional policy in Poland is determined by the striving to identify strong regions which would be able to push the economic development of the country strengthening at the same time less innovative regions. Polish regional policy included in the EU development programmes is using the instruments adjusted to the individual properties of regions, where the leading player is a region characterized by a considerable autonomy in this respect affecting the way in which the existing pro-development possibilities are used. Such solution of the planning and implementation of development policy draws Poland closer to contemporary concepts of regional development theory, showing the region as an autonomous, socio-economic system, creating a vision of development and evaluated for its effectiveness. The future shape of Polish regional policy will depend on such concepts which emphasize the role of regions, ascribing them a growing importance in the national development policy.

How to ensure that the various levels of the organization are operating in accordance with a common strategy? According to the Hallberg committee’s Preparedness and comprehensive security report [1] the key challenges the public sector organization faces lies in finding new ways of operating horizontally across various levels of administration. This paper aims to develop the preparedness in the target organization by strategy’s resource-based identification for implementing sustainable competitive advantages to the public sector’s management system. The research methods used are a case study and surveys, which were connected by the analytical hierarchy process based form and two sense and respond (S&R) based forms. The longitudinal data for the surveys were collected in two phases and analyzed with the balanced critical factor index method [2] and transformational leadership indexes (TLI) with technology levels [3]. The BCFI & TLI method identifies and clarifies the unit’s development and risk factors. According to [4] during the process of sense and respond, it is important to develop an operational strategy adjustment system by utilizing critical factor evaluation. As [5] describes in her dissertation if there were clear goals defined for the quality of the (public) services the natural choice of the approach in the purpose of evaluation for accountability would be the goal-attainment evaluation. The innovative findings lay the groundwork for the decision makers to focus efforts and readjust the operations of the target organization in order to achieve operational sustainable competitive advantage (OSCA).

Wskazano związek wskaźników z krytycznymi czynnikami sukcesu oraz realizowaną strategią organizacji.
The article presents a description of two methodologies for the selection of measures in order to create a system for reporting key performance indicators in the enterprise. The stages of implementing KPIs have been described after having characterized them in advance and in which areas they should be developed. Indicates the reference of indicators with critical success factors and the implemented strategy of the organization.

W ramach realizowanych projektów chemia jest istotnym obszarem badawczym, uwzględnianym w różnych aspektach dotyczących rozwoju regionów, branż i sektorów gospodarki.
Operational Programme - Innovative Economy (IE OP) supports realization of investigative projects with utilization (use) of foresight method. The foresight method was used by the Army for strategy planning. At the moment polish governmental and community administration uses the planning as a major tool of managing the knowledge, science and innovation. The main goal of the foresight projects realized by Science Institutions within IE OP is the development of the Polish economy based on innovative enterprises. Preparation of scenarios and reports will allowed to create homogeneous and consistent development strategy for R&D sphere and businesses, as well as dynamising the entrepreneurship potential science in practice. Within the ongoing projects chemistry science is one of the major investigative area including aspects of regions' development, branches and sectors of the economy.

Przedmiotem badań, których rezultaty przedstawiono w niniejszym artykule, była transformacja sił zbrojnych Federacji Rosyjskiej. Celem badań było zidentyfikowanie efektów restrukturyzacji Sił Zbrojnych Federacji Rosyjskiej oraz uwarunkowań do prowadzenia ich dalszej transformacji. W badaniach zastosowano podejście chronologiczno-problemowe. Ustalono, że podstawowym celem transformacji było wypełnienie luki w posiadanych zdolnościach operacyjnych w stosunku do Stanów Zjednoczonych i przywrócenie wiarygodności rosyjskich sił zbrojnych na arenie międzynarodowej. Pierwszy udany program modernizacji sił zbrojnych w postradzieckiej historii Rosji zrealizowany w pierwszej dekadzie XXI wieku pozwolił nadrobić zaległości związane z wewnętrznym załamaniem gospodarczym w latach '90. Programy modernizacyjne wdrożone po 2008 roku można uznać za najbardziej ambitne, spójne i skuteczne. Pozwoliły na stworzenie dobrze wyszkolonych i wyposażonych sił zbrojnych, przystosowanych do działania w regionie postsowieckim. Oceniono, że obecnie siły zbrojne Rosji są wiarygodnym narzędziem do realizacji celów polityki zagranicznej, czego niezbicie dowodzi aneksja Krymu i rozmieszczenie wojsk w Syrii. Ostatnia dekada prowadzenia reform sił zbrojnych jest również dowodem na możliwość dokonania szybkich zmian transformacyjnych i dogonienie Zachodu nie tylko w wybranych zdolnościach operacyjnych. Rezultaty badań przedstawione w artykule stanowią dobre podstawy do zidentyfikowania kierunków dalszej transformacji sił zbrojnych planowane na lata 2018–2027.
The subject of the research whose results are presented in this article was the transformation of the Armed Forces of the Russian Federation. The aim of the research was to identify the effects of the restructuring of the Armed Forces of the Russian Federation and the conditions for their further transformation. In the research, a chronological and problematic approach was used. It was established that the primary goal of the transformation was to fill the gap in the existing operational capabilities in relation to the United States and restore the credibility of the Russian Armed Forces in the international arena. The first successful program of modernization of the Armed Forces in the post-Soviet history of Russia carried out in the first decade of the 21st century made it possible to catch up with the internal economic collapse of the 1990s. The modernisation programmes implemented after 2008 can be considered the most ambitious, coherent, and effective. They allowed the creation of well-trained and equipped Armed Forces, adapted to operate in the post-Soviet region. It has been assessed that the Russian Armed Forces are now a credible tool for achieving foreign policy objectives, as evidenced by the annexation of Crimea and the deployment of troops in Syria. The last decade of Armed Forces reform is also proof of the ability to make rapid transformational changes and to catch up with the West, at least in selected operational capabilities. The results of the research presented in the article are good fundaments for identifying the directions of further transformation of the Armed Forces planned for 2018–2027.

Blisko dziesięcioletni okres członkostwa Polski w UE pokazał, że unijne fundusze stanowią istotny element stymulujący rozwój naszego kraju w różnych wymiarach. Celem artykułu jest próba oceny znaczenia wybranych programów operacyjnych dla realizacji celów Strategii Europa 2020 w Polsce. Analiza stanu kontraktowania i wydatkowania środków przeznaczonych na projekty realizowane w ramach wybranych Programów Operacyjnych, wskazuje na zaawansowany poziom ich realizacji. Implikuje to obserwowany postęp w osiąganiu celów strategii Europa 2020.
Nearly ten years of Polish membership in the EU have shown that EU funds are an important element in stimulating the development of our country in different dimensions. This article aims to assess the significance of selected Operational Programmes for the realization of the objectives of the Europe 2020 Strategy in Poland. The analysis of contracting and spending levels of funds for projects realized within selected Operational Programmes, indicates an advanced level of their implementation. This results in the observed progress in achieving the objectives of the Europe 2020 strategy

Opis:
The article presents concepts of the art of war, that is the theory and practice of war military activities and crises reaction. In this context the term has two meanings. The first regards the theory, while the second is connected with practical steps taken by commands and armies in the scope of preparing and conducting the war activities. The article describes three basic fields of the art of war, that is the strategy, operational art and tactics. The first field-strategy refers to the measures chosen and undertaken in connection with preparing the state and, first of all, the armed forces to a war. The second field-tactics is generally interested in combat. The operational art is the youngest field of the art of war and it deals with operations and the art of commanding troops in operations. The article also discusses elementary categories of the art of war at the strategic, operational and tactical levels. The authors of the article refer to the works of Carl von Clausewitz, Antoine H. Jomini, Ferdinand Foch, Basil H. Liddel Hart, Andre Beafre, Franciszek Skibiński, Stefan Mossor, Stanisław Rola-Arciszewski and Stanisław Koziej.

Artykuł przedstawia studium przypadku dla zakładu produkcyjnego w którym w latach 2008-2014 zwiększano poziom wydajności. Dokonano analizy obszarów w których podjęto działania operacyjne i strategiczne mające na celu zwiększenie wolumenów produkcyjnych i wykorzystania maszyn oraz zmniejszenia zużycia paliw i energii.
The article presents a case study for a production plant in which the level of efficiency was increased in 2008-2014. An analysis was made of the areas in which operational and strategic actions were taken to increase production volumes and use of machines as well as to reduce fuel and energy consumption.

Opis:
Purpose: This paper aims to present a fresh idea on how to model and examine the level of sustainable competitive advantage (SCA) with and without knowledge and /technology (K/T) effects in a case company’s operation by taking the manufacturing strategy’s development directions and the efficiency of resource allocation among its attributes into consideration. Design/Methodology/approach: In this paper, questionnaires are filled by two different managerial groups, company’s management team (G1) and company’s global directors (G2). The analyses based on G1, G2 and G1-G2 (mixed results) are performed and examined as well as the effect of knowledge and /technology rankings to observe the differences on how they effect on company’s operations strategy and what kind of strategy type that decision makers might follow. Besides, the effects of knowledge/technology rankings on SCA risk levels are examined on different case companies to perceive the similarities and differences with our case company. In this case study, the objectives are achieved based on several methodologies: manufacturing strategy index (MSI) [1] and sense and respond (S&R) methodology [2]. Findings: The achieved results through the model are found to be promising corresponding to the feedback from the respondents. Research limitations/implications: The model is applied only in a big sized B2B global company that produces power electronics products. Therefore, further tests need to be applied to the model in case of multiple companies from different sizes and areas to figure out the best formula in case of validation of strategic direction (MAPE, RSME or MAD). Practical implications: As a result of its wide applicability and its ease in arrangement the model has an enormous potential for strategic decision-making process and strategic analysis. Originality/Value:The model can provide a more dependable possibility of sustainable improvement to the corporate operational excellence and strategy.
